RECOMMENDATIONS:

1. Accept the work.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the bonds 35 days after the
Notice of Completion has been filed.
4. Authorize time extension of 45 days.
5. Confirm Public Works approval of Change Orders 6, 7, & 8, in the
amount of $9,772.10.
6. Authorize immediate payment of all money remaining due the Contractor.
DISCUSSION:
The contract for the construction of the Combined Capital Improvement Projects,
1968 -69, Corona del Mar area has been completed to the satisfaction of the Public Works
Department.
The bid price was: $215,863.00
Amount of unit price items constructed: 231,643.45
Amount of Change Orders: 10,987.25
Total Contract Cost: 242,630.70
Amount budgeted: 262,500.00
After award of the contract, it was found that approximately 100 additional
water services would have to be replaced. These plus increases in other quantities
accounts for the difference between the bid price and total bid items contracted.
Change Orders 1 through 5 were for minor additions and revisions.
As the first lift of asphalt was being placed on Second Avenue, a number of
unforeseen soft spots developed in the sub - grade. Change Order #6 was issued authorizing
the removal and replacement of the soft material. The cost was $1,171.72. Change Order
#7 was issued authorizing the regrading of the parkways. The cost Was $1,751.03. .
Due to the problems encountered with the soft sub -grade on Second Avenue, it was
decided that an additional thickness of asphaltic concrete should be placed immediately.
Previously it had been assumed that this could be deferred for two to three years. The
Contractor had included the cost of excavation in his bid price for asphaltic concrete.
A new price was agreed upon for the additional quantity required. Change Order #8 was
issued confirming this unit price. The total cost was $6,849.35.
The Contractor does not agree with the method and amount of payment for one of
the contract items. It is not known at this time if he will pursue this matter further.
The contract called for all work to be completed by December 10, 1968. Time
extensions of 28 days for extra work and 17 days for rain are recommended. The work was
substantially completed with the paving of Second Avenue on the first dry day, January 28,1969.

Acceptance of the contract has been delayed while resolving differences in
the measured amounts of the items of work and in attempting to resolve the remaining
disputed pay item. Due to this delay, it is recommended that the requirement that
10% of the total contract amount be withheld for 35 days be waived and that all money
due be paid immediately. No claims against the Contractor have been received. The
bonds will be retained for the 35 day period.

RECOMMENDATIONS:
Adopt a resolution awarding the contract to Walker & Bates for
$215,863.00 and authorizing the Mayor and the City.Clerk to
execute the contract.
DISCUSSION:
Three bids were received and opened in the office of the City Cleric at 10:00 A.M.
on July 17, 1968.

An economic analysis of the two alternates indicates that the advantages of

Special effort will be devoted to minimizing inconvenience to adjacent property
owners and to vehicular traffic; however, it is emphasized that a certain amount of incon-
venience will be unavoidable.
The plans were prepared by the City.
The estimated date of completion is.November 30, 1968.

DISCUSSION:
This contract consists of eight separately funded Capital Improvement projects
within the Corona del Mar area. It is felt that lower unit prices will be obtained by
combining these projects under one large contract.
The Proposal includes alternate pavement surface materials for Second Avenue.
Alternate "A" includes Asphaltic Concrete pavement and Alternate "B" includes Portland
Cement Concrete pavement.

The availability of the funds is contingent upon Council approval of these items
as presented in the Capital Improvement Projects section of the 1968 -69 City Budget.
This project is being presented at this time in view of the need to reconstruct
the alleys and Second Avenue as soon as possible and to construct the storm drain before
the rainy season.

The large quantity of underground construction also dictates that the work
begin as soon as possible.
A brief description of the portions of the project is indicated below:
A. Storm Drain in Second Avenue. This portion of the project provides
for a new storm drain system to carry the high intensity storm water
flows from East Coast Highway to the Bay. The new drain will reduce
the problem of these waters flowing over the curb at the existing
sump in Fernleaf Avenue during periods of peak runoff.
B. Annual Sewer S stem Betterment Program. This portion of the project
provi es for construction of a sewer main at the intersection of
Second and Dahlia Avenues to replace a section of main that now
crosses over private property and under an existing structure.
C. Reconstruct Second Avenue. This portion of the project provides
for reconstruction of Second Avenue between Avocado and Heliotrope
Avenues. The work includes replacement of curbs, gutters, alley
approaches and cross gutters. The scope of the work now proposed
in Second Avenue has been considerably expanded over that contem-
plated when the original $13,000 appropriation was made a year ago;
in addition the original appropriation represented only the differ-
ential cost between reconstruction and the resurfacing work needed
for the underground construction proposed. Thus additional funding
is being provided from the street reconstruction program.
An opening through the median in Avocado Avenue will also be con-
structed. This opening will provide better vehicular circulation
in the area.
The priority of this work has been established in the Street and
Alley Maintenance Study and was originally budgeted for reconstruction
in Fiscal Year 1967 -68.
The Proposal has been arranged to allow for alternate bids of Asphaltic
Concrete or Portland Cement Concrete paving of Second Avenue. Because
the alleys are to be reconstructed with Portland Cement Concrete, it
is felt that a reasonably favorable price may be received for that
alternate.
The final choice of pavement material for Second Avenue at time of
contract award will be subject to review of the initial cost, the
anticipated life of the.material, and anticipated future maintenance cost.
D, Reconstruction of Alleys in Corona del Mar. The alleys to be recon-
structed in this project are to be paved with Portland Cement Concrete.
the width of these alleys is such that the initial cost of P.C.C. is
comparable to Asphaltic Concrete. The longer life, maintenance cost
savings, and nature of the soil in the area determine the choice of P.C.C.

The priority of the alleys to be reconstructed has been established
in the Street and Alley Maintenance Study.
Due to the limited funds available, in 50% of the alleys, only that
portion that has completely failed will be reconstructed. The actual
amount of reconstruction per alley will depend upon the unit prices
in the contract. In all cases the entire alley has been designed to
provide for future reconstruction.
E. Construct 12 inch Water Main in Second Avenue. This portion of the
project will provide for construction of a 12 inch water main in
Second Avenue from Avocado Avenue to Heliotrope Avenue.
This main was recommended in a previous study by Montgomery Engineers
in order to strengthen the system in the area.
F. Annual Water Main Re lacement Pro ram. This portion of the project
wi provide or the rep acement of deteriorated mains that exist
where alleys are to be reconstructed.
The new mains will maintain adequate flows for domestic and fire
service requirements.
The plans were prepared by the City.
The estimated date of completion is November 30, 1968.

The work, requires furnishing all Ubnr, ,bn, eriahs, "transportation, and::
equipment necessary to complete all work shown on the Plans in accordance
with these Special Provisions, the City of Newport Beach's Standard
Drawings, and Specifications, and applicable provisions of the State of
California, Division of Highways' Standard Specifications, dated July, 1964.
2. CONDUCT OF WORK
The Contractor shall maintain all job sites in a neat and orderly condition
at all times. Excess spoil, debris, and broken pavement must be immediately
removed from the job sites. The sites must be returned to an orderly
condition,, as approved by the Engineer, as soon as the work is completed.
' The cost of all removal and cleanup work shall be included in the unit prices
bid for the.various items of work and no additional payment will be made.
t3, ..COMPLETION OF WORK
' The Contractor shall complete all work on the Contract within 120
consecutive calendar days after the date of execution of the Contract by the
City.
4. SCHEDULE OF WORK
A complete schedule of the Contractor's proposed sequence of construction
must be submitted, in writing, to the City within ten (10) days after award
of the Contract by the City Council. No work shall commence on any part
' of the Project until the schedule has been reviewed by the City with the
Contractor, and the City has approved the schedule in writing.
' The Contractor must then make every effort possible to comply with the
approved schedule. Deviation from the schedule may require a cessation
of the work until a revised schedule has been resubmitted and approved in like
fashion, by the City. Delays resulting from such an event will be the
Contractor's responsibility and no additional time will be allowed for
completion of the work.
1 .5. AWARD OF CONTRACT
' All Contractors are strongly encouraged to submit bids for both Alternate "A"
and Alternate "B"; however submittal of a bid for only one Alternate will
not constitute an incomplete bid.
The City reserves the right to award the Contract for either Alternate "A"
or Alternate "B ", regardless of which Alternate results in the lowest total
bid.

6. PAYMENT
The prices bid for the various items of work shall include full compensation
for all labor and materials necessary for construction of the items complete
in place. Payment for incidental items of work not separately provided for
in this Proposal shall be included in the price bid for other items of work.
Where applicable, the prices bid for items of new construction shall include
removal and disposal of the existing improvements.

