F -3(c) FROM: Public Works Department SUBJECT: ENGINEERING SERVICES AGREEMENT FOR THE PREPARATION OF A MARINERS MILE HIGHWAY AND IMPROVEMENT PROGRAM * RECOMMENDATION: Authorize the Mayor and the City Clerk to execute an engineering ser- vices agreement with Berryman & Stephenson, Inc. to prepare a report and preliminary plans for the Mariners Mile Highway and Improvement Program. DISCUSSION: The Ad Hoc Mariners Mile Specific Aea Plan Review Committee is charged with reviewing, among other things, a proposed Coast Highway Improvement and • Implementation Program which also includes a study of Avon Street. The Committee reviewed and approved the attached Request for Proposal (RFP). Staff received two proposals in response to the RFP. After a review of the proposals the staff recommends that Berryman & Stephenson, Inc. (BSI) be retained to perform the work as outlined in their attached Scope of Services. Their fee is a lump sum, fixed fee of $49,250, and they plan to complete the work in five months from the notice to proceed. BSI has broad experience in municipal engineering and will have well qualified individuals specializing in design, traffic and right of way engi- neering assigned to the job. The project manager is a past Public Works Director and is quite familiar with Newport Beach. In general the study includes the following: . 1. Origin /destination study to estimate the percentage of trips on Coast Highway that are related to Mariners Mile origins and designations. f. Avon Street traffic study to determine benefits of and changes in traffic patterns in Newport Heights. The above is a summary of the work to be performed. Please refer to the attached Scope of Services from BSI for a more specific description of the work. • Don Webb City Engineer DW:jd Att. • 0 0 April 1, 1985 0 REQUEST FOR PROPOSAL FOR ENGINEERING SERVICES SUBJECT: MARINERS MILE HIGHWAY AND IMPROVEMENT PROGRAM PURPOSE: The City desires to develop a preliminary engineering plan and imple- mentation program for transportation improvements along and adjacent to Coast Highway between Dover Drive and Newport Boulevard (Mariners Mile), including the proposed extension of Avon Street. BACKGROUND: The City of Newport Beach General Plan -- Circulation Element provides for Coast Highway to be widened by twelve feet on the northerly (inland) side. This will allow for three travel lanes in each direction. The additional twelve feet of right of way needed for the widening is to be either purchased or dedi- cated as a condition of development or redevelopment. Over the last four years the City has been processing an environmental document which primarily focuses on widening Coast Highway between Bayside Drive and MacArthur Boulevard. The environmental document provides for the removal of • parking in most of the Mariners Mile area to allow a restriping of the roadway to add one to two lanes. Businessmen in the Mariners Mile area have expressed concern about the loss of parking and the narrow lane widths required to re- stripe within the existing right of way. This group has asked the City Council to prepare a preliminary plan which will show the effects of the widening and to put together an implemen- tation program which would discuss the alternatives for funding and make recom- mendations for accomplishing the widening within a specified time frame. The general traffic circulation in the area between Rocky Point and Newport Boulevard is to be reviewed and the construction of the Avon Street extension included with the preliminary planning and implementation. Mariners Mile is con- sidered to be a 'Destination Area' and future development should strive to emphasize this designation. kJ J • April 1, 1985 Request for Proposal Page 2 for Engineering Services SCOPE OF WORK: A. Prepare Preliminary Plans 1. Coast Highway • a. Prepare 40 -scale plan for widening between Dover Drive and Newport Boulevard using as a base the City - provided aerial topography flown December 9, 1980, and uncontrolled aerial flown October, 1984. The topography will need to be updated to reflect new construction. The plan shall provide for additional widening at Riverside Avenue to provide for a double left -turn lane for eastbound Coast Highway and a taper in the area westerly of Dover Drive. At Newport Boulevard, recommendations are to be made on geometrics for the right turn from Coast Highway to Old Newport Boulevard. b. The preliminary plan is to include a striping plan to show lane configurations including bike lanes. • c. Right -of -Way Requirements - -Show approximate limits and areas of right -of -way takes, as well as site modifications that might be required. Al d. Estimate parking losses and recommend locations for replacement parking. e. Cost Estimates -- Prepare preliminary cost estimates for the right -of- way acquisition, building modifications, construction of the roadway widening, and parking replacement. 