SUBJECT: ACCEPTANCE OF JAMBOREE ROAD MEDIAN WATER SERVICES AND SPRINKLER SYSTEMS

RECOMMENDATIONS:
1. Accept the work.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the bonds 35 days after
Notice of Completion has been filed.
DISCUSSION:
The contract for the construction of the Jamboree Road Median Water Services
and Sprinkler Systems has been completed to the satisfaction of the Public Works
Department.
The bid price was: $ 21,450.00
Amount of unit price items constructed: 21,854.80
Amount of change orders: none
Total Contract Cost: 21,854.80
Amount budgeted in Account No. 19- 7793 -057: 30,,000.00
The balance of the budgeted funds will be used for water meters and plant
materials, both of which will be installed by City forces.
The contractor is Roy C. Barnett of Riverside, California.

RECOMMENDATION:
Adopt a resolution awarding the contract to Roy C. Barnett Landscape
Contractor for $21,450 and authorizing the Mayor and the City Clerk
to execute the contract.
DISCUSSION:
Two bids were received and opened in the office of the City Clerk at 10:00 A.M.
on October 6, 1969.

Valley Crest Landscape, Inc., Santa Ana 25,905.00
The low bid is 23% less than the Engineer's estimate of $28,000. Funds are
available in Account No. 19- 7793 -057.
This project provides for making service connections to existing mains in
the medians from the Pacific Coast Highway to Eastbluff Drive North. A sprinkler system
will be installed in the medians between Eastbluff Drive South and Eastbluff Drive North.
Asphaltic concrete will be placed in the narrow portions of these medians and covered
with artificial grass at a later date. Water meters will be installed by the City.
The plans were prepared by the City. The estimated date of completion is
December 31, 1969.

Thank you very much for your letter of September 28, expressing your
concern and interest in the landscaping of Jamboree Road traffic medians.
In order to give you accurate information regarding this project, I have re-
viewed your comments with Cal Stewart, Parks, Beaches and Recreation Director.
I have reviewed with him the details of the proposed installation.
First, the Koelreuteria was selected by Mr. Stewart, and by Park Superintendent,
Richard Harrison, because of its striking appearance when it is in bloom and
when the seed pods form in the fall. The area in question is quite drab, as
you know, which prompted the selection of this specific tree.
Second, the expenditure of $90,000 over a period of four years did not pertain
entirely to plastic grass. In fact, only a small portion of that money would
go for artificial material. The major part of each traffic median would be
landscaped with real, live plant meterial, and the narrow, left turn pockets,
as well as the end of each of the islands would be treated with the artificial
turf. The reason for this is that the narrow ends of the medians are very
difficult to maintain and are more costly per square foot than the wider
medians. Therefore, the artificial material would be used only in the narrow
portions, while live plant material is scheduled for the major portion of the
islands.
In the 1969 -70 budget, we have $30,000 set aside for this project. It will
be used entirely for the installation of water outlets; the installation of
sprinkler systems; and the planting of the Koelreuteria trees. Out of that
total $30,000 expenditure, no artificial turf is included. Next year's budget —
is anticipated to provide ground cover in the areas where sprinkler systems
are being installed this year and artificial turf installed at the median ends
as previously indicated. We, you see, are also interested in live plant
material and natural beauty and will be making the major part of the expendi-
ture toward living plant materials.

As far as the leaf drop is concerned, the Director tells me that the
Koelreuteria leaf is very small and subject to quick decomposition. The
leaves that fall in the ground cover will decompose rapidly. Since the
leaves are small, those that fall in the street will be quickly deteriorated
by the heavy traffic of Jamboree Road. Again, this tree was selected because
the leaf drop would not be a problem.
Mr. Stewart informs me that the use of a deciduous tree, in this case, will
provide a striking contrast that will be required by the massive composition
of Jamboree Road.

