THIS CONTRACT is made and entered into this day of
1967, by and between the CITY OF NEWPORT BEACH, a
municipal corporation,.hereinafter referred to as "City ", and
BOYLE ENGINEERING, a California corporation and a licensed
engineering firm, hereinafter referred to as "Engineer ".
RECITAIS :
A. The Public Works Director of City has recommended

In the event that City shall terminate this contract, it shall
reimburse Engineer for the actual work done up to the date of

SUBJECT: CQYMENT � QUESTIONS REGARDING ITEM 4 OF.TE EVENING AGENDA

In the report from the.Public Works Director it is stated that:
1. Proposals were solicited from three engineering firms. and three proposals
received,
2, Of the three firms presenting proposals, two were. local Newport Beach firms
and the third an out -of -town company,
3. The Public Works Director.ce.rtifies all three firms as well qualified for
the work required,
4. The Public Works Director recommended the out -of -two firm in preference to
the two local Newport Beach firms.
S. The final criteria for recommendation was size and experience; specifically,
experience in work for the City of Newport Beach.
I would like the City Manager or Public Works Director to answer the following
questions regarding the procedures followed in the selection of engineering consultants:
L Is it a City policy to go out of town for consultants when there
are equally qualified consultants within the City of Newport Beach?
20 If the final criteria for selection of a consultant for this project
was that of size and experience with the City of Newport Beach, why
were proposals solicited from two firms that each fell short in one
of the two categories?
3. Was it the intention of the.staff to create an illusion of three
bids when it had been predetermined that the two local firms could not
meet the final criteria, thus locking -in the out -of -town firm on the
contract?
4. Is it a staff policy to avoid doing business with qualified firms
that have not previously done work for the City?
5, What specific advantages are offered by the out -of -town firm that
are not also offered by the local Newport Beach firms?
6� What disadvantages are presented by selection of one of the two local
Newport Beach firms as opposed to selection of an out -of -town film?
7� If the experience criteria were interpreted to mean experience in
the specific type of project that is proposed for West Newport sur-
vey, what are the significant differences between the three firms?
8, What are the size comparisons between the three firms?
9. Does the staff choose to ignore the contribution of successful
Newport Beach firms to the City over and above taxes and license,
fees and to the point that they feel no loyalty or need to at least
give such local firms an even break in City business?

10. Is there any connection by family relationship or financial ar-
rangement between any member of the staff and the out -of -town firm
or its members or employees?
In respect to the specifications for the project itself, there is one item that
needs some explanation. The item calls for improvement plans for 8,280 feet of pavement
and street lighting along the ocean front beach from 36th Street to the River Jetty.
Since recovery of this entire expenditure for engineering is a gamble based on the
premise that volunteer assessment districts will be formed to proceed with the actual
construction, I would like to know 1) the approximate cost of engineering of this item;
2) the percentage of property owners that -would approve such a construction; and 9 staff
motive for including the item in the survey.

On October 27, 1967 your firm was requested to submit a proposal
to the City for preparing plans for surface improvements and
drainage in West Newport. To help prepare your proposal, the
streets and alleys for which plans are required are listed on the
attached sheet. The plans will be drawn in ink to 1" =10' scale
on 24" x 36" standard mylar or linen sheets which will be furnished
by the City.
The improvement plans will include full surface improvements and
drainage in the streets and alleys listed, plus any other adjacent
streets necessary to make the drainage on the listed street work.

Dear Mr. Nolan:
In accordance with your letter dated October 27, 1967
we hereby submit this proposal for performing engineering
services for the West Newport Improvement Plan.
I. Scope of Work:
The work is to consist of the preparation of coordinated
construction drawings for improvements in the West Newport
area. The drawings will include the following:
1. Plan and profile for 9,700 linear feet
of alleys. Scale 1" = 201.
2. Plan and profile for 4,600 linear feet
of street ends. Scale 1t1 = 201.
3. Plan and profile for 6;400 linear feet
of two sections of Seashore Drive. Scale,
either 111 = 20' or 111 = 40'.
4. Plans for 8,300 linear feet of sidewalk
and lighting along Ocean Front at an
appropriate scale.
The drawings will be arranged in a coordinated set with
common detail sheets. However, except for the detail sheets,
each drawing will be independent of all others.
II. Engineering Services:
A. Attend conferences with representatives of the
City to review and discuss all aspects of the project.
B. Puke field surveys required for preparation of
construction drawings.