2. Avon Street a. Prepare 40 -scale plans for the construction Riverside Avenue to Santa Ana Avenue. The width in the 40- foot -wide right -of -way area feet in the 60- foot -wide right -of -way area. b. A 10% maximum grade is desired. of Avon Street from curb -to -curb roadway should be 32 feet and 40 c. The roadway should be designed to provide access to as many commer- cial sites as possible. d. The design should consider the use of reinforced earth retaining structures and crib walls. e. The geometrics of the Avon Street -Santa Ana Avenue and the Santa Ana Avenue -Old Newport Boulevard intersection shall be reviewed and a one -way operation for Santa Ana Street considered. • • 5 April 1, 1985 Request for Proposal Page 3 0 for Engineering Services f. Right -of -Way Requirements - -Show approximate limits and areas right - of -way take, as well as site modifications that might be required. g. Cost Estimates -- Prepare preliminary cost estimates for right -of -way acquisition, building modifications (if any), and construction of the roadway. B. Traffic Analysis 1. Review the various studies relating to traffic in Mariners Mile and along Coast Highway. Show a summary of traffic projections for Coast Highway which include projections with and without the San Joaquin Hills Transportation Corridor. 2. Provide a study which will estimate the percentage of trips on Coast Highway that are related to Mariners Mile origins and destinations, both currently and at master plan buildout. Master Plan buildout is to be considered at densities of 0.5 and 1.0 times buildable area. Determine area of benefit for Coast Highway when it is widened between Newport Boulevard and Dover Drive. 3. Determine the area benefitted by the extension of Avon Street. 4. Review traffic patterns through the Newport Heights area and predict how they might change if Avon Street is extended to connect to Santa Ana. 5. Determine appropriate locations for additional traffic signals on Coast Highway between Newport Boulevard and Dover Drive. What effect will new signals have on the capacity of Coast Highway to handle increased traf- fic volumes? 6. Review the need for raised medians in Coast Highway as traffic volumes increase and predict what changes in traffic patterns would occur if medians are installed. 7. Based on the traffic projections for Coast Highway, estimate what changes in speed limits would be recommended if Coast Highway is widened 8. Review the traffic patterns in and around the Post Office and make recommendations on ways to improve the flow. 9. Current land uses and master planned uses. is f s • 7 SCOPE OF SERVICES BSI would provide the following professional engineering services: I. CIVIL AND RIGHT OF WAY ENGINEERING A. Coast Highway, Newport to Dover 1. Prepare preliminary plans, 1 " =40', ink on mylar, with title sheet, including striping plans. Profiles would not be included as the additional cost is not justified for the purpose intended. We propose a double - stacked plan with street widening and striping both shown separately but on the same sheet for the same reach. This will be helpful with the business interests in that they will be able to better see both widening impact and proposed traffic lane configuration as it affects each particular business. Aerial topography flown December 1980 (with l' contours) and October 1984 would be used supplemented with added data to reflect new construction. The plan shall provide for additional widening at Riverside Avenue to provide for a double left -turn lane for eastbound Coast Highway and a taper west of Dover Drive. At Old Newport Boulevard, recommendations will be made. on geometrics for the westbound right turn. 2. Prepare preliminary right of way maps showing ares of right of way takes and required site and building modifications. 3. Prepare preliminary cost estimates for right of way acquisition, building modifications, street construction, and parking replacement. Right of way estimates will not include relocation assistance. ME H C. Avon Street, Santa Ana to Riverside 1. Prepare preliminary plans, 1 " =401, ink on mylar. Profiles with elevations to the nearest 0.2 would be included. Aerial topography flown December 1980 (with l' contours) and October 1984 would be used supplemented with added topography to reflect new construction. The curb width shall be 32' in the 40' right of way area and 40' in the 60' right of way area. A 108 maximum grade is desired and the roadway should be designed to provide access to as many commercial sites as possible. The design should consider the use of reinforced earth retaining structures and crib walls. The geometries of the Avon - Santa Ana intersection and the Santa Ana - Old Newport intersection shall be carefully reviewed. 2. Prepare preliminary right of way maps showing areas of right of way takes and required site and building modifications. 3. Prepare preliminary cost estimates for right of way acquisition, building modifications, street construction, and parking replacement. Right of way estimates will not include relocation assistance. Implementation Program 1. Review funding sources (public, assessment districts, bonds, fee programs, etc.) for .both Coast Highway and Avon Street projects. 