RECOMMENDATION:
Approve the plans and specifications and authorize the City
Clerk to advertise for bids to be opened at 10:00 A.M. October 6, 1969.
DISCUSSION:
This project provides for making connections to existing water
lines and installing mains and backflow preventers to all medians to
be landscaped. A sprinkler system will be installed in the center portions
of the median islands between Eastbluff Drive south and Eastbluff Drive
north. Asphaltic concrete will be placed in those medians which are
too narrow for planting, or where plans would impair the motorists sight
distance.
The estimated cost of the contract work is $28,000. Funds are
available in account 19- 7793 -057.
The City will install the water meters and additional sprinkler
system, cover the asphaltic concrete with artificial grass and install
landscaping. The majority of this work will be accomplished in the
1970 -71 fiscal year.
The plans were prepared by the City.
The estimated date of completion is December 31, 1969.

DISCUSSION:

No bids were received by the City Clerk prior to the opening set for 10:30 A.M.,
June 16, 1969.
The lack of interest in bidding the project appears to be due to its small size
($6,500 estimated contract cost), and to contractors being busy with other work. It is
felt that rebudgeting the project and combining it with the work proposed for next fiscal
year will result in reduced costs for both construction and contract administration.
As an alternative, if it is desired to encumber funds during the current fiscal
year and proceed immediately with a portion of the work, it may be possible to accomplish
a maximum of $5,000 worth of construction by means of the informal bid procedure.

CONTRACT NO. 1225
Bids must be submitted on the Proposal forift'attached with
,the contract documents furnished by the Publijj orks Depart-
ment. The additional copy of the Proposal Form 1W be retained
by the bidder for his records.
Each bid must be accompanied by cash, ceWed check or
Bidder's Bond, made payable to the City of Awport Beach,
for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED BID" shall
be clearly marked on the outside of the envelope gbntaiaing the
bid.
The Contract Documents that must be comp_ executed,
and returned in the sealed bid are:

B. Designation of Subcontractors
C. Bidder's Bond
D. Non - collusion Affidavit
E. Statement of Financial Responsibility
F. Technical Ability and Experience References
These documents shall be affixed with the signatures and
titles of the persons signing on behalf of the bidder. For Cor-
porations, the signatures of the President or Vice President
and Secretary or Assistant Secretary are required and the Cor-
porate Seal Shall be affixed to all documents requiring signatures.
In the case of a Partnership, the signature of at least one general
partner is required.
No bids will be accepted from a Contractor who has not been
licensed in accordance with the provisions of Chapter 9, Division
- III of the Business and Professions' Code. The Contractor
shall state his license number and classification in the Proposal.
Plans and Contract Documents, including Special Provisions,
may be obtained at the Public Works Department, City Hall,
Newport Beach, California, at no cost to licensed contractors. A
non - refundable charge of $2.00 will be required for each set of
Plans and "Contract Documents issued to others. It is requested
that the Plans and Contract Documents be returned within 2 weeks
after the bid opening.
The City has adopted the Standard Specifications for Public
Works Construction (1967 Edition and Supplements) as prepared
by the Southern California Chapters of theAmericanPublic Works
Association and the Associated General Contractors ofAmericL
Copies may be obtained from Building News, Inc., 3055 Overland
Ave., Los Angeles, Calif. 90034, (213) 870 -9871.
The City has adopted Standard Special Provisions and Standard
Drawings. Copies of these are available at the Public Works
Department at a cost of $2.00 per set.
The City reserves the right to reject any or all bids and to
waive any informality in such bids.
In accordance with the provisions of Article 2, Chapter 1,
Part 7 of the California Labor Code (Sections 1770 et seq.), the
City Council of the City of Newport Beach has ascertained the
general prevailing rate of per diem wages in.the locality in
which the work is to be performed for each craft, classification,
`'or type of workman or mechanic needed to execute. the contract
and has set forth these items in Resolution No .t%2, adopted
May 12, 1969. A copy of said resolutionis available in the office

1. Approve the Plans and Specifications.
2. Authorize the City Clerk to advertise for bids to be opened at
10:30 A.M. on June 16, 1969.
DISCUSSION:
This project provides for making connections to existing water lines, installing
mains to areas to be landscaped, and installation of back flow preventers. Water meters
will be installed by City forces.
The estimated cost of this portion of the project is:

