This project provides for the construction of decorative paving of a portion
of two traffic medians on Jamboree Road from Pacific Coast Highway to the Newporter Inn.
The estimated cost of the work is $6,900.00. Funds are available in Gas Tax
Budget Appropriation 19 -3306 -063.
The plans were prepared by the City. The estimated date of completion is
July 23, 1971.

Adopt a resolution awarding the contract to Concrete Textures,
of South Laguna, California for $6,878.05 and authorizing the
Mayor and the City Clerk to execute the contract.
DISCUSSION:
Two bids were received and opened in the office of the City Clerk at 10:30
A.M. on May 4, 1971.

Askari Corporation, Newport Beach 6,950.00
The low bid is 0.3% less than the engineer's estimate of $6,900.00. Funds
for the project are available in Gas Tax Budget Appropriation Account Number 19- 3306 -063
The project will provide for the construction of decorative paving of a portion
of two traffic medians on Jamboree Road between Pacific Coast Highway and the Newporter
Inn.

The contract for the construction of the Jamboree Road Median paving has been
completed to the satisfaction of the Public Works Department.
The bid price was: 6,878.05
Amount of unit price items constructed 6,878.05
Amount of change orders: 4,941.90
Total contract cost: 11,819.95
Amount budgeted in Account No. 19- 3306 -063: 30,000.00
Due to the availability of additional funds it was decided to extend the
contract to include all the median noses from Coast Highway to San Joaquin Hills Road.
A change order was issued for this work at Santa Barbara Drive and at San Joaquin Hills
Road.
The contractor is Concrete Textures of South Laguna, California.
The work was completed on July 23, 1971.

at the intersection of Bison and Jamboree Road.

diction over this type of local action. I have taken the
liberty of forwarding your letter to the City council, and I
am sure that you will be hearing from them shortly.
I appreciate your sharing your concern on this matter, and
hope that you will feel free to contact my office with regard
to any matter of State government jurisdiction.

Dear Mr. Badham:
Something has taken place which I do not understand.

I live in Eastbluff, Newporti='Beach, and have just been
inconvenienced by a triangle of cement placed at the inter-
section of Bison and Jamboree Road. We were sent a brochure
to fill out and send back entitling us to state whether or
not we felt that a traffic breaker:was necessary. Within
two days of the mailing of that brochure, there was a traffic
breaker installed at that intertue ion.
First of all, why bother asking if we approve or desire one
if there is one already planned to be installed.
Secondly, how much money was used to install that triangle,
only to have it taken out six weeks later.
I really feel that there are more beneficial things to spend
our money on than trial and error methods of breaking traffic,
especially since there was not a marked difference in the
flow of traffic in or out of Eastbluff.
I would also like to comment on the parking at the Boys,'
Club in Eastbluff. For the type of facility that is built
there, why are there only six parking slots for the patrons
of that Club. Why not take the money wasted on the traffic
breaker and apply it to a parking lot for the Boyd' Club and
get the traffic off of Vista Del Oro. It seems to me that
this would be much more beneficial and not as wasteful.

Bids must be submitted on the proposal form attached with the contract documents furnished
by the Public Works Department. The additional copy of the proposal form is to be
retained by the bidder for his records.
Each bid must be accompanied by cash, certified check or Bidder's Bond, made payable to
the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED BID" shall be clearly marked on the
outside of the envelope containing the bid.

ascertained the general prevailing rate of per diem wages in the locality in which the

All bids are to be computed on the basis of the given estimated quantities of work,
as indicated in this Proposal., times the unit price as submitted by the bidder. In case
of a discrepancy between words and figures, the words shall prevail. In case of an error

will be computed as indicated above and compared on the basis of the corrected totals.