drainage solutions prior to proceeding with
construction plans in affected areas.
D. Prepare sketches of special designs for street
ends etc. for review and approval.
E. Prepare detailed construction drawings in ink on

F. Show on each drawing quantity estimates for
separate improvements.
III.Supplementary Services:
In the event an Assessment. District is formed to construct
all or a portion of the improvements, we would be available to
handle the engineering aspects of the proceedings, and to
prepare specifications and contract documents.
IV. Assigned Personnel:
All personnel assigned to the work would have many years
experience in designing and drafting for similar types of
improvements.
Although our firm would assume basic responsibility for
all field surveys, the actual work would be performed as a
subcontract by William J. Brown, L.S., of Santa Ana.
Donald C. Simpson would be the engineer in charge, of the
project for our firm.
V. Fees:
The exact scope of the work is.somewhat unknown, and for
this reason we propose that our fee be the cost of labor at
the following hourly rates:

V. Fees, cont'd
It is difficult to estimate the total fee required to
complete the scope of work and engineering services. There
are many variables involved, particularly in arriving at
mutually acceptable technical solutions that satisfy an
ultimate grading and drainage plan, yet do not impose too
great a hardship on fronting property owners who may have to
revamp garages to fit new grade conditions. From past
experience in this type of work, and an analysis of the
number and complexity of drawings involved, we estimate the
total fee will fall in the range of $30,000 to $40,000.

As provided in the agreement, the Improvement plans were prepared from aerial
planimetric maps to a scale of 1 " =20' with right -of -way lines plotted from
record data. Attention is invited to General Note "B" on Sheet 2 of the plans
pertaining to the locations of street and alley centerlines and pertinent
property lines.
The stationing of streets between Seashore Drive and Ocean Front Sidewalk were
based on record distances. Contract specifications should state that property
lines control the work rather than the .stations shown on the plans. For example,
the Type B Curb at street ends on Sheets 16 through 28 shall be set with back of
the curb on the prolongation of the south property line of the corner lots,
rather than to the station dimensions shown on the plans.
The enclosed documents constitute completion of the engineering services to be
furnished in accordance with the contract dated December 13, 1967.

It is requested that a standard contract with Boyle Engineor-
ing services be prepared for execution by the Mayor and City
Clot, The contract should be ready for approval by the City
Council at the December 116 1967 Council Netting. Boyle
Engineering was approved by the City Council at the Council
Vs Meeting of November . 1967.
The project consists of the preparation of plans for surface
improvements and drainage facilities in the Meat Nawpert
Oman Front area. No specifications will be prepared. The
work is to be completed within 6 months after execution of
the contract by the City. Payment is to be based on hourly
rates set forth in the proposal with the estimated maximum
oast not to exceed SM900.00.

IMPROVEMENT PLANS
RECOMMENDATIONS:
1. That Boyle Engineering be selected to provide engineering
services for the proposed West Newport improvements.
2. That the City Attorney be authorized to prepare an agreement.
3. That the City Attorney be authorized to prepare a resolution
for the December 11th Council meeting authorizing the Mayor
and City Clerk to execute the agreement.
DISCUSSION:
The current budget includes the sum of $35,000.00 to provide engineering
services for a proposed West Newport Assessment District. The project consists of
preparation of plans for construction of full public improvements in the public
right of way in all presently unimproved areas between the Newport ocean pier and
the Santa Ana River, and south of Balboa Boulevard and the Coast Highway; and
for replacement of improvements to existing deteriorated and inadequate public im-
provements in the area.
In the event the large assessment district contemplated is not formed,
the improvements can be accomplished by means of smaller districts and individual
cooperative and City projects. The plans which are prepared would enable individual
projects to be performed with a minimum of time and effort and would ensure that
the design of the improvements be coordinated and compatible. Official grades will
be established for unimproved streets and alleys, thus enabling construction of new
houses and garages to the proper grade.
Proposals for performing the engineering work have been received from the
following three firms:
Boyle Engineer, Santa Ana
Shuirman- Simpson, Newport Beach
R.M. Galloway and Associates, Newport Beach
Although all three firms are felt to be well qualified for the work,
selection of Boyle has'been recommended as it is felt that their combination of
size and experience is best suited to the nature and scope of the project.

