SUBJECT: COAST HIGHWAY - -UPPER NEWPORT BAY BRIDGE PROJECT RECOMMENDATION: Adopt a resolution authorizing the Mayor and the City Clerk to exe- cute a Supplemental Cooperative Agreement with the State of California Department of Transportation (CALTRANS) to provide for the extension of the fourth westbound lane from the easterly bridge abutment to Bayside Drive. DISCUSSION: On February 23, 1981, the Council authorized the staff to negotiate a change order and supplemental agreement with CalTrans to extend the fourth westbound lane on Coast Highway from the easterly bridge abutment to Bayside Drive. A copy of the February 23 Council memo describing the project is attached. Plans have been prepared for the lane extension. The cost estimate for the construction work including administration and construction engineering is $127,000 A supplemental agreement providing for a change order to the CalTrans bridge project has been prepared and reviewed by CalTrans. The agreement re- quires the City to prepare plans for the change, pay the costs involved, and acquire the necessary right -of -way. The City will deposit the estimated cost of the work ($127,000) with CalTrans as soon as the agreement has been executed by both parties. The full project costs are estimated to be as follows: Change Order with CalTrans $127,000 Engineering 13,000 Utilities Relocation 15,000 Total $155,000 The Irvine Company has advanced $90,000 to the Circulation and Trans- portation Fund for the lane extension. They are processing the request for the remaining $65,000. It should be received within a week. The current balance in the Circulation and Transportation Fund is $209,920. A budget amendment to appropriate $155,000 for the extension of the fourth lane on Coast Highway is being processed under a separate item in the agenda. 0 0 April 13, 1981 Subject: Coast Highway - -Upper Newport Bay Bridge Project Page 2 It is the Public Works Department's opinion that the extension of the fourth lane to Bayside Drive will improve traffic flow and help make this critical link in our circulation system serve the long -term traffic needs of the City. F -11 TO: CITY COUNCIL FROM: Public Works Department SUBJECT: COAST HIGHWAY -UPPER NEWPORT BAY BRIDGE PROJECT RECOMMENDATION: Authorize staff to negotiate a change order and supplemental coopera- tive agreement with CalTrans to extend the fourth westbound lane from the easterly bridge abutment to Bayside Drive. DISCUSSION: The current CalTrans bridge construction project provides for 4 west- bound lanes on Coast Highway from Dover Drive to the easterly bridge abutment and for 3 westbound lanes from the bridge to Bayside Drive. The configuration is shown on the attached sketch. Traffic studies recently performed in con- nection with General Plan Amendment 80 -3 indicate that the projected I.C.U. at Coast Highway and Bayside Drive will exceed 0.9000 if there are only three westbound lanes at this intersection. Even under the existing General Plan, it would only take a 9% increase in westbound traffic to bring the I.C.U. up to 0.9000 in 1986. A letter from The Irvine Co. has been received (copy attached), which asks the City to request CalTrans to extend the fourth westbound lane on Coast Highway from the easterly bridge abutment to Bayside Drive. The company sug- gests that this improvement be funded from the Circulation and Transportation Fund and agrees to contribute to the Circulation and Transportation Fund for the Corporate Plaza Development ($54,000) and the MacArthur Place Development at Campus Drive and MacArthur Boulevard ($138,075). The company also agrees to provide any additional right -of -way needed. The proposed work would have the fourth lane extended from the bridge to Bayside Drive (about 750 feet) through a change order to the CalTrans proj- ect. The work could be accomplished through this process with little or no added inconvenience to the public, and at minimum expense (approximately $80,000 to $100,000). If the lane is added in four or five years, it means that $30- 40,000 (in today's dollars) worth of improvements would be removed and the public would suffer the inconvenience of another major construction project adjacent to the new bridge. CalTrans has indicated that they would allow the would take the responsibility for any added costs, provide rights -of -way, prepare plans for the change, and execute a operative agreement to cover these items. If the recommendation is approved, the supplement to the cooperative agreement and the corresponding budget amendment will be brought back for final Council action.at a subsequent meeting. It is the Public Works Department's opinion that even without GPA 80 -3, the extension of the fourth lane to Bayside Drive will improve traffic flow and help make this critical link in our circulation system serve the long -term traf- fic needs of the City. Box I Newport Beach, California 92663 (714) 644 -3011 February 17, 1981 Mr. Ben Nolan Director of Public Works City of Newport Beach 3300 Newport Blvd. Newport Beach, CA 9266C Subject: Pacific Coast Highway Improvements Dear Mr. Nolan: 0 It has recently come to my attention that the westernly approach to the current Caltrans Coast Highway Bridge widening project, between Bayside Drive and Dover Drive (Upper Bay Bridge) will not fully accommodate future anticipated traffic needs. The current plans provide for three westbound through lanes at Bayside Drive and transition to four westbound through lanes beginning adjacent to the Orange County Sanitation District Pumping Station. However, recent traffic studies completed in conjunction with