SUBJECT: STREET LIGHT AND ISLAND ON FORD ROAD ADJACENT TO TELEPHONE COMPANY
FACILITIES
At the June 28, 1976 Council meeting the Council requested the
staff to investigate the need to remove the street light and island on
Ford Road adjacent to the Pacific Telephone Company facilities.
The island and street light have been hit or damaged seven times
in the past four years and four times in the past year. All seven accidents
have occurred between midnight and 2:00 A.M. Review of the accidents in the
past year indicate that two of the four drivers had been drinking and all
motorists attempted to negotiate the curve at an unsafe speed.
The Traffic Engineering Division has reviewed the area and determined
that additional signing, relocating the centerline striping to provide a larger
curve radius, and wider travel lane supplemented with raised reflective pavement
markers would reduce the number of accidents at this location. Complete removal
of the street light is not recommended because all accidents are occurring in
the nighttime hours.
The Traffic Affairs Committee has reviewed recommended striping and
signing plan and recommends that it be implemented immediately. A work order
for the signing and striping plan has been issued. Included in the plan is
advance curve signs with advisory 30 mph message.
The Traffic Affairs Committee also recommends that if the street
light in the median is removed it should be replaced along the side of the
street and the median pole and lights not be removed until replacement lights
are installed and operative.

SUBJECT: TRAFFIC SIGNAL MODIFICATION AT THE INTERSECTION OF FORD ROAD
WITH MAC ARTHUR BOULEVARD
RECOMMENDATION:
Adopt a resolution authorizing the Mayor and City Clerk
to execute a cooperative financing agreement with the State
Division of Highways for the subject project.
DISCUSSION:
On May 22, 1972, the Council authorized the staff to negotiate
cooperative financing agreements with the State Division of Highways for
updating of the traffic signals on State highways at five locations
within the City. The subject location was included in this group.
The proposed project will provide for pedestrian signals on
the easterly leg of Ford Road and the southerly leg of MacArthur Boulevard.
The traffic signal detection system will also be modernized. The State
Division of Highways will prepare the plans and specifications and admin-
ister the contract.
The estimated construction cost of the project is $12,000. The
estimated cost of the City's share is $6,000. The actual amount of the
City's share of the construction cost will be determined after completion
of the work and will be in the relationship to the number of legs of the
intersection under City jurisdiction to the total number of legs in the
intersection.
Sufficient funds for the City's share of the construction cost
are included in the 1972 -73 Improvement Budget (Gas Tax Fund).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE EXECUTION OF
A COOPERATIVE FINANCING AGREEMENT BETWEEN THE
CITY OF NEWPORT BEACH AND THE STATE OF CALIFORNIA
DIVISION OF HIGHWAYS FOR TRAFFIC SIGNAL MODIFICA-
TION AT INTERSECTION OF FORD ROAD AND MAC ARTHUR
BOULEVARD
WHEREAS, there has been presented to the City Council
of the City of Newport Beach a certain cooperative financing
agreement between the City of Newport Beach and the State of
California Division of Highways for traffic signal modifica-
tion at intersection of Ford Road with MacArthur Boulevard;
and
WHEREAS, the City Council has considered the terms
and conditions of said agreement and found them to be fair and
equitable;
NOW, THEREFORE, BE IT RESOLVED that said cooperative
financing agreement above described is approved, and the Mayor
and City Clerk are hereby authorized and directed to execute
the same on behalf of the City of Newport Beach.