The work will provide water services at 9 locations in the medians on Jamboree
Road between Pacific Coast Highway and Eastbluff Drive North.
Sprinkler systems and landscaping in limited amounts will be installed by City
forces using funds remaining the account.
This project was included in the current budget contingent on sufficient
revenues being available to the Capital Improvement Fund. The sum of $27,000 was shown
in the budget document for the project. It appears at this time that approximately
$13,000 will be available for the work in the current fiscal year.
Funds are proposed in the 1969 -70 budget for additional sprinklers and
landscaping next year.
The plans were prepared by the City.
The estimated date of completion is August 15, 1969.

SEALED BIDS will be received at the office of the City Clerk, City Hall, Newport Beach,
California, until A.M. on the 6 day of at

JAMBOREE ROAD MEDIAN ISLAND WATER SERVICES AND SPRINKLER SYSTEM
CONTRACT NO. C -1225
Bids must be submitted on the Proposal form attached with the contract documents furnished
by the Public Works Department. The additional copy of the Proposal Form is to be retained
by the bidder for his records.
Each bid must be accompanied by cash, certified check or Bidder's Bond, made payable to
the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED 8I0" shall be clearly marked on the outside
of the envelope containing the bid.

The Contract Documents that must be completed, executed, and returned in the sealed bid are:

I. SCOPE OF WORK

The work to be done under this contract consists of furnishing and installing
asbestos cement water pipg, Polyvinyl Chloride water pipe, ring -tite P.V.C. pipe,
2 -inch water services, backflow preventers, sprinkler heads, asphalt concrete
pavement, valves and all other appurtenances necessary to complete the job.
The contract requires completion of all the work in accordance with these Special
Provisions, the City's Standard Special, Provisions, the Plans (Drawing No. P- 5029 -S),
the City's Standard Drawings and Specifications. The City's Standard Specifications
are the Standard Specifications for Public Works Construction, 1961 Edition,
including 1968 and 969 Supplements.
II. TIME OF COMPLETION
The Contractor shall complete all work on the contract within 45 consecutive calendar
days after execution of the contract by the City. .
III. SCHEDULE OF WORK
The Contractor shall meet with the Engineer prior to commencing work to schedule his
operations. "A written schedule of work will not be required.
IV. TRAFFIC CONTROL
At no time shall the Contractor's operations impede sight distance or the flow of
vehicular traffic along Jamboree Road.
V. PAYMENT
The prices bid for the various items of work shall include full compensation for all
materials and labor necessary for construction of the items complete in place. Pay-
ment for incidental items of work not separately provided for in the proposal shall
be included in the unit prices bid for other items of work.
VI. CONSTRUCTION DETAILS
1. General Piping Requirements
The lump sum price bid for the pipe shall include sprinkler heads, excavation,
backfill, connections, elbows,•removal of existing thrust blocks, construction

of new Portland cement concrete thrust blocks and all other incidental items
of associated work.
The pipe shall have a minimum of 24 inches of cover. Excavation material may
be used for trench backfill and shall have a minimum relative compaction of
90 %. The surface of the trench backfill shall be smooth and even with adjacent
grade.
Any existing erosion control devices disturbed by the Contractor's operations
must be replaced at his expense and to the satisfaction of the Engineer.
Valve boxes, pipe connections and other miscellaneous related items excluding
water meters, shall be included in the unit prices bid for the globe valves and
backflow preventers, and water services.
2. P.V.C. Pipe
All plastic pipe and fittings shall be extruded from 100% virgin Polyvinyl
Chloride (P.V.C.), schedule 40 -1220, as manufactured by Lasco Industries or
equal.
3. Ring -tite P.V.C. Pipe
The 4 -inch diameter Polyvinyl Chloride pipe and fittings shall be Johns - Manville
Ring -tite Polyvinyl Chloride pipe, 160 P.S.I. (SDR26) or approved equal. P.V.C.
pipe and fittings shall be manufactured from virgin unplasticized polyvinyl resin,
ASTM Type 1, Grade 1, conforming to ASTM Resin Specification D 1784 -65T. P.V.C.
pipe and fittings shall be a$le to sustain a maximum hydrostatic working
pressure of 160 P.S.I. at 75 F.
4. Asphaltic Concrete
Asphaltic concrete shall be;Type III - C1 -85 -100 as specified in Section 400 -4.2
of the City's "Standard Special Provisions ".

