DISCUSSION: The City's Standard Specifications require Council approval of all Change Orders in excess of $500.00. On Jamboree Road between Ford Road and Eastbluff Drive (North) the westerly median curb was designed to have the outer edge of the two foot gutter poured directly against a saw cut edge of the existing pavement. This design was recommended in order to preclude the need for a pavement patch. In order to provide a more satisfactory straight line to pour the gutter edge against, it was determined during construction that the saw cut edge should be moved three inches and the gutter width increased to twenty -seven inches. Change Order No. 6 was issued to cover the cost of widening the gutter three inches for the 4,500 foot length. Part Time Bob Parker - Paramount Pacific 1, 1. 1. Three items were discussed in detail: A. Is a pile test necessary? B. If so, what procedure should be followed? C. What course of action should be followed if we are unable to get conclusive results. The County feels that since there is no pile test data available in the vicinity of the Jamboree Bridge, a test should be run. They feel that since considerable effort has been expended to date on the test, we should carry the present test to conclusion. The probability of obtaining a successful test was analyzed. It was concluded that although there is doubt that the anchor piles will set up sufficiently to complete the test, we should try. The contractor will reseat the two anchor piles by redriving until a penetration rate equivalent to the original driving is attained. He will then reseat the test pile. This is scheduled for 3/8/68. On 3/11/68, the County will restart the test. If the test is successful or the anchor piles pull,the contractor may immediately begin driving the remainder of the bridge piles. Should the test pile fail, further review of the data will be re- quired before the contractor may proceed. Box 178 Santa Ana, California 92702 Re: Substitute Piles for Jamboree Road Bridge Dear Dwight: I believe the 1811 piles you mentioned are from the 24th Street Marine Terminal project in San Diego. There are two phases to the project. For phase I the contractor is Guy F. Atkinson and the piles were cast somewhere in the Los Angeles Harbor area. For phase II Sullivan- Chadwick -Mc Cannon is the contractor and the pile casting bed is in San Diego. Greer Fervor, a local structural engineer, was the designer. In talking to Greer the following information was developed: The piles are cast con- tinuously and cut to desired length. It is probably some of the odd - length cutoffs proposed for use on your project. (I don't know why such long cutoffs). There have been no rejections and according to Greer the pile capacities are considerably in excess of 45 tons, with concrete strengths of 5, 000 to 6, 000 psi. Pile lengths for the 24th Street Terminal are up to 901. Greer seems to see no reason for disallowing them if you should be faced with that decision. At that time Mr. Piersall of Harbor Precast was reminded of the provisions of Section 94.06 of the State Standard Specifications requiring that pilin be water cured for 7 days& or until late afternoon on January 26, 168. During a visit to the plant todays, it was found that the piling had been placed off to one side of the yard and was not being kept moist as required. This piling is therefore rejected and may not be used in the subject project. It is suggested that you remind your sub-contractors, that strict arena to the specifications Is expected. Cook - City of Newport Beach The contractor plans to begin operation on approximately November 6. The Griffith Company requested that the City remove the water lines to the salt works by that date. It was further requested that piezometers be available for installation by November 20. Mr. Olsen indicated that the Edison Company should have no problem in getting their power poles out of Griffitht way. The Edison Co. and Griffith Company will cooperate in coordinating the work. Griffith will give Southern Calffeania Edison Co. a one week notice prior to the time they wish Edison to remove the poles. Edison is subcontracting the pole relocation work to E.D. Johnson Company. All contracts regarding policy should be with Mr. Olsen of the Edison Company, however. It will be satisfactory for the Griffith company to reroute traffic presently using the easterly two lanes northbound onto the westerly one -half of the road. Adequate barricades and signing will be required. If the traffic is routed on the westerly one -half of the roadway for an extended period, permanent traffic striping will be required. The contractor will be required to move this traffic striping when traffic is returned to the easterly one -half of the roadway. The contractor was requested to advise his foreman and equipment operators,working in the area of the telephone cables serving the Aeronutronic plant,to use extreme caution to avoid any damage to this installation. 0 Page 2 U Mr. Griffith F.equested that all time extensions be based on a working day basis. It was pointed out that time extensions would be ex- tended on a calendar basis as provided in the contract, however, if work is stopped on a Friday, the extension of time would include Saturday and Sunday following the Friday when work was held up if these days were not normal work days. The contractor was reminded that considerable storm flow will be coming down San Diego Creek during the rainy season. Any haul roads should be constructed so that the water backing up behind the haul road will over- top the haul road prior to flooding MacArthur Blvd. should the culverts provided in the haul road be insufficient to carry the quantity of water encountered. The contractor has advised close control would be maintained on the temperature of asphalt being placed on the project. If the contractor wishes to blade lay any material he should make adequate provisions to in- sure the temperature loss does not exceed that allowed in the specs. DISCUSSION: The City of Newport