Boyle has satisfactorily completed two recent engineering projects on
Jamboree Road for the City. A copy of their proposal is attached for reference.
Because it is difficult to precisely determine the scope of the work
needed, the exact amount of the engineering fee cannot• be fixed at this time.
The estimated fee is $29,900, broken down as indicated in the proposal. The
agreement will provide for compensation at the standard hourly rates proposed,
with the maximum fee not to exceed $29,900 without prior written approval of
the City.

An adequate staff of office and field personnel will be assigned to
the project as required in order to meet the time schedule outlined
in your letter. Leonard C. Stiles,.who formerly worked in the
engineering department for the city of Newport Beach and who is
familiar with the problems of the West Newport area, will be assigned
to assist Mr. Rooke in the preparation of the improvement plans.
Because of the uncertainties that exist in determining the full extent
of engineering services required in the execution of this project, it
is herein proposed that the following procedure be followed.
First, all available data relative to horizontal control within the area
will be accumulated and evaluated, and if found to be inadequate for
complete control, a minimum amount of additional field work will
be performed to assure adequate horizontal control for design. Follow-
ing establishment of these horizontal control points in the field, the
entire area will be mapped through the use of aerial photography.
This will produce not only a complete strip photo of the design area,
which will be reproduced on the improvement plans, but will furnish
an accurate planimetric map of the design area to a scale of 1" equals
20' showing all of the culture within the area.
Following preparation of these design sheets, our field parties will perform
extensive field surveys in the design area establishing all vertical control
of existing field conditions such as the elevation of garage slabs, driveways,
sidewalks, curbs and gutters, existing pavement, drainage facilities, water
and gas meter boxes, etc.
All field work will be under the direct supervision of our licensed
surveyor, Earl L. McCray. Mr. McCray for many years worked in the
San Diego area and during this time performed field surveys in the
Imperial Beach and Mission Beach areas for projects identical to the
one proposed by the city of Newport Beach.
Field data wi . then be analyzed and a complete drainage study made of
the entire a to assure that all areas are properly drained. Following
this, the improvement Plans will be prepared.

It is our feeling that by following this procedure, the project can be
executed in a manner that will produce a set of improvement plans for
the future use of the city and at a minimum cost.
Due to the many uncertainties that exist in a project of this type,
especially as it relates to the extent of field survey work required,
it is herein proposed that all, work be performed in accordance with
our current per diem rates which are as follows:

As indicated previously, it is our intent to use aerial photography as a
means of producing the planimetric map of the design area. This being
the case, it will require the retention of an outside firm to produce these
maps. It is herein proposed that we be reimbursed for actual cost of this
portion of the work.
At this time, it is estimated that the cost of completing the necessary
horizontal control and preparation of the planimetric sheets for field
and design purposes will be $7,100. The estimated cost of field work
necessary to provide complete vertical control data for design purposes
is $6,200, and the estimated fee for the design and preparation of
complete street, alley and sidewalk plans for the area specified in your
.;tters will be $16,600. Based upon this, it is estimated that the total
fee to .complete +e oroject should not exceed $29,900.

With reference to our contract with the city of Newport Beach dated
December 13, 1967, 1 wish to advise the following.
The terms of the contract provide for furnishing engineering services on
a per diem basis in accordance with the fees set forth therein of $29,9001
however, should it appear that said fee will exceed this amount, the city
should be so advised. In accordance with our discussion several weeks
ago, I advised that It appeared, at that time, the total fee for performing
the engineering Services should exceed the contract amount by approximately
$2,500 to $3,000.
Enclosed herewith is our invoice covering the work completed through and
including July 5, 1968. This invoice, combined with prior invoices, will
exceed the contract amount by approximately $2,500. There has been other
work performed since July 5, 1968 and there will be additional work
requlred to make any changes or corrections desired by the city following
the present review of the plans as submitted.
However, based on my prior indication that the total fee should not exceed
$332, 9900, 1 wish to advise that all work will be completed within this amount.