The Contractor shall guarantee, for a period of one year after acceptance
of the Contract by the City Council, all materials and workmanship against
any defects whatsoever, including trench and pavement settlement. Any
such defects shall be immediately repaired at the Contractor's expense.
8. TRAFFIC CONTROL
' a. Traffic Control Plan. The Contractor must submit, with his Work
Schedule, a Plan showing the methods, types and locations of traffic control
to be used for all construction phases. This Plan must also be approved by
' the City before any construction commences. If modifications of the Plan
are required during the construction period, each modification must be
approved by the City prior to altering the previously approved Plan.
b. Flagmen and Warning Devices, Barricades, warning devices and
flagmen must be provided as indicated on this approved Plan or when, in the
' opinion of the Engineer, they are required for public safety or convenience.
C. Areas Closed to Vehicular Traffic. Temporary closing of through
1 vehicular traffic will be permitted on Second Avenue, Fernleaf Avenue, and
Dahlia Avenue, and at various alley locations during construction operations.
The Contractor shall program his operations so as to minimize inconvenience
to the public and so as to minimize inaccessibility to private properties from
the alleys and streets involved. Attention is directed to the section of these
Special Provisions regarding curing time and protection of concrete pavements.
' d. Access to Private Property. Vehicular access from either a public
street or alley shall be maintained to all properties adjacent to the work.
' Reconstruction of alleys number 22b, 22c, and 23a, shall not begin until
thru vehicular traffic is permitted on Fernleaf, Dahlia, and Second Avenues,
unless otherwise directed by the Engineer.
' Temporary vehicular access shall be maintained from the nearest intersecting
street or alley to private driveways on Second Avenue and Fernleaf Avenue.

e. Traffic Circulation. In the event that the Contractor elects to close
' Second Avenue during the various construction operations, he shall provide
temporary street crossings at alternate intersecting streets. . Detour
signing must be maintained to provide adequate warning and traffic
circulation acceptable to the Engineer. One lane of traffic must be
maintained at all times on Avocado Avenue and Heliotrope Avenue.
' The cost of providing traffic control, including flagmen, warning devices,
temporary detours, street crossings, etc. shall be included in the various
' bid items of work and no additional payment shall be made.
9. EXISTING TRAFFIC SIGNS AND MARKERS
All traffic signs and markers that interfere with the work in this Contract,
whether shown on the Plans or not, shall be removed by the Contractor,
' salvaged, and delivered undamaged, to the City Corporation Yard, located
at 59Z Superior Avenue, Newport Beach, California.
' The cost of removing and salvaging, and transporting traffic signs and
markers shall be included in the various items of work and no additional
payment will be made.
10. WORK ON PRIVATE PROPERTY
It shall be the responsibility of the Contractor to make arrangements to
work.on private property when necessary to join existing improvements.'
' Advance notices describing the work and stating the name of the Contractor
will be delivered to the residents and /or property owners adjacent to the
work locations. These notices will not relieve the Contractor of his
responsibility for notification as covered in Section 11 of these Special
Provisions.
' 11. NOTIFICATION TO RESIDENTS AND BUSINESSES
The Contractor must distribute to each affected residence or business a
written notice forty -eight (48) hours in advance of commencing any
construction work that will involve temporary inaccessibilty to the front
or rear of the properties. Said notice shall state when his operations will
start and approximately when they will end. If, due to unknown conditions,
acts of God, strikes, or other delays, the ending date differs materially
from that estimated, a secondary notice must be distributed.
1Z, UNFORESEEN. DIFFICULTIES
Should unknown conditions, subsurface or otherwise, be discovered during
the progress of the work, the City shall be notified immediately, The
City will then make a determination as to whether these conditions

constitute extra work and so notify the Contractor in writing within
forty -eight (48) hours of first being informed of the conditions.
13. CONSTRUCTION SURVEYS
All field staking for the control of construction shall be the responsibility
of the Contractor and shall be performed under the supervision of a civil
engineer or land surveyor licensed to practice in the State of California.
Payment for all staking shall be included in the unit prices bid for the
various items of work and no additional payment will be made.
14. PROTECTION OF EXISTING IMPROVEMENTS AND UTILITIES
The Contractor shall be responsible for the protection of all improvements
adjacent to work, such as sprinkler systems, drain pipes, lawns,
plantings, brick work, masonry work, fences, walls, etc, located on
either public or private property. If, in the construction of the work, any
improvements are removed or damaged, other than those designated on
the drawings, then such improvements shall be replaced in kind at the
Contractor's expense.
The exact location of existing utilities shown or not shown on the plans
shall be verified in the field at the time of construction. The Contractor
shall request each utility company to locate their underground Panes
prior to commencing work. The City does not guarantee the presence or
absence of utilities in any location.
It will be the Contractor's responsibility to locate and uncover the existing
utility lines sufficiently in advance of the work to determine their location
and to work around the utilities at his own expense.
15. CLEARING, GRUBBING, AND TREE TRIMMING
After removal of the existing curb, gutter, sidewalk, street or alley
pavements, etc. by,the Contractor, the City's Parks, Beaches, and
Recreation Department will trim tree roots sufficiently to provide for normal
reconstruction procedures.
It shall be the Contractor's responsibility to trim shrubs, bushes, tree
limbs, etc. where protruding within alley rights -of -way as required to
accommodate normal construction procedures.
Payment for clearing, grubbing, and tree trimming shall be included in the
unit prices bid for the various items of work and no additional payment will
be made.

16. WATER
The Contractor shall make his own provisions for securing and applying
water necessary to perform his work. If the Contractor desires to use
City water, he shall make arrangements for water purchases by contacting

Payment for developing, furnishing, and applying water shall be included
in the unit prices bid "for the various items of work and no additional
payment will be made.

17. ADJUSTING UTILITY BOXES, MANHOLES, VALVE COVERS, SEWER
CLEANOUTS, ETC. TO FINISHED GRADE
'
and covers shall be removed and the manhole structure covered with a
a. General. Adjusting existing utility boxes, manholes, valve covers,
sewer cleanouts, etc, to finished grade shall be in conformance with the
Standard Specifications and these Special Provisions.

Before beginning construction, the Contractor and the Engineer will
determine what utility boxes and /or covers are broken. These will be

reset by the Contractor. The materials will be paid for by the owner.
Those boxes and /or covers broken during construction will be purchased
and reset by the Contractor.

In either case, the cost of resetting these facilities is included in the cost of
other items of work and no additional payment will be made.
The cost of all adjustments is included in the cost of associated items of
work and no additional payment will be made.
b: Portland Cement Concrete Paved Areas. All manholes, valve covers
sewer cleanout covers, water meter boxes, gas and electric boxes, etc.
shall be adjusted to finished grade before concrete paving.

C. Asphaltic Concrete Paved Areas. Except as otherwise. authorized by
the Engineer, manhole frames, valve covers, and sewer cleanout covers,
'
etc. , within the asphaltic concrete pavement area shall not be set to
final grade until the final paving has been completed. The manhole frames
and covers shall be removed and the manhole structure covered with a
steel plate unless the existing cover is sufficiently below grade so as not
to form an obstruction during the construction of the subgrade or base and
the spreading and rolling of the asphaltic concrete (AC). The manhole
'
openings shall be temporarily covered by suitable means. After the
pavement has been completed, the necessaryportions of the subgrade,
'
base and pavement shall be neatly cut away, the manhole built up, and
the frames set to a grade flush with the surface of the adjacent pavement.
The surrounding area from which the pavement, base or sub -grade has

' been removed shall be backfilled to within 1 =1/2- inches of the surface
with Portland cement concrete (PCC) conforming to Section 13 of the

with asphalt concrete wearing surface and compacted, the work shall be
so. performed as to present a neat and thoroughly workmanlike appearance
' upon completion.
Disposal of excess excavation or the importation of fill materials thus
required to prepare the subgrade plane as shown on the Plans, shall be
at the Contractor's expense.
' b. Subgrade Preparation. Subgrade preparation shall conform to the
provisions in Section 21 of the State Standard Specifications, except
' that the subgrade within 0. 5 foot below the grading plane shall have a
relative compaction requirement of 90 percent in lieu of the 95 percent
specified in Section 21 -1.02 of the State Standard Specifications and
Section 10 -07 of the City's Specifications.
All of the Contractor's cost of subgrade preparation shall be considered
to be included in the various unit prices bid for items requiring subgrade
preparation and no additional payment will be made.
C. Street and Alley Excavation. .Street and alley excavation shall include
all the work required to excavate and dispose of the various materials removed
to accommodate the design grades and structural section, as shown on the
Plans and in accordance with these Special Provisions.
The cost of street and alley excavation shall be included in the unit prices
bid for the various items of associated work and no additional payment
will. be made,

18. EARTHWORK
a. General. Earthwork shall conform to Section 10, and applicable
portions of Sections 15 -19 of the City's Standard Specifications and these
Special Provisions.
The cost of removal and disposal of existing street and alley pavements,
miscellaneous concrete, etc, shall be included in the unit prices bid for
the various items of work, and no additional payment will be made.
Existing asphaltic concrete, Portland cement concrete or stone surfaces
in street areas shall be saw cut at the join lines shown on the Plans.
Asphaltic concrete surfaces in alley areas shall be saw cut 8- inches

behind the right -of -way line. Portland cement concrete surfaces in
alley areas shall be saw cut at the right -of -way line, or as shown on the
'
Plans or as directed by the Engineer.
Overexcavation and /or excessive pavement removal, created by the
Contractor's operations beyond the limits described herein or shown on

the Plans, shall be replaced in kind at the Contractor's expense.

d, . Structural Excavation and Backfill. Structural excavation and backfill
shall conform to Sections 16 -04 and 16 -07 of the City's Specifications and
these Special Provisions.
Backfill materials at all structures shall have a sand equivalent of not
less than 30, and shall have a relative compaction of not less than 90 percent.
The.lump sum or unit price bid for the applicable structure shall include
the cost of structure excavation and backfill and no additional payment
will be made.
e„ Trench Excavation and Backfill. Special care shall be taken when
excavating across landscaped areas, medians, sprinkler systems, etc.
These improvements shall be left in a condition acceptable to the Engineer.
Damage occuring to these improvements as a result of the Contractor's
operations. shall be replaced in kind at the Contractor's expense.
The Contractor shall compact the trench in accordance with Section 16 -07
of the City's Specifications, using water and /or whatever supplementary
means are necessary, such as vibratory compactors or rollers, mechanical
tampers, concrete vibrators, etc. to achieve a uniform compaction of not
less than 90 percent relative compaction and to positively prevent any
future trench settlement.
Payment for trench excavation and backfill shall be included in the unit
prices bid for the various items of associated work and no additional
payment will be made.
' 19. AGGREGATE BASE
Aggregate shall conform to the provisions for Class Z aggregate base
' which is 1 -1/2 -inch maximum as specified in Section 26 of the State Standard
Specifications and these Special Provisions,
' At least 65 percent by weight of the material retained on the No. 4 sieve
shall have at least one fractured face as determined by Test Method
No. California 205.
' The R -value requirement will not be waived as provided in Section
Z6- 1.02A.
The provisions of Section 26 -1.035 are superseded by the following:
At the time aggregate base is spread, it may have a moisture
content sufficient to obtain the required compaction. Such
moisture shall be uniformly distributed throughout the material,
In lieu of the spreading requirements specified in Section 26, aggregate
base material shall be spread upon prepared subgrade by means of

approved spreading devices which will deposit apuniform windrow or layer,
and after apreading as above specified, the material_ahall be shaped in
accordance with Section 26. Motor graders may be used for the
aforementioned shaping. 'Tailgate spreading of the material by dump
trucks will not be permitted except for spot dumping and in areas not
readily accessible to approved spreading devices.. The use of bottom
dumps will be permitted. Compaction shall conform to Section 11 -04
of the City's Specifications.

