ADOPT A RESOLUTION AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE A COOPERATIVE AGREEMENT WITH THE COUNTY OF ORANGE FOR THE SUBJECT IMPROVEMENT. DISCUSSION: THE PROJECT WILL CONSIST OF THE WIDENING AND REBUILDING OF APPROXIMATELY 600 FEET OF PLACENTIA AVENUE, BEGINNING AT A POINT APPROXIMATELY 300 FEET NORTHERLY OF 15TH STREET AND EXTENDING TO THE NORTHERLY BOUNDARY OF THE CITY OF NEWPORT BEACH. APPROXIMATELY 300 FEET OF THE CONSTRUCTION WILL BE WITHIN COUNTY JURISDICTION. THIS PORTION OF ROADWAY WILL BE CONSTRUCTED TO FULL SECONDARY, FOUR LANE STANDARDS, 64 FEET CURB TO CURB. THE STREET WILL BE WIDENED TO FOUR LANES WITHIN THE CITY BY RELOCATING THE EXISTING CURB ON THE WESTERLY SIDE. THE EXISTING 70' WIDTH OF RIGHT -OF -WAY WILL ALLOW CONSTRUCTION OF THE FULL FOUR LANES IF PARKING IS RESTRICTED ON THE EASTERLY SIDE. THE STRUCTURAL SECTION OF THE STREET WILL BE INCREASED TO CARRY THE GROWING VOLUMES OF TRAFFIC WHICH WILL BE USING PLACENTIA AVENUE. THE ESTIMATED COST OF THE PROJECT IS $211000. OF THIS,$101000 WOULD BE ASSUMED BY THE COUNTY. THE REMAINING $11,000 COULD BE FUNDED FROM CITY SECTION 186.1 GAS TAX FUNDS. SIX THOUSAND DOLLARS HAS BEEN APPROPRIATED FOR THE PROJECT FOR THE FISCAL YEAR UNDER ACCOUNT No. 19-3357 -042. AT THE TIME -- THE -- FISCAL YEAR 66 -67- BUDGET WAS PREPARED, NO WIDENING WAS:PROPOSED FOR PLACENTIA AVENUE. SINCE THE COUNTY IS INTERESTED IN WIDENING THEIR PORTION OF PLACENTIA AVENUE, IT IS RECOMMENDED THAT THE CITY ALSO PROCEED WITH WIDENING AT THIS TIME IM AREAS WHERE RIGHT -OF -WAY IS PRESENTLY AVAILABLE. GENERAL This report presents the fittings of a subsurface investi- gation and laboratory,4nalysis "of soils along Placentia Avenue, a Secondary Arterial Highway, from 165'± north and south of Production Place in the City of Newport Beach. This report has. been prepared to satisfy the Materials- Report requirements o,,f the Collier -Unruh Act.- II. AUTHORIZATION The investigation Beach per letter dated III. V. LABORATORY ANALYSIS As may be noted on the attached S.S.S., the Resistance 'R' Values of the native soil is 61 by expansion with 48 percent passing the number 200 sieve. VI. TRAFFIC INDEX A Traffic Index (T.I.) of 8.0, which was furnished by the City of Newport Beach per letter dated March 21, 1966, has been used in determining the structural section. VII. Discussion ' *The design 'R' Value of 40 was chosen as being represent- ative of the soil.stability at the field moisture expected ' to be encountered during construction. If extreme moistures are encountered that-produce areas of,unsuitable material, the material should be removed and replaced at the direction of the Engineer. Refer to the attached Moisture vs. 'R' Value chart for an indication of the effect which the high ' field moisture has on soil stability. ' IX. The provisions in Sections 19 -5.02, 19 -5.03 and 19 -5.04 of the Standard Specifications are superseded by the following: When the original ground within 0.5 foot of the grading plane and for a width equal to the width of the grading plane has a relative compaction of less than 90 per cent, the subgrade shall be prepared and compacted in accordance with the provisions of Section 21 of the Standard Specifications except that the relative com- paction shall be at least 90 per cent in lieu of the 95 per cent specified. When the original ground in the shoulder areas within 0.5 foot of finished grade has a relative com- paction of less than 90 per cent, said areas shall be compacted to a relative compaction of not less than 90 per cent. Compacting original ground in shoulder areas to be paid for will be the actual areas ordered compacted, measured by the square yard. The relative compaction of all embankment areas including shoulder areas shall be not less than 90 per cent, in lieu of the provisions in Section 19 -6.02 of the Standard Specifications re- quiring not less than 95 per cent relative compaction within 2.5 feet of finished grade. Removal and disposal of unsuitable material will be paid for at the contract price for roadway excavation. No compensation for extra work will be allowed for work performed as specified in Section 19 -2.02 of the Standard Specifications. The sand equivalent value and relative compaction requirements for structure backfill specified in Section 19 -3.06 of the Standard Specifications will be required for bridge abutment backfill only. Backfill at all other locations shall not have a sand equivalent ' requirement and shall have relative compaction requirement of not less than 90 per cent in lieu of the provisions in Section 19 -3.06 of the Standard Specifications requiring 95 per cent relative ' compaction. (Instr. to Writer) Use this specification for all non - arterial streets and when the Lab. recommends a 90% relative com- paction in the top 0.5 foot of subgrade. Use standard Special Provision for subgrace preparation Sec. 21, with this Special Pro- vision. 