Pursuant to Contract for Engineering Services dated December 13, 1967,
we have completed ground control for aerial photography and Pacific Air
Industries has photographed the area and is now plotting the data.
Discussions between Mr. Kenneth Perry of your office and Mr. Don Rooke
have resulted in minor changes in scope and instructions to the Engineer as
follows:
1. Include planimetric mapping and design of improvements for
the extension of Seashore Drive southeasterly from 33d Street
to 32d Street with 56' right of way and 40' curb to curb width.
2. Include planimetric mapping and design of improvements for
the extension of 32d Street from Ocean Front to Balboa Boulevard
with 80' right of way and 64' curb to curb width including a 90°
intersection with a future Ocean Front street improvement. City
will furnish Engineer with the design criteria for this Ocean Front
street improvement at its intersection with 32d Street.
3. Delete alley between Ocean Front and Balboa Boulevard from
28th Street to 30th Street as these alley segments have been paved
in concrete to permanent grade with satisfactory intersections
with 28th, 29th and 30th Streets.
4. Add alley between Ocean Front and Balboa Boulevard from 30th
to 31st Street as this alley segment is unimproved. Add alley
between Ocean Front and Balboa Boulevard from 31st to 32d
Street. Although paved with asphalt, this alley must be studied
in relation to the widening of 32d Street.

5. City desires improvement plans for Ocean Front sidewalk from
36th Street to Summit Street to include street lighting. City
will furnish sketches of type of luminaires, spacing and circuit
arrangement. Engineer will show all required details on the
improvement plans.
6. City will study alternative designs of street end improvements
between Seashore Drive and Ocean Front. Being considered are
standard curbed street ends, street ends with romps for access
to beach by emergency vehicles, and possibly full width pavement
without curbs. Planting for beautification of certain street ends
is also a possibility. City will furnish to the engineer, the finally
adopted design of street ends at Ocean Front.
7. Ocean Front sidewalk will have type B curb along ocean side, will
be 12' wide and will be located 0.2' from property line to avoid
interference with lot corner markers.
8. City is now designing improvements to Seashore Drive westerly from
Olive Street with a cul -de -sac. City will furnish engineer with
plans for the improvement of Seashore Drive from Olive Street
westerly to Summit Street.
9. Station 10 + 00 has been assigned to the monument at the inter-
section of 33rd Street with Seashore Drive. Stations will increase
westerly to Station 100 +at the Seashore Drive terminus with
Summit Street. Station progression for Seashore Drive and other
streets and alleys will be from right to left with street arrange-
ment some as shown on Tract No. 3813 improvement plans.
If any other street arrangement is desired by the City, please inform us soon as
drafting of the planimetric plans will commence in the near future.
Enclosed are sketches of proposed improvement plan sheet Type I layout to provide
a photographic strip at top, planimetric layout of existing culture in middle portion,
and standard 40/20 profile grid at bottom; Type II modified for ocean front sidewalk,
and Type III a special layout for the easterly extension of Seashore Drive. Your
review and approval of these proposed improvement plan sheet layouts is requested.

Proposed Extension and Widening of 32nd Street and Extension of Seashore Drive
In accordance with our conference on March 27, 1968, we have developed
sketch plans and investigated the assessed valuations of right of way take for
three alternative plans for the widening and extension of 32nd Street from
Balboa Boulevard southwesterly to Ocean Front and the extension of Seashore
Drive from 33rd Street to 32nd Street.
Enclosed are study Plans I, II, and III with shaded areas indicating the right
of way required for each plan. Also enclosed are tabulations of the assessed
valuations of all parcels of land and buildings required to be acquired for the
additional right of way with estimates of possible resale and exchanges of
residual parcels. Also tabulated are the areas of Pacific Electric right of way
required for each plan.
With respect to Plans I, II, and III, we have the following comments:
1. We have not attempted to appraise the fair market value
of the land and improvement necessary to construct the
proposed improvements; however, using assessed valuation
as a basis of comparison and considering the area of land
to be taken from the Pacific Electric right of way, it appears
that Plan I would involve the least cost for right of way
acquisition.

Assessors Map No. 45 -27 shows a possible easement or
right of way for 32nd Street, 30 feet wide, from Balboa
Boulevard southwesterly to the old Pacific Electric right
of way line. If the city has any rights to this area, it
would reduce the area of Pacific Electric right of way to
be acquired for al I three plans equally.
No engineering estimate has been made bf street improve-
ment cost, but it appears that the cost of constructing 32nd
Street from Balboa Boulevard to Ocean Front would be
approximately equal in all three plans. The cost of extend-
ing Seashore Drive would be reduced by 45 linear feet for
Plan III as compared to Plans I and II. The construction cost
of Plan II would exceed that of flan I by the required recon-
struction and widening of Seashore Drive for 100 feet westerly
of 33rd Street for intersection realignment.

