We will coordinate with the kitchen designers employed by Mr. Kilmer in order to issue plans at the same time and make contractors aware of both projects so that a'saving could accrue to both owners by one contractor doing both projects. The base bid of $27, 668. 00 plus a utility bid of $3, 326. 00 by B. F. Syfan Corp, was the apparent low bidder. The bid price of $30, 994. 00 is below the architects estimate of December 11, 1969 and consistant with our revised verbal estimate of February, 1970. The architect has been related to various projects constructed by Mr. Syfan over the past years and is satisfied with his qualifications and cooperation. The architect recommends that B. F. The alternatives are broken down as follows: ALTERNATE (A): The concessionaire would operate both concessions and would build the concession in Public Service Area #2. ALTERNATE (B): The concessionaire would operate both concessions and the City would construct the new shell in Public Service Area #2. The committee met with Sandy Cameron, Jim DeChaine and Cal Stewart. Four of the top bidders were interviewed, some for the second tine. A second meeting was held with the staff members and Tully Seymour to consider the sig- nificance of the sliding scale bid made by one bidder. It was determined that inasmuch as such a bid was not in conformity with the call for bids and was not submitted by other bidders the sliding scale feature could not be considered. The possibility of reopening the bids for all applicants to bid on this basis was discarded as it would take some six weeks which would prohibit getting the project open before July. Careful consideration was given to ideas presented for operating the concessions. References were carefully checked and financial ability reviewed. There were two fundamental changes in the factors from those considered by the staff in their previous report. The architect's estimate of the building was changed from $42,000 to $25,000 and the sliding scale bid was not considered. This accounted for the difference in conclusions. An analysis of the three most qualified bids based on a conservative expected volume of $185,000 sales and $15,000 rentals was made. It shows Kilmer's bid to be $68,224 better than Ward's and $96,474 better than Seakist's over the ten years of the lease. Kilmer qualifies well in other considerations such as being capable and anxious to operate the concession so as to give high grade merchandise and service to the public. --A-_ - 2 - Therefore, the first recommendation of the committee is to use Alternate (B) and have the City build the building and award the lease to Gordon Kilmer to operate both concessions for ten years. The City Manager states that the money necessary to build the building is available in this years General Fund as a result of mid -year adjustments and can be loaned to the P, B $ R Fund. If the building is not built by the City, the money would probably be put towards the Balboa Parking Lot or added to monies needed for new beach cleaning equipment. Should the Council feel this would be a better use of the funds than building the building, Alternate (A) should be used. Because of the experience, availability to closely supervise and creative ideas advanced, the Cwmnittee feels that Seakist woul out- standing job in operating the concessions. In spite of the onita difference of $28,250, we recommend Seakist. Therefore, the would build the building concessions. DISCUSSION: In order to provide the complete information from which prospective conces - sionnaires will prepare bids for the lease of the Corona del Mar concessions, it is desirable that the package of lease information include plans and specifications for the new concession building. Since architectural plans will be needed whether the building is constructed by the City or by the successful bidder, preparation of these plans at this time will permit the City to retain a greater degree of structural and appearance control. In addition, the bidders for the lease will have an opportunity to know more about the package on which they will be submitting lease proposals.