I. SCOPE OF WORK
SP 1 of 2
The work to be done under this contract consists of furnishing and installing
asbestos cement water pipe, Polyvinyl Chloride water pipe, ring -tite P.V.C. pipe,
2 -inch water services, backflow preventers, sprinkler heads, asphalt concrete
pavement, valves and all other appurtenances necessary to complete the job.
The contract requires completion of all the work in accordance with these Special
Provisions, the City's Standard Special Provisions, the Plans (Drawing No. P- 5029 -S),
the City's Standard Drawings and Specifications. The City's Standard Specifications
are the'Standard Specifications for Public Works Construction, 1967 Edition,
including 1968 and 1969 Supplements.
II. TIME OF COMPLETION
The Contractor shall complete all work on the contract within 45 consecutive calendar
days after execution of the contract by the City.
III. SCHEDULE OF WORK
The Contractor shall meet with the Engineer prior to commencing work to schedule his
operations. A written schedule of work will not be required.
IV. TRAFFIC CONTROL
At no time shall the Contractor's operations impede sight distance or the flow of
vehicular traffic along Jamboree Road.
V. PAYMENT
The prices bid for the various items of work shall include full compensation for all
materials and labor necessary for construction of the items complete in place. Pay-
ment for incidental items of work not separately provided for in the proposal shall
be included in the unit prices bid for other items of work.
VI. CONSTRUCTION DETAILS
1. General Piping Requirements
The lump sum price bid for the pipe shall include sprinkler heads, excavation,
backfill, connections, elbows, removal of existing thrust blocks, construction

of new Portland cement concrete thrust blocks and all other incidental items
of associated work.
The pipe shall have a minimum of 24 inches of cover. Excavation material may
be used for trench backfill and shall have a minimum relative compaction of
90 %. The surface of the trench backfill shall be smooth and even with adjacent
grade.
Any existing erosion control devices disturbed by the Contractor's operations
must be replaced at his expense and to the satisfaction of the Engineer.
Valve boxes, pipe connections and other miscellaneous related items excluding
water meters, shall be included in the unit prices bid for the globe valves and
backflow preventers, and water services.
2. P.V.C. Pipe
All plastic pipe and fittings shall be extruded from 100% virgin Polyvinyl
Chloride (P.V.C.), schedule 40 -1220, as manufactured by Lasco Industries or
equal.
3. Ring -tite P.V.C. Pipe
The 4 -inch diameter Polyvinyl Chloride pipe and fittings shall be Johns - Manville
Ring -tite Polyvinyl Chloride pipe, 160 P.S.I. (SDR26) or approved equal. P.V.C.
pipe and fittings shall be manufactured from virgin unplasticized polyvinyl resin,
ASTM Type 1, Grade 1, conforming to ASTM Resin Specification D 1784 -65T. P.V.C.
pipe and fittings shall be able to sustain a maximum hydrostatic working
pressure of 160 P.S.I. at 750 F.
4. Asphaltic Concrete
Asphaltic concrete shall be Type III - C1 -85 -100 as specified in Section 400 -4.2
of the City's "Standard Special Provisions ".

Adopt a resolution awarding the contract to Roy C. Barnett Landscape
Contractor for $21,450 and authorizing the Mayor and the City Clerk
to execute the contract.
DISCUSSION:
Two bids were received and opened in the office of the City Clerk at 10:00 A.M.
on October 6, 1969.

will be installed in the medians between Eastbluff Drive South and Eastbluff Drive North.
Asphaltic concrete will be placed in the narrow portions of these medians and covered
with artificial grass at a later date. Water meters will be installed by the City.
The plans were prepared by the City. The estimated date of completion is
December 31, 1969.