I. SCOPE OF WORK
The work to be done under this contract consists of constructing Portland cement
concrete median paving, including supplemental items on Jamboree Road from Pacific
Coast Highway to a point some 1700 feet north of Pacific Coast Highway.
The contract requires completion of all the work in accordance with these Special
Provisions, the City's Standard Special Provisions, the Plan (Drawing No. P- 5035 -S),
and the City's Standard Drawings and Specifications. The City's Standard Speci-
fications are the Standard Specifications for Public Works Construction 0970 Edition).
II. COMPLETION OF WORK
The Contractor must complete all work on the contract within 45 calendar days after
award of the contract by the City.
III. TRAFFIC CONTROL
Traffic on Jamboree Road may be restricted to one 12 -foot wide lane in each
direction between 8:30 A.M. and 3:30 P.M. Monday through Friday during con-
struction except Memorial Day and July 4th. Vehicular access shall be maintained
at all times from the easterly lanes on Jamboree Road into the Newporter Inn
and onto Back Bay Drive.
IV. PAYMENT
Payment for all incidental items of work must be included in the lump sum price
bid for the work.
V. WATER
The Contractor will make his own provisions for obtaining and applying water
necessary to perform his work. If the Contractor wishes to use available City
water, it will be his responsibility to make arrangements for water purchases by
contacting the City's Utility Superintendent, Mr. Tom Phillips, at (714) 673 -2110,
extension 267.
VI. CONSTRUCTION DETAILS
1. Protection of Existing Sprinkler System
The Contractor's attention is called to the existence of PVC sprinkler lines
in the median from Pacific Coast Highway to Back Bay Drive. These lines have

approximately one -foot-of cover and extreme caution should be exercised in
working near these lines.
2. "Bomanite Cobblestone" Pavement
Portland cement concrete used in Bomanite cobblestone pavement shall be
6.0 -C -3000.
Colored hardener shall be terra cotta (A- 29) "lithochrome color hardener" as
manufactured by L. M. Scofield Company, Los Angeles, California. The minimum
rate of application of the hardener shall be 60 pounds per 100 square feet.
Colorwax curing and finishing compound shall be terra cotta "lithochrome
colorwax" as manufactured by L. M. Scofield Company, Los Angeles, California.
Minimum application coverage shall be 600 square feet per gallon of unthinned
colorwax.
The pattern used shall be Bomanite cobblestone (without grout). Imprinting
of the concrete shall be done utilizing the "Bomanite process" as Datented by
the Bomanite Corporation, Palo Alto, California.
Weakened plane joints and expansion joints shall be constructed per applicable
portions of City of Newport Beach STD - 103 -L.
Imprinting of the concrete shall be done in a uniform manner with depth and
width of imprint being 1/2 inch having no more than 1/8 inch variance from
one area to another. Imprint valleys shall be free from ridges.
Final color appearance shall be uniform throughout the entire surface area.
All surfaces that are not uniform in color and surface texture will be
rejected.

WHEREAS, the City Council of the City of Newport Beach, State of California, by
motion adopted May 17. 1971
has awarded to Concrete Textures
hereinafter designated as the "Principal ", a contract for
JAMBOREE ROAD MEDIAN PAVING NORTHERLY OF PACIFIC COAST HIGHWAY (C -13451
in the City of Newport Beach, in strict conformity with the drawings and specifications
and other contract documents now on file in the office of the City Clerk of the City of
Newport Beach.
WHEREAS, said Principal has executed or is about to execute said contract and the
terms whereof require the furnishing of a bond for the faithful performance of said
contract;
as Principal, hereinafter designated as the "Contractor ", and
As Surety, are held and firmly bound unto the City of Newport Beach, in the sum of
said sum being equal to 100% of the estimated amount of the contract, to be paid to
the said City or its certain attorney, its successors, and assigns; for which payment
well and truly to be made, we bind ourselves, our heirs, executors and administrators,
successors or assigns, jointly and severally, firmly by these presents.
THE CONDITION OF THIS OBLIGATION IS SUCH, that if the above bounden Principal,.his
or its heirs, executors, administrators, successors, or assigns, shall in all things
stand to and abide by, and well and truly keep and perform the covenants, conditions,
and agreements in the said contract and any alteration thereof made as therein provided

or to the work or to the specifications.
In the event that any principal above named executed this bond as an individual, it
is agreed that the death of any such principal shall not exonerate the surety from

