On motion of Camiissioner Patrick, seconded by Commissioner Tingler, and carried,
the minutes of the meeting held April 18, 1972 were approved as written.
CMUMICATIONS:
1. A letter to City Council from?1r. $ Mrs. Peters was referred to the PB $ R
Commission in which it was stated that they wished to withdraw their names
from a petition to establish a special assessment district to acquire land
on Balboa Island for a neinhborhood public park. On motion of Commissioner
Dootson, seconded by Commissioner Patrick, and carried, the letter was ordered
filed_.
Letter to City Council from Balboa Peninsula Point Association recardinv, Lett
JM JV'ew ark was discussed. Mr. Stewart said that Ci Council approved a

and sidewalks at the West Jetty View Par':. This approval was granted on the
condition that the final plans and specifications of the installation be
approved by the Point Association and by the City Council. 'Ir. Stewart said
during the past six months the City staff has tried to reach an agreement with
the Association on the precise plans for the development but, to this date, no
f' mutual agreement has been attained. After discussion, a motion was made by
Commissioner Patrick to recommend to City Council that the 'lest Jetty View
Park project be delayed until the 1972-73 fiscal year and that the 48,400 be
carried over to 1972-73 and earmarked for the same purpose. However, if the i
1 City Council does not concur with the timing delay, then the project will be
l �\ submitted for bid immediately using Staff Plan # 2. This motion was seconded
by Commissioner Tingler, and unanimously carried by the Commissioners present.,__

2. INMDl PARK PLAN - PLONIAG C(MISSION ACTION:
After a Public clearing on April 20th, the planninq Commission approved the
Interim Park Plan and forwarded it to City Council with a letter asking assurance
that there would be no condemnation in the 38th Street Park area and indicated in
the letter that the cost projections for expansion of 38th St. Park were quite
high; i.e., hiph costs for acquisition and development of 38th St. Park.
3. VOLLEYBALL COURTS - WEST NEWPORT OCEAN FRONT:
Mr. Stewart reviewed the history of volleyball nlaying versus adjacent property
owners and spoke of the Council resolution adopted in 1967 governing volleyball
playing on the ocean front. Once again people are nutting in unauthorized courts
and 'fr. Stewart asked the Commission to determine whether they would reconmmend
placing additional courts in Zone Wo or leave the status quo. After discussion
a motion was made by Commissioner Dootson, seconded by Commissioner Tingler,
and carried, that the Commission favors continued use of the beach for volley-
ball and that staff make a study and implement at its discretion; however, if
the matter appears controversial, submit the plan to the Commission for approval
prior to implementation.
LIDO SANDS RECREATI`?N FACILITY:
Mr. Stewart said he had been approached by '1r. 'like Johnson, nresident of Lido Sands,
for the purpose of considering City acquisition of the Lido Sands recreation facilities
It was indicated that the taxes on the property and the annual maintenance costs are
too high for the property owners and they would like to be relieved of this burden by
making the facility available to the public. After discussion, the Commissioners
informed Mr. Johnson that they did not want to close the door on this proposition
\\ and would be interested in pursuing the matter further if requested to do so by the
t Lido Sands Community Association.