With reference to Items 1 and 2 of our January 25th letter, we enclose a pre-
liminary layout of the proposed widening of 32d Street to an 80 -foot right of
way from Balboa Boulevard to Ocean Front and the extension of Seashore
Drive with a 56 -foot right of way from 33d Street to 32d Street.
As instructed, 32d Street has been widened to 80 feet from the northwesterly
line of Block 31 of Newport Beach tract. The extension of Seashore Drive
easterly from 33d Street was planned to avoid disturbing the improvements
on Lot 9 of Block 32. It is noted that paving the alley between Lots 25, 26,
and 9 of Block 32 would not be necessary as adequate access to these lots
is provided by Ocean Front alley and the extension of Seashore Drive.
Your review and comments on the enclosed preliminary layout are requested
before proceeding, with final design.

That Boyle Engineering be selected to provide engineering
services for the proposed West Newport improvements.
That the City Attorney be authorized to prepare an agreement.
3. That the City Attorney be authorized to prepare a resolution CC)
for the December 11th Council meeting authorizing the Mayor 3
and City Clerk to execute the agreement.
DISCUSSION:
The current budget includes the sum of $35,000.00 to provide engineering
services for a proposed West Newport Assessment District. The project consists of
preparation of plans for construction of full public improvements in the public
right of way in all presently unimproved areas between the Newport ocean pier and
the Santa Ana River, and south of Balboa Boulevard and the Coast Highway; and
for replacement -of improvements to existing deteriorated and inadequate public im-
provements in the area.
In the event the large assessment district contemplated is not formed,
the improvements can be accomplished by means of smaller districts and individual
cooperative.and City projects. The plans which are prepared would enable individual
projects to be performed with a minimum of time and effort and would ensure that
the design of the improvements be coordinated and compatible. Official grades will
be established for unimproved streets and alleys, thus enabling construction of new
houses and garages to the proper grade.

Boyle has satisfactorily completed two recent engineering projects on
Jamboree Road for the City. A copy of their proposal is attached for reference.
Because it is difficult to precisely determine the scope of the work
needed, the exact amount of the engineering fee cannot'. be fixed at this time.
The estimated fee is $29,900, broken down as indicated in the proposal. The
agreement will provide for compensation at the standard hourly rates proposed,
with the maximum fee not to exceed $29,900 without prior written approval of
the City.

Dear Joe:
It has come to our attention that a client of ours attended the City Council
meeting on Monday, November 27, 1967, and spoke rather strongly in favor
of our company and was rather outspoken about the fact that the contract for
the subject project was being awarded to an out -of -town engineering company.
While we were aware of his strong feeling toward our company, we were not
aware of his plans to speak at the Council meeting and his presence at the
meeting and the comments he made were neither instigated, nor authorized by
our company.
While we were naturally disappointed at not being awarded the contract, we
respect the judgment and decision made and we are confident that Boyle
Engineers will do a fine job for the City and justify the confidence you have
placed in them. It is extremely regretable that Monday night's incident
occurred, since it is completely contrary to the ethical and professional
standards we try to maintain in our company and I would like once again to
apologize to the City for any embarrassment caused by our proposal being
submitted. We would also sincerely appreciate our feelings being conveyed
to the City Council members and we look forward to having the opportunity of
working with you on some future projects.

Proposed West Newport Improvement Plans
We have your October 27th and November 1st letters soliciting a
proposal from our firm to perform certain consulting engineering
service for the city of Newport Beach. As indicated in these letters
and through conferences with Mr. Perry of your department, the
project consists of the establishment of official grades for certain
streets, alleys and sidewalks in the West Newport area. The official
grades would be established through the preparation of actual improve-
ment plans for the streets, alleys and sidewalks as outlined.
We appreciate your consideration of our firth for execution of this
assignment. I feel that Boyle Engineering is well qualified to perform
the assignment. Within our present staff, we have personnel well
qualified to perform this type of work and we are adequately staffed
to execute the assignment within the time required.
Mr. J. R. Lester Boyle has personally had extensive experience in
this type of redevelopment work during his years of service as city
engineer for the city of Laguna Beach, and he will provide the required
consultation during the execution of the project. It is herein proposed
that the project be executed under the direct supervision of Edwin H.
Finster who will be assisted by Donald R. Rooke, Design Engineer, who
also has prior experience in this type of design work.

