Accept the work. 2. Authorize the City Clerk to file a Notice of Completion. 3. Authorize the City Clerk to release the bonds 35 days after Notice of Completion has been filed. DISCUSSION: The contract for the widening of Irvine Avenue between 15th Street and 16th Street has been completed to the satisfaction of the Public Works Department. The bid price was: $ 1190896.00 Amount of unit price items constructed: 125,741.84 Amount of change orders: 4,962.87 Total contract cost: 130,704.71 Amount budgeted in Account No. 19- 3399 -047: 131,396.10 The increase in the unit price items constructed was due primarily to 1) the construction of additional curb, gutter, and drive approaches on 16th Street, and 2) an overrun in the quantity of asphalt concrete paving from that estimated. During construction of the storm drain, a sewer lateral was found leading from the Harbor High School Music Building. The existence of this line was unknown. It was necessary to re -route the lateral to the sewer on 15th Street. A change order in the amount of $3,268.60 was issued for this work. A change order in the amount of $10694.27 was issued to cover miscellaneous extra work including relocation of a chain link fence, additional pavement removal on Holly Lane, and revision of the curb grade on 16th Street. The work on 16th Street, while in Costa Mesa, was paid for by the abutting property owners whose property is in Newport Beach. The contractor is Sully - Miller Contracting Company, Inc. of Orange, California. The contract date of completion was August 28, 1970. All work was completed by that date except for the street lights, which were not completed until August 31, 19700 due to late delivery of the poles. May 11, 1970 Authorize the City Clerk to advertise for bids to be opened at 10:00 A.M., June 2, 1970. DISCUSSION: G —// This project will provide for the widening and reconstruction of Irvine Avenue from 15th Street to 16th Street. The street will be widened to the standard width for a secondary street of 64 feet curb to curb with an 82 foot wide right of way. The existing right of way is 60 feet. The additional 22 feet of right of way is being dedicated to the City by the Newport Mesa School District. The proposed street improvements include the reconstruction of Irvine Avenue from 15th Street to 16th Street, construction of curb and gutter, some sections of sidewalk on the westerly side of Irvine, and the reconstruction of curb, gutter and sidewalk on the easterly side of Irvine adjacent to the Newport Harbor High School. As a condition of right of way dedication, the School District required that the existing substandard lighting system adjacent to the high school on Irvine be replaced with a standard city street lighting system.. The estimated cost of this system is $12,000. The property owners on the westerly side of Irvine Avenue between 15th Street and 16th Street were offered the opportunity to have curb, gutter, sidewalk and drive approaches constructed adjacent to their property. All but two property owners have agreed to construct curb and gutter and several requested that sidewalks be constructed. At the meeting of April 27, 1970 the Council directed the staff to commence proceedings under Chapter 27 of the Improvement Act of 1911 to require completion of the curb and gutter adjacent to the two remaining properties. This work is needed to provide for continuity of surface drainage along the street. These improvement are initially the responsibility of the abutting landowner and will be financed by the property owners. The project also includes the construction of a storm drain system in Irvine Avenue from 15th Street to Holly Lane. This system was originally to be constructed as a part of the 15th Street storm drain system. This project has been deferred due to a lack of funds. To avoid cutting Irvine Avenue at a later date, it is recommended that the ultimate storm drain needed in Irvine Avenue be constructed along with the present project for widening and street reconstruction. The estimated cost of the storm drain system is $40,000. Also favoring construction of the ultimate drain at this time is the fact that, during final design, it was determined that the existing small diameter drain in Irvine Avenue is at an extremely shallow depth and is in poor structural condition. Construction of the new pavement is expected to destroy this drain, thus making a replacement necessary. Page Two May 6, 1970 Subject: Irvine Avenue Widening from 15th Street to 16th Street (C -1262) The estimated cost of the work excluding engineering is: Street, sidewalk, curb and gutter reconstruction $ 79,500 Street light system 12,000 Storm drain 40,000 New curb, gutter and sidewalk on Irvine Avenue 2,500 Total $134,000 Currently budgeted for the project is $78,000. $2,500 will be contributed by the adjacent property owners. A budget amendment to cover the remaining costs will be submitted after bids have been received and the exact amount is known. The estimated total amount of the required budget amendment is $53,500. Sufficient gas tax funds are available from the unappropriated surplus in the gas tax fund. Also included with this project is the construction of two segments of curb and gutter on the southerly side of 16th Street between Aliso Avenue and Irvine Avenue. The property owners on 16th Street between Irvine and Tustin were contacted about con- structing curb, gutter and sidewalk and asked if they wished to have this construction done along with the subject project. Four owners requested the construction of curb and gutter and will deposit with the City the construction costs estimated at $1,000.00. The project is scheduled for construction during the school's summer vacation period. The estimated date of completion is September 1, 1970. 4s4_ T.
