AGREEMENT
This agreement is made and entered into this 14 ffi,day
of_%yie-yg= .1974, by and between the City -of Santa Ana,
a chartered municipal corporation, hereinafter referred to as
"Santa Ana"
and
the City
of Newport Beach hereinafter
referred to
as

W I T N E S S E T H
WHEREAS, Santa Ana and Newport Beach have previously
agreed in principle to participate with other cities within
Orange County and with various County of Orange agencies to
establish an Orange County Consolidated Record System; and
WHEREAS, in order to provide essentially timely, expeditious,
and continually available support to the Orange County Con-
solidated Record System members and interface with other
law enforcement agencies in the area of police information
document, storage and retrieval, a Coordinator's Office
will be established and will be located within the Santa Ana
Police Department building; and
WHEREAS, this agreement will become operative only if and
when the United States Department of Justice Law Enforcement
Assistance Administration provides funds in the sum of $250.000
and a State grant of $13,890 of matching funds for the first
year of operation for said program.

WHEREAS, the application for California Council on Criminal
Justice funds which was the subject of CCCJ Grant Appli-
cation attached herein and marked Attachment "A" and incor-
porated herein and made a part hereof by this reference as
though fully set forth.
NOW,THEREFORE, in consideration of the mutual terms,
conditions and premises expressed above.and hereinafter set
forth, the parties hereto agree as follows:
I
The Director of Finance for the City of Santa Ana as
financial officer shall immediately establish a special trust
fund I &signated for the Orange County Consolidated Record
System containing deposits from participating cities and
agencies in this system.
Upon award and receipt of said grant, $250,000 of a
Federal grant and $13,890 of a State grant, trust fund II shall
be established. The participants shall be required to equal
the State grant of $13,890 matching funds into trust fund I.
All moneys shall be disbursed in a manner consistent with
the grant conditions. He shall also provide and maintain a
separate accountability for said fund during the life of the
project.

The Santa Ana Chief of Police, as Project Director shall
order and provide project direction and make appropriate
payments on behalf of Newport Beach for services provided

on aforesaid grant that are required in establishing the
Coordinator's Office.

agrees to deposit with Financial
Officer $538.93 within 90 days after execution of this
agreement as its share of the Orange County Consolidated Record
System.
IV
Each participating city and agency will contribute a pro-
rata share of the $13,890 fund to be provided by the parti-
cipants. The shares may be readjusted as the number of par-
ticipants varies. Said funds shall be returned within 90
days after notification to Project Director that the grant
has not been awarded.

Newport Beach agrees to fulfill all duties as
specified in said application incorporated by reference herein:

The Project Director and Financial Officer.shall receive
and disburse project funds through the above two trust accounts
in accordance with all legal requirements for the accounting
of funds under the Omnibus Crime Control and Safe Streets Act
of 1968 and any amendments thereof.
VII
'Phe Project Director shall direct the Financial Officer
to reimburse Newport Beach

As you will note from the attached correspondence, the Law
Enforcement As *istance Administration has inceeased the...amount
Of money available to the County for a feasibility .stuQy on
a Consolidated Regional Records Storage and Retrieval System.
We now;.have $250,000 set aside for this study.
In order to participate the City of Newport Beach must pro-.
vide a hard cash match of $538.93. This is an increase of
$102.00 over the figure originally contemplated in our budget.
I would recommend an approval and would also recommend that
the agreement be presented to the City Council for signing
and forwarding.
You may note "that the contribution of Newport Beach is predi-
cated on a 1971 population figure which probably is of advan-
tage to the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE EXECUTION OF
AN AGREEMENT BETWEEN THE CITY OF NEWPORT BEACH
AND THE CITY OF SANTA ANA TO PROVIDE FOR
PARTICIPATION IN ESTABLISHING AN ORANGE COUNTY
CONSOLIDATED RECORDS SYSTEM
WHEREAS, there has been presented to the City Council
of the City of Newport Beach a certain agreement between the
City of Newport Beach and the City of Santa Ana to provide for
the participation of the City of Newport Beach in a regional
grant from the Law Enforcement Assistance Administration
relative to a centralized records storage and retrieval system;
and
WHEREAS, the City Council has considered the terms
and conditions of said agreement and found them to be fair and
equitable, and in the best interests of the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Newport Beach that said agreement above described
is approved, and the Mayor and City Clerk are hereby authorized and
directed to execute the same on behalf of the City of Newport
Beach.