City, party of the first part, and Concrete Textures
hereinafter designated as the Contractor, prarty of the second part.
WITNESSETH: That the parties hereto do mutually agree as follows:
1. For and in consideration of the payments and agreements hereinafter mentioned
to be made and performed by the City, the Contractor agrees with the City to furnish all
materials and labor for the construction of
JAMBOREE ROAD MEDIAN PAVING NORTHERLY OF PACIFIC COAST HIGHWAY (C -1345)
and to perform and complete in a good and workmanlike manner all the work pertaining
thereto shown on the Plans, and Specifications therefor; to furnish at his own proper
cost and expense all tools., equipment, labor, and materials necessary therefor, (Except
such materials, if any, as in the said Specifications are stipulated to be furnished by
the City), and to do everything required by this Agreement and the said Plans and
Specifications.
2. For furnishing all said materials and labor, tools and equipment, and doing
all the work contemplated and embraced in this Agreement, also for all loss and damage
arising out of the nature of the work aforesaid, or from the action of the elements,
or from any unforeseen difficulties which may arise or be encountered in the prosecu-
tion of the work until its acceptance by the City, and for all risks of every description
connected with the work; also, for all expenses incurred by or in consequence of the
suspension or discontinuance of work, except such as in said Specifications are expressly
stipulated to be borne by the Cityr and for well and faithfully completing the work
and the whole thereof, in the manner shown and described in the said Plans and
Specifications, the.City will pay and the Contractor shall receive in full compensation
therefore the lump sum price, or if the bid is on the unit price basis, the total price
for the several items furnished pursuant to the Specifications, named in the bidding
sheet of the Proposal, as the case may be:
3. The City hereby promises and agrees with the said Contractor to employ, and
does hereby employ the said Contractor to provide the materialsand to do the work.
according to the terms and conditions herein contained and referred to for the price
aforesaid, and hereby contracts to pay the same at the time, in the manner, and upon
the conditions set forth in the Specifications; and the said parties for themselves,
their heirs, executors, administrators, successors and assigns, do hereby agree to
the full performance of the covenants herein contained.
4. The Notice to Bidders. Instructions to Bidders, Contractor's Proposal, and the
Plans and Specifications, and all amendments thereof, when approved by the parties
hereto, or when required by the City in accordance with the provisions of the Plans and
Specifications, are hereby incorporated in and made part of this Agreement.

5. Pursuant to the Labor Code of the State of California, the City Council has
ascertained the general prevailing rates of per diem wages for each craft or type of
workman needed to execute the contract and a schedule containing such information is
included in the Notice Inviting Bids and is incorporated by reference herein.
6, The Contractor shall assume the defense of and indemnify and save harmless the
City, the Director of Public Works, and their officers and employees, from all claims,
loss, damage, injury, and liability of every kind, nature, and description, directly or
indirectly arising from the performance of the contract or work, regardless of responsi-
bility for negligence; and from any and all claims, loss, damage, injury, and liability,
howsoever the same may be caused, resulting directly or indirectly from the nature of
the work covered by the contract, regardless of responsibility for negligence.

Bids must be submitted on the proposal form attached with the contract documents furnished
by the Public Works Department. The additional copy of the proposal form is to be
retained by the bidder for his records.
Each bid must be accompanied by cash, certified check or Bidder's Bond, made payable to
the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED BID" shall be clearly marked on the
outside of the envelope containing the bid.
The contract documents that must be completed, executed, and returned in the sealed bid
are:

C. Bidder's Bond
D. Non - collusion Affidavit
E. Statement of Financial Responsibility
F. Technical Ability and Experience References
These documents shall be affixed with the signature and titles of the persons signing
on behalf of the bidder. For corporations, the signatures of the President or Vice
President and Secretary or Assistant Secretary are required and the— orate SaT-
sTiaTTTe affixed to all documents requiring signatures. In the case of a Partnership,
the signature of at least one general partner is required.
No bids will be accepted from a contractor who has not been licensed in accordance
with the provisions of Chapter 9, Division III of the Business and Professions' Code.
The contractor shall state his license number and classification in the proposal.
Plans and Contract Documents, including Special Provisions, may be obtained at the
Public Works Department, City Hall, Newport Beach, California, at no cost to licensed
contractors. A non - refundable charge of $2.00 will be required for each set of Plans
and Contract Documents issued to others. It is requested that the Plans and Contract
Documents be returned within 2 weeks after the bid opening.
The City has adopted the Standard Specifications for Public Works Construction (1970
Edition and Supplements) as prepared by the Southern California Chapters of the American
Public Works Association and the Associated General Contractors of America. Copies
may be obtained from Building News, Inc., 3055 Overland.Avenue., Los Angeles, California
90034, (213) 870 -9871.
The City has adopted Standard Special Provisions and Standard Drawings. Copies of these
are available at the Public Works Department at a cost of $2.00 per set.