1 .1 U 1 1 1 1 1 1 ' Section 21.1 ' 8 -7 -65 ' ( ) Subgrade Preparatio n. -- Subgrade preparation shall con- form to the provisions in Section 21 of the Standard Specifications, except the subgrade within 0.5 foot below the grading plane shall be compacted to a relative compaction of not less than 90 per cent in lieu of the 95 per cent specified in Section 21 -1.02 of the Standard Specifications. 1 n ' (Instr. to Writer) Use this when the Laboratory recommends 90% relative compaction in the top 0.5 foot of subgrade. 1 E Section 26 8 -7 -65 ( ) A rebate Base. - -Class 3 aggregate base shall conform to the provisions or ass 2 aggregate base 1 -'k" maximum as speci- fied in Section 26 of the Standard Specifications and these Special Provisions. At least 65 per cent, by weight, of the material retained on the No. 4 sieve shall have at least one fractured face as deter- mined by Test Method No. Calif. 205. The R -Value requirement will not be waived as provided in Section 26 -1.02B of the Standard Specifications. The provisions of Section 26 -1.035 of the Standard Specifi- cations are superseded by the following: At the time aggregate base is spread, it may have a moisture content sufficient to obtain the reouired compaction. Such moisture shall be uniformly distri- buted throughout the material. In lieu of the spreading requirements specified in Section 26, aggregate base material shall be spread upon prepared subgrade by means of approved spreading devices which will deposit a uniform windrow or layer, and after spreading as above specified, the material shall be shaped to the requirements of Section 26 of the Standard Specifications. Motor graders may be used for the afore- mentioned shaping. Tailgate spreading, by dump trucks of the material will not be permitted except for spot dumping and in areas not readily accessible to approved spreading devices. ' The miscellaneous areas to be paid for at the contract price per square yard for placing asphalt concrete (miscellaneous areas) in addition to the price paid per ton for the material involved shall be limited to,ditches, spillways, aprons, at the ends of ' drainage structures, and driveways. Section 39 8 -7 -65 ' ( ) AAsphalt_Concrete.- &5plAdIc CVUCieCe shall be Type B t1 and shall conform to the provisions of Section 39 of ti,r slat.-4 ..d Specifications and these Special Provisions. The penetration range of paving asphalt will be Grade 35 -100. The amount of asphalt binder to be mixed with the mineral ' aggregate shall be between 3 per cent and 7 per cent by weight of the dry mineral aggregate. The exact amount of asphalt binder to be mixed with the mineral aggregate will be determined by the ' Engineer. The provisions in Section 39 -2.04A and 39 -2.04B of the Standard Specifications are superseded by the following: At least 75 per cent, by weight, of the material retained on the No. 4 sieve shall have at least one ' fractured face as determined by Test Method No. Calif. 205. ' Aggregate gradd.ng requirements for base course may be either 3/4" Maximum (Coarse) or base course as specified in Section 39 -2.02 of the Standard Specifications. ' The base course mixture shall be placed on the prepared sub - grade by means of approved spreading devices which will deposit a uniform windrow or layer, and shall be spread and shaped with ' motor graders. The use of asphalt pavers for laying the base course mixture shall not be permitted. (Delete when paving is minor). Each lane of the top course (surface course) shall be placed continuously between terminals as directed by the Engineer. ' Rolling equipment shall conform to the provisions of Sections 39 -5.02, 39 -5.03 and 39 -6.03 of the Standard Specifications, except 3 wheel rollers shall not be permitted and pneumatic rollers shall be used on base courses only. Prime coat shall be liquid asphalt grade SC -250 unless directed otherwise by the Engineer. (Instr. to Writer) Use the following specifications for local streets; If base course is required, add a pneumatic -tired roller. In lieu of the rolling equipment required in Section 39 -5.03 and 39 -6.03 of the Standard Specifications, the Contractor will be required to furnish one 3 ton 2 -axle tandem roller for each 50 tons, or fraction thereof, of asphalt concrete placed per hour by each asphalt paver or motor grader. The road in front of the park does not seem to bd kept in very good condition at times probably as a result of being sandwiched between dosta Mesa and county territory on Placentia Avenue. `Mould you please let me know what if anything can be done to get that strip kept in better condition? There are chuck holes quite often and overall it could stand some improvement. Costa Ii"iesa and the county usually keep their section in good repair but this section doesn't get enough attention.
