AGREEMENT
(Legislative Advocate Services)
THIS AGREEMENT, made and entered into this 24th day
of MaY , 1972, by and between the CITY OF NEWPORT BEACH,
a municipal corporation, hereinafter referred to as "CITY ", and
BUD PORTER, hereinafter referred to as "PORTER ";
W I T N E S S E T H:
WHEREAS, CITY desires constant representation before
the State legislature and other State agencies to facilitate its
support of legislation designed to prevent construction of State
Highway Route 1 through the City of Newport Beach; and
WHEREAS, the services of a legislative advocate are
necessary and desirable to perform such function; and
WHEREAS, CITY has determined that PORTER is well
qualified to perform said services; and
WHEREAS, CITY desires to retain PORTER to represent
CITY and to facilitate its support of legislation designed to
prevent construction of State Highway Route 1 through the City
of Newport Beach;
NOW, THEREFORE, it is mutually agreed by and between
the parties, as follows:
1, CITY hereby retains and employs PORTER to act as
legislative advocate for the CITY in connection with the support
of legislation designed to prevent construction of State Highway
Route 1 through the City of Newport Beach;
2. PORTER agrees to coordinate his activities with the
staff of the City of Newport Beach, to keep the City Council fully
informed of all developments in connection with said legislation,
and to submit to the City Council a weekly report of the status of
said legislation;

3, PORTER agrees to meet with CITY officials and staff
at least twice each month for the duration of this Agreement, and to
attend.such other meetings in the City of Newport Beach as CITY
deems appropriate;
4. PORTER agrees to meet with appropriate State legis-
la-tors and members of the staffs of various State administrative,
agencies concerned with the routing of State Highway Route 1 and
to attend.all hearings of State legislative committees, the
California Highway Commission and the California Division of High-
ways which deal with the routing of State Highway Route 1;
5. CITY agrees to compensate PORTER at the rate of
$600 per month;
6. CITY agrees to reimburse PORTER for expenses incurred
in performance of his duties under this Agreement; such expenses
may not be incurred without prior approval of the CITY.
7. This Agreement shall become effective on the 1st
day of June 1972 and shall terminate on the 31st day of July 1972,
unless terminated by the CITY at an earlier date. CITY reserves
the right to terminate this Agreement at any time. In the event
CITY exercises its right of termination, it shall be liable to pay
PORTER for services and expenses only incurred prior to the receipt
of the notice of termination,
IT WITNESS WHEREOF the parties hereto have executed this
Agreement on the date first above written.