The unit price bid for aggregate base shall apply to all aggregate base
utilazed at the various project locations for sub -base materials, and as
required to provide ingress and egress to properties during the construction
'operations as directed by the Engineer.
f
20.. ASPHALTIC CONCRETE
a. General. The provisions of Section 12 of the City's Specifications
'
shall govern the furnishing and placing of _asphaltic concrete.
b. Asphaltic Concrete Street Pavement. Aggregate grading requirements
for base course may be either medium or coarse grading, 3/4 -inch
maximum, as specified in Section 392.02 of the State Standard Specifi-
cations.
The mineral aggregate for surface course shall be 3/4 -inch maximum-
medium grading. The mineral aggregate for 1 -inch and variable AC cap
shall be 1/2 -inch maximum -fine grading.
The amount of asphalt binder to be mixed with the mineral aggregate
shall be between 3 percent and 7 percent by weight of the dry mineral
aggregate. The exact amount of asphalt binder to be mixed with the
mineral aggregate will be determined by the City.
The provisions in Section 39 -2.04A and 39 -2. 04B are superseded by the
following.
At least 75 percent by weight of the material retained in the
No. 4 sieve shall have at least one fracture face as determined
by Test Method No. Calif. 205.
Prime coat and paint binder shall be applied in amounts specified in
Section 12 of the City's Specifications. Prime coat shall be liquid
asphalt grade SC -250. Paint binder (tack coat) shall be mixing type
'
asphalt emulsion with a bituminous base grade of 60 -70 paving asphalt.
The unit price bid for asphaltic concrete pavement shall include full
'
compensation for tack and prime coating, placing and compacting the
materials on the Plans or directed by the Engineer.

c. Temporary Asphaltic Concrete Pavement Replacement Trench Areas.
Immediately after backfilling trenches in existing paved areas not scheduled
for.`aomplete reconstruction or where directed by the Engineer, the Contractor
shall place a temporary 1 -1/2 -inch minimum thickness, asphaltic concrete
pavement. This, temporary pavement, when placed, .shall be compacted with
' a small roller or other means approved by the Engineer, and shall be
maintained in a safe and neat condition until the permanent pavement
treplacement has been constructed.
The unit, price bid for temporary pavement replacement shall include full
compensation for the materials, placement, maintenance, and removal of
this pavement.
' d. Permanent Asphaltic Concrete Pavement Replacement - Trench Areas. All
trenched areas outside of the proposed street and alley pavement reconstruction
area limits will require permanent pavement trench. replacement. constructed in
' accordance with Section 16 -08 of the City's Specifications except as follows:
The unit price bid for permanent AC pavement replacement
' in trench areas shall include full compensation for placement
and compaction of the material in all trench areas lying
outside the limits of street and alley reconstruction.
' e. Miscellaneous Asphaltic Concrete Patching and Feathering. Miscellaneous
asphaltic concrete patching shall include all AC required, as indicated on the
' Plans and directed by the Engineer, to patch between existing improvements
and alley paving, approaches, or street improvements.
' Payment for patching adjacent to the concrete alley improvements constructed
in this Contract shall be limited to a maximum width of eight (8) inches.
Additional asphaltic concrete patching required due to the Contractor's
' operations, but not shown on the Plans or approved by the Engineer, shall be
at the Contractor's expense.
Asphaltic concrete patching thickness shall be a minimum of four (4) inches.
Subgrade shall be compacted as specified herein for subgrade preparation.
' The unit price bid for miscellaneous asphalt patching shall include full
compensation for subgrade compaction, tack or prime coat, and placing
the asphaltic concrete patch.
' 21. PORTLAND CEMENT CONCRETE
I ' a. General. Portland cement concrete shall conform to Section 13 of the
City's Specifications and these Special Provisions.
' PCC used for drainage and sewer structures, street and alley pavements,
alley approaches, cross gutters, and spandrels shall be Class "A ", 1 -1/2 -inch
maximum gradation.

PCC used for curbs, gutters, and sidewalks shall be Class "B ", 1-1/2-inch
maximum gradation.
' PCC shall be barricaded immediately after placement and no vehicular traffic
allowed thereon until beam test specimens yield a minimum modulus of
rupture *of 450 psi tested as specified herein.
Attention is directed to the amount of water and slump test requirements
of Section 13 of the City's Specifications and the traffic and use provisions
specified herein.
' Curing of concrete shall commence as soon as free water leaves the surface
of the concrete but not later than three hours following placement of the
concrete upon the subgrade in accordance with Section 13 -08 of the City's
Specifications.
The Contractor will be permitted to use concrete pumping methods to

facilitate concrete placement. umped concrete shall have 3/4 -inch maximum
aggregate gradation and have a slump of 3 to 5 inches. Air entrainment
agents may be added to the concrete to the extent that the resultant air
content will be 5 -7 percent by volume of the concrete mixture.
b. Structures. Drainage structures shall be constructed in conformance
with Section 51 of the State Standard Specifications, these Special Provisions,
and as shown on the Plans.
The unit price bid for each structure or modification of a structure, shall
include full compensation for the work on the structure, complete in place,
' including structural excavation and backfill, concrete, reinforcing steel,
pipe connections, etc. and no additional payment will be made.
C. Portland Cement Concrete Strength Requirements. The 6 -1/2 -inch thick
PCC for street and alley pavements, cross - gutters, spandrels and alley
approaches shall attain a minimum modulus of rupture of 600 psi within 28 days
Iafter placement. Attention is directed to Section 6 of the City's Specifications.
The City will be responsible for all PCC specimen testing.
' d. Street and Alley Pavements, 6 -1/2 inches Thick. Weakened plane and
contact joints shall be constructed as shown on the Plans and these Special
' Provisions. After the concrete has cured, the contact joints shall be cleaned
and filled with an approved joint filler.
' If the new pavement extends less than two feet onto private property, a score
mark shall be made parallel to the alley center -line at the property lines.
' If the new pavement extends beyond two feet onto private property, a standard
weakened plane joint shall be constructed on the property lines.

1 PCC, 6 -1/2- inches thick shall be used to patch between new PCC improvements
and existing PCC improvements.
The unit bid for street and alley pavement, shall include full compensation for
subgrade preparation, adjustment of all utilities to grade, materials, labor,
equipment, and all incidental items required to construct the pavement as
specified herein.
e. Cross Gutters, Spandrels, and Alley Approaches,. 6 -1/2- inches Thick.
Portland cement concrete alley approaches shall be constructed in conformance
with Section 15 of the City's Specifications, these Special Provisions, and as
shown on the Plans.
The Unit price bid for removal and /or construction of cross gutters, spandrels,
and alley approaches shall include full compensation for constructing the item,
complete in place,, including subgrade preparation, curb returns, and
adjusting to grade any manhole, valve or sewer cleanout covers that are
within the approach areas.
f. Residential Drive Approaches. Portland cement concrete residential
' drive approaches shall be reconstructed in conformance to Section 15 of the
City's Specifications,. these Special Provisions, and as shown on the Plans.
The unit price bid for removal and replacement of residential drive approaches
' shall include full compensation for reconstructing this item, complete in place,
as shown on the Plans.
g. Curb and Gutter. Type "A" curb and gutter, 6 -inch and 8 -inch curb face,
shall be constructed in conformance to Section 15 of the - Standard Specifications.
Street pavement shall be sawcut two feet from the existing curb face to
accommodate the new gutter. The newly constructed curb and gutter shall be
warped within two feet of join locations shown on the Plans or as specified
by the Engineer. Curb and gutter flow lines shall remain at a constant grade
to assure drainage flow.
Aggregate base shall be placed under the new curb and gutter as shown on
the Plans.
The unit price bid per linear foot of Type "A" curb and gutter, 6 -inch and
8 =inch curb face, shall include all compensation for removing existing curb
and gutter, preparing subgrade, including aggregate base, and constructing
the specified curb and gutter as shown on the Plans.
1 Concrete curb and gutter will be measured for payment by the linear foot, in
place, excluding those areas where alley approaches and their curb returns
and drainage structures are to be constructed.
1 h. Sidewalk - 4 inches Thick. The unit price bid for removal and replacement
of 4 -inch thick sidewalk shall include full compensation for constructing

22. ADJUSTMENT OR REMOVAL AND REPLACEMENT OF WALKS AND

Brick, flagstone, concrete, etc. walks and landings adjacent to curb and
gutters, driveways, alley approaches, and sidewalks shall be adjusted or
removed and replaced in kind to meet the grade of the newly constructed
facilities as shown on the Plans or as directed by the Engineer.

