CITY OF NgWPORT BEACH
Authorize the Mayor and City Clerk to execute an agreement
with Jean Tandowsky for services as a publicity consultant
for the City Arts Commission 1982 -1983 fiscal year.
BACKGROUND:
The City Arts Commission is charged with encouraging arts and culture
in Newport Beach. To help accomplish this goal the Commission has
employed a publicity consultant to coordinate publicity, news releases,
press conferences, and media coverage for Commission activities. The
consultant has been very successful in obtaining coverage before and
after Commission programs.
The continuity achieved through the publicity consultant is essential
to the continued coverage of arts events in Newport Beach. The Com-
mission urges that the City Council approve this contract for another
year. The service received during the last year has been outstanding
and we look forward to a good working relationship this fiscal year.

THIS AGREEMENT is made and entered into this %/- day

NEWPORT BEACH, a m icipal corporation, hereinafter referred to as "City ",
and JEAN TANDOWSKY, hereinafter referred to as "Consultant ".
W I T N E S S E T H :
WHEREAS, the 1982/83 Newport Beach City Arts Commission functions
will be held between August 1982 and June 1983, and
WHEREAS, Advance publicity is necessary to ensure successful programs,
and
WHEREAS, City desires that Consultant provide all publicity services
in connection with said Arts Commission functions, and
NOW, THEREFORE, in consideration of the foregoing, the parties hereto
agree as follows:
1. Consultant agrees to provide all publicity services in connection
with the 1982/83 Newport Beach City Arts Commission Programs as set forth
in the attached memo labeled as Exhibit "A" and made a part hereof by this
reference.
2. City agrees to pay to Consultant the sum of Fifteen Hundred
Dollars ($1,500) for said services.

subject to the concurrence and approval of the Newport Beach City Council,
the sum of $1,500 for this year's public relations work.
The work will generally consist of coordinating press coverage and
releases, composing news releases, and insuring that they will be
received and published by the various print and broadcast media. We
would also expect assistance with a campaign to increase public awareness
of all Newport Beach City Arts Commission programs including the Arts
Festival. As you know, arrangements for press conferences, meetings
with media representatives, and obtaining reporting of the events leading
up to each event will be important parts of your job.
Your attendance at the Commission meeting each month on the second Thursday
at 8 a.m, to advise us on public relation matters will be of great as-
sistance to the Commission achieving its goals for the 1982/83 year.

The Arts Commission has unanimously voted to recommend that Mrs. Tandowsky
be awarded the contract for the 1982 Arts Festival Public Relations and
Publicity Program. Their consensus was that the appropriate sum for these
services would remain at $1,500 as it was for the 1981 Festival. Attached
is the agreement as drafted by the City Attorney's office.
In discussing the item, the Commissioners mentioned that Mrs. Tandowsky
had done an excellent job with the publicity for the 1981 Festival. Her
knowledge of the festival will be invaluable for this year's program.
Work on the 1982 'Festival is already in the planning stages.

be satisfactory
and that it would be in the best interest of the City to execute
said Agreement,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach that the Agreement above described is
approved, and the Mayor and City Clerk are hereby authorized
and directed to execute the same on behalf of the City of Newport
Beach.

The City Attorney's office has approved the agreement and
has the proposed council resolution. Included with this
memo is the agreement, a copy of a memo to Mrs. Tandowski
and a background memo to the Mayor and City Council for
inclusion on the December 8, City Council Agenda.

SUBJECT: PUBLICITY CONTRACT FOR ARTS COMMISSION
Per the City Manager's request, Arts Commission Chairman Ziglar
and members of the Arts Commission discussed the fee for only
the Arts Festival with Mrs. Tandowsky. Their consensus was that
the appropriate sum for the Arts Festival would be $1,500.00.
Attached is the agreement as drafted by the City Attorney's office.
In discussing this item, Commissioners mentioned that the publicity
for the 1978 Festival was $3,500, in addition to $5,000 for a paid
director. They felt $1,500 was a fair sum for all the work Mrs.
Tandowsky does. Work on the 1980 Festival has already commenced.

In reference to the discussion which has transpired between yourself and
the Chairman of the Newport Beach City Arts Commission and other members,
concerning doing public relations work for the 1980 Newport Beach Arts
Festival, the Commission has unanimously voted to approve -- subject to
the concurrence and approval of the Newport Beach City Council -- the sum
of $1,500.00 to be paid to you for that work.
The work will generally consist of arranging press releases and composing
some of them, and arranging that they are submitted to and published by
the various media, or broadcast or televised on the public service outlets.
We would also expect assistance toward increasing public awareness of the
Newport Beach City Arts Festival and the exhibits and to the artists and
the community in general.
Arranging press conferences and meetings with the media, and obtaining
reporting of the events leading up to the Festival would be part of the
work.
We would hope that you can attend our meetings on the second and fourth
Thursdays at 8:30 a.m. whenever possible to advise us on public relations
matters. We meet at the Council Chambers Conference Room.
This agreement must be approved by the Newport Beach City Council in order
to be effective. We -will advise you as soon as they have acted upon our
request for approval.
