ALLEY IMPROVEMENTS IN BLOCK 4, NEWPORT BAY TRACT
CONTRACT NO. 1588
I. SCOPE OF WORK
The improvements to be constructed under this contract are the construction of
portland cement concrete pavement in the unpaved alley in Block 4, Newport Bay
Tract; the reconstruction of two existing portland cement concrete alley
approaches; the construction of portland cement garage approaches and driveway
approaches adjacent to the alley on private property; and appurtenant work
necessary to complete the project.
The alley contains a 14 inch diameter water line, a gas distribution line, water
meter boxes, and utility poles. The contractor must protect all of these facil-
ities during construction.
The water main is shallow. City crews will replace individual water services
and meters prior to construction of the alley, and adjust the meter boxes approx-
imately to finish grade. Because the water main is shallow, the contractor must
place the concrete in the alley by means of a concrete pump.
II. PLANS AND SPECIFICATIONS
A. Plans
The plans consist of City of Newport Beach Public Works Department Drawing
No. A- 5063 -S, consisting of one sheet.
B. Specifications
The specifications consist of these Special Provisions, and the Construction
Standards and Specifications for Construction of Public Works in the City of
Newport Beach dated May 1973, which may be purchased from the Public Works
Department of the City at a cost of $5.00 per copy.
The Standard Specifications incorporate by reference Standard Specifications
for Public Works Construction, 1973 Edition, as prepared by the Southern
California Chapter of the American Public Works Association and the Associated
General Contractors of America.
III. TIME OF COMPLETION
All work shall be completed within 60 calendar days after execution of the contract
by the City.
•
IV. NOTIFICATION TO RESIDENTS
• SP of
The City will mail a preliminary notice to all residences affected by this work.
Between 40 and 55 hours prior to closing the alley to vehicular traffic, the
contractor shall distribute to each affected residence a written notice stating
when construction operations will start and approximately when vehicular access-
ibility will be restored. The written notice will be prepared by the City and
the contractor shall insert the applicable dates at the time he distributes the
notice. Errors in distribution, false starts, unforeseen natural occurrences,
strikes, or other alterations of the schedule will require renotification using
an explanatory letter. This letter will also be prepared by the City and dis-
tributed by the contractor.
V. SCHEDULING OF WORK
1. Upon the execution of the contract by the City the contractor shall submit to
the engineer a written schedule of work.
2. City crews will lower water services prior to construction of the alley.
The City crews will not replace any pavement over water facilities. The
City crews will compact the top 12 inches of material over the water ser-
vices to a relative compaction of 95 %; and the remainder of the material over
the water services to 90% of relative compaction.
3. Each alley and garage approach with access from the alley must be returned
to normal vehicular use within 30 consecutive calendar days from the day
it is first closed by the contractor.
4. The intent of this section of the Special Provisions is to emphasize to
the contractor the importance of prosecuting the alley construction work
in an orderly, planned, and continuous fashion in order to minimize time
the alley is closed to traffic.
VI. WATER
The contractor shall make his own provisions for obtaining and applying water
necessary to perform his work. If the contractor desires to use available City
water, it shall be his responsibility to make arrangements for water purchase
by contacting the City's Utilities Superintendent, at (714) 673 -2110, extension
267.
VII. CONSTRUCTION SURVEY STAKING
Field surveys for control of construction shall be the responsibility of the
contractor. All such surveys, including construction staking, shall be under
the supervision of a California Licensed Land Surveyor or Civil Engineer.
Staking shall be performed on all items ordinarily staked at intervals normally
accepted by the agencies and trades involved. Sufficient survey stakes shall
be placed to control the accuracy of the concrete forms to within 1/8 -inch
vertically and 1/4 -inch horizontally.

Removal of Unauthorized Encroachments from Public Right of Way
All unauthorized encroachments such as concrete slabs, asphalt concrete,
brick walks, rubble, fences, walls, chains, wood and steel protection posts,

shall be sawcut at the property line and removed. All usable construction
materials so removed shall be staked neatly and left on the private property.

barricaded immediately after placement and no vehicular traffic will be
allowed thereon until beam tests yield a minimum modulus of rupture of
450 psi. Minimum cement content of portland cement concrete shall be not
less than 6 sacks of cement per cubic yard of concrete.
Because of strength requirements described above and the schedule of work
limitations described in Section VII of these Special Provisions, the
contractor may find it necessary to add additional cement, use special
aggregates, or use admixtures to meet the specifications. The intent of
these Special Provisions is that the contractor prepare his bid in conformance
with these strict limitations, and that no additional compensation will be
allowed for the extra materials that may be required to meet these conditions.
The contractor will be required to use concrete um in methods to facili
concrete placement, and to protect the water facilities from damage.
