DISCUSSION: THE PROJECT WILL CONSIST OF THE INSTALLATION OF PHASE TRAFFIC SIGNAL TO REPLACE THE EXISTING STOP SIGNS. SIGNALIZATION WILL INCREASE THE EFFICIENCY OF THE INTERSE SIGNIFICANTLY INCREASE THE FLOW OF TRAFFIC AT PEAK HOURS. ALSO INCLUDE THE CONSTRUCTION OF PAVEMENT WIDENING AT THE TO FACILITATE THE MOVEMENT OF TURNING TRAFFIC. This construction staking shall be under the supervision of a State licensed surveyor or civil engineer. Payment for this work shall be included in the various contract unit prices and lump sum prices of the construction work, SECTION 9 EXISTING HIGH'dAY FACILITTES 9 -1 GENERAL Removal, disposal, salvage and reconstruction of existing highway facilities shsll be performed in accordance with the requirements of Section 15 of the 9tate Standard Specifie�tions. 4FCTION 10 wATFR 10 - 1 GI NT ;AL The Contractor shall provide all water required in his work, and no separate payment will be made therefor. City is designated as the agent of County for the purposes of administering, contracting, and constructing the public improvements called for in this agreement and is author- ised by the County to perform all acts necessary or required in order to construct the improvement in accordance with the plans and specifications. On completion of the plans, specifications and cost estimates for the project, City shall transmit the same to the appropriate County department for approval. After written approval has been obtained from the County, City shall proceed to award a contract for the project pursuant to the public bid requirements of the City Charter. 3. For and in consideration of the covenants and conditions agreed to be performed by City, County agrees to re- imburse the City within thirty (30) days upon receipt of an itemized statement setting forth the County's share of the prdl ect construction costs and engineering costs on the following basis: (a) For any necessary street widening and improvement work, the County will reimburse the City for the work done within County territory as that territory existed at the time of the award of the construction contract. (b) County's share of the traffic signal inter. section lighting phase of the project shall be one-half (1/2) of the total cost thereof based upon the fact that two (2) legs of the intersection lie within the territory of each party. Attached is traffic count data for the present year and anticipated volumes for 1975. We feel that a two - phase fixed time controller is suitable at this time. When the need arises, this controller may be expanded to provide a third phase for left turns from eastbound Superior Avenue to northbound Placentia Avenue. The wiring for this third phase will be a part of the initial installation. The County does not consider installation of a more elaborate controller as being justified at this time. Model T527RM is an all- transistor, semi - actuated, two phase controller expressly designed to have mini- mum maintenance requirements. All mechanically operated parts have been eliminated. All timing cir- cuitry is inert and employs the inherent sustained reliability of semi - conductor elements. Linear calibration and color -coded dials assure quick, accurate adjustment of timing intervals. A full set of indicator lights aid in observing and establish- ing most effective timing settings. Circuit elements are grouped on separate plug -in printed circuit boards for ease of servicing. They are compensated against changes in temperature and voltage for long -term reliability over a wide range of environmental conditions. OPERATION Model T527RM produces traffic signal operation which is flexible and conforms to the arrival of traffic at an intersection. Side Street green time is auto- matically extended or shortened to accommodate the number of cars approaching instead of being auto- matically cut off at the end of a predetermined interval. When there is no demand for the green light on the cross street, the right of way rests with the Artery. It is transferred to the Side Street only on demand of the vehicle detectors or pedestrian push buttons. With a vehicle call only, minimum Side Street green time is the sum of one Initial Interval and one Vehicle In- terval. For example: a Side Street may have a heavy demand only during the A.M., with smaller demand during the afternoon. The preferred maximum for each condition can be selected. These maximums are selectable by time clock, volume level computer, or by master control. TRAFFIC \\ A T ATE The T527RM is a solid -state controller in every sense of the word. It occupies less space (lit /2" wide x 83/4" high x 7 %° deep) than comparable electro- mechanical controllers and weighs 13 lbs. 10 oz. Design life of all components under continuous operation is five years or more. Printed wiring sub - assemblies are plug - connected and ar- ranged for ready removal without unsoldering individual connections. The controller mechanism is completely enclosed in an attractive sheet aluminum case with a protective wear resistant textured enamel finish. Electrical connections from controller to outgoing and incoming circuits are made by Type MS multi- terminal plug. An indicator light is associ- ated with each timing dial, maximum green interval, and detector circuit. The controller and related external relay equipment are housed in a weathertight cast aluminum cabinet. POWER REQUIREMENTS Power input to the controller is 117 volts nominal, 60 cycle single phase A.C. with an average controller demand of 10 watts. COMPONENTS • Timing circuits: Entirely solid - state. No vacuum or gaseous tubes. • Switching functions: Accomplished with solid -state electronic cir- cuitry. No electro- mechanical devices. • Functional sub - assemblies: Grouped in plug -in printed wiring boards, interchangeable between controllers. Permits inspection while controller is operating. • Relays: External to the controller and jack mounted to the cabinet. Used for signal light switching. • Temperature compensated silicon transistor circuitry: Used throughout to assure stable operation over a temperature range of —20 °F, through 165 °F. All components are amply derated for heat dissipating capacity and for rated voltage to assure maximum service life.
