IN VIEW OF THE RECENT CONSTRUCTION AND BEACH FILL IN THAT AREA, WE ARE NOT YET CERTAIN AS TO THE EXACT POSITIONING OF THOSE TOWERS. WE MUST EVALUATE THE ENVIRONMENTAL INFLUENCES UNTIL LATE SPRING OEFORE THE LOCATIONS ARE FINALIZED. I THINK AM EXCELLENT ALTERNATE USE FOR THESE FUNDS COULD BE REALIZED IF VE WERE TO CONSTRUCT AN ADDITIONAL SET OF STAIRS FROM THE NEWPORT PIER TO THE SAND, A SIMILAR SET OF STAIRS AT BALBOA PIER AND PART OF IT TO EXPEDITE SOME OF THE LANDSCAPING NEAR HERE AS PROPOSED BY CAL STEWART. DISCUSSION: The contract for the construction of underground telephone lines to the ocean front lifeguard towers has been completed to the satisfaction of the Public Works Department The bid price was: $ 5,685.00 Amount of change orders: 2,845.65 Amount of unit price items constructed: 8,146.05 Total Contract Cost: 8,146.05 Amount budgeted in Account No. 26- 2897 -024: 10,000.00 The low bid was under the estimate and the amount of funds budgeted. In accordance with a Public Works Department report dated June 9, 1969, the contract was extended. Underground facilities at four additional locations were constructed. The contractor is Smith Electric Supply of Stanton, California. The contract date of completion was August 31, 1969. IV 0 0 CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT SPECIAL PROVISIONS 0 CONSTRUCTION OF UNDEWOUND TELEPHONE LINES TO OCEAN FRONT LIFEGUARD TOWERS CONTRACT NO. 1190 SCOPE OF WORK The work to be done under this contract consists of furnishing and installing 1" diameter double galvanized steel pipe conduit underground from existing telephone poles in the alleys to 25 -foot long double galvanized steel pipe riser poles to be constructed on the beach near lifeguard towers, removing and replacing alley and sidewalk pavements over trenches, furnishing and installing pullboxes, and other incidental items of associated work. The location of the work is on Balboa Peninsula between the Newport and Balboa Piers at 6th, 10th, 13th, 15th, 17th, and 18th Streets. At the 15th Street location, new conduit will be constructed only from the existing pole in the alley to the beach side of the ocean front sidewalk in addition to a new riser pole. The contract requires completion of all the work in accordance with these Special Provisions, the City's Standard Special Provisions, the Plans (Drawing No. E- 5010 -S), and the City's Standard Drawings and Specifications. The City's Standard Specifications are the Standard S ecifications for Public Works Construction, 1967 Edition, including 1968 and 1939 Supplements. TIME OF COMPLETION The Contractor shall complete all work on the contract within 45 consecutive calendar days after execution of the contract by the City. SCHEDULE OF WORK The Contractor shall meet with the Engineer prior to construction to review the pro- posed written construction schedule and to discuss phases of the project affecting the public convenience. TRAFFIC CONTROL Vehicular traffic in streets and alleys shall be permitted to flow freely at all times without any obstructions resulting from the Contractor's operations. Pedestrian traffic shall be permitted to pass through the construction area along a safe, unobstructed passageway at all times. PAYMENT The prices bid for the various items of work shall include full compensation for all materials and labor necessary for construction of the items complete in place. Furnish and Install 1" This item of work is applicable to the telephone conduit to be constructed under- ground between the existing poles in the alleys and the beach side of the ocean front sidewalk. The Contractor may substitute 1" diameter polyvinyl chloride (PVC) conduit in lieu of the 1" diameter double galvanized steel pipe conduit for the portion of the conduit to be constructed from the existing pole in the alley to the new pullbox. The PVC conduit shall be rigid, Type II, Schedule 40. The pull wire to be installed in the conduit shall be No. 12 galvanized steel. All existing asphalt concrete alley pavement or Portland cement concrete sidewalk pave- ment to be removed for trench excavation shall be sawcut to a minimum depth of 13� inches. To minimize the amount of pavement removal required, the Contractor may push the new conduit under the existing pavements. After the conduit has been installed and the trench backfilled to'a'minimum relative compaction of ninety - five (95) percent, the replacement pavements shall be constructed. Sidewalk replacement shall be 4" thick Portland cement concrete and alley replacement pavement shall be 6" thick asphalt concrete. The unit price bid shall include the cost of pavement removal, trench excavation, backfilling, compaction, and pavement replacement. These towers are located between the Newport and Balboa piers. In view of the favorable bid received it is anticipated that one or two additional lines will be considered for undergrounding.