Beach Standard Specifications require City Council approval of Change Orders in excess of $500,00. The industrial property easterly of Jamboree Road and northerly of the Aeronutronic plant is scheduled for development within the next few years. During design of the subject Jamboree Road project, it had been assumed that water for the pressure Zone II areas of the industrial site would be obtained from the easterly side near Mac Arthur Boulevard. It has now become apparent that it would be de- sirable to fee3Zone II water from the westerly side also, providing two separate sources for the property. The work proposed under Change Order Number 1 would be installation of a 12 -inch valve and pipeline stub from the existing main in the center of the Jamboree - Eastbluff intersection to the easterly edge of the proposed pavement. Construction at this time would preclude the need for cutting the new pavement within a short time after completion of the widening project. This means that, for problems of routine complexity, the forces tending to resist failure should be 1.5 times larger than the forces tending to cause failure under static conditions. For example, the design of an iso- lated farm- to - market road might justify the use of a factor of 1.0, while the design of the Oroville Dam would necessi- tate the use of a. much higher factor. In the case of Jamboree Road, the final determination of the factor of safety used would be based on the amount of risk that is reasonable and proper. As indicated in our referenced report, the relative factor of safety, under static conditions, for the proposed embankment is, for practical purposes, 1.1 without extended loading berms. This means that to avoid failure, the data used to derive the factor must be accurate within 10 percent, a percentage of accuracy which would be coincidental if achieved. As a result, the margin of error for construction is less than the design accuracy and the probability of failure is increased. There is no accurate method of assessing what that degree of probability is, but, in our opinion, a 30 -50 percent probability appears reasonable. Our report also describes the relative effects of a seismic load on the embankment. This description essentially indicates that it is a. virtual certainty that the embankment will be subjected to earthquake excitation during its economic GG Our Job 5020 -A Page 3 IL life. The brevity of the instrumentally- recorded seismic history makes earthquake analysis a little like predicting next year's weather on the basis of yesterday's weather con- ditions, but it has been well- established that the higher the magnitude of an earthquake, the smaller the probability of the occurrence of an earthquake of that magnitude within a given time period. This decreasing probability relationship is described in our report and represents a statistically derived seismological "constant" for California. Because this relation- ship is a. "constant" for California., it provides the best available method for your determining a "risk factor" for design. For example, several water storage facilities with which we are familiar were designed on the basis of a 22 per- cent probability. These facilities were designed to withstand the forces generated by an earthquake which has a 22 percent probability of occurring once each 50 years. The reaction of the embankment and its foundation soils to earthquake excitation depends on many earthquake and soil mechanics factors, including ground acceleration, the period (or frequency) of the motion, the duration of the motion, and the density, moisture content and drainage characteristics of the soils. Although the understanding of soils properties under seismic load is still in its infancy, it has been rea- sonably well established that a given soil will perform Our Job 5020 -A Page 4 elastically under dynamic load for a given number of load repetitions. A larger number of load repetitions can cause non - elastic and permanent changes in the soil properties.. To determine the performance of the embankment under dynamic load it would be necessary to perform laboratory or model tests on representative soil samples under simulated earthquake loads. This testing is complex and relatively expensive. In the present state of the art there is no established standard whereby the accuracy of the similitude between laboratory and field conditions could be established. Research investigators have been able to demonstrate the mechanism of failure under dynamic loads under carefully con- trolled conditions using "laboratory" soils. However, the extrapolation of this research work to a design problem in- volves many gross assumptions regarding the character of the anticipated earthquake- induced ground motion and the embank- ment soil and foundation response to this excitation. It would be of considerable engineering interest to perform a laboratory or model dynamic analysis of the embankment and relate this analysis to the actual performance of the instrumented embank- ment during its life. As indicated by our analysis it is also probable that failure will occur in the embankment even though the soils perform elastically. This type of failure would be caused by the acceleration of the embankment mass toward A Our Job 5020 -A Page 5 C� either of the slope faces. As indicated by our analysis, an earthquake which produces a ground acceleration of 0.20g would produce a factor of safety of less than 1.0. Although not in- cluded in our analysis, an earthquake which produces an accel- eration of 0.10g would result in a factor of safety of approxi- mately 0.90. In summary, it is our opinion that the following probabilities of failure of the embankment are reasonable: I 1. Static Conditions - Probability of failure 30 to 50 percent if extended loading berms are not constructed. 2. Dynamic Conditions - Probability of failure more than 50 percent based on the 64 percent probability that an earthquake ground acceleration of 0.159 will occur during the useful life of the improvement.
