C -1467 I. SCOPE OF WORK The work to be done under this contract shall consist of furnishing all labor, materials, transportation and equipment necessary to strip and remove unsuit- able materials and build a compacted fill at Westcliff Park. The contract requires completion of all work in accordance with these special provisions, the City's Standard Special Provisions, the plans (Drawing No. P-5051-S), the State of California Standard Specifications 1971 Edition, and the City's Standard Drawings and Specifications. The City's Standard Specifications are the Standard Specifications for Public Works Construction, 1970 Edition. II. TIME OF COMPLETION The contractor shall complete the work within 20 working days after receiving notice to proceed. I1I. FEES All fees will be waived by the City exc4pt that all contractors must have a valid City business license. IV. TRAFFIC CONTROL The contractor shall provide traffic control in compliance with Section 7 -10 of the Standard Specifications. All truck traffic in and out of the work site shall be controlled by a flagman, with signing as approved by the engineer. V. NOTIFICATION OF RESIDENTS The City will mail a preliminary notice to all residences affected by this work. Between 40 and 50 hours prior to starting work the contractor shall distribute to each and every affected residence a written notice prepared by the City stating when operations will start and requesting them to move any portable items away from their property line and the ensuing construction. VI. SURVEYS A survey control line has been set by the City and it wil7 be flagged prior to construction. Field surve,,,s `or control of construction shall be the • . SP 2 of 4 responsibility of the contractor. All such surveys including construction staking shall be under the supervision of a California licensed land surveyor or civil engineer. Staking shall be performed on all items ordinarily staked at intervals normally accepted by the agencies and trades involved. Payment for construction survey staking shall be considered as included in the Lump Sum Price bid for the work and no additional allowance will be made therefore. VII. WATER The contractor shall make his own provisions for obtaining and applying water necessary to perform his work. If the contractor desires to use available City water, it shall be his responsibility to make arrangements for water purchase by contacting the City Utilities Superintendent Mr. Torn Phillips at (714) 673 -2110, extension 267. VIII. IMPORTED MATERIAL Arrangements have been made by the Cit�of Newport Beach with The Irvine Company to borrow material from a site in the immediate vicinity of the park area between Westcliff Drive and Dover Drive, southwesterly of the terminus of Santiago Drive. The borrow site, limits of excavation, and point of access to the site from Santiago Drive will be staked by the City. There is approxi- mately 2.5 feet of overburden above the suitable fill material. The contractor will be required to obtain an entry permit from The Irvine Company and to perform his work in accordance with the following conditions: 1. Removal shall be limited to that area designated by The Irvine Company and staked by the City. 2. Removal shall be uniformly spread over a 1 acre area. The removal area shall be restored to the approximate elevation and grade as the adjacent areas. 3. The borrow area shall be seeded with annual rye grass after removal of the approximate 1825 cubic yards of material to assure vegetation in 'the area. 4. The surrounding site, including the entrance road, shall be restored to its previous condition. 5. Drainage of the existing area shall not be altered in any way detrimental to the adjacent street and subdivision improvements. The contractor may elect to import other suitable material. If he wishes to do so, the material must be approved by the Engineer and the Parks Superintendent prior to delivery to the site. The contractor must allow the City a minimum of 5 days to make a soil suitability test or provide a soils agricultural suit- ability report which shows the material to be free of deleterious substances. The material must also be a coarse - grained soil within t:he following gradation limits; 100% passing the 3" sieve size, 80% to 100`; passing the #4 sieve size, and 10,' to 45°% passing the #200 sieve size. • • SP 3 of 4 IX. PROJECT SITE MAINTENANCE The contractor shall conduct his work in accordance with Section 7 -8.1 of the Standard Specifications. The contractor shall furnish and operate a self - loading motor sweeper with spray nozzles at least once each working day to keep the paved street areas clean to the engineer's satisfaction. It shall be the contractor's responsibility to protect all existing improve- ments, trees, and shrubs and private property as determined by the engineer; the contractor shall replace any of these items damaged during construction. X. MISCELLANEOUS The cost of all miscellaneous and minor items of work shall be considered as being included in the Lump Sum price bid for the work. Y.I. CONSTRUCTION DETAILS 1) Estimated Quantities Included with the plans (Drawing No. P- 5051 -S) are cross- sections of the existing slope and the proposed embankment. The estimated quantities of in place material from these cross - sections are approximately 400 cubic yards for clearing and grubbing and approximately 1850 cubic yards of imported material. The City will in no way be held responsible for the correctness of the above quantities. It shall be the contractor's respon- sibility to construct the embankment to the limits as shown on the plan and cross - sections. 2) Clearing and Grubbing This work shall include clearing, grubbing, stripping and removal of all unsuitable materials. Excavation of key ar.d benches to receive the fill shall extend into undisturbed material as determined by the Engineer. Perform work per Section 300 of the City's Standard Specifications. Existing trees and shrubs will be removed to existing ground line by others prior to construction. Existing sprinkler heads and appurtenances will also be removed by others prior to construction. The remaining unsalvagable irrigation system and tree roots shall be removed by the contractor during excavation. 