Newport Blvd. Area Code 714 073ZA Re: Agreement for purchase and maintenance Gentlemen: of fibreglass buoys The City Council has authorized me to accept your proposal as stated in your letter of December 17, 1965, for all labor, materials and equipment necessary to install six fibreglass buoys to be installed off shore in the Corona Del Mar area of the City at a total price, complete in place, of $736.00. The exact locations in which you will install the buoys will be determined by the City's Chief Lifeguard Mr. R. E. Reed. In addition, it is agreed that you will provide all required maintenance of the buoys for a period of five years at a price of $375.00 per year commencing in 1967 and ending in 1971. The scope of your services does not include rope or floats for rope or the maintenance of the same. Payment for work completed will be made by the City within 30 days following receipt of your invoice. After completion of the work of installing the buoys, the City may terminate this agreement with respect to annual maintenance at any time by advising Trautwein Brothers in writing, such notice to be effective on the fifth day following the date of mailing. Swimming Line Buoys;; Recommendation and Information After completing investigation, and reviewing cost pro- posals from 3 marine contractors, I feel that Trautwein Brothers should be granted a contract to place the swimming line buoys off Corona del Mar and Buck Gully. Their's and Croft and Neville's proposals are attached herewith. Gillis and Derby were not int- erested in any long term agreements on this project:. For telephone conversations with Don Means„ Tully Sey- mour, and Trautwein, it seems that we can have a purchasing agree- ment wherein we can be protected under the following points: 1. That we will be required to pay only, for the work which has been done. Not for anything yet to be done. 2. That we can word the contract so that the vendor agrees to the period of time extent which we spec- ify will fit our needs. (In this case, 5 years) 3. That we can reserve the right to withdraw from the agreement whenever we choose to do so. Therefore, if this meets with yours, and Council's approval, I suggest we work toward the installation being com- pleted in early May. R. ~E. Trautwein's quote, as you remembers included the use of fiberglass buoys. Croft and Neville's bid included using steel buoys. Originally, I had wanted to utilize steel buoys. However, for their propar upkeep, it will be necessary for them to be hauled ashore and sand blasted on alternate years, before painting. This will materially increase the amount of time required for their overhaul, since it will require 2 trips for one overhaul task by the contractors to be made every other year•. Trautwein is reporting better success with the current fiberglass buoys, than was the case with earlier models. Croft and Neville is quoting $1,165, for initial in- stallation and the annual maintenance costs are alternately $348. and 1793. . (One year, only painting, and one year, completely removing, sandblasting„ and chain repairing.) This averages out to $526. per year. Trautwein claims the fiberglass buoys will not require sandblasting. They will only require scraping and painting, which can be done while at sea. Thus, only one trip per year will be necessary for their maintenance. Trautwein's quote shows $7369 for initial installation, and $375e, for each annual maintenance job. For the sum of w1,165.00 we agree to furnish all labor, equip- ment, and materials to install six new moorings to the follow- ing specifications: Each new mooring will consist of 50 ft. of 5 /8" chain, 2 each 3/4" shackle, 375 lbs, weight ( 1/2 railroad car wheel), and 1 new 2411 dia, x 2011 galvanized buoy. Note that this is a larger buoy than is generally used. The standard buoy is 2411 dia, and 1211 deep. These moorings will be installed at locations designated by a representative of the City of Newport Beach. In regard to the maintenance of these proposed moorings, by using the larger buoys and 5 /8" chain, it vrill be necessary to change the chain and shackles, and paint the buoys at two year intervals only. Subject:: Swimming Line Buoys; Added Information Per telephone conversation with Swanson of Croft, and «eville, he wishes to disqualify himself as a bidder, on t'.^i.s project. His insurance does not cover any operations in the ocean. He informed me of this at 10:45 A. ?,i. today, Monday, 1/10/66. At 11:25 A. M., I talked %�iith 'Mr. Paul Shaver of Trautwein Brothers. He advises that they would go ahead per their quotation of ;736. for the initial installation, and an annual inspection and maintenance cost of $375. per year, for all 6 buoys. He is insisting that steel buoys would require sand - bla8ting and painting every year, and thus the. cost would be about double on maintenance, since it would require twice as many trips Into the ocean to accomplish it. Gillis and Derby sent in a quotation on Initial instal- lation, however they refused to Give us any subsequent costs on annual maintenance. So in view of the above, and since Trautwein is the only remaining qualified bidder, it appears they should do the work, subject to Council approval of the project. When this occurrs, the sea gulls then eat the hard foam filler and the buoys sink. Therefore, since these buoys will be in the open ocean and subject to being struck in the same fashion, we are recommending that Croft and Neville be granted the contract, utilizing steel buoys. R , hief • CITY OF NEWPORT BEACH • • OFFICE OF THE CITY MANAGER December 14, 1965 TO: BOB REED FROM: City Manager SUBJECT: CONTRACT MAINTENANCE OF OCEAN SWIMMING AREA LINE BUOYS It would appear that you had better check in a little more detail on the question of fiber glass versus metal, so we can substantiate our recommendations. I would suggest that you work out a schedule for the next five years of the actual maintenance which will be required in terms of painting, replacing, inspecting, et cetera. With this probable schedule you should then get a firm bid from each of the three concerns involved. On the basis of these bids, you should then indicate the probable amount of money required during each of the fiscal years involved, including the current fiscal. If we have metal buoys and they need to be lifted for painting, I think this should be part of our contractual arrangement. Let's try to be prepared to go to Council for final approval at either the next meeting or the following meeting. I would suggest that you talk to the City Attorney about the type contract we must have for this service. Must it be a formal written contract approved by Council, or can they merely authorize me to enter into a contractual arrangement? HARVEY L.