The unit.price bid for this item shall include full compensation for all labor
and materials required to complete the work.

23.. REINFORCING AND STRUCTURAL STEEL
Reinforcing and structural steel shall conform to the requirements of Section
'
14 of the City's Specifications except that bar reinforcement shall be either
intermediate grade or hard grade bars.. Steel shall be placed in accordance
'
with the contract drawings.
Payment for reinforcing and structural steel shall be included in the price
bid for each item of work requiring reinforcing and structural steel and no
additional payment will be made.
24. STORM DRAIN
a. General. Storm drains shall be constructed in conformance with the
' requirements of Section 17 of the City's Specifications.
The Contractor shall provide for continuous flow of storm and nuisance water
' during the progress of the work. The Contractor shall provide temporary
berms, channels, sandbags, etc, to assure that storm water does not damage
adjacent property.
In all locations where a structure is constructed in line with the main
storm drain pipe, the pipe connections are to be included in the unit price
bid for the structure. All other pipe connections are to be considered in the
unit price bid for the pipe and no additional payment will be made. Pipe
will be measured by in -place linear feet.

The cost of filling pipes to be abandoned with sand and the cost of pi-40W
with brick and mortar existing or new storm drain pipe, shall be included
with other items of work and no additional payment will be made.
The unit prices bid for the various storm drain items therefore shall
constitute full' compensation for all labor and materials necessary to '
construct the storm drain system, complete, in place, and operable, and shall
include all incidental items of work not'separately provided for in the Proposal.
b,_ Reinforced Concrete Pipe. Reinforced concrete pipe, furnished and
installed, shall conform to Section 17 -02 of the City's Specifications.
c.. Reinforced Plastic Mortar Pipe. The reinforced plastic mortar pipe
'and fittings, furnished and installed, shall be composed of a mixture of
mineral aggregate and polyester resin reinforced with continuous glass
filaments as manufactured by United Technology Center, 6151 West Century
Boulevard, Los Angeles, California, or an approved equal.
The Contractor shall submit shop drawings and manufacturer's specifications
of the pipe units he proposes to furnish. Material test certificates must be
submitted for the Engineer's approval prior to commencing construction.
Installation shall be in conformance with the manufacturer's recommended
methods and procedures and as approved by the Engineer. The manufacturer's
technical representative shall be available for any assistance required
during installation.
The resin shall be a catalyzed isophthalic polyester resin. The aggregate
shall be siliceous sand per A. S. T. M. C -33. The fiberglas reinforcement
shall be a borosilicate type continuous glass roving with a polyester
compatible finish.
The gasket seals shall be a continuous ring of neoprene type rubber.
The reinforced plastic mortar pipe shall exhibit, without failure, a minimum
1 stiffness factor of 15, 000 lbs /in2 /in for 36 -inch pipe and 24, 000 lbs /in2 /in
for 42 -inch pipe at 5 percent deflection when tested per A. S. T. M. D- 2412 -65T.
Failure shall not occur prior to a deflection of 15 percent of the pipe diameter.
The average inside diameter of the pipe may be lees than the normal by not
more than 1/8 -inch, when measured approximately 3 inches from the end of
' a section.
The nominal wall thickness for Class 150, 36 -inch pipe shall be 0.46 inch,
and have a minimum wall thickness of 0.43 inch.
The nominal wall thickness for Class 150, 42 -inch pipe shall be 0. 52 inch,
and have a minimum wall thickness of 0.49 inch.
Each length of pipe and fittings shall have sufficient strength to withstand, +
without leakage or structural damage, the hydrostatic proof pressure of
451 psi.
C. Vitrified Clay Pipe Sewer Services. The vitrified clay pipe to be used for
sewer services shall conform to the requirements specified for sewer mains.
The work consists of connecting existing residential sewer services from a
satisfactory point of connection to the new sewer main. Connections to the
existing services shall be made with "band- seal" joints or an approved equal.
' The unit price bid for new 4 -inch VCP sewer services shall include the cost
of excavating the trench, backfilling and compacting, removing and disposing
' of existing services as necessary, making the connection between the
existing service and the new sewer main and all other work required to
install the service as specified herein.
Measurement for payment will be made from the outside end of the wye -bell
to the upper end of the house connection.
25. SEWERS
'
a. General, Interruption of sewer flow shall not be permitted until the

newly constructed sewer is ready to be put into service. ,After diverting the
sewer flow into the new sewer, the old 8 -inch vitrified clay pipe (VCP)
sewer shall be abandoned by filling with sand and plugging the ends.

b. Vitrified Clay Pipe Sewer Main. Vitrified clay pipe shall conform to
Sections 16 -02 and 16 -06 of the City's Specifications and A. S. T. M.
'
Designation C- 200 -64T, except that hotpoured joints will not be permitted.
The joints shall be plastic, interlocking type, and shall conform to A. S. T. M.
Designation C= 425 -64.

Branches for residential sewer services shall be furnished and installed to
replace existing services. Exact locations shall be determined in the field
by the Engineer.
Sewer pipe lengths will be measured from centerline of manhole to centerline
of manhole.
The unit price bid for 8 -inch sewer main shall include the cost of removing
and disposing of the existing manhole, sand filling and plugging the existing

8-inch-VCP sewer main to be abandoned, connecting the new VCP main to the
new manholes, furnishing and installing the new wye- branches for sewer
laterals, excavating and backfilling the trench and all other work required to
construct the sewer main complete in place.

d. Sewer Manholes. New sewer manholes shall be constructed at locations
shown on the Plans.
Manhole frames and covers shall be Alhambra A -1490 or equal, conforming
to the requirements for "Grey iron castings" (A. S. T. M. Designation A -48,
Class 30). The cover shall be set flush iwith the finished pavement grade.

The Contractor shall remove and deliver the existing manhole frame and
cover to the City of Newport Beach's Corporation Yard, 592 Superior Avenue,
'
Newport Beach, California.
The unit price bid per sewer manhole shall include the cost of the manhole,
including frame and cover, connecting to the sewer mains, and all other work
necessary to construct a complete and operable sewer system.
26. WATER MAINS
a. General. Water mains and their appurtenances shall be constructed in
accordance with Section 19 of the City's Specifications and these Special
Provisions.
b. Piping Materials. All water mains, unless otherwise specified, shall be
asbestos cement water pipe conforming to Section 19 -02 of the City's
Specifications. The minimum cover for 12 -inch pipe shall be 36 inches and
for 6 -inch pipe shall be 30 inches, except as indicated on the Plans or as
directed-by the Engineer.
The unit prices bid for the various pipe sizes, as specified, shall include
full compensation for all labor and materials necessary for construction
of the pipe, connectipg'new dx existing services to'the main, and any other
incidental items of work not .separately provided for in the Proposal.
The basis of payment of pipe lengths shall be as measured on the horizontal, and
as follows:
(1) Centerline of coupling to centerline of coupling and /or valve.
(2) Centerline of valve to centerline of valve.
(3) Centerline of valve to centerline of fire hydrant.
C. Valves and Fittings. Cast iron fittings shall be short body, cement lined
in conformance with ASA Standard A21. 4 with rubber ring or hub ends, and
shall conform to the requirements of ASA Standard A. 21. 10. All rubber ring
joints shall conform to the pipe manufacturer's specifications and shall be
' free from rough spots and sharp edges. Flanged fittings shall conform to
ASA Standard B16. 1.

All valves and fittings shall otherwise conform to the requirements of the City's
Specifications, except that no caulked joints will be permitted with asbestos
cement pipe. Rubber ring ends shall conform to the pipe manufacturer's
specifications. All dead =end outlets shall be equipped with a blind flange, cap,
or plug.
All 6 -'inch and 8 -inch valves shall be furnished with all internal working parts
of bronze including solid bronze discs. All 12 -inch valves shall be furnished
with interior working parts of bronze except discs, which shall be cast iron
with bronze facing. Valve stems shall be .cast or forged of bronze containing
not more than 7 percent zinc nor more than 2 percent aluminum.
The unit prices bid for the various valves, valves and tapping sleeves,
crosses, tees, and reducers, as itemized in the Proposal, shall be for
the items complete, in place, and operable.
d. Hot =Tap Connections, Not tap connections shall be made by means of
an F -5190 tapping valve and F -5195 tapping sleeve, as manufactured by Iowa
Valve Company, or approved equal. The Contractor performing the hot tap
operations shall have a minimum of five years' experience in that type of
work and shall be approved by the City. The price paid for the tapping sleeve
and gate valve will include all work for the item complete in place.
e. . New Fire Hydrants. The unit price bid per fire hydrant installed shall
include hydrant, connector pipe, and anchor block, all in accordance with
Standard Drawing STD- 501 -L. Separate payment will be made for the valve.
Fire hydrants shall be located as shown on the Plans or as directed by the
Engineer.
f. Relocating Existing Fire Hydrants. The unit price bid for relocating
existing fire hydrants shall include plugging and removal from the existing
main, and installing the hydrants, including additional new connector pipe
as required and new anchor block, all in accordance with Standard Drawing
STD - 501 -L. Relocated fire hydrants shall be located as shown on the Plans
or as directed by the Engineer. Separate payment will be made for new valves,
as required.
' g. Thrust Blocks. Thrust blocks shall be constructed in conformance with
Section 19 -11 of the City's Specifications and Standard Drawing STD- 502 -L.
The cost of installing or removing thrust blocks in the various locations shown
' on the Plans, or as directed by the Engineer, shall be included in the various
items of work and no separate payment will be made.
' h. Connecting to Existing Water Mains. Connections to existing mains shall
be made either by means of a sleeve type coupling or tapping sleeve, as shown
on the plans. Couplings shall be Smith -Blair 433 Transition Cast Coupling, or
' approved equal. Tapping sleeves shall be as previously described.
Interfering portions of existing water facilities shall be removed as required. At
the locations where the Contractor is instructed to cut, plug, and remove

an existing tee, cross, elbow, etc., a concrete thrust block shall be placed
behind the. plug.
The Contractor, shall inform the Engineer and all affected residences
by a written notice, one day in advance, when it will be necessary to shut down
' any portion of the existing system in order to connect new ;rains.

