Parking facilities at Ocean Front and 36th Street and 19th Street RECOMMENDATIONS: Adopt a resolution awarding Contract No. 1518 for the Irvine Avenue bicycle trail to Hardy & Harper, Inc., of Tustin for $9350.00 and authorizing the Mayor and City Clerk to execute the contract. 2. Authorize the staff to have the Dover Drive - 16th Street to Westcliff Drive trail, the Pacific View Drive - MacArthur to Lincoln School trail and San Joaquin Hills Road from Marguerite to Lincoln School trail constructed with informal contracts. 3. Authorize the installation of bicycle parking facilities at Ocean Front and 36th Street and at the end of the 19th Street beach sidewalk. DISCUSSION: Six bids for the Irvine Avenue bicycle trail were received and opened in the office of the City Clerk at 10:30 a.m. on May 18, 1973. BIDDER BID 1. Sully- Miller Contracting Co., Orange 16,634.00 6. Patco, Corona del Mar 16,728.00 The low bid is 1.6% below the engineer's estimate of $9,500.00. Hardy and Harper, Inc., has previously done work for the City of Newport Beach and is qualified to perform the work required by this contract. A Coastal Zone Permit has been granted for this project. The County has agreed to fund 50% of this project. Due to County participation there is a surplus in the amount of $8,147.00 in the account for bicycle trail construction. The Bicycle Trails Committee has recommended three projects for con- struction with this money. First, a nine foot wide asphalt trail along the easterly side of Dover Drive from 16th Street to Westcliff Drive (see the attached Exhibit A). The estimated construction cost is $2,000.00. This trail would allow students going to Newport Harbor High and Horace Ensign to bypass the Dover - Westcliff traffic signal. At 16th Street and Dover they could utilize the new pedestrian crossing signal to cross Dover Drive. The second project recommended is the widening of the northerly side- walk along Pacific View Drive from New MacArthur Boulevard to Lincoln Intermediate School. The estimated cost of this work is $2,400.00 (see the attached Exhibit B). This would be an extension of the trail constructed from Buffalo Hills Park to New MacArthur and would allow Lincoln School students to ride on a separated trail from the park to school. A school pedestrian crossing should be established on Pacific View Drive at the end of the trail. In addition to the Pacific View trail it is also recommended that the sidewalk be widened by 4.5 feet (total width = 9.5') on the northerly side of San Joaquin Hills Road from Marguerite Avenue to Lincoln School. This trail would serve approximately 60 to 70 students from the Harbor View Hills (Lusk) Tract. The estimated cost of this work is $2,000.00. The third recommendation is to install experimental bicycle parking facilities on the beach at 36th Street and at the end of the 19th Street side- walk. Exhibits C and D show the proposed locations and types of facilities to be installed. Materials costs for this project are estimated to be under $1,000.00. City forces would install the facilities. Representatives of the Central Newport Beach Community Association attended the Bike Trails Committee meeting and felt that a trial parking facility at 19th Street would be acceptable. Attached is a copy of a letter from Mrs. Dorothy Talbott of 3511 Ocean Front requesting that bicycle parking facilities be installed at 36th Street. The usage of the different type of parking facilities can be evaluated and used as a guide for the installation of future bicycle parking facilities.
