Griffith's two foremen, Don Hiltscher (general), and Lloyd Quammen (bridge) are particularly commended. The project was com- pleted 3 months ahead of schedule despite having been delayed for 30 days due to rain and mud. There were seven sub - contractors on the project: 1. Leland Davis (concrete, curbs, inlets, etc.) excellent 2. Steiny- Mitchel (traffic signals) excellent 3. Card Construction Company (underground) acceptable 4. It is my understanding that the company agreed to construct fencing on its own property, and that it was not to be responsible for removal or reinstallation on lands which it did not control. I think the misunderstanding of the whole situation has occurred because of the fact that Ford is under Lease to us, and while we own the property we still are not able to sign agreements for our Lessee. Therefore, it was the understanding of the company at the signing of the agreement that we were actually in fact only responsible for the portion of our property under direct control. As I pointed out, it is important to us that this work be done immediately to stop traffic across the lawn areas when the Jamboree gate is closed. As previously mentioned, all of the original fencing need not be re- installed. Following is a description of the fencing required. The station references relate to your Job R- 5085 -S, Sheets 5, 6 and 7 of 26. 1. Replace fence adjacent to Jamboree Road beginning at Station 110 + 00, 10' easterly of the property line and tapering to property line at Station 111 + 20. 2. From Station 111 + 20 to Station 116 + 65, align fence on property line. 3. From Station 116 + 65, taper fence to Aeronutronic south gate post. 4. From north gate post, taper to Station 117 + 94. 5. Accept the work. 2. Authorize the City Clerk to file a Notice of Completion. 3. Authorize the City Clerk to release the bonds 35 days after Notice of Completion has been filed. DISCUSSION: The contract for the Improvement of Jamboree Road from Ford Road to Palisades Road has been completed to the satisfaction of the Public Works Department. The project was financed from a number of different accounts and agencies. Upon receipt of the cost figures from the, participating agencies, a financial summary will be submitted. It appears at this time that the project will be approximately $10,000 less than estimated. The contractor is the Griffith Company of Costa Mesa, California. Engineering was by Boyle Engineering of Santa Ana, California. The original date of completion was October 27, 1968. The contractor was delayed approximately 30 days due to rain. With the agitation system working at part speed, water shall be added to the tank, and good recirculation shall be established. Materials shall.be added in such a manner that they are uniformly blended into the mixture. The seed shall be added first; then fertilizer shall be added; and then fiber. The fiber shall not 'be'added until the tank is at least one -third filled with water. The mixture shall be agitated at full speed, when the tank is half - filled with water. All. the fiber 4b all be added by the time the tank is two - thirds to three - fourths full. Planting shall. commence immediately when the tank- is full. The purpose of this type of erosion control is to hold the seed and commercial fertiliser near the surface of the soil with a covering that will. break up the impact of water droplets during a rain. The moisture from the rain will germinate the seed and the a000mpanying commercial fertiliser will assist the seedlings in a rapid growth. This type of erosion control will remain dormant until moisture, either in the ;M of artificial or rain fall is applied at which time Ole seed will germinate and give a rather thick coverage to prevent further erosion. Since Irvine is planning to extend Eastbluff Drive in two years or so, the City had decided to delete the planting on this slope. In the two year period, the "liner stock" would not have developed sufficiently to prevent erosion. You pointed out that, in the interim, some form of fast growing ground cover would be desirable to prevent the surface erosion from silting the ditch at the toe of the slope. The specifications call for "well rooted liner stock ", while your sub- contractor is planting "flat stock ". Liner stock is flat stock which has beer; transplanted into individual pots and allowed to mature and develop a root system for approximately three months. Since the major difference in the two types is aae or maturity, it will not be necessary to replace the surviving planting completed to date, but the minimum maintenance period will have to be extended by three months, to a total of IM days. A review of the original design calculation indicates that the abutment beam was designed for a maximum pile spacing of 7.5 feet even though the plans call for a nominal 6.0 feet spacing. It was mutually agreed that the most satis- factory and least expensive solution would be to leave the pile in place and, if necessary, modify the design of the abutment wall. It was pointed out to Paramount - Pacific's foreman that any engineering costs incurred in the redesign and the cost of the additional concrete, steel, etc., would have to be borne by the contractor(s). DISCUSSION: With the exception of the bridge and the bridge approaches the subject pro- ject has been satisfactorily completed and has been opened to traffic. The contract date of completion is October 27, 1968, however, it appears that all work may be com- pleted by July 1, 1968. The City Standard Specifications require that until final acceptance by the Council, the contractor be responsible for maintenance and protection of the work from damage due to any cause. The State Division of Highway Standard Specifications, however, provide that if a substantial portion of the work is completed in all respects and open to use by the public, the contractor may be relieved from the obligation to protect and maintain that portion from damage caused by other than his acts. The contractor remains responsible for making good defective work or materials found at a later date, and for damage caused by his operations in the adjacent areas. The new standard specifications proposed for adoption throughout Southern California also contain a provision similar to that in the State Standards. The contractor has submitted a request for relief of maintenance. A copy of the letter of request is attached for reference.
