Ma , Monday June 20, 0966,> at which time they will be Publicly opened and read, for performing work as follows: ADDITION TO MARINERS LIBRARY NO BRD will be received unless It is made on a proposal form as bound in the specifications. Each bid must be accompanied by cash, certified check or bidder's bond made payable to the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid, such guaranty to be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. In accordance with the provisions of Section 1770 of the Labor Code, the City Council of the City of Newport Beach has ascertained the general prevailing rate of per diem wages In the locality In which the work is to be performed for each craft or type of workman or mechanic-,nedded to execute the contract and Is set forth in • Resolution No, 5279. A copy of said Resolution Is available in the office of the City Clerk in the City of Newport Beach. All bids are to be compared on the basis of the Architect's estimate of the quantities of work to be done. No bid will be accepted from a Contractor who is not licensed in accordance with the provisions of Chapter 9, Division lal of Business and Professions Code. Plans and Specifications, forms of proposals, bonds and con- tract may be obtained at the Office of William E. Blurock & Associates, Architects, 1550 Bayside Drive, Corona del Mar, California, and will be available for examination at the Public Works Department, City Hall, Newport Beach, California. A Deposit of $10,0.0 will be required for each set of plans and specifications. The deposit gill be returned only upon return of the documents complete and in good condition within five days after the bid openings. Bidders shall visit and carefully examine sate o proposed work and acquaiint themselves with condi- tions under -which work will be performed and nature and extent of work involved. S. Conflicts In event that any conflict is discovered be- tween actual conditions existing on site and conditions described or indicated on drawings or In speciflcatlons, bidder shall call such conflict to attention of Architect and request clarification before his proposal Is submitted. Otherwise, It will be assumed that premises have been thoroughly examined and found to be acceptably described. In such event, it will be responsibility of Contractor to produce finished result indicated on drawings and speci- fied herein without claim for extra costs. ART. 3. SUBMISSOON OF BIDS A. Form: Proposal must be made on blank Form of Proposal attached. I copy of which shall be removed from specs- i fications. filled In and enc;osed in seai.ed envelope addressed "Proposal for the General Construction10. and endorsed with name of the Project on which bid is made as shown on title page of Form of Proposal„ Proposal must be \ INSTRUCTION TO BIDDERS - 1 for complete work of Contract as described in Contract Documents, and will be received only as listed in Form of Proposal. B. Bonds: Each bidder shall include all charges for furnish - n_j Performance Bond in sum of 50% of contract price and a labor and Materials Bond in sum of 50% of contract prica. Form of such bonds shall be the same as those found in this Specification. C> Substitutions- Of Contractor is unable for any reason to offer a bid on the work as speci fl ed; or if he desires to make a substitution for any work shown or specified which may not be considered equal to work called for, he may list substitutions in space provided in Form of Proposal. He shall indicate additions to or deductions from Base Bid which the Owner may make if substitution is accepted, The Owner reserves the right to base his selection of a Contrac- tor exclusively on the base bid presented, or on the com- bination of base bid and acceptance of any substitutions or separate bids.
