REVISED 50/72 City of Newport Beach, California Notice Inviting Bids Page la In accordance with the provisions of Article 2, Chapter 1, Part 7 of the California Labor Code(Sections 1770 et seq.), the City Council of the City of Newport Beach has ascertained the general prevailing rate of per diem wages in the locality in which the work is to be performed for each craft, classification, or type of workman or mechanic needed to execute the contract and has set forth these items in Resolution No. 7423, adopted May 17, 1971. A copy of said resolution is available in the office of the City Clerk. All parties to the contract shall be governed by all provisions of the California Labor Code relating to prevailing wage rates (Sections 1770 -1781 inclusive). The contractor will be required to guarantee his work for a period of one year from the date the city accepts the work. The city reserves the right to reject any or all bids and to waive any informality in such bids. In case of an error between words and figures, the words shall govern. The city reserves the right to compare bids based on the base price alone, or on the basis of the base price plus the additive bid for the communication system that is above the ceiling above the second floor of the new addition. At the time the contract is awarded, the city will notify the contractor whether the separate bid is accepted. Padding: Lay smooth and even under entire area to be carpeted between carpet and tack strips, waffle side down, and secure in place with waterproof adhesive recommended by manufacturer of padding. Apply adhesive to edges of padding. c. Carpeting: Lay smooth and even with tack strip at walls, and camp down trim strip where carpeting abuts other flooring. Cut evenly along walls, around projects, and into trim shapes. Fit closely and evenly to and through thresholds where carpet joins together in doorways. Selvage edge trim and hand sew seams and cross seams. Line up carpeting so all lines of carpet match as woven, width and length. Hook to pins and tack strip, properly stretched, resulting in a smooth and even installation free from tacks, scraps, ripples, scallops and puckers. Finish exposed edges with binding edges. The fourteen parking spaces am_currently. assigned to Council- man Kymlag nine police cars, two building inspectors' city carso and two parking control scooters. It is proposed to provide spaces on the north ;ice of the parking lot north of the police station for Oatncilman Kyala, the two building inspectors' cars, and five police cars. This will require displacing eight private cars belonging to admin- lstrative personnel. The spaces are marked Personnel (1). Administrative (5). and Reserved (2). It is also proposed that four police cars and two parking control vehicles be accommodated in five spaces in the lot east of the police building presently used by private vehicles of police officers. The twelve private vehicles displaced will be required to compete for unassigned parking spaces around the City Hall until the construction project is finished. The low bidder had qualified his bid by stating that he could not complete the project within the 90 calendar days allotted due to the delivery time needed to obtain truss joists and windows. This qualification precludes award to the low bidder under the terms of the contract as bid. There is an indication also that the tight time schedule set for construction has resulted in higher bid prices. It is recommended that all bids be rejected, the plans and specifications revised, and the project re- advertised. The time allowed for completion would be set at 135 calendar days rather than 90 calendar days. The project will add approximately 3,000 square feet to the existing police building. The plans were prepared by Architect George C. Edwards of Corona del Mar. Architect's estimated construction cost $49,050 Contingencies (5 %) 2,450 Architectural and engineering fees 3,000 TOTAL $54,500 The amount of funds available in Account 02- 2095 -278 is $52,500. The following iteam should be incorporated in the plans and specifications: 1. The complete removal of the first floor bearing wall separating the locker room and the present briefing room will not be required. A four foot wide opening will be acceptable. 2. A now electrical service to the building will not be provided. The second floor electrical system shall be added on to the first floor system, but in such a manner that a new service to the building may be provided at a later date if needed. 3. It is necessary to keep construction costs as low as possible without building in maintenance problems. The quality of materials specified and the standards of construction used shall not exceed those of the first floor of the building. 4. Provisions are to be made so that the small first floor addition may be deleted from the contract at the time of award, if desired. 5. Coast Highway Corona del Mar, California Subject: Temporary Police Facilities Dear Sir: You are invited to submit a proposal to the City of Newport Beach to prepare a set of Plans and Special Provisions, a cost estimate, and a schedule of time for additions to the police building built in 1959. If possible, the Proposal should be in our hands by Monday. January 31, 1972. The work contemplated is shown as Plan A on the attached memo to the City Manager dated January 189 1972. The work consists of a second story addition of 2,880 square feet, a first floor addition of 196 square feet, and the removal of 3 partitions and a wall on the first floor. The standard and type of construction should match that of the existing building. It 1s planned that the city will prepare the contract, let the bids, and supervise construction. Architectural services would be limited to preparing and furnishing one set of reproducible plans and specifications which will remain the property of the city. It is desired to keep all costs to a minimum and to complete the building addition as soon as possible.
