Santa Ana and Newport Beach have previously entered into an informal 6 agreement, about November 1970, under the terms of which the parties 7 agreed to participate with other cities within Orange County and with 8 various County of Orange agencies to form a Narcotics Task Force. 91i B. In order to provide essential timely, expeditious, and continually available support to the Task Force members and interface with other law enforcement agencies in the area of narcotic oriented intelligence E collection, analyzation and distribution, a Narcotic Index Office g� `='s C!ry,pF has been established and will be located within the Santa Ana Police NEWPo- ?T-0P�1 , 74 9 14 Department Building. C. This contract will become operative, if and when the U. S. Department 16 of Justice Law Enforcement Assistance Administration agrees to fund 17 said program. 18 D. The application for U. S. Department of Justice Law Enforcement 19 Assistance Grant Action Funds which was the subject of Santa Ana 20 '• City Council Resolution #73 -38 dated April 16, 1973 is hereby 21 incorporated by reference as part of this contract. 22 NOW, THEREFORE, in consideration of the benefits to.be derived from 23 I establishment of the above referred to Narcotic Index Office, by each 24 I party, the parties hereto agree, as follows: A. The Director of Finance for the City of Santa Ana, as Financial Officer, shall upon award of a Grant resulting from said l '9 off% �i5' application, simultaneously establish a special trust fund designated for Narcotics Task Force Hard Cash Matching Funds. w• 11 2 3 4 5 6 7 1.1 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Said trust fund shall be in the amount of Five Thousand Three Hundred Thirty Three Dollars ($5,333.00) and shall be disbursed in a manner consistent with the grant conditions. He shall also establish a special trust fund to provide the required accountability for the project. B. Santa Ana Chief of Police, as Project Director shall order and provide project direction and make payment on behalf of Newport Beach for services.provided on aforesaid grant that are required in establishing the Narcotic Index Office. C. Newport Beach agrees to deposit with Santa Ana Two Hundred Seven Dollars and Ninety Nine Cents ($207.9) within 90 days, to be Newport Beach's, pro -rata share of the Narcotics Task Force Hard Cash Matching Funds. The above funds to be immediately returned to Newport Beach if said grant is not awarded. D. Newport Beach agrees to fulfill all duties as specified and incorporated by reference application. E. The Project Director and Financial Officer shall receive and disburse project funds through the above two trust accounts in accordance with legal requirements for the accounting of funds under the Omnibus Crime Control Act and Safe Streets Act of 1968 and any amendments thereof. F. The Project Director shall direct the Financial Officer to reimburse Newport Beach for any portion of its contribution remaining unexpended at the completion of the project. The Task Force includes all 23 Municipal &..County Law Enforcement Agencies, D.A., State B.N.E., Drug Enforcement Administration, O.C. Harbor Patrol, O.C. Airport Security & the O.C.'Probation Department. The Coordinator's Office provides essential. timely,,espeditious & continuall.. .available support to the Task Force members & interfaces with other law enforcement agencies in the area of narcotic oriented intelligence collection, analyzation & distribution. The.office also handles procurement & utilization of up -to -date har ware, planning for system improvement, personnel training & measurement of the ,effectiveness. Data obtained, where applicable, is placed into the DALE computer t system & retrievals possible by specified members of the Task Force. The immediate goals of the project are: 1) Reduce the trafficking and avail ability or illegal narcotics & restricted dangerous drugs; 2) Develop an operatio al Narcotics Intelligence Network in conjunction with DALE; 3) Increase the qualit: of arrests & improve arrests /conviction ratio; 4) Increase coordination & cooper- ation within the individual agencies; 5) Cooperate with health care delivery ser- vices in the area of drug abusa_ prevention & treatment resources; 6) Participate i. a comprehensive uniform narcotic enforcement training program; 7) Impact on crimes related to the sale & use of narcotics & restricted dangerous drugs; 8) Determine the precipitating causes leading to the initial contact & subsequent arrest f3i the violator; 9) Collection of baseline data related to these goals. James Glavas Newport Beach Police Department 425 East 32nd Street Newport Beach, CA 92660 Dear Chief Glavas: As the Project Director of the Orange County Narcotic Index, a formal agreement outlining responsibilities between the City of Santa Ana and your City is enclosed for councilmanic action. In the interim to. receiving notification of formal acceptance, a written statement of intent to continue your participation in this project is requested so as to assist in operational planning. On the informational note, the Orange County Narcotic Index was initially funded on June 4, 1973, with second year funding tentatively scheduled to begin on September 4, 1974. A brief summary of past operational accomplishments during the initial grant period is as follows: 1. Forty -four narcotic operations were funded for a total outlay of $46,000. Of this, 31 operations have been completed, resulting in 525 suspects being apprehended. 