FROM AVOCADO TO HELIOTROPE AND FOR VARIOUS ALLEYS IN THE CORONA DEL MAR SECTION OF CITY OF NEWPORT BEACH DATE: August 21, 1967 REPORT SUPERVISION: T. M. Gleeson SUBMITTED BY: F. F. GENERAL This report, requested by the City of Newport Beach in their letter dated July 24, 1967, presents the findings of a subsurface investigation and laboratory mmalysis of soils in the following locations: 1. Second Avenue — Two locations between Acacia Ave. and Begonia and between Fernleaf and Goldenrod. 2. Alley Location #1 — In the intersection of the alleys between Avocado Ave. and Acacia Ave.; Waterfront and 2nd Ave. 3. Alley Location #2 — In the alley between Pacific Coast Highway, Dahlia Avenue and Fernleaf Avenue. 4. Alley Location #3 — In the alley between 3rd and 4th Ave.; and between Heliotrope and Iris Avenues. Second Avenue is a local street. A Traffic Index of 5.5 was calculated by the Orange County Traffic Engineer. Alleys will be discussed separately in Para. VI. II. PROPOSED CONSTRUCTION It is proposed to remove and reconstruct Second Ave. from Avocado Ave. to Heliotrope Ave. on existing profile and alignment. III. EXISTING STRUCTURAL SECTION The existing section at the boring locations on tad Ave. was 21 to 3" AC over native soil. Extensive distress areas are apparent in the roadway surface. IV. LABORATORY ANALYSIS AND DISCUSSION The native soil classification on 2ad Ave. varies from silty clay to Clay with 41 to 53% passing the No. 200 sieve. See attached Soil Survey Sheet for complete mechanical analysis. The "R" Value is 7 by stabilometer. The soil is slightly expansive. RECOMMENDED STRUCTURAL SECTION ' Location Section tEntire Project 4 "AC /7 "AB VI. RECONSTRUCTION OF ALLETS ' It is proposed to remove and reconstruct all or portions of about nineteen alleys in the Corona del Mar area with a 6" PCC slab on ' native soil or Aggregate Base, as required. Sampling was performed in three locations specified in the requesting letter. The soil classification is sandy clay with 31 to 414 passing the ' No. 200 sieve, except that a one foot layer of slightly better clayey sand was encountered at the surface on one boring (see attached S.S.S.). ' The "R" Value is 5. Discussion ' With a specified modulus of rupture of 650 psi (28 day), the pro- ' posed 6" PCC slab is considered adequate without an aggregate base for a design life of 50+ years. Uniformity of subgrade is important and ' relative compaction to 90% should be required. At the time of compacting the basement soil and preparing Class "A" subgrade, if the moisture content t is such that the specified relative compaction cannot be obtained or the ' subgrade is yielding the following remedial action should be provided: 1. Remove excessive moisture by scarifying and aerating; or ' 2. Zxcavate unstable areas and backfill with suitable material or base; 1 or 3. Provide an alternate method suitable to the Engineer. 1 VII. SPECIFICATIONS ' The specifications hereinaftoT referred to shall be State of w California, Division of Highways Standard Specifications, dated July, 19649 and Orange County Standard Special Provisions. ►III. ' It is estimated that there may be surplus excavation which shall become the property of the Contractor and shall be disposed of outside the highway right of way in accordance with the pro- visions in Section 7 -1.13 of the Standard Specifications. ;, The provisions in Sections 19 -5.02, 19 -5.03 and 19 -5.04 of the Standard Specifications are superseded by the following: ' When the original ground within 0.5 foot of the grading plane and for a width equal to the width of the grading plane has a relative compaction of less than ' 90 per cent, the subgrade shall be prepared and compacted in accordance with the provisions of Section 21 of the Standard Specifications except that the relative com- paction shall be at least 90 per cent in lieu of the 95 per cent specified. When the original ground in the shoulder areas ' within 0.5 foot of finished grade has a relative com- paction of less than 90 per cent, said areas shall be compacted to a relative compaction of not less than ' 90 per cent. Compacting original ground in shoulder areas to be paid for will be the actual areas ordered compacted, measured by the square yard. ' The relative compaction of all embankment areas including shoulder areas shall be not less than 90 per cent, in lieu of the provisions in Section 19 -6.02 of the Standard Specifications re- ' quiring not less than 95 per cent relative compaction within 2.5 feet of finished