2. Prepare an implementation program which will include method of financing, phasing, and time frames for completion of improvements for both projects. -7- II. TRAFFIC ENGINEERING t • A. General i Reviewing the project area and in discussions with City staff, there are concerns voiced by the business people along Mariners Mile. The concerns involve access, parking, traffic congestion, origins /destinations within /outside the area and traffic safety. The following scope of work has been developed to address these issues within the City's intended budget. i• i 1. Research W - q The first order of work will involve the review of the City's General Plan, goals and objectives, Mariners Mile EIR, Avon Street traffic study, traffic volumes (daily and hourly), traffic accidents, and land use designations. The goals, objectives, and policies will be discussed with the City staff to develop consistency ! in the methodology and approach utilized in • this project. 2. Other Agencies Discussions with Caltrans, Orapge County t EMA, OCTC, and others deemed necessary L will be conducted to determine specific criteria that has jointly been developed I with the City of Newport Beach. Important issues include the Coast Highway traffic projections developed from the San Joaquin i Hills Transportation Corridor studies. i._ B. Parking Parking losses and access is an important issue in this project. Existing parking, parking losses, replacement locations, and access patterns will be identified via the following methodology. • 1. Parking lot locations could be in areas where total "take" may be necessary for buildings in street widening. D. Future traffic flow along Mariners Mile will be • quantified in relocation to traffic control and circulation development. 1. Based upon projected traffic generation and safety, appropriate locations for traffic signals on Coast Highway between Dover Drive and Newport Boulevard will be developed. t f0 -9- i� • • 2. At these locations, apply existing intersection turn movement percentages to projected traffic flow. a. Calculate critical movement analyses to • determine required intersection geometry to provide level of service C intersection operating conditions. b. Design intersection geometry. 3. Recommend improvements and calculate Safety Indices to provide: I a. Appropriate future speed limits b. Benefit -cost analysis C. Prioritized listing of improvement recommendations 4. Review, in conjunction with the above, the need and affect that raised medians would have on Coast Highway traffic patterns. • 5. Review the pedestrian and bicycle circulation along Coast Highway, especially in light of sidewalk reduction and summer traffic, and address methods to improve safety. E. Origin /Destination i Origin /destination studies can be handled in many ways depending upon the budget and needed response. The work involved could include distributing preaddressed information cards that would be mailed back to the agencies, to stopping cars to conduct interviews, to recording license plates to obtain addresses of individuals and mailing them questionnaires to complete and return. To generate the most response in the quickest time, the following methodology is proposed: • -10- - • 1. f1 • 12 • 1. The origin /destination study is proposed to be handled through the use of the Police Department and student help in conducting interviews with drivers on Coast Highway. This would involve the police stopping every tenth vehicle and an interview asking the driver questions as to his trip origin, trip destination, residence, and other information. BSI would prepare the forms, supervise the interviews, and analyze the results. 2. A percentage of trips on Coast Highway relating to Mariners Mile origins and destinations will be developed. 3. The area of benefit for the Coast Highway widening will be addressed in the project. F. The Avon Street traffic engineering analysis will be based upon the previous studies conducted and our analysis. 1. The area benefitted by the Avon Street extension will be developed based upon business access, freeway access, and residential development. This includes the change in traffic patterns-in the Newport Heights area as Avon is extended to Santa Ana Street. 2. The scenario of a one -way street system on Santa Ana Street will be addressed. A one - way couplet system will be investigated and recommendations made for geometrics and traffic control. 