Labor Code (Sections 1770 et seq.), the City Council of the City of Newport Beach has
ascertained the general prevailing rate of per diem wages in the locality in which the
work is to be performed for each craft, classification, or type of workman or mechanic.

All bids are to be computed on the basis of the given estimated quantities of work,
as indicated in this Proposal., times the unit price as submitted by the bidder. In case
of a discrepancy between words and figures, the words shall prevail. In case of an error
in the extension of a unit price, the corrected extension shall be calculated and the bids
will be computed as indicated above and compared on the basis of the corrected totals.
The estimated quantities of work indicated in this Proposal are approximate only,
being given solely as a basis for comparison of bids.
The undersigned has checked carefully all of the above figures and understands that
the City will not be responsible for any errors or omissions on the part of the under-
signed in making up this bid.
The undersigned agrees that in case of default in executing: the required contract
with necessary bonds within ten (10) days, not including Sunday, after having received
notice that the contract is ready for signature, the proceeds of check . or bind accompany-

Bids must be submitted on the proposal form attached with the contract documents furnished
by the Public Works Department. The additional copy of the proposal form is to be
retained by the bidder for his records.
Each bid must be accompanied by cash, certified check or Bidder's Bond, made payable to
the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED BID" shall be clearly marked on the
outside of the envelope containing the bid.
The contract documents that must be completed, executed, and returned in the sealed bid
are:

B. Designation of Subcontractors
C. Bidder's Bond
D. Non - collusion Affidavit
E. Statement of Financial Responsibility
F. Technical Ability and Experience References
These documents shall be affixed with the signature and titles of the persons signing
on behalf of the bidder. For corporations, the signatures of the President or Vice
President and Secretary or Assistant Secretary are required and therporate Seeeai
s a e affixed to all documents requiring signatures. In the case of a Partnership,
the signature of at least one general partner is required.
No bids will be accepted from a contractor who has not been licensed in accordance
with the provisions of Chapter 9, Division III of the Business and Professions' Code.
The contractor shall state his license number and classification in the proposal.
Plans and Contract Documents, including Special Provisions, may be obtained at the
Public Works Department, City Hall, Newport Beach, California, at no cost to licensed
contractors. A non - refundable charge of $2.00 will be required for each set of Plans
and Contract Documents issued to others. It is requested that the Plans and Contract
Documents be returned within 2 weeks after the bid opening.
The City has adopted the Standard Specifications for Public Works Construction (1970
Edition and Supplements) as prepared by the Southern California Chapters of the American
Public Works Association and the Associated General Contractors of America. Copies
may be obtained from Building News, Inc., 3055 Overland.Avenue., Los Angeles, California
90034, (213) 870 -9871.
The City has adopted Standard Special Provisions and Standard Drawings. Copies of these
are available at the Public Works Department at a cost of $2.00 per set.

All bids are to be computed on the basis of the given estimated quantities of work,
as indicated in this Proposal, times the unit price as submitted by the bidder. In case
of a discrepancy between words and figures, the words shall prevail. In case of an error
in the extension of a unit price, the corrected extension shall be calculated and the bids
will be computed as indicated above and compared on the basis of the corrected totals.
The estimated quantities of work indicated in this Proposal. are approximate only,
being given solely as a basis for comparison of bids.

the City will not be responsible for any errors or omissions on the part of the under-