3) Embankment Fill Fill shall be imported material of a quality to insure a relative com- paction of not less than 909,,. Native material may be used only to the extent that it is thoroughly mixed with imported materials to result in a relative compaction of not less than 90 %. "Rainproof'ing" may be accom- plished by rolling the embankment with rubber - tired equipment to seal the surface and by construction of suitable gutters to drain water away. c. Incorporated Straw Straw shall be uniformly spread at the rate of 2 tons per acre. If the contractor elects to use stable bedding straw it shall be spread at 1 1/2 times the rate specified for new straw. Straw shall be incorporated in the soil with a roller equipped with straight studs, made of approximately 7/8 inch steel plate, placed approximately 8 inches apart and staggered. The studs shall not be less than 6 inches long nor more than 6 inches wide and shall be rounded to prevent withdrawing the straw from the soil. We wish to point out that thescope of tie work which can be pertomd with the available funds of $2,000 is very limited, and will not constitute a esamplete solution to the problem. In fact, bid prices have been so high recently on small contracts that it may not even be possible to perforati the work contemplated for $2,000. The complete solution to a problem of this nature is to construct a "sliver fill" of the type recently completed adjacent to Sayside Drive easterly of Marine Avenue. However, construction of this type is extremely expensive. Such a fill in the Westeliff Park could cost as much as $50,000. Failures of the type which occurred are usually the result of excess water and heavy plantings on the slope. Extreme care should be taken to control the amount of water reaching the slope. This would apply to irrigation water and also to surface drainage and/or roof drains from the domes above the slope. It is recommended also that a planting program be initiated which would eventually eliminate the existing iceplant, and would replace it with deep -rooted plants of a type suitable for use on slopes. As discussed, the contract specifications provide that the City will supply the fill material to be placed by the Contractor. You are also aware that during the past year, the Parks, Beaches F, Recreation Department included in its budget a sum of $2,000 to construct a retaining wall on the slope area and back fill this wall with topsoil. During the past several months, we have submitted the design to several contractors, hoping to get a bid that would come somewhere near the $2,000 that was budgeted for this project. Unfortunately, the lowest bid that we have received for this project was $5,450. This means that we would have several alternative routes to take — number one, we could refinance the program and find $3,400 from other funds in order to pay for the contract that was submitted. Number two, we could eliminate the project from the 1969 -70 improvements and rebudget an amount for 1970 -71 that would cover the total cost. Number three, we could complete the project with City staff, eliminating the need for additional outlay money, but sacrificing maintenance projects that are provided for by City staff. After much consideration, it was decided that the best alternative was to rebudget the project in 1970-71 and provide sufficient funds at that time to do the job properly. Through this letter, I would like to inform you that the project that we have discussed in the past, will not be completed in 1969 -70 for the reasons stated above, and that it will be rebudgeted for 1970 -71. This is a project that can be completed immediately after the beginning of the fiscal year, so there should be no problem in having it done immediately after the summer season. SCOPE OF WORK • SP oft CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT SPECIAL PROVISIONS 621F, WESTCLIFF PARK RETAINING WALL The work to be done under this contract consists of constructing a wooden retaining wall and restoring the slope above the retaining wall to its previous grade with the use of a top soil backfill. The contract requires completion of all work in accordance with these Special Provisions, the City's Standard Specifications, The Plan (Drawing No. P- 5031 -S), and the City's Standard Drawings and Special Provisions. The City's Standard Specifications are the Standard Specifications for Public Works Construction, 1967 Edition, including the 1968 and 1969 supplements. II. COMPLETION OF WORK The Contractor shall complete all of the work within 30 calendar days after award of the contract. III. Adequate barricades, warn- ing devices, and signs shall be employed to insure public safety and to protect existing improvements on the adjacent private property. All necessary measures shall be taken by the Contractor to protect lawn areas, asphalt pavement, and landscaping from damage by his equipment and operations. Any such damage shall be repaired at the Contractor's expense. CONSTRUCTION DETAILS Construction Survey The City's surveyors shall be responsible for staking the location of the wooden retaining wall. Top Soil The City will purchase and have delivered to the site all top soil required for the project. The Contractor shall be responsible for placing, spread- ing and compacting the top soil to the grade shown on the Plans. A minimum of 85% compaction shall be required of all backfill. Backfill will also be placed on the downhill side of the retaining wall,in order to achieve a smooth grade. The Contractor shall give a 72 -hour advance notice to the City prior to requiring delivery of top soil to the site. C. Wooden Retaining Wall All wood members of the wall shall be creosoted as noted on the Plans. The used 12 -inch minimum diameter poles shall be void of splits at the ends and shall be structurally sound. D. Sprinkler Lines Special care shall be exercised when working around the existing sprinkler lines. Backfill shall be build up and compacted around the water pipe prior to placing compacted fill over the line. Any damage to the sprinkler line shall be repaired by the Contractor at no extra cost to the City. E. Slope Plants If necessary, ground cover and shrubbery within the work area on the existing slope may be removed by the Contractor. Whenever possible the Contractor shall attempt to protect existing shrubs.
