AGREEMENT
FOR EMPLOYMENT OF
LIBRARY CONSULTANT
CONTRACT N0. 1314
THIS AGREEMENT, made by and between the CITY OF
NEWPORT BEACH, a municipal corporation, hereinafter referred
to as 'City," and RAYMOND M. HOLT, hereinafter referred to
as "Consultant ";
RECITALS
City intends to construct a new central library
building on the Civic Center site in the Newport Center. The
City Council has determined that it needs the services of a
library consultant to work with the City Librarian and the
architects employed by the City in studying and analyzing the
requirements for the new central library and in assisting the
Librarian in formulating a collections development schedule
for the new building.
NOW, THEREFORE, the parties agree as follows:
1. SCOPE OF WORK
Consultant agrees to prepare a written building
program setting forth the requirements of the library in terms
of space, functional relationships and related facts as needed
by the architects for designing a new central library building
for the City of Newport Beach. In addition, Consultant shall
assist the Librarian in formulating a collections development
schedule for the new building
responsibilities shall include:
Consultant's services and

(a) A review of all pertinent date related to
the future requirements of the Newport Beach Public Library.
(b) Consultation with the City Librarian, and,
as appropriate, with other members of the library staff to
determine future library needs, desired patterns of service,
and methods of operation.
(c) Estimation and projection of space requirements
for such elements as collections, staff, services and public.
(d) Determination of the service and operations
characteristics to be accommodated in the new building.
(e) Preparation of a brief informal report
covering the net square footage requirements of the library, to
be submitted within 90 days of the approval of this Agreement
between Consultant and City.
(f) Preparation and presentation of the written
library building program within 120 days of the signing of this
Agreement. The Building Program shall be submitted in a readily
reproducible form setting forth Consultant's findings, conclusions
and recommendations for the planning, design and construction of
the library building.
(g) Preparation and presentation, as soon after
as feasible, of a collections development schedule covering
types and quantities of materials to be acquired and processed
prior to the opening of the new library building. Estimates of
personnel requirements and relevant projected costs of materials
may also be included.
2. CONSULTANT'S FEE
Consultant's fee shall be $6,750, paid in the

following manner:
(a) A retainer of $2,000 shall be paid upon
execution of this Agreement;
(b) A payment of $3,750 shall be paid to
Consultant upon submission of the above described written
building program;
(c) The remaining $1,000 shall be paid to
Consultant upon submission of the collections development
plan.
3. GENERAL PROVISIONS
(a) City shall designate an official represen-
tative to whom Consultant shall direct all official correspondence,
reports, etc., as well as copies of correspondence, communications
and reports with other individuals, including the architects.
(b) City shall make available to Consultant
without charge such reports, maps, architectural drawings, plans
or other materials required by Consultant.
(c) This Agreement may be amended by mutual
consent of both parties at any time.
(d) This Agreement may be terminated upon thirty
(30) days' written notice by either party. In the event of such
action, City shall pay Consultant for services rendered to the
date of termination.
(e) It is understood that the services of
Consultant shall be scheduled so as not to interfere with his
duties as Librarian of the Pomona Public Library; provided
that, subject to such duties, Consultant will exert his best
efforts to be available as needed under the terms of this Agreement.

4. EXPENSES AND ADDITIONAL TRAVEL COMPENSATION. It
is understood that Consultant shall make such trips to Newport
Beach and stay for such periods of time as are reasonably
necessary to meet the conditions of this Agreement. If additional
trips are required by the City and agreed to by common consent,
additional compensation shall be paid to Consultant at the rate
of $150 per day, which shall be prorated for portions of any day;
plus expenses including travel, car expense, food and lodging.
Such payments shall be due and payable by the City within 20 days
after the date on which Consultant submits a statement of said
expenses.
IN WITNESS WHEREOF, the parties hereto have executed
this Agreement on the 2-7-rll day of U,- 7i 1970.

SUBJECT: AGREEMENT FOR EMPLOYMENT OF LIBRARY CONSULTANT
REC94ENDATION:
It is recommended that the City Council authorize the Mayor to
execute the attached agreement with Raymond M. Holt for Phase I of his civic
center library consulting services.
ISCUSSION:
In conjunction with the June budget discussions on the Library
Department budget, the Council agreed in principle to the retention of Raymond
M. Holt, Pomona City Librarian, to assist the City with its efforts of deter-
mining the space requirements for the proposed headquarters library to be
constructed at the Newport Beach Civic Center. The attached agreement outlines
Phase I of Mr. Holt's consulting services, which will include the preparation
of a written building program and the formulation of a collections development
schedule for the library.
The basic fee for Phase I services will be $6,750, funds for which
are contained in the 1970 -71 Library Department budget. Execution of the
agreement at this time will allow Mr. Holt to proceed in nediately with staff
in the formulation of the requirements for the headquarters library building.
