ACCEPTANCE OF JAMBOREE ROAD MEDIAN PAVING (ISLANDS 4 and 5) (C -1406) RECOMMENDATIONS: 1. Accept the work. 2. Authorize the City Clerk to file a Notice of Completion. 3. Authorize the City Clerk to release the bonds 35 days after Notice of Completion has been filed. DISCUSSION: 9,9 I The contract for the construction of median paving in Jamboree Road Medians 4 and 5 has been completed to the satisfaction of the Public Works Department. The lump sum bid was: $8,122.39 Total Contract Cost: 8,122.39 Funds were budgeted in Account Number 18- 3315 -072. The contractor is Concrete Textures of South Laguna, California. The contract date of completion was February 27, 1972. The work was completed on January 20, 1972. JibT. DISCUSSION: 11 -3C ) This project will provide for the construction of decorative paving of a portion of two traffic islands on Jamboree Road between San Joaquin Hills Road and a point northerly of the Ford Road - Eastbluff Drive intersection. The paving would be similar to that recently installed on Jamboree Road northerly of Coast Highway. Two bids were received and opened in the office of the City Clerk at 10:00 A.M. on January 4, 1972. Bidder Amount Concrete Textures, South Laguna $8,122.39 Donn 0. Michaels, Newport Beach $8,965.00 The low bid is 3% less than the engineer's estimate of $8,400.00. Funds for the project are available in Gas Tax Budget Appropriation 18- 3315 -072. This project was re- advertised after a rejection of the one bid received when the project was previously advertised. Rejection was recommended at that time (December 13, 1971) because the amount of the bid was too high (10% above the engineer's estimate). The plans were prepared by the city. The estimated date of completion is February 29, 1972. I . DISCUSSION: W -I3 This project provides for the construction of decorative, textured concrete paving on portions of two median islands on Jamboree Road between San Joaquin Hills Road and northerly of the Ford Road - Eastbluff Drive intersection. The paving would be similar to that recently installed on Jamboree Road northerly of Coast Highway. One bid, in the amount of $9,250,was received for the work from Donn 0. Michaels, General Engineering Contractor, of Newport Beach. The bid was 10% more than the Engineer's estimate of $8,400. Rejection of the bid and readvertising for new bids are recommended because it is felt the bid price was too high. The unit costs of the work previously com- pleted were $1.31 and $1.53 per square foot, as compared to $1.85 per square foot bid for the present contract. Because of the comparatively high cost of the special median paving as compared to conventional - concrete median paving, it is felt special effort should be devoted to obtaining the lowest cost. (Conventional concrete median island paving is estimated to cost $0.60 to $0.70 per square foot for plain concrete, and $0.90 to $1.00 per square foot for colored concrete.) If however, it is decided to proceed with the work at this time the appropriate action would be to adopt a resolution awarding the contract to Donn 0. Michaels, General Engineering Contractor, for $9,250 and authorizing the Mayor and the City Clerk to execute the contract. Sufficient funds for the work have been appropriated in the Gas Tax Fund under account no. 18- 3315 -072. The plans were prepared by the city. SCOPE OF WORK The work to be done under this contract consists of constructing Portland cement concrete median paving, including supplemental items on Jamboree Road Islands 4 and 5 northerly from San Joaquin Hills Road to Ford Road. L- r t f E VI. CONSTRUCTION DETAILS 1. ' Bomanite Cobblestone" Pavement 2. Portland cement concrete used in Bomanite cobblestone pavement shall be 6.0 -C -3000. Colored hardener shall be terra cotta (A -29) "lithochrome color hardener" as manufactured by L. M. Scofield Company, Los Angeles, California. The mininnun.rate of application of the hardener shall be 60 pounds per 100 square feet. Colorwax curing and finishing compound shall be terra cotta "lithochrome colorwae' as manufactured by L. M. Scofield Company, Los Angeles, California. Minimum application coverage shall be 600 square feet per gallon of unthinned colorwax. The pattern used shall be Bomanite cobblestone (without grout). Imprinting of the-_concrete shall be done utilizing the " Bomanite process" as patented by the Bomanite Corporation, Palo Alto, California. Weakened plane joints and expansion joints shall be constructed per applicable portions of City of Newport Beach STD- 103 -L. Imprinting of the concrete