Needs Study
At its regular meeting of July 13, 1982, the Irvine City Council
took the following action regarding the above referenced matter:
1. Authorized the Mayor to sign three agreements between
the City of Irvine and the Cities of Santa Ana, Newport
Beach, and Costa Mesa.
2. Authorized the expenditure of $30,000 from the Transpor-
tation Services Contract Services Budget for the City of
Irvine's share of the subject study.
3. Authorized staff to negotiate a contract with the consultant
team of Basmaciyan - Darnell, Inc. /A1 Hollinden.
We are pleased to provide a fully executed duplicate original of the
above contract for your records.

AGREEMENT FOR FUNDING OF
FOUR CITIES TRANSPORTATION STUDY

THIS AGREEMENT, made and entered into this 28th day of June, 1982,
by and between the City of Newport Beach, a municipal corporation of the
State of California, hereinafter referred to as "Newport Beach" and the
CITY OF IRVINE, a municipal corporation of the State of California,
hereinafter referred to as "Irvine ".
RECITALS
A. WHEREAS, the Inter -City Liaison Committee is a group of local
officials which meets on a regular basis to discuss and resolve issues
of mutual interest, and
B. WHEREAS, the Committee is concerned with the transportation
needs of the area around and including John Wayne Airport and
South Coast Plaza, and
C. WHEREAS, the Committee recognizes an area -wide need for a
comprehensive, cooperative and continuing transportation planning program, and
D. WHEREAS, the above described program should include a study
to identify short -range needs and solutions which are compatible with
both local and regional long -term transportation system strategies, and
E. WHEREAS, the cities of Irvine, Costa Mesa, Santa Ana, and
Newport Beach would benefit by such a study, and
F. WHEREAS, in order to accomplish the above - described study, Irvine
is willing to administer and initially fund consultant services required
for the study so long as "Newport Beach" reimburses and credits Irvine for
appropriate obligations more fully set fourth below.
NOW, THEREFORE, it is agreed by the parties hereto as follows:
1. Irvine will execute separate agreements with the cities of
"Costa Mesa" and "Santa Ana ", which shall affirm their participation in
the study.
2. Upon execution of this Agreement and.the agreements described in
paragraph 1 above, Irvine will, under the purview of a review panel which
has been designated by the Committee, administer request for proposals,
consultant selection, contract execution, and technical review for the
project as described in Exhibit A (the "Project "), incorporated as part
of this agreement.

3. Irvine will negotiate a contract with the consultant which,
in the opinion of the review panel, is best qualified. The Committee
shall have the opportunity to review and approve the contract prior
to award.
4. The estimated cost of the Project is One Hundred Twenty Thousand
Dollars ($120,000) of which Irvine is responsible for $30,000, and
"Newport Beach" is responsible for $30,000. The remaining $60,000
will be funded through separate contracts as described in Paragraph 1
above. Although the foregoing numbers are estimates, they are agreed to
be evidence of the general order of magnitude of financial responsibility
of each of the parties. Notwithstanding the foregoing, it is the intent
of the parties that each is to be responsible for an equal share of the
actual cost of the Project.
5. Irvine will initially fund costs of the Project. Upon completion
of the Project, a final accounting will be made and total Project costs
determined. "Newport Beach" shall then reimburse Irvine for the appropriate
amount within 40 days or less of receipt of the request by Irvine, Upon
receipt by Irvine of the balance due under agreement, Irvine shall release
"Newport Beach" from any and all financial obligations imposed by this
Agreement.

PROJECT DESCRIPTION
BACKGROUND
Transportation needs of the area around and including John Wayne Airport and South
Coast Plaza present an increasing concern to the cities of Irvine, Santa Ana, Costa Mesa
and Newport Beach. Previous studies have been undertaken by these cities to examine
both short -term and long -term circulation requirements, but the studies have dealt with
problems on a localized basis. All of the cities involved have developed similar computer
modeling capabilities but none of the models has the ability to examine, in detail, the
area as a whole.
The Intercity Liaison Committee is a group of local officials which meets on a regular
basis to discuss and resolve issues of mutual interest. The committee recognizes the
need for a comprehensive program (which can be periodically updated) that will identify
short -range needs and solutions (typically 5 years in the future) which are compatible
with both local and regional long -term transportation system strategies.
STUDY AREA BOUNDARIES
The primary area is bounded on the north by Warner Avenue, on the west by the Santa
Ana River, on the south by the San Diego and Corona del Mar Freeways and on the east
by Jamboree Boulevard.
SCOPE OF WORK
The proposed scope of work (Attachment 3) describes the desired objectives and products
of the study. The modification and consolidation of current computer models shall be
designed to accommodate current County MMTS data outside of the area for which
detailed land use data is available.
Of particular concern is the identification and recommendation of appropriate funding
strategies which could be used to implement the needed improvements.
The consultant will be required to submit monthly progress reports and make several
presentations, including a technical presentation covering all aspects of the project.
PROJECT ADMINISTRATION AND BUDGET
This study is to be conducted under the direction of the Inter -City Liaison Committee.
The City of Irvine has agreed to be the lead agency for the proposed study. Separate
two-city agreements will be executed with the other cities involved to provide a
combined maximum budget of $120,000. Technical representatives from the four cities
will form a Technical Review Panel which will assist Irvine on consultant selection,
contract negotiation and study review. The Inter -City Liaison Committee will approve
consultant selection and acceptance of the final report.
TIMING
Time alloted for the completion of the report is six months, with an additional three
months for review and public presentation.