2. Approximately 2,200 individuals have been indexed, who were arrested for "sales" or "possession for sales" of narcotics. 3. Five vehicles have been available for surveillance, along with related investigative equipment to all departments. 4. One hundred and fifty -five telephone inquiries referencing subjects and four special studies involving link analysis were completed. 5. Six training seminars pertaining to the collection of information by patrol officers were conducted at various police departments. Darryl Youle SUBJECT: Orange County Narcotics Index July 15, 1974 The Orange County Narcotics Index has been very valuable to the Narcotics Section of Newport Beach Police Depart- ment. It has aided us in becoming more aware of the wholesalers of illicit drugs and in knowing the position of the suspects in the trafficking of narcotics. We have on occasion started to "work" a suspect as a trafficker and found out that that person was already being "worked" by another department. The index was able to give us that information which resulted in a more efficient operation. The Orange County Narcotics Index also is a great assist- ance in following up cases through Superior Court. The District Attorney's Office has assigned two attorneys to the Index. These attorneys follow the case of major vio- lators from its inception all the way through the conviction and sentencing of the suspects. This affords greater con- tinuity because of the special interest of the attorneys. During the last year the Orange County Narcotics Index has given a seminar to the patrol sergeants of our police de- partment. This seminar was given on the subject of street informants regarding all crimes, not just narcotics. It is hoped that during the next year the seminar will be given again,.to the patrolmen. Myself and Officer Di Santo have attended the seminar and found it very helpful. Mr. Dan Bush and myself have started the preliminary work for an operation which would start in September. Mr. Bush is with the Narcotics Index and will supply with an operator if needed and the monies to operate a program that you and I discussed as recently as three weeks ago. The monies used in that program alone would more than surpass the amount that the City has to match in the funds. Although the Orange County Narcotics Index has been in existence all the time that I have been in narcotics, I r 0 feel that in the future it will become even more in- valuable than it has in the past for us. I have also discussed the Narcotics Index with Leo Konkel and he agrees wholeheartedly that we should continue with the Narcotics Index. We will forward a copy to our Police Department. :rhos I.agioe, city Cleric LL:swk once cc: Police Department RESOLUTION NO. 8 33r AUG 1% 1914 By the CITY COUNCIL A RESOLUTION OF THE CITY COUNCIL OF THE CITY rATY o T BEACH OF NEWPORT BEACH AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE CITY OF NEWPORT BEACH AND THE CITY OF SANTA ANA FOR ADDITIONAL LEAA FEDERAL GRANT FUNDING IN CONNECTION WITH THE ORANGE COUNTY NARCOTIC TASK FORCE WHEREAS, there has been presented to the City Council of the City of Newport Beach a certain contract between the City of Newport Beach and the City of Santa Ana, wherein the City of Santa Ana is named as the sponsoring city to receive and disburse certain additional Federal grant funds offered to the Orange County Narcotic Task Force by the Law Enforcement Assistance Administration (LEAA) to establish a Narcotic Index Office; and WHEREAS, in order to receive said Federal grant monies, the cities of Orange County, all of whom are members of the Narcotic Task Force, must agree to contribute.certain matching funds based on population; and WHEREAS, the City of Newport Beach's population per- centage share would be the sum of $207.99; and WHEREAS, the City Council believes that it would be in the best interests of the citizens of the City of Newport Beach to agree to share in the matching funds in order to receive said Federal grant which will continue to aid in the investiga- tion, apprehension and conviction of major narcotics violators; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby agrees to contribute $207.99 as its share of the matching funds to the LEAA grant to the Orange County Narcotic Task Force. BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized and directed to execute the contract between the City of Newport Beach and the City of Santa Ana to continue participation in the LEAA Federal Grant to the Orange County Narcotic Task Force.
