ISS provides janitorial and related services in 12 Western European countries, the United Kingdom, Brazil, and 24 cities in the United States. BACKGROUND: On December 14, 1981, the City Council passed Resolution No. 11101, giving approval to Contract No. 2311 with the Commercial Maintenance Systems, Santa Ana, CA. This contract provided for contract janitorial maintenance service for the City Hall Complex, including Council Chambers, Planning and Build- ing Departments, and the City Yard Complex. It became effective on 1/4/82, and the current cost to the City is $3,611 /monthly. In response to an increasing level of complaints concerning various aspects of service provided by CMS, earlier this summer I was directed by the City Manager to solicit new bids for a new building maintenance service contract for the"City Hall Complex only. CMS would continue to service the City Yard. _ Complex. _ After contacting many commercial businesses and other agencies regarding their contractors, I eventually received three bids for the new City Hall Complex contract. All of the bids are based on providing janitorial service to the buildings currently in use. They -Ao not include coverage for the new Pro- fessional- Technical Building, as yet. It is understood that once the new building is completed and occupied, the rented space would be vacated and deleted from the contract. Any adjustment in the contract made necessary by the move would then be negotiated. The three bids are as follows: I. BENCO BUILDING SERVICES, INC. $3,057 /monthly 3115 S. ran ve. SERVICE MASTER, INC. ;4,260 /monthly Box Irvine, CA 92714 +'~ page 2 CITY COUNCIL AGENDA ITEM NO. 1 SEPTEMBER 24, 1984 All of the proposed bids were based on the same service criteria and specifi- cations. Benco Building Services is the apparent low bidder, but after con- tacting their references, the response was not very positive. Their service was rated as only fair. Service Master, Inc. was the highest bidder of the three because of additional charges for carpet shampooing and for servicing the Council Chamber after every meeting. Reliable Maintenance was the next to lowest bidder. Their references revealed that they had been servicing some of The Irvine Co. buildings for the last five to six years. Their Serv- ice was rated from very good to excellent. After considering all the factors involved, and digesting the comments re- ceived from their references, I could not recommend awarding the contract to Benco Building Services. I believe it would only be a repetition of our ex- periences with other contractors. Also, the bid from Service Master, Inc. was quite high, and contained too many additional charges. On the other hand, the bid from Reliable Maintenance appears to be reasonable, and their service was rated highly by their references. Therefore, I recommend awarding to Reliable Maintenance, Inc. the contract for building maintenance services for the City Hall Complex. Commercial Mainten- ance Systems would retain the contract for the City Yard Complex. BACKGROUND: On December 14, 1981, the City Council passed Resolution No. 11101 which gave approval to Contract No. 2311. This Contract was with Commercial Maintenance Systems, Santa Ana, CA. It provided for contract janitorial maintenance service for the City Hall complex, Council Chambers, Planning and Building Departments, and the City Yard complex. It became effective January 4, 1982, and has been increased once on April 8, 1983. Current Contract cost is $2,925 /monthly. DISCUSSION: Phase I and II Improvements at the City's Corporation Yard with reference to buildings only, will be virtually completed as of March 1, 1984. In addition to the new Sign and Carpenter Shops, and the Parks Department offices (already occupied and being serviced), ready for occupancy then will be the new Administrative offices and the Equipment Maintenance Shop. Also, two covered storage buildings for equipment. The Administrative building is two story, with offices and restrooms upstairs, and a com- bined shower, locker and restroom downstairs along with a multi - purpose classroom /meeting /lunch room equipped with kitchen facilities. The new Equipment Maintenance Shop building is 16,000 sq. ft., complete with offices, parts room, storage areas, and restrooms with shower and locker facilities. There is also a smaller multi - purpose meeting /lunch room in that building. The new buildings are much larger than the ones they replace, with many more restroom facilities and offices to maintain; as well as more floor area with additional tile, linoleum and carpet surfaces. They will be quite a large addition to the originally contracted restrooms and floor areas. Part of the rate increase is due to increased labor rates for both cus- todial care and window washing service. There are many more windows in the new buildings to keep clean than previously. • ! After a thorough inspection of your facility and giving careful consideration to your cleaning requirements, Commercial Maintenance Systems is pleased to submit it's recommendation for cleaning