RECOMMENDATION:
Authorize the Mayor and City Clerk to execute the subject agreement.
DISCUSSION:
In February of this year, representatives to the Inter -City Liaison
Committee (ICLC) from Newport Beach, Santa Ana, Irvine and Costa Mesa,
expressed interest in a cooperative traffic study covering an area
surrounding John Wayne Airport and South Coast Plaza. This area
currently experiences considerable congestion during certain hours
of the day and there is potential for a sizeable additional develop-
ment in the near future. Attached is a paper prepared by the
City of Irvine more fully explaining the background of the proposed
study and its present status. Also attached, is a map showing the
study area and the various city boundaries.
This study is designed to identify the highway improvements that
will be needed over the next five years and to examine alternate methods
of financing those improvements. It has been suggested that a uniform
development fee might be charged by all the cities for these improvements
in order to reduce the incentive for developers to locate in a particular
city because of lower fees.
The City of Irvine has offered to administer the contract with the
consultant and the other three cities will each execute an agreement
with Irvine to confirm their participation. The agreement provides
for a one - quarter share of the costs, not to exceed $30,000. Funds
are budgeted in the 1982 -83 Fiscal Year. It is anticipated that
the City of Irvine will authorize execution of the agreement and
award the contract on July 13, 1982.

FIVE -YEAR TRANSPORTATION NEEDS STUDY
Transportation needs of the area around and including John Wayne
Airport and South Coast Plaza continue to be a significant concern
to the Cities of Irvine, Santa Ana, Costa Mesa and Newport Beach.
Previous studies have been undertaken by these Cities to examine
both short -term and long -term circulation requirements, but most
of those studies have dealt primarily with problems within each
City's jurisdictional boundaries. One exception to this genera].
case was the CENTROCCS -Phase I or Main /Sunflower Corridor
Traffic Study which was conducted under the direction of the
Inter -City Liaison Committee (ICLC) in 1979.
This initial effort by the ICLC was successful in identifying
needed area -wide circulation improvements and, more importantly,
in developing a cooperative program for financing these improvements.
Monies needed for implementation of identified roadway improvement
projects were collected by the involved Cities from developers
within their jurisdiction in proportion to the traffic impact
caused by each development. This money was then distributed
among the Cities based-on the cost of the improvements located
within each City. In this way the traffic problem could be
addressed by analyzing the area as a whole rather than in three.
separate Cities. New development was required to mitigate the
traffic impacts it caused regardless of the fact that a development
could be located within one City, while the improvement project
could be located in another.
Because of the continued development pressure in the Airport/
South Coast Plaza area, the ICLC has again identified the need
for a comprehensive program that would identify short -range
circulation needs and solutions compatible with both local and
regional long -term transportation system strategies. To develop
such a program technical representatives of the four Cities
involved have been requested to complete a 5 year Transportation
Needs Study. This study will involve consolidation of existing
planning data of each of the Cities, identification of 5 year
improvement needs, and include a detailed funding analysis which
will insure implementation of the identified improvements. It
will take approximately six months to accomplish and will be
conducted under the direction of the ICLC. The study area
identified for this analysis is shown on the attached Exhibit.
To date, the following actions have occured under the direction
of the ICLC. First, a request for proposals was mailed to 31
consulting firms. Seven firms responded with proposals and four
were selected for an oral interview. Based on the interviews
the consultant team of Basmaciyan- Darnell, Inc. and Al Hollinden
was selected to conduct the study.
The City of Irvine has agreed to be the lead agency for the
proposed study. Separate two -city agreements will be executed
with the other cities involved to provide a combined maximum
budget of $120,000. Technical representatives from the four
Cities will form a Technical Review Panel which will be responsible
for study review. The Inter -City Liaison. Committee will. approve
acceptance of the final report and make appropriate recommendations
to the respective City Councils. The study will commence upon