3. The traffic patterns at the post office will be reviewed for ways to improve the circulation. Associate Civil Engineer JS:jw Att. 0 • L' 0 ENGINEERING SERVICES AGREEMENT 1: MARINERS MILE HIGHWAY AND IMPROVEMENT PROGRAM THIS AGREEMENT is made and entered into this day of JuILAf 1985, by and between the CITY OF NEWPORT BEACH, a municipal corporation, hereinafter referred to as "CITY ", and the firm of BERRYMAN & STEPHENSON, INC., a private corporation, hereinafter referred to as "ENGINEER." W I T N E S S E T H WHEREAS, the City Council of the City of Newport Beach on March 11, 1974, adopted a Master Plan of Streets and Highways, a component of the Circulation Element of the Newport Beach General Plan; and WHEREAS, said plan includes, as an important link, widening and improve- ments to a segment of the Pacific Coast Highway, hereinafter referred to as PCH, with the link of PCH between Dover Drive and Newport Boulevard being known as Mariners Mile, which is designated as a major, six -lane divided road; and WHEREAS, CITY wishes to study the implementation of the subject improve- ment by performing preliminary planning, traffic and engineering studies; and WHEREAS, ENGINEER has submitted to CITY, a proposal (dated May 16, 1985) to perform the aforesaid services; and WHEREAS, CITY desires to accept said proposal; NOW, THEREFORE, in consideration of the foregoing, the parties hereto do agree as follows: I. GENERAL A. CITY shall retain ENGINEER to perform the services hereinafter described in return for the consideration and compensation herein stated. B. ENGINEER agrees to perform said services all in accordance with the terms and conditions hereinafter set forth. C. ENGINEER agrees that all services required hereunder shall be performed under his direct supervision, and all personnel engaged in the work shall be fully qualified and shall be authorized or permitted under State and local law to perform such services. The ENGINEER shall not sublet or transfer any work except as otherwise provided herein. 1of8 0 II. SERVICES TO BE PERFORMED BY ENGINE 0 ENGINEER hereby agrees to perform all work and services as outlined below: A. Use aerial maps provided by CITY as a base. Supplement said maps with data reflecting new r construction. B. Prepare intersection geometrics and make recommendations for a westbound right -turn lane from PCH to old Newport Boulevard and prepare plans showing alternatives. C. Prepare preliminary right -of -way maps showing limits and areas of right -of -way takes and required site and building modifications. D. Estimate parking losses and provide recommendations for replace - ment parking lots. 1. Conduct parking space inventory study from aerials and make field survey to identify all legal parking spaces. Report on number and locations of handicapped, compact car and other special use parking spaces. 2. Determine areas of demand for parking and needs for both existing and proposed developments. . 3. Quantify and report on future parking demands associated with proposed land use intensifications via application of appropriate trip generation rates. 4. Consider replacement parking lot locations in those areas . where the PCH widening may require total "take" of commer- cial buildings. Q� E. The roadway should be designed to provide access to as many commercial sites as possible. 4. Design should consider use of reinforced earth - retaining structures and crib walls where slope retention is required. F. Study and present alternative geometrics of the intersections of Avon Street with Santa Ana Avenue and Santa Ana Avenue with old Newport Boulevard, including the consideration of a one - way operation for Santa Ana Avenue. 1. Present a design for a cul -de -sac operation of Avon Street. In this design the minimum turnaround radius shall be 40 feet. G. Prepare preliminary cost estimates for right -of -way acquisi- tion, building and site modifications, street construction, widening and parking replacement. 1. Provide a detailed summary for right -of -way acquisition and building and site modifications which includes address, business name and /or ownership, a brief description of necessary work and the associated estimated costs. H. Provide detailed traffic engineering and analysis of traffic along PCH within Mariners Mile, Avon Street and the Newport Heights vicinity. Said analysis shall include as a minimum, the following: 1. Review of the various existing studies relating to traffic in the project vicinity, including the City's General Plan, the Mariners Mile EIR, the Avon Street Traffic Study and the San Joaquin Hills Transporation Corridor Studies. 2. Review of existing traffic volumes, both daily and hourly, and traffic accident history. 3. Make a summary of traffic projections for PCH which include projections with and without the San Joaquin Hills Transportation Corridor. 4. Perform an origin /destination study which will estimate 3of8 0 0 the percentage of trips on PCH which are related to Mariners Mile, both currently and at master plan buildout. a. Consider master planned densities of 0.5 and 1.0 times buildable area within the Mariners Mile vicinity. b. Present to CITY and discuss various methods of imple- menting the study. CITY shall review proposed survey /interview methods prior to making a selection. (1) Consider the use of postpaid, preaddressed infor- mation cards to be distributed to vehicles with the possible assistance of CITY personnel. 5. Determine the area of benefit along PCH when it is widened between Newport Boulevard and Dover Drive. 6. Determine the area benefitted by the extension of Avon Street. Review traffic patterns through the Newport Heights area and predict and report on how they may change if Avon Street is extended to connect with Santa Ana Avenue. 