LCP Amendment No. LCP-5-NPB-20-0025-1, Part C was submitted pursuant to City Council Resolution No. 2020-24. Part C of the amendment constitutes a major amendment to the IP portion of the certified LCP as it was designed to bring the City’s accessory dwelling unit (ADU) ordinance into conformity with the current State ADU laws and to include junior accessory dwelling unit (JADU) uses in residential zones as well as ADU uses. On December 15, 2021, the Commission approved the amendment with suggested modifications. On March 8, 2022, the Newport Beach City Council approved the LCP amendment with all the Commission’s suggested modifications. The Executive Director reviewed the County’s March 8, 2022 action, and determined that it is legally adequate to meet all of the Commission’s conditional certification requirements. The Executive Director’s reported this determination to the Coastal Commission at the Commission’s May meeting on May 11, 2022, where the Commission unanimously concurred with the Executive Director’s determination. Thus, pursuant to the Commission’s May 11, 2022 action, certification of the City of Newport Beach LCP Amendment No. LCP-5-NPB-20-0025-1, Part C is complete.
