SUBGRANT CONDITIONS
1. SUBAGENT's Application For Full Funding and all attachments thereto
are hereby incorporated in these Subgrant Conditions.
2. SUBAGENT will comply with all applicable provisions in the following
documents:
a. Emergency Employment Act of 1971 (P.L. 92 -54).
b. Conditions Governing Grants Under Section 9(a)(1) P.L. 92 -54.
c. Applicable Sections of Financial Management Requirements for
PEP Grantees in Chapter 2150, Handbook For Contractors.
d. Equal Employment Opportunity Supplement,
3. In addition to the specific provisions of these Subgrant Conditions,
SUBAGENT will comply with all applicable provisions in laws, regulations,
bulletins, etc., issued by the Federal government pursuant to the Emergency
.Employment Act of 1971.
4. SUBAGENT.will submit reports and information to PROGRAM AGENT in the form
and as required by PROGRAM AGENT to compile his reports to the Department
of Labor.
59 PROGRAM AGENT may monitor and audit SUBAGENT's records and accounts
applicable to this Subgrant Agreement,
6. PROGRAM AGENT WILL advance subgrant funds periodically to SUBAGENT.
7. SUBAGENT will return all unexpended subgrant funds to PROGRAM AGENT.
8. Both parties hereto agree that this Subgrant Agreement may be subject to
modification if the Federal government amends its grant to the PROGRAM
AGENT in such a way that it affects this Subgrant Agreement.
9. PROGRAM AGENT may cancel and terminate this Subgrant Agreement if SUBAGENT
does not comply with these Subgrant Conditions.

1. Adopt a resolution of intent to enter into a contract
with the County of Orange; and
2. Authorize the City Manager to execute the contract.
DISCUSSION:
During the study session of September 13, Council endorsed the
City's participation in the Public Employment Program (PEP). Staff in-
dicated at that time the Council would be requested to approve the contract
with the County in the near future.
The County indicates the City's positions appear to be acceptable
by the Department of Labor and the contracts will be sent to the City with-
in two weeks. Funding will be available October 1. In order that the City
can utilize these funds as soon as they are available and begin recruitment
immediately, it is recommended that the Council approve a resolution of
intent to enter into contract and further authorize the City Manager to
execute the contract when it arrives.
The County has reassured the City that the contract is basically
the application with a cover sheet for execution. The application is at-
tached in order to allow Council an opportunity to review the commitments
involved. If the contract differs from this, the City Manager will not
execute it until it is approved by Council.

Application is hereby made for the balance of funds allocated under Section 9(a) (1) of the Emergency Employment Act
of 1971, Public law 92 -54, to the area for which the Applicant has been previously designated Program Agent under
Cant Agreement Number EEA- 06-02 -0009
The Program Agent agrees that the funds requested herein will be used to conduct a program within the area covered by
this application in order to provide unemployed and underemployed persons with transitional employment in jobs pro-
viding needed public services and, wherever feasible, related training and employment services, to enable such persons
to move into employment and tra ining not supported under this Act.
The Program Agent agrees to:
1. Utilize the plans and administrative arrangements previously funded to provide continuity of employment
for participants employed under initial funding and to provide a smooth transition to the fully- funded pro-
gram requested in this application;
2. Plan and conduct its program in accordance with the regulations promulgated by the Secretary of labor
(29 CFR 55) for the Emergency Employment programs under PL 92 -54. In particular, the applicant hereby
warrants that the program described in the attached document will be conducted as required by section
SS.6 of the regulations;
3. Allot funds among the areas located within the geographic area covered by this application in an equitable
manner, in accordance with the regulations of the Secretary of Labor (29 CFR 55);
4. Administer or supervise, and assume full responsibility for all activities and services provided under this
grant;
S. Use no less than ninety (90) percent of the funds granted for wages and fringe benefits for unemployed and
underemployed participants and no more than 3.2 percent for the administration of the program.
The Program Agent certifies:
1. He has authority to receive, expend, distribute and grant funds for the purposes contained in the attached
program summary.
2. He has the authority by statute, or will have authority by agreement, to require the sub - agents and employ-
ing agencies receiving funds, to adhere to conditions and requirements established for the use of the fronds
granted under PL 92 -54.
3. Funds requested herein do not exceed ninety (90) percent of the coat of carrying out the program proposed
In this application, and the remaining ten (10) percent will be provided in accordance with section 55.16
of the regulations.