WITNESSETH: That the parties hereto do mutually agree as follows:
1. For and in consideration of the payments and agreements hereinafter mentioned
to be made and performed by the City, the Contractor agrees with the City to furnish all
materials and.labor for the construction of

the City), and to do everything required by this Agreement and the said Plans and
Specifications.
2. For furnishing all said materials and labor, tools and equipment, and doing
all the work contemplated and embraced in this Agreement, also for all loss and damage
arising out of the nature of the work aforesaid, or from the action of the elements,
or from any unforeseen difficulties which may arise or be encountered in the prosecu-
tion of the work until its acceptance by the City, and for all risks of every description
connected with the work; also, for all expenses incurred by or in consequence of the
suspension or discontinuance of work, except such as in said Specifications are expressly
stipulated to be borne by the City, and for well and faithfully completing the work
and the whole thereof, in the manner shown and described in the said Plans and
Specifications, the City will pay and the Contractor shall receive in-full compensation
therefore the lump sum price, or if the bid is.on the unit price basis, the total price
for the several items furnished pursuant to the Specifications, named in the bidding
sheet of the Proposal, as the case May be,
3. The City hereby promises and agrees with the said Contractor to employ, and
does hereby employ the said Contractor to provide the materials:and to do the work.
according to.the terms and conditions herein contained and referred to for the price
aforesaid, and hereby contracts to pay the same at the time, in the manner, and upon
the conditions set forth in the Specifications; and the said parties for themselves,
their heirs, executors, administrators, successors and assigns, do hereby agree to
the full performance of the covenants herein contained.
4. The Notice to Bidders, Instructions to Bidders, Contractor's Proposal, and the
Plans and Specifications, and all amendments thereof, when approved by the parties
hereto, or when required by the City in accordance with the provisions of the Plans and
Specifications, are hereby incorporated in and made part of this Agreement.

5. Pursuant to the Labor Code of the State of California, the City Council has
ascertained the general prevailing rates of per diem wages for each craft or type of
workman needed to execute the contract and a schedule containing such information is
included in the Notice Inviting Bids and is incorporated by reference herein.
6. The Contractor shall assume the defense of and indemnify and save harmless the
City, the Director of Public Works, and their officers and employees, from all claims,
loss, damage, injury, and liability of every kind, nature, and description, directly or
indirectly arising from the performance of the contract or work, regardless of responsi-
bility for negligence; and from any and all claims, loss, damage, injury, and liability,
howsoever the same may be caused, resulting directly or indirectly from the nature of
the work covered by the contract, regardless of responsibility for negligence.

SCOPE OF WORK
SP of
The work to be done under this contract consists of constructing Portland cement
concrete median paving, including supplemental items on Jamboree Road from Pacific
Coast Highway to a point some 1700 feet north of Pacific Coast Highway.
The contract requires completion of all the work in accordance with these Special
Provisions, the City's Standard Special Provisions, the Plan (Drawing No. P- 5035 -S),
and the City's Standard Drawings and Specifications. The City's Standard Speci-
fications are the Standard Specifications for Public Works Construction 0970 Edition).
COMPLETION OF WORK
The Contractor must complete all work on the contract within 45 calendar days after
award of the contract by the City.
TRAFFIC CONTROL
Traffic on Jamboree Road may be restricted to one 12 -foot wide lane in each
direction between 8:30 A.M. and 3:30 P.M. Monday through Friday during con-
struction except Memorial Day and July 4th. Vehicular access shall be maintained
at all times from the easterly lanes on Jamboree Road into the Newporter Inn
and onto Back Bay Drive.
PAYMENT
Payment for all incidental items of work must be included in the lump sum price
bid for the work.
V. WATER
The Contractor will make his own provisions for obtaining and applying water
necessary to perform his work. If the Contractor wishes to use available City
water, it will be his responsibility to make arrangements for water purchases by
contacting the City's Utility Superintendent, Mr. Tom Phillips, at (714) 673 -2110,
extension 267.
VI. CONSTRUCTION DETAILS
Protection of Existing Sprinkler System
The Contractor's attention is called to the existence of PVC sprinkler lines
in the median from Pacific Coast Highway to Back Bay Drive. These lines have

