SECURITY SERVICES AGREEMENT
This agreement is made and entered into this
kl day of , 1981, by and between the CITY OF
NEWPORT BEACH, a Municipal Corporation hereinafter designated
as "CITY ", and PACIFIC SHORES SECURITY SERVICES, hereinafter
designated as "PACIFIC ".
WITNESSETH:
WHEREAS, the CITY will conduct the City Arts
Festival on May 15, 16, 17, 1981 at Fashion Island; and
WHEREAS, various artists will be exhibiting
their valuable art pieces at the City Arts Festival; and
WHEREAS, the CITY wishes to provide security
for the valuable art exhibits; and
WHEREAS, PACIFIC has proposed to provide such
security services; and
PROPOSAL.
WHEREAS, CITY wishes to accept PACIFIC'S
NOW, THEREFORE in consideration of the foregoing,
it is here agreed by and between the parties hereto as follows:
1. PACIFIC will provide continuous security
services from 5:00 p.m. Friday, May 15, 1981 to 12 noon Saturday,
May 16, 1981, and from 5:00 p. m. Saturday, May 16, 1981 to 12
noon Sunday, May 17, 1981.
2. PACIFIC will provide one uniformed security
officer per shift. Each and every security officer provided
by PACIFIC will be licensed and bonded. Pacific Shores'
scheduling as per company policy.

3. The security officer(s) will be responsible
for juried art show property only. The security officer(s)
responsibility is to prevent damage to or theft of juried art
show entries. Such officer(s) will be unarmed and will remain
in the tent or directly outside of the tent at all times.
4. The CITY agrees to pay PACIFIC the amount
of eight dollars ($8.00) per hour for a period of thirty -eight
(38) hours of security services.
5. The security officer(s) will check in with
a member of the Newport B-each City Arts Commission prior to
taking charge of the supervision and security of the art each
evening. The officer(s) shall remain on duty until such time
as a member of the Arts Commission arrives the next morning
to assume the supervision.
6. PACIFIC is a licensed security service and
has liability insurance covering its services.
7. PACIFIC agrees to indemnify and hold CITY
free and harmless from all liability for any loss, damage, or
injury resulting from any negligent or willful conduct by
PACIFIC, its agents or employees.
IN WITNESS WHEREOF, the parties hereto have
executed this Services Agreement as of the date and year first
above written.

RECOMMENDATION:
Adopt Resolution No xL=/ authorizing the Mayor and
City Clerk to execute an agreement with Pacific Shores
Security for an amount not to exceed $325, to provide
security guards for the 1981 Juried Art Contest May 15,
16, and 17th, at Fashion Island.
BACKGROUND:
Each year, as the feature event of the City Arts Festival, a juried
art contest is conducted at Fashion Island. In the past the Fashion
Island Merchants Association has had empty stores available to use as
galleries for the art. This year there are no stores available so a
large outdoor tent will be used to house the art instead of an empty
store.
The art entered into the show will be left overnight in the tent.
Although Fashion Island has its own security personnel which patrol
the stores it will be necessary to have one guard remain in the tent
during the evening hours to ensure the safety of the art. The Pacific
Shores Security Service is a licensed and bonded service which provides
security service for Lido Island residents.
Volunteers from the Arts Commission and Friends of the Arts Commission
will supervise during the daytime hours. This combination of day and
evening security will provide 24 hour security for the artwork as has
been provided in the past.