and general services. Please note that this is a new contract and not an addendum to the one presently on file in your office. It is our understanding that eventually the existing building you are in may be deleted. At that particular time a reduction will be made against Building A. In Building D we will service three (3) offices, one (1) lunch- room and two (2) restrooms. Day management will, in turn, notify you of any relevant information. If the problem is urgent, you will be notified immediately. SERVICE DEPARTMENT Our Service Department switchboard is open 24 hours per day. For any information, special services, or for any emergency, call (714) 546 -3223. PUBLIC RELATIONS PROGRAM In addition to our fine supervisory and janitorial staff, Commercial Maintenance Systems also provides a public relations staff during the day whose main responsibility is to thoroughly inspect facilities during the day time hours to assure that you are satisfied with the service we are providing. This gives us an additional aid in double checking on our supervisors and operations staff in the evening. At any time you request, we will be more than happy to have a thorough walk -thru of the facility with you or any of your staff members. It is also of benefit when there is a day porter on the premises which Commercial Maintenence Systems provides and this enables us to stay in contact with our day personnel and to check on the quality of the buildings. 11 9 SUPERVISION AND INSPECTION PROGRAM Each facility is assigned to a District Manager who is responsible for a given area which may represent anywhere from ten to forty buildings, depending on the total size and distance involved. It is the Operations Manager's responsibility to assure management that every building within the District Manager's area has been personally supervised and reviewed a mimimum of two days per week, with a maximum of five days per week, depending on the type of service and specifications required. Once a week the District Manager will submit an inspection report to management as a result of a thorough walk -thru. The Operations Manager must inspect each facility along with the District Manager, a minimum of two times per month. All facilities have an In -house Supervisor and /or Lead Man who reports directly to the District Manager nightly. Should any problems arise, the District Manager can be paged directly by the Lead Person. Security checks are made on all of our personnel and a complete and current employee and applicant file is maintained. Work in your premises will be performed only by permanently assigned employees or crew during authorized hours. Employees will secure burglar or other required security procedure. All equipment used is OSHA approved. Upon entering a facility, all entrances will be secured unless directed otherwise. No one will be allowed within the facility by any of our employees without express permission from your company. 0 0 u: EMPLOYEE TRAINING PROGRAM PERSONNEL AND TRAINING All Commercial Maintenance Systems personnel are personally interviewed and carefully screened for character and temperament. Only those with a satisfactory work history will be considered for employment. Our personnel will be neatly.dressed while on the premises. Commercial Maintenance Systems believes that employee training is one of the most important ingredients in a high quality and efficient housekeeping program. Commercial Maintenance Systems will undertake an extensive formal training program of all hourly personnel. The training will act as a refresher course for those experienced personnel. It is to be understood that all personnel will receive training prior to being assigned to your account. The training program will be divided into two phases. Phase I will consist of the formal training. Phase II consists of on- the -job training. This phase of the training program emphasizes the definite area of responsibility. This phase will be conducted by the installation team and management training staff. INSTALLATION In order that the housekeeping program can be productive from its inception, considerable work and planning will be done prior to the actual installation. Daily and project work schedules will be written.. Potential employees will be interviewed and the successful applicants will be trained in the basic cleaning routines. BACKGROUND: On December 14, 1981, the City Council passed Resolution No. 11101, which gave approval to Contract No. 2311. This contract was with Commercial Maintenance Systems, Santa Ana, CA. It provided for contract janitorial maintenance service for the City Hall Complex, Council Chambers, Planning and Building Departments, and the City Yard Complex. It became effective January 4, 1982, and this agree- ment is still in effect. There has been no request for an increase in rates prior to this action. DISCUSSION: Phase I & II Improvements at the City's Corporation Yard have now progressed to the point where two of the new buildings are now being occupied. One is being utilized by the Parks Department and the other by the