approximately one foot of cover and extreme caution should be exercised in
working near these lines.
2. "Bomanite Cobblestone" Pavement
Portland cement concrete used in Bomanite cobblestone pavement shall be
6.0 -C -3000.
Colored hardener shall be terra cotta (A- 29)'Iithochrome color hardener" as
manufactured by L. M. Scofield Company, Los Angeles, California. The minimum
rate of application of the hardener shall be 60 pounds per 100 square feet.
Colorwax curing and finishing compound shall be terra cotta "lithochrome
colorwax" as manufactured by L. M. Scofield Company, Los Angeles, California.
Minimum application coverage shall be 600 square feet per gallon of unthinned
colorwax.
The pattern used shall be Bomanite cobblestone (without grout). Imprinting
of the concrete shall be done utilizing the "Bomanite process" as patented by
the Bomanite Corporation, Palo Alto, California.
Weakened plane joints and expansion joints shall be constructed per applicable
portions of City of Newport Beach STD - 103 -L.
Imprinting of the concrete shall be done in a uniform manner with depth and
width of imprint being 112 inch having no more than 1/8 inch variance from
one area to another. Imprint valleys shall be free from ridges.
Final color appearance shall be uniform throughout the entire surface area.
All surfaces that are not uniform in color and surface texture will be
rejected.

Road from Santa Barbara Drive northerly to San Joaquin Hills Road. The
contract requires completion of all the work in accordance with these
Special Provisions, the City's Standard Special Provisions, the Plan
(Sheet 2), and the City's Standard Drawings and Specifications. The
City's Standard Specifications are the Standard Specifications for Public
Works Construction (1970 Edition).
II. COMPLETION OF WORK
The Contractor must complete all work on the contract within 45 calendar
days after notice to proceed by the City.
III. TRAFFIC CONTROL
Traffic on Jamboree Road maybe restricted to one 12 -foot wide lane in
each direction between 8:30 a.m, and 3:30 p.m., Monday through Friday,
during construction.

Road.
The contractor is Concrete Textures of South Laguna, California.
The work was completed on July 23, 1971.

BOMANITE SHORT FORM SAMPLE SPECIFICATION
All work in this section shall be as designated in the plans as
BOMANITE Tile (or Brick, Cobblestone, etc.) as manufactured from
a monolithic concrete slab on the jobsite. The work shall include
furnishing all labor, material, equipment and transportation
required to install BOMANITE and related items except as excluded
below.
The concrete mix shall be such as to provide a minimum compressive
strength of 3,000 psi.
Where BOMANITE is to be poured over an existing slab, 2" minimum
is required.
The colored hardener used shall be Lithochrome Color Hardener
(or Emerchrome Floor Hardener for heavy duty applications)
manufactured by L. M. Scofield Company, Los Angeles, CA 90040 and
clearly labelled "BOMANITE APPROVED ". The hardener shall be
applied using a minimum of 60 pounds per 100 square feet (for
heavier duty applications of Emerchrome Floor Hardener, a greater
dosage rate may be specified).
The colorwax curing and finishing compound used shall be Lithochrome
Colorwax manufactured by L. M. Scofield Company, Los Angeles, CA
90040 and clearly labelled "BOMANITE APPROVED ", and thinned and
applied in accordance with manufacturer's directions. The coverage
shall be approximately 600 -650 square feet per gallon of unthinned
colorwax.
The Architect shall select and approve the pattern, color and
texture.
The Contractor for this work shall be licensed, tooled and trained
by BOMANITE Corporation, Palo Alto, CA 94301 to utilize the process
and tools described by U. S. Patent No. 3,406,618. The Contractor
shall be required to provide a foreman or supervisor who has done
at least 3 BOMANITE installations of high quality.
Not included in this section are finish grading and placing grade
lines, setting of forms and screeds, furnishing and installation
of reinforcing wire (or bar), and protection of finished BOMANITE
surface from other construction.

MATERIALS:
Concrete Mix Design: The concrete shall have a minimum com-

conditions. Aggregates shall conform to ASTM 33. Mixing
water s; i.l be fresh clean, and potable. An air-entraining
agent Cu%y7.ying with ASTM C 260 and /or a normal -set or
retarded -scc water- reducing admixture complying with ASTM
C 494 may be used, but nothing containing calcium chloride
is permitted in the mix.