Approve the plans and specifications and authorize the City
Clerk to advertise for bids to be opened at 10:00 A.M. October 6, 1969.
DISCUSSION:
This project provides for making connections to existing water
lines and installing mains and backflow preventers to all medians to
be landscaped. A sprinkler system will be installed in the center portions
of the median islands between Eastbluff Drive south and Eastbluff Drive
north. Asphaltic concrete will be placed in those medians which are
too narrow for planting, or where plans would impair the motorists sight
distance.
The estimated cost of the contract work is $28,000. Funds are
available in account 19- 7793 -057.
The City will install the water meters and additional sprinkler
system, cover the asphaltic concrete with artificial grass and install
landscaping. The majority of this work will be accomplished in the
1970 -71 fiscal year.
The plans were prepared by the City.
The estimated date of completion is December 31, 1969.

No bids were received by the City Clerk prior to the opening set for 10:30 A.M.,
June 16, 1969.
The lack of interest in bidding the project appears to be due to its small size
($6,500 estimated contract cost), and to contractors being busy with other work. It is
felt that rebudgeting the project and combining it with the work proposed for next fiscal
year will result in reduced costs for both construction and contract administration.
As an alternative, if it is desired to encumber funds during the current fiscal
year and proceed immediately with a portion of the work, it may be possible to accomplish
a maximum of $5,000 worth of construction by means of the informal bid procedure.

The estimated cost of this portion of the project is:

The work will provide water services at 9 locations in the medians on Jamboree
Road between Pacific Coast Highway and Eastbluff Drive North.
Sprinkler systems and landscaping in limited amounts will be installed by City
forces using funds remaining the account.
This project was included in the current budget contingent on sufficient
revenues being available to the Capital Improvement Fund. The sum of $27,000 was shown
in the budget document for the project. It appears at this time that approximately
$13,000 will be available for the work in the current fiscal year.
Funds are proposed in the 1969 -70 budget for additional sprinklers and
landscaping next year.
The plans were prepared by the City.
The estimated date of completion is August 15, 1969.

1. Project Planning and Financing
It was duscussed that advanced planning and projected project financing
of median island landscaping should be accomplished at the time of street
construction. With respect to Jamboree Road it was felt that median design
should be developed by Parks, Beaches and Recreation Department for the entire
length between Pacific Coast Highway to MacArthur Boulevard and then broken
into segments within the City's annual financialabilities.
2. Design Features
• The following suggestions were made:

1. That asphaltic concrete placed in medinas should be a finer gradiation,
(e.g. 3 /8" max.) and crowned to drain to curbs.
2. Redwood headers should be placed between median asphaltic concrete and
areas to be planted to prevent soil silts from depositing on the asphaltic
concrete and proposed artificial grass.
3. Weed killer should be placed under asphaltic concrete areas.
4. Consideration of the use of portland cement concrete instead of
asphaltic concrete in narrow traffic island noses where level areas are
required in lieu of crowning. .
5. Water main pressure should be tested and design of sprinkler
systems predicated on existing and projected water pressures.

If As you knmd, there here no bidders for the Project to install
landscaping in Jamboree Road, so the funds have been projected into the
1969 -70 budget to be added to those already anticipated for next year.
However. Harvey wanted us to spend as much as possible this
year to be installed by:City forces. Through three purchase orders we
expended $6,144.96. This amount should be subtracted from the amount
available in account number 26- 7797 -058 and the balance forwarded to
1969 -70.
I don't thin]: this will be a problem relative to the Public
Works contract amount of $50000, since we are using three orders for
separate phases of the project, Our work will also he coordinated with
next year's contract. If you see a problem, one of the requisitions
can be dated July 1, 1969, and that amount transferred to 1969 -70.