CAPITAL r 1PRlNE-040 BUDGE
Mr. Stewart said all capital improvement proposals will be considered by City
Council on May 8th from 1:30 to 3:30 at its study session. The M & 0 budget of
PB $ R will be reviewed June 12th.
"4. PARK DIVISION:
X Mr. Harrison said crews have completed the pruning on Balboa Island and are
now working on 4th Avenue and on Balboa Peninsula.lurrytinl+,will be
applied on the walkways in Irvine Terrace Park and the Corona del lar `lain
Beach, and the parking lots adjacent to Las Arenas Park and the PB & R office
building.
S. RECREATION DIVISION:
sir. Whitley said the Spring recreation program is in full swing; that the Ruitar
instruction is very popular, particularly with adults, and more classes will be
added in the Summer session.
CONMMEE REPORTS:
1. NEWPORT CITIZENS PARK BDIND TEN4 - PROGRESS REPORT
Mr. Stewart reported that the ?fond Team met May 1 in the Council chambers
and reports were made by sub -committees:
(a) Brochure Committee: An attractive brochure has clone out to the
printers and 25,000 copies will be ready for distribution `lay 15th.
(b) Fact Sheet: 25,000 copies of the fact sheet will be ready for
distribution 'Iay 15th.
(c) Finance Committee: $508.00 has been received with another $500
pledged. Land developers and other donators undoubtedly will
contribute by the next meeting.
(d) Youth Committee: A bike ride has been planned for youth on June 3rd.
Bicycle shops have donated ,275.00 for 300 over the shoulder bags
with the inscription "SUPPORT GREEN SURVIVAL". These will be worn
by the bike riders on June 3rd.
(e) Endorsement Committee: Endorsements are be?inning to come in. The
Women's League of Voters, Chamber of Commerce and Balboa Island Associ-
ation are endorsers with the Island Association having donated $500 to
the Bond Team.

RECOMMENDATION:
That the City Council (a) abandon current improvement.plans for the
West Jetty View Park; and (b) direct the staff to investigate possibility of
purchasing bleachers and backstops for the Balboa Pier Park.
DISCUSSION:
The Parks, Beaches and Recreation Commission has recommended that
the City proceed with the improvement of the West Jetty View Park improvement
plans either this year or next year. The overriding reason for the Parks,
Beaches & Recreation Commission's position is that the park has City-wide
significance and the position, therefore, of the local Association should be
minimized. The Balboa Peninsula Point Association has taken a strong position
that the improvement plans be abandoned and in lieu of improving West Jetty
View Park, the City purchase bleachers and backstops for the Balboa Pier Park.
I concur with the position taken by the B.P.P.A. Since June of
1970 the City has been in discussion with the B.P.P.A. and has failed in ap-
proximately two years to sell the plans to the Association. If the City after
two years effort cannot convince the B.P,P.A. of the value of the plans, the,
City should reevaluate its position. While it is true that the improvements
do have City-wide interest, I believe it is also true that the improvements
would have the most effect on the area being represented by the Association.
The land will still be available whether it is improved a certain way.or not
for citizens from throughout the City to visit and view the jetty and the ocean.
In conclusion, it is just my belief that we should notforce-some-
thing of this type upon any community, especially when the association has
taken such a strong stand after two years review.

Subject: West.Jetty View Park
The B.P.P.A. has strongly opposed plans for a "West
Jetty View Park" since June, 1970, when such plans
were initially presented by Mr. C. Stewart at a
general meeting of our association.
After carefully studying the most recent plans for
a park at this same location the Board of Directors
of the B.P.P.A. moved to ask the City to assure us
that there will be no change in the area and that
no monies allocated for any park effort be directed
there.
Our Board heartily recommends that a portion of the
funds budgeted for the proposed park be allocated to
purchase bleachers and backstops for Balboa Pier Park.
These items have long been needed and would serve the
youth of the city in a most meaningful way.

SUBJECT: WEST JETTY VIEW PARK
RECOMMENDATION:
(1) Delay the installation of sidewalks, landscaping and
other improvements at the West Jetty View Park until
the 1972-73 fiscal year;. and
(2) Reappropriate existing funds in the amount of $8,400
to the Capital Improvement Budget, Building Excise
Tax, 1972-73.
DISCUSSION:
The City Council approved for the fiscal year 1971-72 a project in the
amount of $8,400 from the Building Excise Tax Fund for the installation of land-
scaping and sidewalks at the West Jetty View Park. This approval was granted on
the condition that the final plans and specifications of the installatiop be
approved by the Balboa Peninsula Point Association and by the City Council.
During the past six months the City staff has tried to reach an agree-
ment with the Association on the precise plans for the development but, to this
date, no mutual agreement has been attained. The requested delay will allow
more time to negotiate with the Peninsula Point Association and arrive at a mutual
understanding on the development plans. It will also delay the installation time
to a more desirable season of the year, rather than proceeding with construction
during the summer months.
If the recommendation of the PB $ R Commission to delay the project
is not acceptable to the City Council, then the Parks, Beaches and Recreation
Commission would like to move ahead immediately with the development of the area
in accordance with Plan #2 which is attached for your information.
Also attached is a plan that has previously been proposed by the
Balboa Peninsula Point Association. The major difference in the two plans is
that the Association requests a ground cover of some material such as Natal Plum
in the areas that the Commission is recommending turf.
Your consideration of the Commission's request will be appreciated.

