SUBJECT: TRAFFIC SIGNAL AND SAFETY LIGHTING AT BIRCH STREET
AND QUAIL STREET (C -2070)
RECOMMENDATION:
1. Approve the Plans and Specifications.
2. Authorize the City Clerk to advertise for bids to
be opened at 2:00 p.m. on December 18, 1979.
DISCUSSION:
This project provides for the installation of traffic signal
and safety lighting facilities at the intersection of Birch and
Quail Streets. The 1977 -1978 Traffic Signal Priority Program
approved by the City Council on November 28, 1977 included this
project and tentatively provided for its construction in the 1979-
1980 fiscal year.
During the interim, in 1978, staff applied for Federal Funding
under the Safer Off System Roadways Program (SOS) to help fund this
project. However, sufficient funds were not available in Orange
County at the time of application and the project could not be in-
cluded. Recent inquiries indicate that no new SOS monies have been
made available and that there is little likelihood that any will be
available within the forseeable future.
In view of this, it is recommended that the City proceed as
originally planned, using Gas Tax funds currently available in the
budget, Account No. 19 -5678 -205. The estimated cost of the project
is $51,000.00.
The plans were prepared by Herman Kimmel and Associates. The
estimated date of completion is May 14, 1980.