The .Contractor. shall maintain the existing main and house connections in
service until the new main has been pressure - tested, chlorinated, and
approved by the Engineer for use.
The cost of connecting to existing water mains at the various locations
shown on the Plans,, or as directed by the Engineer, shall be included in
the various items of work and no separate payment will be made.
i. Testing New Mains and Services. Testing shall be performed in
accordance to Section 19 -08 of the City's Specifications. Rubber ring joints
in asbestos cement pipe need not be exposed during testing; All other types
of joints and all service connections shall be left exposed during testing
operations.
j. Salvaging of Existing Valves, Tees, and Miscellaneous Appurtenances.
All existing valves, tees, and miscellaneous appurtenances scheduled to be
replaced under this Contract shall be removed by the Contractor and delivered
to the City's Corporation Yard.
The cost of removing and salvaging water valves, tees, and miscellaneous
appurtenances shall be included in the various items of work and no additional
payment will be made.
27. REPLACE AND RECONNECT EXISTING WATER SERVICES (INCLUDING
NEW SERVICES)
The Contractor shall replace and reconnect all water services with new materials
between the new water main and all existing water meter service locations, as required.
New services shall be installed at locations as directed by the Engineer.
The existing 3/4 -inch meters shall be reconnected and the salvable meter
boxes re -used. All meter boxes damaged by the Contractor's operations
shall be replaced at his expense. The service pipe to the existing meter,
' including angle stop, shall be 1 -inch diameter. The Contractor shall use
silver - soldered copper sleeve type connectors to join the new copper tubing
to existing copper tubing. Flared fittings shall be used for 1 -inch diameter
' or smaller water services. All work shall be done in accordance with
Standard Drawing STD - 503 -L.
The unit price bid for replacement and reconnecting existing water services
shall include all the work as shown on the Plans and as described herein.

28. SAND PIPE BEDDING
Sand pipe bedding materials "A" and 1113" shall conform to the provisions for
fine: aggregate,. Section 90 -3.03 of the State Specifications.
Sand pipe bedding "A" and "B" for storm drain pipe and 1.2 -inch AC water
main shall be placed as shown on the Plans, LACRD Drawing STD 76 -01,
and when soft, spongy, unstable, or similar materials are encountered upon
which the bedding material or pipe is to be placed, this unsuitable material
shall be, removed to a depth ordered by the Engineer and replaced with
sand pipe bedding.
The unit price bid for sand pipe bedding shall include additional excavation,
if required, and placement of this item at locations and to the cross section
shown on the Plans. No additional payment will be made for sand pipe
bedding required due to overexcavations beyond the limits shown on the
plans or directed by the Engineer.
29. LOWERING EXISTING STREET LIGHTING CONDUIT
The existing street lighting conduit in the median on Avocado Avenue shall be
lowered to accommodate the water main and street construction. All work
shall be performed with materials similar to the existing and in accordance
with applicable portions of the City's Specifications and State Standard
Specifications.
The price bid for lowering street lighting conduit shall include all work
.required as specified herein, shown on the plans, and directed by the
Engineer.
30. ADJUSTING MEDIAN SPRINKLER SYSTEM
The existing median sprinkler system shall be adjusted by lowering and
removing sprinkler heads to accommodate the water main and street
construction. Completion of the work shall produce an even water distribution
over the remaining median to be replanted. Restoration of the landscaping
will be accomplished by the City.
All work shall be performed with materials similar to the existing and
in accordance with applicable portions of the City's -Specifications and
State Standard Specifications.
The price bid for adjusting the median sprinkler system shall include all
work required, as specified herein, shown on the Plans, and directed
by the Engineer.

This is to advise that in reference to the unfinished grading
and landscaping of your property at Fernleaf and Second Street,
Corona del.Mar, that the City is unable to provide a contractor
to do the necessary work. The terms and conditions of our
Public Works project for streets, curbs, sidewalks, etc., did
not specifically provide for the work that will be necessary
to restore your lawn to a safe condition as originally existed.
In view of the fact that the contractor is unavailable at this
time to return and complete the project per City request, I
would suggest that you have the work completed and submit the
billing to the City of Newport Beach as a claim. It is my
understanding from the project engineer, Mr. Derek White, that
the Public Works Department will recommend that the bill be
paid;by the City of Newport Beach.

property at 2620 and 2628 East Coast Nighray, Corona del Mar, on or
about January 10, 1969. This claim Sias forwarded to you under cover
letter fron the City Clerk dated Iarcn 25, 1969.
This is to inform you that, in our opinion, the damage was a result of
the contractor's operations. The condition was aggravated by the physical
location of the buildings damaged and their roof drainage system.
The City accepts no responsibility for this occurrence.

Gentlemen:
Reference is made to your letter dated February 24, 1969. It is still
felt that the adjusted price for the additional asphaltic concrete is some-
what high, however due to an implied agreement at the time the material was
placed, this price will be paid for that quantity in excess of the original
1500 tons. Change Order #8 has been issued authorizing the extra pavement
at the agreed upon unit price. We can find no evidence of additional areas
of excavation and reconstruction on Fernleaf Avenue.
Regarding the pay quantity for proposal item 12, paragraph 22 of the
Special Provisions states that ". . . walks and landings adjacent to curb
and gutters, driveways, alley approaches.. . ." shall be replaced as
shown or as directed by the Engineer. Paragraph 21.d. mentions new pave -
ment that "extends less than two feet onto private property..." and "extends
beyond two feet onto private property...". It further states that the unit
price bid "shall include full compensation.... to construct the pavement as
specified herein." Paragraph 19.a. states "Portland cement concrete sur-
faces in alley areas shall be saw cut at the right -of -way line, or as
shown on the Plans or as directed by the Engineer."
The construction notes on the plans show the typical locations for
performing the different items of work. Note 014 is for construction of
61j-inch concrete pavement. This note appears only on those sheets dealing
with the alleys. Note #20 requires the removal and replacement of "brick,
flagstone or concrete walk and landings to meet new improvement grades."
This note appears only on those sheets showing the street reconstruction.
The estimated quantities in the proposal indicated 74,000 sq. ft. of
61 -inch P,C.C. alley pavement. The Plans show approximately 70,000 sq. ft.
of pavement to be replaced within the alley right -of -way lines. The Plans
also show approximately 2500 sq. ft. between the alley right- of-way and
the adjacent garages. The planned quantities were increased approximately
2% to arrive at the proposal estimate, allowing for a slight overrun in
the as built quantity.

The final measured quantity for item #4, A -inch thick alley
pavement, was 77,924 sq. ft. Of this, 72.856 sq. ft. was within the
alley rights -of -way and the remainder was for replacement of garage
approaches. The garage approach replacement work was ordered during
the removal and forming stages and the replacement was poured mono-
lithically with the alley in most cases.
Based on the above, your request for extra compensation must be
denied.
It is planned to present this matter to the City Council for
acceptance of the work at their meeting to be held at 7:30 PM on
April 28, 1969. We have recommended to the Council that immediate
release of the 10% retention be authorized. A copy of the Public
Works Department report to the Council is attached for your reference.

'repaving the alley, I have acquired a 125.00 water bill.
Ynu were notified on October 1Bth of the leak and a
representative from the water department apparently tagged
it a week later. However, nn attempt was made to repair the
leak until I fixed it myself in December.
I feel this is rasp-insible for the increased water bill

We moved to CdM last July and soon after our
alley was torn up to put in new pipe lines.
This is fine, but we still can't use our garage

I called several times and talked to the heads at

I am sending a copy of this letter to the Mayor of
CdM to let The Mayor know of my predicament.
I hope someone sees fit to put my driveway back
like they found it.
I feel the men who did the contracting for the pipe
lines were awfully slow in their clean up work.
If nothing happens this week - I will write to the
newspaper to see if they have some suggestion.

Reference is made to your letter dated January 17, 1968 regarding water
damage at 433 Dahlia Avenue. It is regretted that during construction of the
new curb on Dahlia Avenue no provision was made for your 4 -inch drain line.
A recent investigation of the site has shown the following:
1. Before any flooding of the buildings would occur, the water would
over -top the sidewalk and cirb in front of 437 Dahlia nad flow into the
street. This is the approximate location of the drain line outlet from
433, 435, and 437.
2. The damage in the lower level of 433 was apparently caused by
seepage coming through the foundation :call, not from ponded or flowing
water.
3. Subsequent to the damage, the drain line has beer re- connected,
but in addition a concrete slab has been placed in front of 433 to
divert any water away from the building.
4. There is a crack approximately 1 -inch wide in the front yard fill
approximately five feet behind the sidewalk, indicating the fill nas
settled and, therefore, probably was not sufficiently compacted during
construction of the houses. Further evidence of the fill settlement
is that the front porch at 435 has pulled away from t`.ie house, pulling
the plaster stop and plaster with it.
5. The fill soil in the front yards appears to be of a type that would
readily accept water, I. e. any rain falling on the 20 -foot front yard
area would probably soak in rather than flow on the surface to an area
drain. This soaking would result in the settlement and seepage
through the wall.

