SUBJECT: BAYSIDE DRIVE - JASMINE AVENUE PARKING LOT AND METERS (C -2485)
RECOMMENDATION:
A. Direct staff to proceed with complete refurbishing of existing
parking lots from Marguerite to westerly of Larkspur;
or

DISCUSSION:
The current budget includes a project for constructing an additional
one -half block long parking lot on Bayside Drive between Jasmine Avenue and the
alley easterly of Jasmine Avenue. Also included in the project is a complete
refurbishing of the existing one and one -half block long parking lot extending
from the alley easterly of Jasmine Avenue to Marguerite Avenue. The refur-
bishing includes lighting, landscaping, parking meter installation, pavement
reconstruction, and curb construction.
Recently the Coastal Zone Commission denied the permit application for
extension of the parking lot westerly to Jasmine Avenue, but approved the por-
tion of the permit application covering the refurbishing of the existing lot.
During subsequent Council discussion some sentiment has been expressed
for completing the refurbishing of the existing lot; and some sentiment has been
expressed for completely abandoning the project except for needed pavement main-
tenance in the existing lot. The estimated cost of the refurbishing project is
$49,000, and the estimated cost of patching and resurfacing only is $9,000.
Sufficient funds are appropriated for either option.

SUBJECT: BAYSIDE DRIVE- JASMINE AVENUE PARKING LOT AND METERS (C -2485)
RECOMMENDATION:
Approve a conceptual plan and direct staff to complete plans and spe-
cifications for the proposed parking lot improvements.
DISCUSSION:
At its May 12, 1986 meeting, the City Council received correspondence
and heard public comments regarding the construction of additional off - street
parking on a City -owned parcel at Bayside Drive and Jasmine Avenue. The 85 -foot
by 120 -foot parcel is a portion of excess street right of way which has been
planted and paved for a paseo use.
•Also included in the proposed project are the installation of parking
meters and lighting in the proposed lot and in the existing lots located between
Jasmine and Marguerite Avenues. The project is a part of the 1985 -86 Capital
Projects budget. The discussion was continued to the meeting of June 9 so that
staff could prepare conceptual plans for the improvements.
Staff has prepared two alternative conceptual plans, plus typical
cross sections, for the Council's review. The first alternative (attached
Exhibit A) includes (1) constructing a 24 -stall parking lot on the paseo parcel,
(2) constructing a 7- foot -wide landscape planter along Bayside Drive and
Marguerite Avenue to Pacific Coast Highway, (3) revising the parking layout in
the existing lots to align with the new lot and to accommodate the landscape
planter, (4) repaving the existing lots, (5) installing parking meters and low -
intensity, high - pressure sodium lighting at each half block along the Bayside
Drive planters, and (6) providing irrigation system provisions and modifications
such that Parks Department forces can readily install landscape materials upon
the completion of construction.
The effect of first alternative is to increase the net number of off -
street parking stalls by 21, while at the same time increasing the net land-
scaping area of the parcel and the existing lots by approximately 250 square
feet.

Alternative 2 (attached Exhibit B) includes (1) constructing an
18 -stall parking lot on the paseo parcel such that no more than three trees will
have to be removed from the parcel; (2) constructing a retaining wall along the
northerly side of the parcel to permit the parking lot to be shifted away from
Bayside such that the maximum number of trees may be retained, (3) constructing
a 121- foot -wide landscape planter along Bayside Drive to Larkspur Avenue, and a
7- foot -wide planter from Larkspur Avenue to Pacific Coast Highway, (4) revising
the parking layout in the existing lots to accommodate the new planters, (5)
repaving the existing lots, (6) installing parking meters and low- intensity,
high - pressure sodium lighting at each half block along the Bayside Drive plan-
ters, and (7) providing irrigation system provisions and modifications such that
Parks Department forces can readily install landscape materials upon the comple-
tion of construction.
The effect of the second alternative is to increase the net number of
off - street parking stalls by 15, while at the same time saving some of the
existing paseo trees and increasing the net landscaped area of the parcel and
• the existing lots by approximately 1,150 square feet.
The estimated cost of the additional lot is $30,500 for Alternative 1,
and $41,500 for Alternative 2. Refurbishing and improving the existing parking
areas is estimated to cost $49,000.
