A meeting of the Newport Bay Technical Committee was held on
September 21st to offer comments on the Scope of Work for
San Diego Creek Flood Control Improvements and Sedimentation
Control. The following were in attendance:

John Wolter
The Scope of :cork was reviewed as it pertained to the sedimen-
tation control aspects, and a number of comments were offered.
Several of those present indicated an urgency to be able to
proceed as soon as possible with the construction of additional
in- channel sedimentation control facilities.
Ken Smith indicated that because of many factors that need to
be considered, the configuration and location of in- channel
sedimentation control facilities above the San Diego Freeway
would need to be included in Phase II of the Project Report.
However, there were fewer complicating factors below the San
Diego Freeway, and the configuration of a sedimentation
control facility for this reach could be developed in Phase I
of the Project Report.
If agreement can be reached on the location and configuration
of additional sedimentation control facilities by the next
Executive Committee meeting scheduled for February of 1985,
it would be possible to award a construction contract next
summer. Ken Smith indicated that the Flood Control District
might be able to fund the preparation of the plans and contract
documents prior to July 1, 1985 in order to expedite the
project.

ITEM NO.
Adopt a resolution authorizing the City Manager to retain
Donald C. Simpson, Consulting Civil Engineer, for manage-
ment and engineering consulting services in connection with
the City's 208 water quality planning program.
DISCUSSION:
The City's 208 water quality planning program entails the need for
substantial work in program management; engineering review; and coordination
between the Cities of Newport Beach and Irvine, SCAG, the County, Boyle
Engineering, and other agencies and individuals.
In order to most efficiently perform these tasks, it is recommended
that Donald C. Simpson, Consulting Civil Engineer, be retained. Mr. Simpson
is familiar with the physical setting of the 208 program, and with the various
parties involved. The scope of services to be performed is listed below.
These services will be required for a period of approximately two years.
Coordinate efforts among various parties involved in the
208 Program including:
Boyle Engineering Corporation
City of Irvine
City of Newport Beach
Supervisor Riley's Committee
SCAG
2. Act as liaison between the Cities of Newport Beach and Irvine,
and various public and private agencies involved.
3. Process monthly progress payments requested by Boyle.
4. Represent the Cities at the following meetings:
Progress meetings with SCAG
Supervisor Riley's Committee
State Oversight Committee
Local Advisory Committee
Technical Review Committee

5. If requested, recommend membership for the Technical Committee.
6. Monitor and direct progress of Boyle Engineering Corporation
on the Sedimentation Control Plan.
7. Review work prepared by Boyle Engineering Corporation and make
appropriate recommendations to the Cities regarding acceptability
of the products. Materials to be reviewed will include:
A. Early Action and Interim Plan
B. Sedimentation Analysis to. include:
Hydrologic Analysis
Geomorphologic Analysis
Sediment Source Analysis
Sediment Delivery Analysis
Newport Bay Sediment Transport Deposition and
Scour Analysis
General Audience Report
C. Comprehensive Stormflow Sedimentation Control
Plan to include:
Development of Alternatives
Performance Analysis of Alternatives
Cost of Analysis of Alternatives
Institutional /Financial Analysis of Alternatives
Environmental Analysis of Alternatives
Technical Review of Analysis of Alternatives
Draft Report of Analysis of Alternatives
Recommend Plan
Environmental Documentation
8. Conduct public participation programs including public
workshops and meetings of a standing advisory committee.
9. Aid in obtaining agency approvals necessary for desiltation
facilities.
Compensation will be at the hourly rate of $50, with a specified
total of $15,000 not to be exceeded without further authorization. The cost
will be funded by a new appropriation from unappropriated surplus. A budget
amendment has been prepared for Council consideration. The City of Irvine will

THIS AGREEMENT is made and entered into this / day
of �� -? L! 1 9 198jf, by and between the CITY OF NEWPORT
BEN CH, a municipal corporation, hereinafter referred to as
"City," and DONALD C. SIMPSON, Consulting Civil Engineer,
hereinafter referred to as "Contractor."
WITNESSETH:
WHEREAS, as a part of City's 208 Water Quality Planning
Program, there is a need for substantial work in program manage-
ment, engineering review, and coordination between the Cities of
Newport Beach and Irvine, the Southern California Association of
Governments (SCAG), the County of Orange, Boyle Engineering, and
other agencies and individuals; and
WHEREAS, to most efficiently perform these tasks from
City's position is to retain a consulting engineer to provide
said services; and

I understand that my services would be required for approximately
two years, and that I would report to the City of Newport Beach.
The amount of my time required to complete the above scope of
services cannot be easily determined, therefore I propose that I
be compensated at the rate of $50 per hour with a budget amount
of $15,000. When more is known about the actual time required,
the budget can be revised.

A RESOLUTION OF THE CITY COUNCIL OF NEWPORT
BEACH AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AN AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN THE CITY OF NEWPORT BEACH AND DONALD
C. SIMPSON IN CONNECTION WITH THE 208 STUDY
WHEREAS, there has been presented to the City Council of
the City of Newport Beach a certain Agreement for Professional
S ervices between the City of Newport Beach and DONALD C. SIMPSON
in connection with the 208 Study; and
WHEREAS, the City Council has reviewed the terms and
conditions of said Agreement and finds them to be satisfactory
and that it would be in the best interest of the City to execute
said Agreement,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the Agreement above described is
approved, and the Mayor and City Clerk are hereby authorized and
directed to execute the same on behalf of the City of Newport
Beach.