grade. Removal and disposal of unsuitable material will be paid for at the contract price for roadway excavation. No compensation for extra work will be allowed for work performed as specified in ' Section 19 -2.02 of the Standard Specifications. The sand equivalent value and relative compaction requirements for structure backfill specified in Section 19 -3.06 of the Standard ' Specifications will be required for bridge abutment backfill only. Backfill at all other locations shall not have a sand equivalent 1 ' requirement and shall have relative compaction requirement of not less than 90 per cent in lieu of the provisions in Section 19 -3.06 of the Standard Specifications requiring 95 per cent relative compaction. (Instr. to Writer) Use this specification for all non- arterial streets and when the Lab. recommends a 90% relative com- paction in the top 0.5 foot of subgrade. The provisions of Section 26 -1.035 of the Standard Specifications ' are superseded by the following: At the time aggregate base is spread, it may have ' have a moisture content sufficient to obtain t e required compaction. Such moisture shall be uniformly distributed throughout the material. ' In lieu of the spreading requirements specified in Section 26, aggregate base material shall be spread upon prepared subgrade by means of approved spreading devices which will deposit a uniform ' windrow or layer, and after spreading as above specified, the material shall be shaped to the requirements of Section 26 of the Standard Specifications, Motor graders may be used for the afore- ' mention shaping. Tailgate spreading by dump trucks of the material will not be permitted except for spot dumping and in areas not readily accessible to approved spreading devices. J 1 1 1 1 11 ."W -v... ( ) ,As halt Concrete. -- Asphalt concrete and shall con orm to the provisions of Section 39 Specifications and these Special Provisions. Section 39 8 -7 -65 shall be Type B of the Standard The penetration range of paving asphalt will be Grade 85 -100. The amount of asphalt binder to be mixed with the mineral aggregate shall be between 3 per cent and 7 per cent by weight of the dry mineral aggregate. The exact amount of asphalt binder to be mixed with the mineral aggregate will be determined by the Engineer. The provisions in Section 39 -2.04A and 39 -2.04B of the Standard Specifications are superseded by the following: At least 75 per cent, by weight, of the material retained on the No. 4 sieve shall have at least one fractured face as determined by Test Method No. Calif. 205. Aggregate gradlug requirements for base course may be either 3;4" Maximum (Coarse) or base course as specified in Section 39 -2.02 of the Standard Specifications. The base course mixture shall be placed on the prepared sub - grade by means of approved spreading devices which will deposit a uniform windrow or layer, and shall be spread and shaped with motor graders. The use of asphalt pavers for laying the base course mixture shall not be permitted. (Delete when paving is minor). Each lane of the top course (surface course) shall be placed continuously between terminals as directed by the Engineer. Rolling equipment shall conform to the provisions of Sections 39 -5.02, 39 -5.03 and 39 -6.03 of the Standard Specifications, except 3 wheel rollers shall not be permitted and pneumatic rollers shall be used on base courses only. The miscellaneous areas to be paid for at the contract price per square yard for placing asphalt concrete (miscellaneous areas) in addition to the price paid per ton for the material involved 1 shall be limited to• ditches, spillways, aprons, at the ends of drainage structures, and driveways. ' 1 of 2 rnft' rSection 39 8 -7 -65 Paint binder (tack coat) shall be mixing type asphaltic ' emulsion with a bituminous base grade of 60 -70 paving asphalt, except where directed by the Engineer to use another grade. Prime coat shall be liquid asphalt grade SC -250 unless directed otherwise by the Engineer. (Instr. to Writer) Use the following specifications for local ' streets; If base course is required, add a pneumatic -tired roller. In lieu of the rolling equipment required in Section 39 -5.03 and 39 -6.03 of the Standard Specifications, the Contractor will be required to furnish one 8 ton 2 -axle tandem roller for each 50 tons, or fraction thereof, of asphalt concrete placed per hour by each asphalt paver or motor grader. (Instr. to Writer) When Engineer's estimate is 1,000 tons Z�r less, Section 39 -5.03C should be deleted.