TO BE INCLUDED WITH STANDARD CONCRETE SPECIFICATIONS:
A. SURFACE TREATMENTS
1. Concrete texture shall conform to the following class and be
placed as shown on plans.
Texture A-2 "Salt Rock Pitted Concrete": 1/2 coarse salt
crystals and 1/2 fine salt crystals. Density
shall cover approximately 60% of surface area
with pits.
Texture C-2 "Brom Finish Concrete" fine texture. Grooves
left by brooming shall be shallow and not rough
to the touch.
B. COLOR TREATMMT
1. Concrete shall conform to the following class in the area
designated on the plan.
Color I Natural colored concrete. No coloring compound
added to concrete.
C. PROCEDURE
1. Where called for on plans the following procedure for "Salt Rock
Finish" is prescribed
2. When the surface of the pretrowelled concrete is of sufficient
stiffness, the rock salt shall be broadcast at a specified
coverage and rolled in with a roller of sufficient weight to
press them into the surface. The concrete shall not have
surface water so as to allow the salt to dissolve when broadcast.
3. After the concrete has setup, the rock salt shall be swept off
the surface with a stiff broom. This salt shall then be trans-
ported from the site without leaving traces in planting areas.
In no case shall water be used to wash the surface until the
majority of salt has been broomed off. After browning, the
final cleanup shall consist of washing off the remaining salt
while brushing to loosen all deposits. Care shall be taken so
that the wash water is not allowed to accumulate near existing
trees or planted areas.
4. All textured concrete shall be accomplished as specified and in
the ordinary practice of the trade. The contractor shall obtain
approval of finish methods before proceeding with the work.
Approval of methods will not relieve the contractor from provid-
ing acceptable quality of work.

5. A one -foot square sample of the specified concrete shall be cast
by the contractor and delivered to the office of the Landscape
Planner for approval. The sample shall be of the same materials,
proportions, color compound and texture as that specified. The
sample shall be used to determine if any change in the color
compound or texture is desirable. The sample shall remain at
the Landscape Planner's office until he conclusion of the
contract work.
6. A concrete finish which does not conform to the approved sample
in color and texture, or is blotchy with various shades produc-
ing a non-uniform color tone will not be accepted.

REFERENCE: YOUR MEMO OF MARCH 10, 1972
Without more information I cannot say that any parking spaces
j will be "required" for the West Jetty Park.
Several years ago I prepared a sketch plan showing head -in parking
spaces at 900 to the centerline along the end of Channel Place,
south of the alley. At that time I suggested the spaces,be
metered with a fee of fifty cents per half hour and a meter
time limit of one hour, 24 hours a day. This fee and time
combination should eliminate all -day usage and increase the
likelihood of finding a space if one merely wished to stop
briefly to show a visitor or friend the harbor entrance. Based
on Drawing P -5049-S, six such spaces could be established on the
existing pavement.. I think this would benefit the public.
However, it is my understanding that the Peninsula Point Association
opposed any such parking facility and the idea was apparently;
discarded.
If there is evidence that an off-street parking facility is
desired in connection with this park, there is surely more than
one possible design. The scheme mentioned is probably the least
expensive because it can utilize the existing pavement; the existing
street width being almost sufficient for one -side 900 parking
spaces according to city standards.
Should parking space ,not be -included in the.proje'ct; I would
simply .recow.nend canplete..:removal,=ofthe existing, pavement, curbs,
and gutters south of the alley and construction of new curb and
gutter across `Channei:place orr a line with the -south line of
the alley.