of pigments, surface conditioning and dispersing agents,
and Portland cement, blended with hard, graded aggregate.
(While not usually required, integral color may be used as
a supplement, but not a substitute for the colored hardener.
Integral color shall be Chromix Admixture for Color-
Conditioned Concrete, manufactured by L. M. Scofield
Company, Los Angeles, CA 90040, and clearly labelled
"BOMANITE APPROVED ".)
Colorwax Curing and Finishing Compound: Lithochrome Colorwax, .
manufactured by L. M. Scofield Company, Los Angeles, CA 90040,
complying with ASTM C 309 as a curing membrane and with all
applicable air pollution regulations and clearly labelled
"BOMANITE APPROVED ".
Grout: A mixture of sand, cement and water. Color may be added.
SLAB DESIGN:
For exterior work where no sub -slab is provided, BOMANITE is
normally a 4" slab. It may be thicker if required, and
reinforcing wire or bar may be specified.
For slabs requiring compressive strength greater than 3,000 psi,
a sub -slab having larger aggregate may be placed, on top of
which a layer of 1" thick BOMANITE mix concrete may be placed
immediately to form a monolithic slab.
Where BOMANITE .is to be poured over an existing slab, the
minimum thickness of the BOMANITE slab should be 2 inches.
As with any concrete slab, the Architect should provide adequate
control joints to permit differential movement in the plane of
the slab which results from drying shrinkage and volume changes
due to subsequent moisture and thermal variations.
STALLATION PROCESS:
1. Special concrete mix is placed and screeded to the proper
grade and wood floated to a uniform surface in the normal
manner.
2. Colored hardener is applied evenly to the plastic surface
by the dry -shake method using a minimum of 60 pounds per
100 square feet (for heavier duty applications of Emerchrome
Floor Hardener, a greater dosage rate may be specified).
It is applied in two shakes, wood - floated after each, and
troweled only after the final floating.
3. While confete is still in the plastib stage of set, the
patented forming tools are applied to make the desired
patterned surface.
4. Colorwax in the matching color, thinned in the proportion
of 4 parts wax to 3 parts mineral spirits (paint thinner),
is then applied uniformly for curing with a roller or motor
driven power sprayer. The coverage is approximately 600 to
650 square feet per gallon of unthinned colorwax. When two
or more colors are to be applied, the wax may be applied.with
brushes in the unthinned condition. When the surface is to be
grouted, colorwaxing the impressions should be avoided.
5. After initial curing, the impressions may be grouted. A
slurry of mortar is spread over the surface with a squeegee,
and the surplus grout is removed by dragging wet sacks over
the surface. (Grouting is not required for BOMANITE running
bond brick, and is optional for BOMANITE cobblestones.)
6. The sealed surface is polished by a fine brush which removes
residual dust or grout from the sealed surface.
SAMPLES:
Samples may be provided for selection of color, pattern and texture.
STANDARD PATTERNS:
BOMANITE Punning Bond Brick -- butt joint without grout.
BOMANITE Basketweave Brick -- grouted.
BOMANITE Tile -- 12" x 12" module, grouted or without grout.
BOMANITE Cobblestone -- grouted or without grout.
Other patterns may be made available upon request.
MAINTENANCE:
Acid or caustic solutions should not be used over the finished
DOMANITE surface.. If a high gloss is required, a premium grade,
emulsion type, commercial floor polish may be applied and buffed,
otherwise no further sealing or waxing is required. Colorwax
included in process may be buffed as is, and a polished surface
will result. Interior floors can be maintained with usual vacuuming
and dustless mopping as with any masonry surface. Colorwax may
be used for periodic maintenance to enhance the appearance of
floors; however, if the floor has been sealed with a floor polish,
it must first be stripped with an appropriate remover.
CONTRACTOR EXPERIENCE.:
The BOMANITE Process requires special techniques which can only
be learned by experience. It is recommended for the protection
of the Owner and Architect that the Contractor for this work be
required to have a foreman on the job who has done at least
three BOMANITE installations. The Contractor should be licensed
and trained by DOMANITE Corporation and use tools provided by
BOMANITE Corporation.

