If additional copies of the notice are needed, please let us know, stating the number desired and to whom they should be sent. The purpose of this letter is to enlist your support in the election of a well qualified city employee to represent city employee interests. A unified city vote for a single candidate can put a city representative on the Board. Within the next week or so, your City will be receiving ballots from the State Employees' Retirement System, for election of a new member of the Board of Administration. This election is an important one, because the person selected to serve on the Board will participate in the investment of some $175,000,000 per year on behalf of the 250,000 members of the System. The Board of Administration is composed of eleven members: a life insurance offiDiaL appointed by the Governor, a bank official appointed by the Governor, a er of the State S Personnel Board, a representative of the University of California, the State Director of Finance, a persons r resenting the bl c appointed by the governor, and three members elected from the membership of a System. The three members elected from the membership now include a State employee, a school district employee, and an employee of the University of California. In brief, the membership is heavily weighted with state employees and officials and appointees of the governor, in spite of the fact that 51% of the members of the System are "public agency members" (i.e. other than State employee. None of the Board members are employees of a City government. A number of System members have nominated and are supporting Bill Carlile, Glendale's City Controller, in the belief that the cities deserve at least one representative, and that Bill is well qualified to act as that representative. Enclosed are several copies of a leaflet which briefly outlines Bill's background. If the employees of your city are not already pledged to some other candidate, and you feel that circulation of these leaflets would not be inappropriate, we hope you will make this information available to as many System members in your city as possible. The leaflets can be personalized somewhat if desired by the signature of someone in your organization, perhaps the Employees' Association President. With your support, we may be able to elect to membership on the Board a well qualified representative of the cities' interests. OAF Ric. The amendments to the Retirement Law made in 1945 and 1947 reduced the ages at which members may be retired and increased the benefits members will receive. The principal amendments were as follows (1) Normal service retirement age for Miscellaneous Members reduced from 65 to 60 and the factor in the service retirement benefit formula irp. creased from 1/70 to 1 /60 with a guaranteed percentage of final compen- sation for each year of service as a member; (2) The minimum guaranteed monthly retirement allowance increased from $40 to $60 to apply at age 65, or over, with credit for 20 years of service or at age 70 with prior service credit; (3) A death benefit of $300 provided for retired persons; (4) The removal of the maximum of $5,000 per annum of compensation to be included in computations under the Retirement Law; (5) Normal service retirement age for Local Safety members reduced from 60 to 55 and basis of benefits increased. B. The amendments to the Retirement Law made in 1949, which a Public Agency may elect to apply to its contract, area (6) Prior service benefits of Miscellaneous Members equal to one - sixtieth of final compensation upon service retirement at age 60 or its actuarial equivalent upon service retirement at ages 55 to 65, and.over, (7) A guaranteed percentage of final compensation for each year of service as a Local Safety Member. C. The amendments to the Retirement Law made in 1953, which a Public Agency may eledt to apply to its contract, are in part: (8) Minimum service retirement age for Local Safety Members reduced from 55 to 50, the allowance to be discounted for ages at retirement under 55, (9) Retirement Benefits based on highest average monthly compensation earn.. able during three consecutive years of membership; (10) Death Benefit for retired persons increased from $300 to $400. Other amendments to the Retirement Law made in 1953, which a Public Agency may elect to apply to its contract are: (11) Normal and minimum service retirement age for Local Firemen reduced from 55 to 50 (the allowance not to be discounted), (12) Continuation of one -half of the Service or Industrial Disability retirement allowance to certain dependents upon death of a retired Safety Member. (This benefit would automatically apply to Safety Members already retired.) E. Agency may elect to increase the retirement allowances payable to retired persons by applying to such persons the.provisions of its contract: (13) As that contract existed on June 30, 1954, or, (111) As that contract would exist if amended as outlined under paragraph "A" above, or, (15) As that contract would exist if amended as outlined under paragraphs "A" and "B" above. One of the recommendations of the Harbor Development Study Group- Newport Beach Citizens' Advisory Committee (April 10, 1957, Program 4, Page 2) was: "that suitable action be undertaken for the protection of retirement and related benefits of City personnel who may become District employees." There are two such employees: Albert Oberg, Acting Harbor Master, and Arthur Mace, Harbor Patrolman. We have been verbally informed by the Orange County County Counsel's office that Sections 31204 through 31208, of the Government Code, provide a pro- cedure for transferring such retirement benefits from one governmental unit to another under such circumstances. It is, therefore, respectfully requested that the Board of Supervisors and the Newport Beach City Council take the necessary actions to agree upon the transfer of retirement benefits from Newport Beach Employees' Retirement System to Orange County Employees' Retirement System for the subject personnel. Because of the application of these amendments, the annual in- crease in the City's contribution would be as mentioned in your letter; the difference between the $64, 201. 00 per annum and the $81, 433. 00 per annum, or approximately $17, 232. 00 per annum. This is a rather large increase in the City's contribution and is almost entirely due to the amendment covered by Paragraph D (12) of form 559 which provides for a continuation of the retirement allowance to the widows of retired safety members, and this is a rather expensive benefit to provide. The investigation and valuation as of June 30, 1954, having been completed, the Board of Administration hereby quotes the percentage and amount stated in Items 6 and 7, respectively, of the summary under the contract as it was at June 30, 1954, without amendment, as the adjusted contribution to be made by the agency beginning July 1, 19550 Adjustment will be made automatically by the next investigation a=n valuation, for the fact that the 1954 -55 contributions have been at other than these rates. 3. I note that on March 3, 1952, Mr. Hecht, Chief of our Accounting Division wrote to you explaining the procedure for making the correction with respect to contributions taken on over -time compensation in error since the date of your contract amendment, November 1, 1951. I would like to supplement the comments contained in his last paragraph, and suggest that in addition to showing the minus contributions as an adjusting item on a separate line, and that the adjustment be coded with the code 92, that the over- time:servi.ce be reversed by showing minus service, and that e member earnings be reversed by showing minus earnings. The result of this two line entry which should of course be applied to your own operating payroll, will be to reverse back to the member the over contribution amounts, and to effect adjust- ment of the employer payments. You have also inquired in your letter of February 28th as to 11what about the additional amounts contributed by each employee previous to this date, under listing code 91.11 I believe that you are inquiring as to the disposition of excess contributions since the date of the contract amendment, November 1, 1951. On the day of the election there should be three Councilmen, one at each ballot box, to hand out the ballots, having the name of the person voting on the voting list. In a few days I will have prepared the resolution declaring the results of the election. You will note that I am also sending you two extra copies of the Resolution of Intention showing Paragraph 8 of the Summary corrected. I drew this resolution very hurrially and there was a mistake in Paragraph 11 of the Summary, being line approximately 5.