From the above it appears that the damage which occurred at 433 and 435
Dahlia Avenue was a result of.l. lack of compaction of the front yard fill,
and 2. Inadequate sealing of the foundation wall, It is felt that no liability
exists on the part of the City or its contractor.

A storm drainage project has been underway fos some
time in the Dahlia Street area of Corona Del mar. We recently
completed three duplexes at 433, 435 and 437 Dahlia St. and
subsequently sold all three to Dr. Samuel A. Montgomery and Lois
Jean Montgomery who are the present owners of the property.
In an effort to provide optimum drainage for the
buildings we went to great expense to gutter all roof areas and
divert roof water directly from gutters and downspouts into an
underground collection system that emerged from the site in front
of 437 Dahlia St. in close proximity to the existing storn drain
outlet for street water.
A smell opening existed in the curb at this point
to permit the 4' orangeburg pipe to release the roof water from
all three buildings.
After our work was complete the existing curb was
removed by the crews repaving the streets. Our orangeburg was cut
off two or three inches back from the curb to allow a form board
to be inserted, a new curb was poured, and no provision was made
to reinstall any piping to release the roof water.
As a consequence, during the last rain storn, an
excessive buildup of water occurred in front of 433 Dahlia Street
causing water damage within the building in the amount of $400 or
$Soo.
We feel that a disregarding of existing drainage
provisions by the contractor executing the street work has, in our
case, created a legitimate liability, in view of which we would
seek to cover our out -of- pocket expense incurred in repairing the
damage.

Dear Mrs. Doyle:
Your letters to the Water Department of December 7, 1968 and January 25, 1969
have been referred to this office.
Your letters indicate that the various inconveniences and losses of income
suffered by your business were a direct result of the operations of the
Contractor installing new water mains at that time.
It is standard policy that individuals having grievance against a Contractor
first request compensation from the contractor, unless, of course, the
claim is covered by insurance.
It is advisable to inform the City of the action taken. If compensation
is not forthcoming within a reasonable period of time, the City should
be notified ao that it may withhold sufficient funds from the final
payment to the Contractor.

This is to confirm our telephone.conversation of some days ago
regarding two parkway trees in front of 504 Fernleaf Avenue in Corona
del Mar.
The grades of cur new curb and sidewalk have been lowered in order
to improve the efficiency of the storm drain system.
The parkway in the vicinity of 504 Fernleaf will have to be regraded
approximately 18" lower.
Will you please inspect the trees and determine if they can be replanted
at the lower grade. If not please arrange to remove them at your
earliest convenience.
Also, please arrange to replant two trees of similar species and
convenient size. after the parkway has been regraded.
If new trees must be purchasedp they may be paid for from Account 02- 3397 -177.

In our original prices we figured 1'k days to pave the whole job at a
cost of $750.00 per day. The first day we quit paving because of the
sub grade condition, our bill from Industrial for the z day came to
$746.55. We then had additional move ins on two rollers plus outs,
sweeping, tact coat, plus the fact we spent 8 days on the paving
counting spotting in the spots that were removed and replaced. Then
there is also the fact that the price on our asphalt from Industrial
was increased as we no longer had a high production job.
In addition of these costs I figured that our additional costs were
approximately $1,500.00 and adding this to our original laydown prices,
less removals I came up with the figure that I quoted you which I feel
was quite fair.
I would also like to- .again bring up the fact that we have measured a
total of 7,081 Sq. Ft. that we enterpate as coming under the section
of the specifications relating to walks and landings. I think you are
still paying us at $.70 per sq. ft, on this item and I think we should
get this matter settled as soon as possible.

At our meeting of January 21, 1969 with Mr. Pat Dunnigan, Derek White,
Ben Nolen, Pete Ashton with Walker & Bates and myself present we dis-
cussed the completion of asphalt paving to be done on Second Avenue in
Corona Del Mar.
We agreed that prior asphalt paving operations all lines, grades, and
compaction were established to plans and specifications. At the time
that asphalt paving operations were commenced it became evident that the
sub grade design would not support the loads that were required to complete
the paving operations. The problem being that soft spots began coming to
the surface and causing the asphalt base course to crack.
You have instructed us to remove these soft spots and fill them with stable
material. The removal of these spots to be on time and material basis and
the replacement of asphalt base material to be negotiated.
At this time the base course is laid and it appears that there are several
areas that will have to be removed and replaced before the final cap is
placed. We have agreed that we will use such caution as economically
feasible in the paving operations of the finish course and you have agreed
to waive the specifications in regards to the asphalt rollers to be used.
We will use two 6 to 8 ton rollers instead of the 8 to 10 and 10 to 12 ton
roller.
Even with the precautions there is still the possibility that if any more
soft spots develop during the paving operations you may not get the desired
ride you are looking for and also that you may have some craking showing thru
to the surface coarse.
It is our feeling that the problems we are encountering in the paving operations
are due to unsuitable sub soil conditions and not attributable in any way to a
lack of sub grade preparation on our part. We feel that the steps you are
authorizing us to take in completing the project at this time should in no way

be construed as meaning that we agree that this is the answer to
the problem, as we are proceeding with the work. We are proceeding
only because this is the only thing short of removing several feet
of native soil and all asphalt and base that has been placed to date,
and because it is your choice not to do so.
In going over our figures to arrive at.a price for the additional
asphalt paving it looks like we added approximately 100 tons to the
original figure on Fernleaf which would make a total of 1600 tons.
Any tonnage over the 1600 tons will be placed at $12.68 per ton.

Gentlemen:
This is in response to our telephone conversation last Wednesday and your
letter dated January 15, 1969, regarding the Second Avenue construction
portion of the project.
It is my understanding that the majority of the subject sub -grade failures
have occurred as a result of the nature of the native soils and the prevailing
inclement weather.
It appears that the high intensity wheel loads of the asphalt concrete
delivery trucks pumped the underlying moisture to the surface, this creating
the failures.
We have authorized excavation and removal of the bad material in specific
areas. This work will be paid for on a time and materials basis.
The base coarse has been "blade laid" and seems to be satisfactory. The
finish coarse will be laid with a "parabolic" rather than "straight" crown.
This will probably require more asphaltic concrete than estimated.
I understand that a tentative agreement has been reached with you to the
effect that the estimated 1500 tons of A. C. will be paid,for at the contract
price of $20.50 per ton. Additional A. C, required for paving will be paid
for at approximately one -half the contract price per ton.
Please let me know the unit price that you propose.

the above mentioned job are failing due to poor sub -soil con-
ditions.
In so far as the preparation of sub - grade, laying of base material
and the paving are being done by Walker & Bates in accordance with
the specifications and detailed cross sections we cannot be res-
ponsible for the failure of the paved road unless remedial work in
manner is done on the sub - grade.

Reference is made to your letter dated January 40 1969, regarding
completion of the project adjacent to your property at 511 Acacia Avenue.
Corona del Mar.
We regret the inconvenience that the delays in completion of the
work have caused you.
Weather and oil refinery strikes permitting, the asphalt concrete
paving will be laid on Second Avenue in the next few days. Thereafter
the remaining asphalt patching will be completed within the alleys.
The work is being done by a private contractor from Riverside. The
delays have been caused primarily by the contractor's inefficiency and
the City's insistence upon quality materials and workmanship.
We sincerely hope that your property will be restored to full use
within the next ten days.

I would be the last one to blame a worthy City Councilman
for what has happened on Second Avenue. Certainly it would
have tested the patience of a saint.
As you may know, we have a traffic gate that permitted us
to collect 25p a head for all customers of Security- Pacific
National Bank. During the last 60 to 90 days, we have had no
way of knowing when our parking would be available and, as a
consequence, we left our traffic gate open. I would not be
able to estimate the loss of revenue. I can only say that
in the past we have been receiving an average of $500.00 per
month.

Dear Mr. Drew:
Reference is made to your letter of December 9, 1968 concerning the status
of the subject project.
We regret the lnconvenlenees you have .faced on your occasional visits to your
home at 503 Dahlia Avenue.
As you may know from our letter to all Property Owners and Residents. dated
July 31, 1968. the project is somewhat complex including construction of a
storm drain system, a sewer main. 2000 feet of 12 inch water mains, 3500 feet
of six inch water mains. 6000 feet of concrete alleys, as well as complete
reconstruction of over 2000 feet of Second Avenue.
Unfortunately, delays in construction of the underground portions of the pro-
ject have lengthened the time that the street surfaces have been disturbed.
This condition has been worsened by the sporadic rainfalls, seasonal vacations,
and more recently, the Oil Refinery strike.
Additional delays have resulted from our insistence upon quality construction
for both subsurface and surface improvements,
The project is now approximately 95% complete. Perhaps now you will care to
review these items of concern to you. Please let us know if there are any
items that you feel we should correct.
In designing the various portions of this project, we were attempting to rec-
tify system deficiencies that had been brought to our attention over the years,
by many property owners. It is not the City's policy to intentionally devalue
itself.
The amount of "convenient curb -side on- street parking" will be the same as
before the project began.

-.. the cost and funding of the project. The cost is the result of open bidding
and acceptance of the lowest bid. If the expense seems exorbita4't it can only
be attributed to the present cost of materials and workmanship.

Before we can even constder how we feel as to one way
streets to Corona Del War, we would apprectate and expect
a complete explanatton as to what is gotng on at Second
and Dahlta Streets.
We use our home at 502 Dahlia on week -ends only to the win-
ter months. We knew there were gotng to be tnconventences
for awhtle ..... not being able to use the garage .... a prtvy
parked to front, etc.
The real "shocker" was this past week -end! Some of the
brteks and paving that we had provtded to the parkway, at
our own expense were rtpped out and broken. Also, the two
trees we planted to the parkway several years ago appear
to be tmpertled. Thts, coupled with the apparent probable
loss of constderable, conventent curb -stde on- street park-
ing to the area is a jolt.
,e know that "Chtldren and Fools should never see half -
ftntshed work" but at thts potnt, the whole project looks ""i
pretty dtsmal.