Sign and Carpenter Shops of General Services. Each one of these new buildings has restroom and office facilities. The building formerly occupied by the Parks Department (also con- taining offices and restroom facilities, and demolished prior to the start of construction) had also been maintained by Commercial Maintenance Systems. The new Parks Department building is close enough in size and scope to the old building so that no increase is required for that facility. However, the offices and restroom in the new Carpenter and Sign Shops are an addition to the con- tract, and a rate increase is required for that reason. The re- quested increase is modest, and service will begin after approval by Council. The City of Newport Beach, its officers and employees are hereby declared to be additional insureds in the policy described insofar as they may be held liable for injuries or death to a person or persons, or damage to property occurring in or about the premises, whether or not caused by their sole or contributing negligence. This policy shall be primary and non - contributing with any other insurance available to the City of Newport Beach, and will include a severability of interest clause. 2. If this policy is cancelled or materially altered so as to affect the coverages, at least thirty (30) days' prior written notice by registered mail of such cancellation or alteration will be sent to the City of Newport Beach, in care of the City Manager, 3300 Newport Boulevard, Newport Beach, California 92663." Said policy or policies shall be in a form satis- factory to City and certificates issued by the insuring company shall be submitted to City concurrently with the execution of this agreement. SUMMARY: Reliable Maintenance Inc. has a five -year contract with the Irvine Co., covering approximately 1,500,000 sq. ft. They are considered to be an excellent vendor by the Irvine Co., as well as by the South Coast Plaza Mall, Orange Commerce Center, Imperial Bank, and the University of California, Irvine. Their bid was not only the lowest of the proposals received, but lower than our current contract as well. DISCUSSION: On April 9, 1979, a Building Maintenance contract for five City facilities was awarded to Universal Building Maintenance Co., Santa Ana, CA. On November 26, 1979, because of increased dissatisfaction with the poor service being rendered, this contract was terminated and a new contract was authorized with Western Counties Maintenance Co., Newport Beach. Again there has been an increasing number of complaints and gen- eral dissatisfaction with the level of service being offered by Western Counties Maintenance Co. Corrective measures undertaken by Western Counties in their efforts to remedy the situation have not been success- ful. Recently I directed Staff to investigate alternative Building Maintenance contract services, with the emphasis being placed on a dependable and pro- fessional service at a reasonable cost. Contact was made with several of the surrounding cities, as well as with many of the larger businesses in the area. From these contacts, and other sources, four Contractors were selected as a representative sample. All of them were invited to come in for an interview, look over the properties in question, and submit a pro- posal if they were interested. We received the following proposals. Beyeler, General Services Director ' ; AccRD zs tL %B> RESOLUTION NO. 11101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE CITY OF NEWPORT BEACH AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF NEWPORT BEACH AND COMMERCIAL MAINTENANCE SYSTEMS FOR JANITORIAL SERVICES AT CITY HALL, THE CITY YARD COMPLEX, PLANNING & BUILDING DEPARTMENT AND THE CITY COUNCIL CHAMBERS AND RESCINDING RESOLUTION NO. 9968 WHEREAS, pursuant to the proposals received for work in connection with the janitorial services at City Hall, the City yard complex, the Planning & Building department and the City Council chambers, it appears that the lowest responsible bidder therefor is COMMERCIAL MAINTENANCE SYSTEMS; and WHEREAS, on the 26th day of January, 1981, the City Council adopted Resolution No. 9968 which awarded the janitorial services contract to Western Counties Maintenance Company, Inc.; and WHEREAS, the previous janitorial services contract with Western Counties Maintenance Company, Inc, will expire on December 31, 1981; and WHEREAS, there has been presented to the City Council of the City of Newport Beach proposals.for the contract and the lowest bidder on this project is COMMERCIAL MAINTENANCE SYSTEMS; and WHEREAS, after review of the terms and conditions by the City Council, said proposal is found to be fair and equitable. v NOW, THERFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the proposal from COMMERCIAL MAINTENANCE SYSTEMS in the amount of $2,852.00 PER MONTH be.and hereby is accepted, and that the contract for the described work (Contract No. 2311) be awarded to said bidder, effective January 4, 1982; and BE IT FURTHER RESOLVED that Resolution No. 9968 be and hereby is rescinded, effective December 31, 1981.