shall be done in a uniform manner with depth and width of imprint being 1/2 inch having no more than 1/8 inch variance from one area to another. Imprint valleys shall be free from ridges. Final color appearance shall be uniform throughout the entire surface area. DISCUSSION: 9- 3 I ) This project will provide for the construction of decorative paving of a portion of two traffic islands on Jamboree Road between San Joaquin Hills Road and a point northerly of the Ford Road - Eastbluff Drive intersection. The paving would be similar to that recently installed on Jamboree Road northerly of Coast Highway. Two bids were received and opened in the office of the City Clerk at 10:00 A.M. on January 4, 1972. Funds for the project are available in Gas Tax Budget Appropriation 18- 3315 -072. This project was re- advertised after a rejection of the one bid received when the project was previously advertised. Rejection was recommended at that time (December 13, 1971) because the amount of the bid was too high (10% above the engineer's estimate). The plans were prepared by the city. SCOPE OF WORK The work to be done under this contract consists of constructing Portland cement concrete median paving, including supplemental items on Jamboree Road Islands 4'and 5 northerly from San Joaquin Hills Road to Ford Road. The contract requires completion of all the work in accordance with these Special Provisions, the City's Standard Special Provisions, the Plan (P- 5044S), and the City's Standard Drawings and Specifications. The City's Standard Specifications are the Standard Specifications for Public Works Construction (1970 Edition). II. COMPLETION OF WORK The Contractor must complete all work on the contract within 30 calendar days after execution of the contract by the City. III. TRAFFIC CONTROL Traffic on Jamboree Road may be restricted to one 12 -foot wide lane in each direction between 8:30 a.m. and 3:30 p.m., Monday through Friday, during construction, except Veterans Day October 25, Thanksgiving Day November 25, 1971, Christmas Eve December 24, 1971, and New Years Eve December 31, 1971. DISCUSSION: This project provides for the construction of decorative, textured concrete paving on portions of two median islands on Jamboree Road between San Joaquin Hills Road and northerly of the Ford Road - Eastbluff Drive intersection. The paving would be similar to that recently installed on Jamboree Road northerly of Coast Highway. One bid, in the amount of $9,250,was received for the work from Donn 0. Michaels, General Engineering Contractor, of Newport Beach. The bid was 10% more than the Engineer's estimate of $8,400. Rejection of the bid and readvertising for new bids are recommended because it is felt the bid price was too high. The unit costs of the work previously com- pleted were $1.31 and $1.53 per square foot, as compared to $1.85 per square foot bid for the present contract. Because of the comparatively high cost of the special median paving as compared to conventional. concrete median paving, it is felt special effort should be devoted to obtaining the lowest cost. (Conventional concrete median island paving is estimated to cost $0.60 to $0.70 per square foot for plain concrete, and $0.90 to $1.00 per square foot for colored concrete.) If however, it is decided to proceed with the work at this time the appropriate action would be to adopt a resolution awarding the contract to Donn 0. Michaels, General Engineering Contractor, for $9,250 and authorizing the Mayor and the City Clerk to execute the contract. The minimum rate of application of the hardener shall be 60 pounds per 100 square feet. Colorwax curing and finishing compound.shall be terra cotta "lithochrome colorwax" as manufactured by L. M. Scofield Company, Los Angeles, California. Minimum application coverage shall be 600 square feet per gallon of unthinned colorwax. The pattern used shall be Bomanite cobblestone (without grout). Imprinting of the concrete shall be done utilizing the " Bomanite process" as patented by the Bomaaite Corporation, Palo Alto, California. Weakened plane joints and expansion joints shall be constructed per applicable portions of City of Newport Beach STD- 103 -L. Imprinting of the concrete shall be done in a uniform manner with depth and width of imprint being 1/2 inch having no more than 1/8 inch variance from one area to another. Imprint valleys shall be free from ridges. Final color appearance shall be uniform throughout the entire surface area. All surfaces that are not uniform in color and surface texture will be rejected. 2.