JAMBOREE ROAD MEDIAN PAVING NORTHERLY OF SANTA BARBARA DRIVE
TO SAN JOAQUIN HILLS ROAD
I. SCOPE OF WORK
The work to be done under this contract consists of constructing portland
cement concrete median paving, including supplemental items on Jamboree
Road from Santa Barbara Drive northerly to San Joaquin Hills Road. The
contract requires completion of all the work in accordance with these
Special Provisions, the City's Standard Special Provisions, the Plan
(Sheet 2), and the City's Standard Drawings and Specifications. The
City's Standard Specifications are the Standard Specifications for Public
Works Construction (1970 Edition).
II. COMPLETION OF WORK
The Contractor must complete all work on the contract within 45 calendar
days after notice to proceed by the City.
III. TRAFFIC CONTROL
Traffic on Jamboree Road maybe restricted to one 12 -foot wide lane in
each direction between 8:30 a.m. and 3:30 p.m., Monday through Friday,
during construction.
IV. PAYMENT
Payment for all incidental items of work must be included in the lump
sum price bid for the work.
V. WATER
The Contractor will make his own provisions for obtaining and applying
water necessary to perform his work. If the Contractor wishes to use
available City water, it will be his responsibility to make arrange-
ments for water purchases by contacting the City's Utility Superintend-
ent, Mr. Tom Phillips, at (714) 673- 2110,.extension 267.

VI. CONSTRUCTION DETAILS
1. " Bomanite Cobblestone" Pavement '
Portland cement concrete used in Bomanite cobblestone pavement
shall be 6.0 -C -3000.
Colored hardener shall be terra cotta (A -29) " lithochrome color
hardener" as manufactured by L. M. Scofield Company, Los Angeles,
California. The minimum rate of application of the hardener
shall be 60 pounds per 100 square feet.
Colorwax curing and finishing compound shall be terra cotta
"lithochrome colorwax" as manufactured by L. M. Scofield
Company, Los Angeles, California. Minimum application coverage
shall be 600 square feet per gallon of unthinned colorwax.
The pattern used shall be Bomanite cobblestone (without grout).
Imprinting of the concrete shall be done utilizing the "Boman-
ite process" as patented by the Bomanite Corporation, Palo Alto,
California.
Weakened plane joints and expansion joints shall be constructed
per applicable portions of City of Newport Beach STD- 103 -L.
Imprinting of the concrete shall be done in a uniform manner
with depth and width of imprint being 1/2 inch having no more
than 1/8 inch variance from one area to another. Imprint ,.
valleys shall be free from ridges.
Final color appearance shall be uniform throughout the entire
surface area. All surfaces that are not uniform in color and
surface texture will be rejected.

SUBJECT: CONTINUATION OF PAVING - JAMBOREE ROAD
RECOMMENDATION:
Authorize the Concrete Textures Company, P.O. Box 404, South Laguna,
to continue surfacing the left -turn pockets in the traffic medians of ,Jamboree Road.
DISCUSSION:
We have just completed a project in the amount of $6,700 to install
textured concrete in the left -turn pockets in some of the medians in Jamboree Road.
This project was awarded after a formal bid that was open to all contractors.
We now find that we have additional funds that are unexpended in our
capital improvement project, and in order to utilize these funds during the current
fiscal year, we would like to continue surfacing some of the medians that are part
of our overall master plan. In order to do this we would have to do one of two
things: (1) reissue a new purchase order to Concrete Textures for additional
paving; or (2) have a change order in the existing contract.
Since the original sum was $6,700 and our proposed amendment is $4,941,
it would seem that a change order is not the realistic procedure. However,
inasmuch as we did go to contract on the original project, it would seem ethical
to simply write a purchase requisition for continuing the work that was previously
started. We are talking about an additional 3,230 square feet at $1.53 per square
foot, for a total of $41941.90. I am sure if we went to formal bid on this same
project, the same contractor would receive the bid, and inasmuch as this additional
amount is under $5,000, no formal bidding is necessary.
If you concur, I would like to have you arrange with George Pappas to
have the necessary parperwork completed prior to the clos of the current fiscal
year. 7

On June 9, 1971 at 4:30 P.M. a pre -cop ;t ion meeting concerns -' the
above project was held in the Field Est s office.
Basic topics covered in the discussion were:
1. The desirability of using the "terra cotta color for the
"Bomanite" paving. It was decided that terra cotta would be
used as specified.

2. The contractor indicated that he would start construction by
June 21, 1971 and that he expected to complete the work in
to 5 days.
3. The Field Engineer pointed out that proper traffic control:
procedures must be used before construction could start; tie ,
will supply the contractor with a marked print indicating 'type .
and location of signi.ng and coning required.
