HomeMy WebLinkAboutPA2021-035_12132021_CCRC_Public Notice NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Monday, December 13, 2021, at 6:00 p.m. or soon thereafter as the matter shall be heard, a public hearing will be conducted in the Council Chambers at 100 Civic Center Drive, Newport Beach. The City Council Ad Hoc Redistricting Committee will discuss the following: PURPOSE OF THE MEETING: Pursuant to California Elections Code Section 21620 (Elections Code), the recent Fair Maps Act of 2020 (AB 849), and City Charter Section 1005, the Committee is tasked with studying the results of Census 2020 pertaining to population growth within the City to ensure that each of the seven City Council districts are balanced in population. The Elections Code allows the Committee and the City Council to consider the following four factors: (1) topography; (2) geography; (3) cohesiveness, contiguity, integrity, and compactness of territory; and (4) communities of interest. At this meeting, the Committee will consider several different mapping options presented by Staff, as well as the suggestions submitted by the public. The action to modify the boundaries of the seven City Council districts is not subject to the California Environmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Additionally, the action would also be categorically exempt from pursuant to Section 15320 (Changes in the Organization of Local Agencies) of the State CEQA (California Environmental Quality Act) Guidelines. The agenda and accompanying documents will be available by end of business day on the Thursday preceding the public hearing, and may be reviewed at the Community Development Department Permit Center (Bay C-1st Floor), at 100 Civic Center Drive, Newport Beach, CA 92660 or at the City of Newport Beach website at https://www.newportbeachca.gov/redistricting. All mail or written communications (including email) from the public, residents, or applicants regarding an agenda item must be submitted by 4:00 p.m. on the business day immediately prior to the meeting. This allows time for the committee to adequately consider the submitted correspondence.