An adequate staff of office and field personnel will be assigned to
the project as required in order to meet the time schedule outlined
in your letter. Leonard C. Stiles, who formerly worked in the
engineering department for the city of Newport Beach and who is
familiar with the problems of the West Newport area, will be assigned
to assist Mr. Rooke in the preparation of the improvement plans.
Because of the uncertainties that exist in determining the full extent
of engineering services required in the execution of this project, it
is herein proposed that the following procedure be followed.
First, all available data relative to horizontal control within the area
will be accumulated and evaluated, and if found to be inadequate for
complete control, a minimum amount of additional field work will
be performed to assure adequate horizontal control for design. Follow-
ing establishment of these horizontal control points in the field, the
entire area will be mapped through the use of aerial photography.
This will produce not only a complete strip photo of the design area,
which will be reproduced on the improvement plans, but will furnish
an accurate planimetric map of the design area to a scale of I" equals
20' showing all of the culture within the area.
Following preparation of these design sheets, our field parties will perform
extensive field surveys in the design area establishing all vertical control
of existing field conditions such as the elevation of garage slabs, driveways,
sidewalks, curbs and gutters, existing pavement, drainage facilities, water
and gas meter boxes, etc.
All field work will be under the direct supervision of our licensed
surveyor, Earl L. McCray. Mr. McCray for many years worked in the
San Diego area and during this time performed field surveys in the
Imperial Beach and Mission Beach areas for projects identical to the
one proposed by the city of Newport Beach.
Field data will then be analyzed and a complete drainage study made of
the entire area to assure that all areas are properly drained. Following
this, the improvement plans will be prepared.

It is our feeling that by following this procedure, the project can be
executed in a manner that will produce a set of improvement plans for
the future use of the city and at a minimum cost.

As indicated previously, it is our intent to use aerial photography as a
means of producing the planimetric map of the design area. This being
the case, it will require the retention of an outside fine to produce these
maps. It is herein proposed that we be reimbursed for actual cost of this
portion of the work.
At this time, it is estimated that the cost of completing the necessary
horizontal control and preparation of the planimetric sheets for field
and design purposes will be $7,100. The estimated cost of field work
necessary to provide complete vertical control data for design purposes
is $6,200, and the estimated fee for the design and preparation of
complete street, alley and sidewalk pions for the area specified in your
letters will be $16,600. Based upon this, it is estimated that the total
fee to complete the project should not exceed $29,900.

Subject: Engineering Services for Proposed West Newport Improvement
Plan
Gentlemen:
The City of Newport Beach invites a written proposal from your firm
to provide engineering services consisting of design and preparation of
plans for the remaining surface improvements and drainage needed for the
West Newport Ocean front area. The purpose is to provide coordinated
improvement plans for the entire area. Miscellaneous permanent improve-
ments may then be constructed which will be in accordance with the long
range plan.
It is also possible that an assessment district may be formed for
construction of the improvements. If this should occur, it is probable
that a later agreement would provide for retaining the Consulting Engineer
to provide the assessment district services needed.
The area to be covered by the plan is shown on the attached map.
Included is almost all property between Balboa Boulevard and the ocean
between 29th Street and 47th Street; all property between Neptune Avenue
and the ocean from 47th to 54th Streets; and all property between Seashore
Drive and the ocean from 54th Street to the Santa Ana River. Typical of
the more pressing problems needing solution are: unimproved alleys lower
than any of the surrounding streets from 23rd to 28th Streets; lack of
adequate street drainage on the south side of Seashore Drive between 33rd
and 54th Streets; and lack of a design for the ends of streets termin-
ating at the beach. A sidewalk and lighting should be provided along
Ocean Front from 30th Street to the Santa Ana River.

The engineering firm selected for the project must have strong
surveying capabilities; and strength and experience in the fields of
street widening, alley construction, and rehabilitation of existing
facilities. Considerable detail will be needed so as to correctly
meet existing improvements and to provide adequate surface drainage
in the extremely flat terrain involved.
The project engineer and the designers proposed to be assigned
to the job should be established in the proposal in order that the
City may be assured of the qualifications and availability of the
persons who will do the work.
It is desired to begin the project as soon as possible. If you
are interested, it would be advisable to discuss the project with the
staff here before submitting your proposal in order that any questions
may be answered in advance, and the scope of the work clearly defined.
The fee will be negotiated after proposals have been evaluated and