7. Review and report on a scenario to provide a one -way operation on Santa Ana Avenue. Make recommendations for geometrics and traffic control. 8. Review and report on traffic patterns in the vicinity of the U. S. Post Office on Riverside Drive, make recommen- dations to improve traffic flows; present geometrics and traffic control measures. I. Review and study the traffic volumes along PCH and make future projections. Use this information and report on the following: 1. Determine possible locations for additional traffic signals on PCH between Newport Boulevard and Dover Drive. Report on effect of the new signals upon the capacity of PCH to handle increased traffic volumes. 2. Review the need for raised medians in PCH as traffic vol- umes increase. Predict traffic pattern changes that might occur if they are installed. 3. Based on the aforementioned traffic projections for PCH, riff 0 predict the 85th percentile speeds for the widened highway section. 4. Review the pedestrian and bicycle circulation along PCH in Mariners Mile area and make recommmendations on methods to improve safety. J. Prepare a project implementation program and report with recommendations on the following: 1. A review of possible funding sources for both the PCH widening and the Avon Street extension /improvement. Said review shall include but not be limited to the following fund sources: a. Public funds b. Assessment districts c. Bonds d. Fee programs 2. Prepare an implementation program report which addresses financing and phasing and presents time frames for comple- tion of the various improvements. III. DUTIES OF CITY CITY hereby agrees to supply ENGINEER all information, materials, data, reports, plans and maps as are existing and available from same, and necessary for carrying out the work outlined herein. Such information, services and materials shall include but are not limited to the following: A. 1" = 401, scaled, aerial topographic maps flown in December, 1980. B. 1" = 401, scaled, uncontrolled aerial maps flown in October, 1984. C. CITY standard mylar plan and profile sheets. D. Current traffic studies prepared for the area: 1. "Traffic Study for Avon Street Properties," prepared by Basmaciyan- Darnell,'Inc. 2. Final environmental statement for "Pacific Coast Highway Improvement Project" with appendices. 3. CITY -wide traffic projection model and appurtenant data. 5of8 0 0 E. Current land use and master planning data. F. Permit applications to other agencies. IV. OWNERSHIP OF DOCUMENTS Original drawings, reports, notes, maps, and other documents relating to the plans shall become the property of the CITY and may be reproduced as deemed necessary by the City Engineer or his duly authorized representative. CITY agrees to hold harmless and indemnify the ENGINEER against all damages, claims and losses arising out of any reuse of the plans and specifications. V. RIGHT OF TERMINATION CITY reserves the right to terminate this agreement at any time by giving ENGINEER seven (7) days' prior written notice; notice shall be deemed served upon deposit in the United States mail, postage prepaid, addressed to the ENGINEER'S business office at 1415 East Seventeenth Street, Santa Ana, California 92701. In the event of termination due to errors, omissions, or negli- gence of ENGINEER, CITY shall be relieved of any obligation to compensate ENGINEER for that portion of work affected by such errors, omissions, or negligence of ENGINEER. If this agreement is terminated for any other reason, CITY agrees to compensate ENGINEER for the actual services performed up to the effective date of the Notice of Termination, on the basis of the fee sche- dule contained herein. VI. TIME OF COMPLETION The execution of the agreement by the parties hereto constitutes authorization to proceed. The work required as set forth herein shall commence within ten (10) calendar days of the CITY'S written notification to proceed and shall be completed within one hundred fifty -four (154) calendar days of the date of said written notice. VII. PAYMENT In consideration for the performance of the engineering services described herein, CITY agrees to pay ENGINEER a fixed fee in the amount of Forty -nine Thousand Two hundred Fifty Dollars ($49,250). 6of8 VIII 0 A. The contract amount shall be paid to ENGINEER as follows: 1. Monthly partial payments shall be based on percentage of work completed each month. 2. In addition, CITY agrees to reimburse ENGINEER for the actual cost of reproduction of copies of said plans and related documents and other costs authorized in advance by CITY. ADDITIONAL WORK AND FEE SCHEDULE No change in the character, extent, or duration of the work to be performed by ENGINEER shall be made without prior written approval from CITY. Any such additional work shall be performed on an hourly basis in accordance with the hourly rate schedule set forth below. HOLD HARMLESS ENGINEER shall indemnify and hold harmless CITY, its officers and employees from any damage or liability arising from or out of any errors, negligent acts, or omissions, in ENGINEER'S performance of this agreement, or in the engineering work or services herein pro- vided for.