A. THE POPULATION AND LABOR FORCE
Newport Beach.is a charter city with a population of approximately
53,000 full time residents. Residency during the summer months is
estimated at 70,000 persons with a daily tourist population of 25,000
to 100,000 people.
In 1970 employment within the city was estimated at 20,000 persons.
Employment figures for 1990 have been estimated at 55,000.
Largest employers within the city are Aeronutronics, Hughes Aircraft,
Hoag Memorial.Hospital, and Collins Radio.
The unemployment rate for Newport Beach is 5.4% with approximately
1,000 unemployed people residing in the city.
B. CHARACTERISTICS OF THE UNEMPLOYED
Characteristics of the unemployed for the City of Newport Beach are
unavailable. The Human Resources Development Agency indicates the
characteristics of the unemployed work force in Newport Beach is
similar to that of the County's unemployed population.
C. DESCRIBE PUBLIC SERVICE NEEDS
a. Community Development
1. Building: The number and valuation of Building permits issued
yb the Department is at an all -time higgh. During the past
three month period, permits valued at $24 million were issued.
This dollar figure represents 52% of the entire valuation of
permits issued during calendar year 1970. If the present rate
continues, and preliminary plans which have been submitted
indicate that it will, additional staff personnel associated
with plan checking and inspection of construction will be
required. Since a developer's or contractor's work schedule
is directly related to the efficient and timely method in
which plans are processed and phase inspections are made, it
is of paramount importance that adequate staffing be maintained.
The two positions of Plan Check.Engineer and Building Inspector
will permit the City to meet this high priority public service
requirement.
2. Planning: The essential ingredient for the orderly development,
r eve opment, or expansion of the City is the adoption of a
General Plan. It provides direction and guidance to developers
in such areas as land use, preservation of natural resources,
circulation, and housing. Because of the detailed nature of
the work involved in the development of such a plan, additional
staff personnel are required. The three positions requested
(2 Associate Planners and 1 Assistant Planner) will permit
the City to complete this priority item.

New housing developments within the City require property to be
set aside for parks and related facilities, the maintenance and
upkeep of which becomes the responsibility of the Parks Department.
The addition of one position of Groundsman- Gardener will permit
scheduled acquisitions, such as the Buffalo Hills Park on January 1,
1972, to be properly maintained.
c. Library Service
During the past year, book circulation in the City Library System
has increased 19% with a commensurate increase in the demands placed
on the staff. An additional position of Typist Clerk I to assist
on the circulation desk and filing will permit more efficient
service to the public.

A. Methods of Recruitment and Selection
Recruitment for the requested positions will be open to all appli-
cants without regard to race, color, creed, age or sex. Adver-
tisements will be placed in newspapers with a high circulation
rate as well as those publications which represent specific minority
groups. Copies of announcements listing positions available under
this program will be directed to the local H.R.D. office as well
as the Veterans Administration and military bases within Orange
County. Selection of applicants to fill the positions will be based
on recommendations of a qualifications appraisal board established
by the City of Newport Beach for this purpose. Special consideration
will be given to applicants from the following groups:
Veterans;
Former Manpower Trainees;
Older and Youth Workers;
Technology Displaced Workers;
Disadvantaged Workers;
Minority Types.
B. Training and Supportive Services
Since all positions requested are at the entry -level in a particular
class, on- the -job training as well as basic and job - related skills
training will be provided to some extent by the supervisor to which
the employee is assigned. While it is not expected that the employ-
ees selected will be fully qualified to perform all the functions of
the job, it is not considered necessary that institutional training
be provided. Generally, the employee will be given instruction in
those procedures and policies peculiar to the City of Newport Beach
while he is performing his job. The only barrier to career advance-
ment will be the employee's demonstrated inability to assume a more
responsible position.
C. Career Development
The requirements for the positions have been reviewed and no arti-
ficial barriers exist which would prohibit any applicant from
participating or advancing in the career ladder. Even in the
lower non - professional positions which have been requested, the
ability to read and write is essential to the performance of the
job and is not considered as prohibitive. (See attachment 1)
Should the unemployment rate recede, all positions which have been
requested are in fields which are most likely to expand thereby
providing additional opportunities to the employee.
Career ladders are already established and provide the employees
with considerable opportunity for promotion. Should a full time,
regular position become vacant, the employee, with the background
and experience gained by his employment, would be considered along
with other regular employees to fill the vacancy. (See attachment 2)

Supervisors assigned to the employees will be at a higher level
in the career ladder, are now providing training and instruction
to regular employees, and are considered fully qualified to per-
form this duty.
D. Compensation of Participants
Participants in this program will be employed at the same rate of
compensation as any other permanent employee of the City in the
same occupation. Compensation rates are based on salary survey
data from nine Orange County jurisdictions.

