covering City - State participation in the cost of
modification of traffic control signal systems and
safety lighting at the intersections of Tustin Avenue
and Riverside Avenue with State Highway Route 1 and
channelization on Coast Highway from 650 feet south
of Tustin Avenue to "The Arches" (Route 1/55
Interchange).

Reference is made to proposed modification of signals and
lighting at the intersections of Tustin Avenue and Riverside
Avenue with Pacific Coast Highway and channelization from
650 feet south of Tustin Avenue to "The Arches" (Route 1/55
Interchange).
Attached are the original and five copies of Supplemental
City -State Participation Agreement No. 2629 -5 covering costs.
Agreement No. 2629 was executed on July 263 1971. Please
sign the original and first copy of this agreement. When the
agreement is executed on behalf of the City, please return
the original and one copy of the agreement and two certified
copies of the resolution by the City Council authorizing
approval of the agreement.
A draft of this agreement was reviewed by your office.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING THE EXECUTION OF A SUPPLEMIIVTAL
COOPERATIVE FINANCING AGREEMENT BETWEEN THE CITY
OF NEWPORT BEACH AND THE STATE DEPARTMENT OF i
TRANSPORTATION FOR THE CHANNELIZATION OF COAST
HIGHWAY FROM THE ARCHES THROUGH TUSTIN AVENUE
WHEREAS, there has been presented to the City Council
of the City of Newport Beach a certain contract between the City
of Newport Beach and the State Department of Transportation for
the channelization of Coast Highway from The Arches through
Tustin Avenue; and
WHEREAS, the City Council has considered the terms and
conditions of said cooperative financing agreement and found
them to be fair and equitable;
NOW, THEREFORE, BE IT RESOLVED that said cooperative
financing agreement for the services above described is approved,
f and the Mayor and City Clerk are hereby authorized and directed
to execute the same on behalf of the City of Newport Beach.
ADOPTED this 27th day of August 1973.

SUBJECT: COOPERATIVE FINANCING AGREEMENT FOR THE CHANNELIZATION OF /COAST HIGHWAY
FROM THE ARCHES TO TUSTIN AVENUE
RECOMMENDATION:
Adopt a resolution authorizing the Mayor and the City Clerk to execute
the subject agreement with the State Division of Highways
DISCUSSION:
iThe 1971 -72 budget provides $15,500.00 for the modification of the traffic
signals o6 Coast Highway at Riverside and Tustin Avenues and the channelization of
Coast Hig ay between the Arches and Tustin Avenue.
he modification of existing raised channelization and striping will provide
three tr fic lanes on westbound Coast Highway from east of Tustin to Newport Boulevard.
The traffic signals are to be upgraded and modified. These measures should reduce
congestion, accident hazard and overall delay to late afternoon westbound traffic.
The state will design and construct the project.
The subject agreement provides for the following financing:
City Funds $12,000
State Funds 47,000
Total 59,0
In addition to the funds mentioned above, the city would provide under a
separate contract, median island paving and landscaping for the median islands in the
vicinity of Riverside and Tustin Avenues.
The city's share of the costs of this project would be provided from the Gas
Tax Fund,