Gentlemen.
Reference is made to your letter of October 28, 1968 requesting an extension
of time for the subject project. Time extensions may be granted only by the
City Council. Section 8 -06 of the Standard Specifications provides that delays
caused by acts of the City, such as increasing the limits of the work; or by
unusually severe weather will not result in liquidated damages being assessed
against the Contractor.
Upon completion of the work, your request for an extension of time, if
required, will be acted upon by the City Council.
I was pleased to hear from you yesterday however, that you now feel that
you will be able to complete the project within the original time allowed,
weather permitting.
We have previously informed you of our concern that the project was pro -
grassing very slowly. I hope that you will make every effort to abide by the
schedule that you outlined with our inspector in the field on Friday, Novem-
ber 8, 1968, and restated to me by telephone yesterday.
It is of utmost importance, as discussed at our pre - construction meeting
and on various occasions since, and as outlined in your written approved
schedule. that alley construction be completed without delay.
Allays 22b, 22c, and 23a, for example, have now been out of public
service since September 4, 1968, approximately 10 weeks.
We must, therefor, insist that, once reconstruction of Second Avenue
begins, you complete the work with dispatcu.

On the above mentioned project the existing drive way slabs do not
match the new grade of the alleys as shown on the plans, your inspector
in the field is ordering us to cut the existing slabs back to match up
to the new alley grades. This is a very time consuming, expensive job
as the cuts and removal must be done after the concrete forms are set
as the grade of the forms does not confirm to the plans either.
,Consequently I am asking at this time for A 20 day extension of time
just for the work that is completed to date. Any additional work
after this date will have to be considered and additional time requested.
I am also requesting at this time an extension of time of 10 days for
,`additional concrete alley paving that was added above the original contract,
Evidently the people that handle your soils testing are swamped with work
because we are unable to obtain testing as requested, and in several
instances have been unable to secure any tests only on certain days that
are dictated to us. Consequently this is holding our operation up and
causing us considerable expense. We have offered to hire a private testing
lab at our own expense and your inspector in the field said that he would
not accept their test results. Futhermore the people taking your tests have
been unable to take any more than 4 tests per day and as a rule only 3 tests.
At this time I am requesting a time extension of 10 days plus costs to this
date and if this practice continues in the future we shall have no choice but
to cut the job force to coincide with the testing.

Confirming our rather brief telephone conversation,
I have advised my client, Walker and Bates Construction
to proceed to follow the directions of your engineer
pursuant to Section 22 of SP 13 of 19 in the specifications
to remove and replace in kind any concrete driveways
or other approaches necessary to meet the grade of the
newly constructed facilities.
In order to avoid any future trouble, however, I
would ask that you advise your engineer to give us
instructions in writing as to just how far back we are
to go each time. Some of the driveways can be adjusted
in an 8" cutback and replacement if the difference in
grade is only an inch or two. Others, however, where
the difference in grade is substantial should be cut
back several feet in order to make a proper and usable
approach to the newly constructed alleys.
I want to avoid any problem in the future as to
the amount which was ordered done by my client as the
contractor. In other words I don't want him to cut
back two feet in order to make a proper driveway approach
and have it claimed later that he was instructed only
to cut back one foot in order to save the city money.
I ask, therefore, that you have your engineer give
us a written memorandum as to which driveways are to be
cut back, reconstructed and replaced in kind and to what

extent.this is to be done.
I think this.would save possible trouble or dispute
in the future.
I am also somewhat concerned over the possible claim
of liability against my client if, pursuant to instructions
of the City Engineer he removes and regrades private
driveways. It would seem to me that this is a possible
problem of the City as well as of the contractor and
if at all reasonably possible would suggest that the
consent and approval of the property owner also be
obtained on each driveway rebuilding. I would think
this should be fairly simple to obtain if there is anyone
home but, of course, would be more difficult if only a
tenant is present or if the property owner is away on
vacation. I would suggest, however, that it be done
whenever possible to avoid any possible future difficulties.
I know I would be very much disappointed if I, as a
property owner, returned to find instead of my driveway
leading down to a somewhat delapidated asphalt alley
a shiny new concrete alley had been replaced but it
was 18" lower than my driveway and this 18" was
all taken up in an 8` span giving me an unsurmountable
obstacle to entering the driveway. It might be that
some of the property owners would be willing to pay
a part of the cost of rebuilding their driveways in
consideration of the slope being made more gentle at their
request.
We would be happy to meet with you or your engineer
at any reasonably convenient time.

Your inspector on the above mentioned project has taken it upon himself
to decide when we are ready to have compaction tests. We wish to advise
you that when we are ready for compaction tests we will request such in
writing or by telephone.
Your inspector has also taken it upon himself toccall out the water de-
partment for repairs without just cause. If there is any problem on our
Job we have competent men qualified to make any repairs necessary, and if
we find any situation that we are unable to handle we will then request
your assistance in writing or by telephone. We will not accept the re-
sponsibility for any bills incurred by your inspector.
In advance of grading operations in the alleys we had men attempt to
locate property line stakes for individual lots. A few were located, but
in most instances there appeared to be no stakes. Having made every effort
to locate these stakes, and as yet have torn none out we must assume there
were none from the beginning on certain lots, therefore we wish to advise you
that we accept no responsibility for replacement.
Many of the existing water meters were leaking prior to our working, we have
noted them on our plans, and due to this condition is one of the reasons the
alleys have spongey spots. We will not accept responsibility for the repairs
of same.
Another condition exists that is going to cause some problems is in some of
the alleys there is no paving or concrete or the existing paving or concrete
is lower than the new concrete edges and will hold water causing the ground in
these areas to become spongey. With heavy traffic the concrete will probably
crack, due to these facts we will accept no responsibility for these conditions.

Please install standard 1 inch water services at these four locations in
accordance with our Standard Braving STO- 503 -G. The motor boxes will be
supplied by the City. The meter box for the service at station 9+45 should
be placed at station 9+55; in order to avoid the sidewalk.

Gentlemen:
This will confirm our conversation this morning regarding the allowable
deviation from the planned alley grades.
1. The flow line shall be held as close as possible to the
planned grade.
2. The edge elevations may be varied up to 0.15 foot up or
down from the planned grade if this adjustment will cause
the new concrete to more closely meet the grade of the
existing improvements.
3. In no case shall the above adjustments be made where the
resulting alley "vee" would be greater than 0.50 foot or
less than 0.10 foot.
4. Tile above adjustments will not be made where the plans
show removal and replacement of the existing improvements
outside of the alley right of way.
It is felt that the above will.allow sufficient flexibility to provide
the desired finished product. Should greater deviations appear desirable
in isolated cases, these can be handled on an individual basis.

Dear Mr. Stuart:
In reference to your letter of August 28, 1968 regarding the subject project and
your proposed development.
It appears from your 8% x 11 inch plot showing the outline of the proposed construc-
tion, that you intend to requsst vacation of the ruhlic alleys from Goldenrod Avenue
to Second av -rue. 'dithin this alley are situated an 8 -inch sewer line and a 6 -inch
water line. Gas, electrical, and telephone facilities are probably also located in
these rights -of -way.
It is virtually impossible to provide additional service stub outs at this time,
should they be needed, without detailed plans of your proposed development.
The current project calls for reconstruction of Second Avenue after installation
of the 12 -inch and 6 -inch water mains which are shown on the attached print of your

We wish to bring the following to your attention.
1. Upon the verbal request of your inspector in the field, we have
changed the location of storm drain structure #1 as the plans are in
error by approximately 5k ft. in showing location of existing
36" RCP.
2. In moving the storm drain structure X11 the required 5'k ft. an 8"
sewer line was encountered resulting in minor damage. At the present
time this has incurred a cost to us of $42.00 including labor and
materials at cost. If any further repair will be necessary, please
advise. At the present time, the line is not leaking and appears to
be in as good condition as originally.
3. In alley 23 -A, due to the fact that the existing gas, water and
sewer lines were approximately 2 ft. off as shown on the plans, the
cleanout at station 8 + 67 was damaged. It is our conclusion that this
item should be paid for as an extra. Please advise as to how we should
proceed.
4. Where the 6" water line ties on to the existing 6" cast iron pipe
at the intersection of Second Avenue and Heliotrope, the existing
approach at this location will have to be removed and replaced to make
the tie in, as the existing water line is not as shown. Please advise
when to proceed and on what basis.
Also, as there has been an addition to the original bid of 110 water
services, we are at this time requesting an extension of time of 15
days for installation and testing.

I am in receipt of your notification of work in process
affecting water and sewer lines and curb and street im-
provements on Second Avenue between Dahlia and Heliotrope,
and in connection with your improvements to be made in pro-
perty which I own that lies between Goldenrod and Heliotrope
abutting Second Avenue there are some questions I wish to
pose and request your assistance.
According to a plat of the subject property which is
enclosed together with a Districting Map #16 of Newport Beach,
California, I am proposing a major development upon the pro-
perty which may be affected by your current plans. In effect,
• locations of existing water and sewer facilities in the alley
connecting Goldenrod and Second Avenue and the possibility of
any public utilities such as gas, electricity or telephone
installations and the depths to which they have been installed.
My project will probably be eight months in process before
we can start any physical construction, however; it would be
important to know at this time the feasibility of relocating
any existing utilities at the time construction would begin on
our project and the provisions which could be made through your
department for any connecting T's or sewer chimneys and the
possibility of a preliminary installation of underground con-
duits or pipes for other public utilities which may be in-
stalled at a later date. It would seem to me that if streets,
curbs, sewer, water, etc. are to be disturbed prior to the
time of commencement of my project it would be wise to provide
for these facilities now rather than to effect a street dis-
turbance at a later date.
I will appreciate your cooperation in the above matters
at your earliest convenience.

