At your request, I am submitting this proposal for the appraisal of the
above referenced property. The purpose of this assignment is to estimate a
fair market value range of this site, as of current date .
At your instruction, the appraisal report will be submitted in letter form.
All market data, factual data, reasoning, computations, descriptions, analyses,
photographs, and discussions, from which, in part, the valuation conclusion
was derived, will be retained in my files, and will be available upon request.
My fee for this assignment, will range from $1,250 to $1,750, but will in no
event, exceed $1,750. This letter report will be submitted within 60 - 90
days, from the authorization to proceed.
This appraisal assignment will be predicated upon the following assumptions:
1) That the parcel size would be computed by the City of Newport
Beach.
2) That all engineering analysis, and cost estimates would be
provided by the City of Newport Beach.
3) That a current title policy would be available for review. If
said policy is not available, this property will be appraised
as though unencumbered by easements, or other conditions of
title.
4) That the interest to be appraised is fee simple estate.

That this valuation wall be exclusive of subsurface rights, if
any.

7) That the value of any improvements will be disregarded.
8) The submission ofthis report constitutes completion of the
services authorized. It is assumed that customary compensation
will be provided for any subsequent depositions, conferences,
additional preparation, or testimony.

that Council appropriate funds for secretarial ser-
vices and also protested a statement to the press
regarding the litter problem by a member of the
Police Department.

Park: J.. Lester Steffenson, as Chairman, and William
Blurock, as a member, of the Bicentennial Citizens
Advisory Committee; Gwen Martinez, Chairperson for
the Newport Beach Bicentennial Youth Committee;
Georgia Spooner, representing the Harbor View Bills
and the Newport Beach Garden Clubs; and Evelyn Hart,
Parks, Beaches and Recreation Commissioner.
The following people addressed the Council and opposed
the development of the park: Ken Beshore, Pastor of
the First Baptist Church, also questioned the terms
of the Church's lease; and John Spencer.