ASSOCIATE PLAINER
Description of the Position:
Develops and maintains a program of urban statistical reporting and
research for continuous study in changing trends in land use, housing, and
population; compiles, arranges, analyzes, and interprets data relating to
social and economic trends in different census tracts, districts and sections
of the City; makes comparative studies of the land use, population structure,
and economic activities of the City with those of other communities; makes
special land use studies relating to residential, commercial, and industrial
zoning; assists in analyzing needs for new community facilities or services
in different neighborhoods, and provides pertinent statistical data for
studies of a comprehensive community plan for the City as a whole; prepares
geographic presentations and comprehensive reports on community character-
istics related to planning and zoning problems; assists other planners by
performing related research and analysis.
Qualifications:
Education: Graduation from college with major work in planning, engi-
neering, or architecture.
Experience: One year of experience in planning or related work.
License: Possession of a valid California driver's license.
Knowledge and Abilities: Knowledge of principles, practices, and trends
of public planning; knowledge of statistics and graphic presentation; knowl-
edge of engineering drawing or graphic illustrations; ability to collect,
tabulate, and compute economic and engineering statistics, and to prepare
reports regarding such data; ability to meet and deal with the public.
Salary: $10,776 per year
Job Advancement Opportunities: Senior Planner
Costs for Training: Training is provided.by a Senior Planner on a continuing
basis at the rate of one hour per day. Cost is estimated at $132 per month
or $1,584 per year.

Description of the Position:

Assists in studies in support of the City wide general plan including
specific plan and developmental studies related thereto; performs office
and field research and investigation of land use, population trends and
community design; prepares charts, maps, and other graphic materials.
Qualifications:
Education: A Bachelors degree from a recognized college or university
in Urban Planning, Architecture, Landscape Architecture, Economics, Geography,
Public Administration, or a closely related discipline. Experience in the
planning field and /or a Masters degree is desirable but not required.
Knowledge and Abilities: Knowledge of statistics, graphic presentations,
research methods, objectives and practices of urban planning, trends in
planning law, and zoning and variance procedures.
Ability to interpret and prepare legal descriptions, to complete written
and oral reports, wide variety of technical materials including blueprints
and drawings, and to meet and deal effectively with.the public.
Salary: $9,552 per year.

Education: Graduation from college with a major in civil or structural

Related Experience: Two years of experience checking building plans.
Licenses and Certificates: State of California registration as a pro-
fessional architect or engineer is desirable.
Special Skills, Knowledge, and Abilities: Knowledge of regulations
governing building construction; knowledge of building construction practices;
ability to check as to structural soundness and conformity with applicable
regulations as well as to other factors of building including plumbing,
electrical, lathing, roofing, masonry, etc.; ability to answer difficult
technical questions involving code interpretation; ability to maintain effec-
tive relations with engineers, architects, contractors, the general public,
and other employees.

BUILDING INSPECTOR I
Description of the Position:
Make inspections during the progress of building construction or
repair to insure compliance with laws and regulations; interpret codes
and regulations and advise on inquiries relating to construction, in-
stallation, and repair methods and materials; review plans to determine
conformance with code and regulation standards; investigate complaints
and alleged building violations; conduct area surveys to locate possible
substandard or hazardous structures; conduct investigations relative to
alleged or suspected violations of the State Housing Act; prepare and
make legal service of notices required where buildings are to be condemned;
assist the City Attorney in preparing cases involving condemned buildings.

Related Experience: Completion of an accredited apprenticeship program
in one of the building construction trades and two years of journeyman

Description of the Position:
Plant, fertilize, water, trim, and spray ornamental plants, shrubs,
hedges, and trees; plant, mow, water, fertilize, and trim lawns; spade and
fertilize flower beds and set out plants; pick up rubbish and debris and
do general grounds cleaning; operate hand and power lawnmowers, edgers,
and sweepers; keep hoses, tools, supplies, and equipment in proper condition;
may drive light trucks.
Qualifications:
Education: Graduation from eighth grade; ability to read and write.
Related Experience: Six months of experience in gardening, nursery,
or grounds maintenance work.
Licenses: Driver's license.
Special Skills, Knowledge, and Abilities: Knowledge of practical
gardening and groundskeeping methods; knowledge of cultivating, fertilizing,
watering, and spraying of trees, shrubs, flowers, and turf; ability to use