A Time for Patience
Motorists in Corona del Mar — "old" Corona del
Mar — will be detouring around a lot of rubble the rest
of the summer.
But the inconvenience will be worth it.
The city next week will start tearing up much -trav-
eled Second Avenue. Many alleys throughout the com-
munity below East Coast Highway will also be torn up
and closed off.
All of it will be part of the biggest public works pro-
ject in Corona del Mar since its annexation by the city
of Newport Beach 40 years ago. The cost is $215,000.
A new storm drain and water main will be buried
along Second Avenue, which will then be repaved, from
Avocado to Heliotrope. The alleys, those in "really rot-
ten shape," as one city aide puts it, will be reconstruct-
ed.
Storm drain and sewer replacement work will take
place in other areas, as well.
The work has been long needed. But why do it now,
one might ask, in the middle of summer?
To beat the rains, explains Public Works Director
Joseph T. Devlin. Corona del Mar's clay soil won't ab-
sorb water quickly enough to make the project practical
except during the dry season.
So the work must be done now, when the traffic is
heaviest. Residents, then, can only be patient. And they
should surely find some satisfaction in knowing that
here is concrete evidence — no pun intended — of their
tax dollars at work.
All of the $215,000 comes from revenue generated
by the city's $1.225 tax rate. About a dime of that tax
rate goes toward the Corona del Mar project.
That's a lot of money, but it is still a bargain. It
would have cost an estimated 15 percent more had not
all the work been combined into one "omnibus" pro-
ject.
It is this kind of planning and engineering that en-
ables the city to keep up appearances, with economy.
Municipal officials serve the taxpayers well with
such all approach to their responsibilities.
Potential Money Saver
U. S. Army air defense crews may soon be shooting
down paper rockets — for training purposes.
That's a prospect as a result of a newly developed
Philco -Ford Aeronutronic product.
Company officials took the wraps off the proposed
military air target at a press conference the other day.
They call it LOCAT, for Low Cost Air Target.
The fuselage of the 15 -foot long, 155 -pound rocket -
powered device is made of rolled paper tubing. The fins
and nose cone are made of the same type of plastic used
for surfboards.
In other words, it's a cheap item.
And that, it seems to us, is as it should be. It is,
after all, designed only to be blown out of the sky by
air defense gunners.
Philco-Ford executives say LOCAT will work just as
well as costly military targets now in use. It travels at
500 miles an hour, they say, and simulates a low flying
jet.
And it won't cost much.
We hope this won't rule it out for consideration by
the Department of Defense.
Lockabey's Walrus Win
Newport Beach lifeguard Logan Lockabey last week
won an impressive victory in the annual Walrus'Swim.
In the race around Newport Pier, Lockabey out-
scored his closest opponent by 1,414,503 points.
Now that's a substantial margin, even in these days
of rising everything — except for Dodger baseball
scores.

subject project, will begin moving in on the job this week.
We have authorized the contractor to erect a small storage shed
and chain link fenced area.within the Bayside Drive right -of -way
between Goldenrod and Heliotrope Avenues. This will be maintained
until the project is complete, about four months. Upon completion
of the work, the site will be returned to the same condition as
it is today.
Since such storage areas are particularly attractive to vandals,
we request routine surveillance by the Police Department during
its normal operations in the area.
Stockpiles of pipe will be placed, this week, at intervals along
Second Avenue between Avocado and Goldenwood Avenues in prepara-
tion for installation of the new water lines. The pipe will be
banded and the stockpiles identified with night - lighted barricades.

The approved schedule of work is generally the reverse of that which we
had anticipated during the design statue. Consequently the quantity of
Proposal Item No. 1, Temporary A.C. Pavement - -Trench Areas may increase
from 200 to approximately 1900 lineal feet. In view of this increase in
quantity, I request that you reconsider the unit price. I suggest that
approximately 75 cents per lineal foot, rather than the bid price of
one dollar per lineal foot, would be an equitable price.
Also, as we discussed. it appears that we underestimated the quantity of
Proposal Item No. 35. Replace and Reconnect Existing Water Services
((including new services). The estimated quantity required is closer to
iSO than 50. In view of this large increase in quantity and the very
substantial cost that it represents at the bid price of 100 dollars each,
I request that you reconsider the unit price. I suggest that approxi-
mately 85 dollars each would be an equitable price. I realize that
labor costs represent a large portion of the price and are constant,
regardless of the quantity. Your co. iderat /on of these requests is
appreciated.
Attached are xerox copies of additional information received from the
utility companies during the last week. We will revise our plans to
show these underground conditions, but wish to keep you informed until
then.
These include underground telephone cable at the intersection of Alley
20-0 and First Avenue; gas lines at the intersection of Alley 18-D and

d. Pressure test 12" line.

f. Temporary pave ditches on Second street.
Traffic will not be interrupted during this operation. Small barricades
flashers will be used for warning and control.
2. a. After testing of 12" lines, 6" lines in alley will be started,
proceeding from Second street outwardly to end of lines.
b. After line is installed and services are installed to meter., the
line will be tested and then connected to existing cast iron pipe
and meters hooked up to services.
So that the home owners will not be inconvienced more than necessary this
work will be coordinated with the Inspector so notification can be sent to
the home owners.
This stage of work will require the closing of various alleys for approximately
two days at a time in each block. Complete operation for this stage will be
approximately six weeks.
3. a. Storm drain & sewer work will begin about five weeks after start of
project. This work will be independent of water works.
b. This work will require closing of streets from Fernleaf to Dahlia for
approximately six weeks.
These streets will be barricaded with Class I barricades with warning signs set
at proceeding blocks, marked closed to through traffic. Residence in this area
will be allowed to pass through.

4. a. Alley grading and paving will start at completion of testing
and connections of each alley water line.
This will be about three weeks behind the water crew.
b. This work will close alley for about five days at a time and

It is our estimation that the above schedule will permit Walker & Bates to
complete this work with very little inconvience to the home owners in this

1. Background
A. Historical
1. There are 20.5 miles of concrete streets in Newport
Beach constructed, in the main, during the 1920's.
2. The sections vary from 4 to 8 inches.
3. By and large, the quality of the concrete used for
construction was good.
4. The pavements were built for the light traffic loads
of the day.
B. Present day
1. Forty years later, these streets are still successfully
carrying a large volume of moving wheel loads of 1968

a conservative design life of 40 years. Modern methods
of placement, finishing, curing, and jointing are included.
III. Economic considerations
A. Maintenance is a necessary but often -times an omitted cost
item. Using maintenance costs developed by the City of
Los Angeles and the "annual cost" analysis method it will
be noted that over a 40 -year period, a concrete pavement
for Second Ave. will benefit Newport Beach by some $8,000.
Similar costs have been substantiated through an interview
with the former city engineer of Costa Mesa. That city
recently completed a "face - lifting" operation of some 25
miles of municipal streets whose ages varied from 3 to 8
years. It is to be noted that these are pure and simple
maintenance requirements -- not widening or lengthening
projects (see attached newspaper clippings).
IV. "Fringe" benefits
A. An inherent safety feature of concrete is the character-
istic of gaining strength with age.
B. Lower street lighting costs due to the higher light- reflec-
tive qualities of concrete can be anticipated.
C. Concrete will not soften and stain during the hot summer
months.
V. Portland Cement Association services
A. Publicity arrangements will be made with newspapers and
professional magazines (American City et al) covering
construction of the first modern concrete city street
pavement project in Orange County.

B. The project will be given further publicity through
scheduled inspection trips by consulting and municipal
enginees and administrators.
C. A "concrete inspector's" training course will be provided.
D. An Association engineer will be available during the
construction period.
It is certainly gratifying to me to observe Newport Beach
in the forefront of the ever increasing number of cost - conscious
engineering organizations who are taking a closer look at their
street and alley pavement construction and maintenance programs.
An example is the excellent study recently completed by engineers
Ed McDonald and Derek White of your staff.
The $1.3 million improvement of a 2 -mile portion of Hoyt
Ave, in E1 Monte is a recent example of a city, in cooperation
with Los Angeles County, using the Total Cost Evaluation Concept*
to select concrete in preference to lower first -cost blacktop.
Finally, Mr. Devlin, it is my feeling that a decrease in
the Public Works Department street maintenance fund requirements
would be most welcome to the city council in these times of
spiralling taxation.
*Total Cost Evaluation Concept = Initial cost + Periodic resur-
facing costs + Engineering, inspection, traffic delay, and restrip-
ing costs + Annual scheduled maintenance costs.

Attached for your information is one set of Plans and Special
Provisions for the subject prolict.
The plans include replacemen"f some water mains, some services.
and no sewer mains in the alleys. Some alleys, therefore, will
be reconstructed with 6k" concrete with none of these underground
facilities being replaced at this time.
This concept is the result of our periodic reviews and discussions
with you and other members of the Public Works Department over the
past 12 months.
We realize that subsequent field inspections may adjust the quan-
tities of replacements shown. For this reason we have attempted
to establish bid items that will simplify adjustments. We assume
that your people will coordinate with the Field Engineer during
construction to facilitate these adjustments.
We also realize that the water services may complicate preparation
of subgrade in the alleys due to their proximity to the surface.
We also hope that you will assist the Field Engineer in this
regard.
In order to help facilitate these and any other problems, I would
request your attendance at the pre - construction meeting. I will
advise you of time and date later.