the proposed General Plan Amendment 80 -3 have identified the need to provide four westbound travel lanes beginning at the Bayside Drive intersection and continuing to Dover to adequately move traffic through the Bayside Drive intersection and facilitate right -turn desires at Dover Drive. Only three lanes eastbound are required. Based upon recent discussions with representatives of Caltrans and City staff, it appears that a contract change order could be initiated to incorporate design modifications and provide a full fourth lane westerly from Bayside Dr. at this time. Such a change would avoid the cost of removing and reconstructing new improvements in a few years including the associated waste of funds and public inconvenience. The Irvine Company fully supports incorporating the additional improvements in the current Caltrans project if at all feasible. To facilitate this objective, we offer to cooperate with the City, including provision of the additional rights - of -way for the roadway improvement. This matter has been discussed with represen- tatives of this leaseholder, DeAnza Property, who are presently reviewing the proposal and must also agree to any additional R /0. RECITALS 1. Cooperative Agreement No. 3337 covering the improvements of Dover Drive from Coast Highway to Cliff Drive, the modification of that portion of Coast Highway west of Dover Drive, and extension of a right -turn lane onto the new bridge was entered into on October 21, 1977; and 2. Supplemental Cooperative Agreement No. 3337 -S -1 covering the relocation and installation of an additional CITY waterline in the new bridge deck was entered into on September 6, 1979; and 3. STATE's BRIDGE REPLACEMENT currently provides for 4 westbound lanes on Coast Highway between the easterly bridge abutment and Dover Drive; and 4. Recent traffic projections and studies prepared by CITY indicate that 4 westbound lanes will be needed on Coast Highway between Bayside Drive and Dover Drive in 4 to 5 years; and 5. CITY has determined that it is in the best interests of the public to provide for an extension of the fourth westbound lane to Bayside Drive through a change order to the STATE's BRIDGE REPLACEMENT project rather than at a later date when newly con- structed improvements would need to be removed, costs will be higher due to inflation, and the motoring public would be incon- venienced by a separate constNuction project; and 6. CITY has requested STATE to issue a change order to BRIDGE REPS.ACEMM PROJECT to extend the fourth westbound lane (right- -2- turn lane) from the easterly bridge abutment to Bayside Drive herein after referred to as EXTENSION; and T. STATE is willing to include EXTENSION in STATE's contract for BRIDGE REPLACEMENT: 8. In consideration of the premises and mutual benefits herein contained, it is mutually agreed by and between the parties hereto to amend Cooperative Agreement No. 3337 and Cooperative Agreement No. 3337 -5 -1 as follows: SECTION I 1. That paragraph 2 of page 1 of Agreement No. 3337 be revised to read as follows: CITY desires STATE to include as part of STATE's project, the improvement of Dover Drive from Coast Highway to Cliff Drive, modification of that portion of Coast Highway west of Dover Drive, the extension of a right -turn lane onto the new bridge, the ex- tension of the fourth westbound lane from bridge to Bayside Drive, the relocation of the existing 24 -inch waterline and the construction of one new 24 -inch waterline in the new bridge structure hereinafter referred #.r: as IMPROVEMENT; and 2. That Exhibit "3" be added to Exhibit "1" of Agreement No. 3337 -S -1; and SECTION II 1. That paragraph 1, Section 1, Agreement No- 3337 be revised as follows: To prepare 64 cause to be prepared plans, specifications and estimate required to construct said IMPROVEMENT, except the -3- waterline and EXTENSION, said plans and specifications to be in accordance with STATE standards for geometric and structural sections; and to submit said plans and specifications to CITY for approval prior to advertising the project for construction of aforesaid BRIDGE REPLACEMENT. 2. That the following paragraph be added as paragraph 4, Section 1 of Agreement No. 3337: To issue the necessary change order to include construction of EXTENSION -in STATE's contract for CONSTRUCTION OF BRIDGE REPLACEMENT. SECTION III That the following paragraphs be added to Section II of Agreement No - 3337= T. To prepare or cause to be prepared in accordance with STATE standards, plans, specifications and estimate required to construct EXTENSION. 8. To donate any added rights -of -way, both temporary and permanent, needed to construct EXTENSION in full conformance with all applicable State and Federal requirements. 9. To deposit with STATE within 30 days of receipt of billing for EXTENSION the amount One- Hundred Twenty Seven Thousand Dollars ($127,000), which is the estimated total amount as detailed on Exhibit 1140, attached hereto any be the reference made a part of this Agreement. -4- SECTION IV 1. That the following paragraph be added as paragraph 12, Section III of Agreement No. 3337: The actual cost to City of EXTENSION shall be computed on a basis of contract unit prices, actual quantities of items and re- negotiated prices as provided for in STATE's "Standard Specifications Section 4 -103 Changes," to which shall be added a flat 14% of construction costs for construction engineering, overhead and ad- ministration cost. 2. That all other terms and conditions of Cooperative Agreement No. 3337 and Supplemental Agreement No. 3337 -S -1 shall remain in full force and effect.
