Approve the plans and specifications: 2. Authorize the City Clerk to advertise for bids to be opened at 10:30 A.M. on February 2, 1971. DISCUSSION: The 1970 -71 budget contains an appropriation of $7,500 to construct a bulkhead and return wall at the city - owned lot at the end of 43rd Street. The project will improve the appearance of the area, stabilize the bank, and may stop an existing oil seep. The estimated cost is $7,500. DISCUSSION: H -9 The contract for the construction of the bulkhead at 43rd Street and the Rivo Alto has been completed to the satisfaction of the Public Works Department. The bid price was: $6,660.00 Amount of unit price items constructed: $6,660.00 Total Contract Cost: $6,660.00 Amount budgeted in Account No. 02- 4197 -223: $7,000.00 The contractor is Trautwein Brothers of Newport Beach, California. The contract date of completion was May 3, 1971. Due to errors on the part of the steel fabricator, completion was delayed until May 24, 1971. Page la City of Newport Beach, California Notice Inviting Bids In accordance with the provisions of Article 2, Chapter 1, Part 7 of the California Labor Code (Sections 1770 et seq.), the City Council of the City of Newport Beach has ascertained the general prevailing rate of per diem wages in the locality in which the work is to be performed for each craft, classification, or type of workman or mechanic needed to execute the contract and has set forth these items in Resolution No. 6982, adopted May 12, 1969. A copy of said resolution is available in the office of the City Clerk. All parties to the contract shall be governed by all provisions of the California Labor Code relating to prevailing wage rates (Sections 1770 -1781 inclusive). SCOPE OF WORK The work to be done under this contract consists of constructing a pre -cast concrete panel bulkhead with coping, tie - backs, anchor blocks, and backfilling behind the new bulkhead. The contract requires completion of all work in accordance with these Special Provisions, the City's Standard Specifications, The Plan (Drawing No. H- 5051 -S), and the City's Standard Drawings and Special Provisions. The City's Standard Specifications are the Standard Specifications for Public Works Construction, 1970 Edision. II. COMPLETION OF WORK The Contractor shall complete all of the work within 60 calendar days after award of the contract by the City. III. CONSTRUCTION SURVEY Field staking for control or construction will be done by the City. IV. TRAFFIC CONTROL AND EQUIPMENT STORAGE Forty -third Street from River Avenue to the Rivo Alto Channel may be closed to vehicular traffic during the curing of the panels and construction of the bulkhead. Equipment may also be stored on the street end. If the street end is used for equipment storage and /or curing of the panels, a Class "A" barricade with adequate blinkers and reflectors will be placed at 43rd Street and River Avenue. All work and storage areas must be restored to their original condition prior to acceptance of the project. V. PROTECTION OF LANDSCAPING Only as.much landscaping shall be removed as is necessary for the construction. All other landscaping shall be protected from damage by the Contractor's operations. Any salvageable landscaping within the work area will be removed by the City prior to construction VI. PAYMENT Payment for incidental items not included in the proposal shall be included in the prices bid for the major bid items. . SP 2 of 3 VII. NOTICE TO RESIDENCES The City will mail a preliminary notice to all residences to be affected by this work. Between 40 and 5.5 hours prior`to the, closing of 43rd Street end to vehicular traffic, the Contractor must distribute to the residences adjacent to the work, a notice prepared by the City stating when the work will begin and approximately when the street will'be restored to normal vehicular use. Errors in distribution, false starts, strikes, acts of God, or other alterations of the schedule will require renotification, using an explanatory letter prepared by the City and distributed by the Contractor. VIII. WATER The Contractor will make his own provisions for obtaining and applying water necessary to perform his work. If the Contractor wishes to use available City water, it will be his responsibility to make arrangements for water purchases by contracting the City's Utility Superintendent, Mr. Tom Phillips, at (714) 673 -2110, Extension 267. IX. CONSTRUCTION DETAILS A. Removal The old wooden bulkhead which is located at the bulkhead line shall be shall be removed where necessary. There is also a thin layer of sand- cement slurry over the sand behind the wooden bulkhead. It may be necessary to remove a portion of this concrete before construction. It shall be the Contractor's responsi- bility to inspect the job site before bidding to ascertain the amount of removal necessary to complete the work. Structural Concrete - Bulkhead and Anchor Blocks Structural concrete used in the bulkhead panels, coping, and anchor blocks shall be class 6.0 -B -3000 using Type V Portland Cement. C. P.C.C. Bulkhead and Appurtenances The unit price bid per lineal foot of P.C.C. bulkhead and appurtenances shall include the bulkhead panels, coping, tie rods, and anchor blocks. The panel units and coping shall be placed tightly against the existing bulkheads. Pile panels shall have a smooth finish on the side exposed to the channel. Pile panels shall be kept continuously wet with water for at least ten (10) days after pouring and shall be allowed to cure for at least twenty - eight (28) days before being lifted and jetted or driven. This twenty - eight (28) day curing requirement may be decreased if test cylinders of concrete from which the pile panels were poured develop a compressive strength of 3,000 P.S.I. or more. The panels shall be handled in such a way as to avoid bending or cracking at any time. Extreme care shall be exercised to avoid breaking or chipping any part of the panel. Damaged or inferior panels shall be replaced at the Contractor's expense. SP3of3 The minimum equipment required for jetting shall consist of three one -inch jet pipes supplied by pumps capable of delivering 500 G.P.M. at approximately 250 P.S.I. pressure. Side jetting shall employ two jets to maintain alignment. The tie rods shall be thoroughly cleaned by wire brushing, scraping, or sand blasting of all loose mill scale, rust, dirt, old paint, grease, or other foreign matter that would interfere with adhesion of the pro- tective materials. The tie rods and turnbuckles shall be completely primed with one (1) coat of bituminous primer of good body and substantial thickness free of runs, drips, and festoons. After the bituminous primer is thoroughly dry and hard, the rods and turnbuckles shall be given one (1) coat of hot bituminous enamel applied to a thickness of not less than one sixteenth (1/16) of an inch. The Contractor shall exercise extreme care to protect the bituminous enamel coating during the construction operations. Any damage occurring to the bituminous protective coating shall be repaired to the satisfaction of the Engineer. The bituminous primer and enamel shall be bitumastic priming solution and bitumastic enamel as manufactured by Wailes Dove - Hermiston Corporation or equal as approved by the Engineer. All materials shall be applied in accordance with the manufacturer's directions. Bituminous primer shall dry to a tacky state in three (3) hours and hard to touch within six (6) hours. Bituminous enamel shall not contain less than twenty (20) nor more than thirty (30) percent inert filler material. The tie rods and turnbuckles shall be coated with bituminous enamel and the tie rods shall be encased with Schedule 40, Type II, P.V.C. pipe. The P.V.C. pipe ends and turnbuckles shall be completely encased with concrete as shown on the Plans. D. Sand Backfill A sand backfill with sand dredged from the adjacent channel or imported sand shall be placed behind the new bulkhead. The sand shall be compacted to 85% relative compaction. The backfill shall be sloped from approxi- mately 6 inches below the top of the existing coping landward to the existing ground elevation behind anchor blocks.
