DISCUSSION: The Contract for the construction of the Community Youth Center was substantially completed to the satisfaction of the Public Works Department and Parks, Beaches and Recreation Department on July 8, 1988. The project consists of a 5,658 square foot building and hardscape landscaping. The irrigation system and all planting was eliminated from the Contract. The location of the project is shown on the attached sketch. The bid price was: $946,562 The amount of the award of contract was 839,407 The amount of change orders was -( 43,095) The total contract cost was $796,312 The following bid items were deleted from the award of the contract: 1. Parking lot -($ 33,362) 2. Irrigation system -( 15,213) 3. Planting -( 56,820) 4. The contract period was 240 calendar days from the date of award of the contract. The contract date of completion was April 20, 1988. Recommendation for an extension of time of 81 calendar days is based on the following considerations: . 1. The contract period was too short for such a complicated building. 2. Delays were encountered because the site required more excavation and backfilling than had been projected by the soils report. 3. The retaining wall and foundations nearest the bicycle trail had to be redesigned and the size and depth increased after grading had started. 4. The Contractor prosecuted the work vigorously without complaining of the cost to him of the additional excavation and recompaction that was required, and the additional cost of a higher retaining wall adjacent to the bicycle trail. Recognition should be given to the Contractor for donating the substantial cost of sandblasting the block walls and to his employees for an outstanding job. The plans were CAL, k4 Benjamin B. PLANS a. Sheet A -15 of the Plans has been revised to show moving curbs adja- cent to parking stalls 2' -6" into the parking area thus decreasing the area of asphalt concrete pavement, but increasing the width of adjacent portland cement concrete sidewalk from 6' -0" to 8' -6 "; adding two standard driveway approaches, additional curb, sidewalk, curb and gutter, and two 411- diameter steel guard posts set in inserts in the pavement in the intersection of Fifth Avenue with Iris Avenue; and deleting striping from the contract. b. The existing youth center building will not be kept in service during construction of the new community youth center facilities. Utilities for the existing building may be disconnected and the existing building demolished at the contractor's convenience. The existing sprinkler system must be kept in operation during con- struction of the new community youth center. The existing 32- station controller and the 7- station controller in the existing building must be relocated temporarily and power provided for both controllers until the new building is completed and the existing 32- station controller is installed in the new building. The 7- station controller will be aban- doned after the 32- station controller is installed in the new building. 3. The service points for electric power and for telephone service are shown on the revised copy of Sheet 38 of the Drawings that is attached to this Addendum. The cost of providing electrical and telephone ser- vice is included in the lump sum price to be paid for site utilities. 4. Area lighting is not included in the contract. 5. Liquidambar trees, " Liquidambar styraciflua, Palo Alto ", shown on the plans will be provided by the City and planted by the contractor. The estimated quantities indicated in the PROPOSAL are approximate, and are given solely to allow the comparison of bid totals. Bids are to be computed upon the estimated quantities indicated in the PROPOSAL multiplied by unit price submitted by the bidder. In the event of dis- crepancy between wording and figures, bid wording shall prevail over bid figures. In the event of error in the multiplication of estimated quantity by unit price, the correct multiplication will be computed and the bids will be compared with correctly multiplied totals. The City shall not be held responsible for bidder errors and omissionsin the PROPOSAL. Contract documents shall bear signatures and titles of persons authorized to sign on behalf of the bidder. All parties to the contract shall be governed by all provisions of the California Labor Code relating to prevailing wage rates (Sections 1770 -7981 in- clusive). DISCUSSION: The 1987 -88 budget contains an appropriation of $655,395 in the Parks and Recreation Fund to construct a new community youth center building, parking lot, site improvements, and landscaping near Fifth and Iris Avenue in Corona del Mar. The location is shown on the attached sketch. A full set of plans is on display in the Council's Conference Room. At 11:00 a.m. on July 29, 1987, five bids were opened and read by the City Clerk: 1. Beechwood Development, Newport Beach $ 946,562* 2. Atbest Construction, Walnut $ 984,904* 3. RJW Construction, Yorba Linda $1,129,528 4. Rainey Construction, La Habra $1,138,000 5. At the bid opening, representatives of both contractors stated that they were aware of the addenda and would honor them, but had failed to include them with the rest of the bid documents. In addition, Beechwood Development had failed to include his bid bond. The following day, the low bidder submitted signed copies of the two addenda and the bid bond. The discrepancy between the bids received and the architect's estimate (prepared by a separately retained professional construction estimator) appears to be simply that the estimate was too low. In order to reduce the initial cost of the work, it is proposed that the landscaping, irrigation, and parking lot be deleted from the award of the contract. These items would be done at a later date as a subsequent phase of the project. It is also proposed that changes in some of the building materials be investigated to further reduce the cost. A savings of some $85,000 is estimated from this source. An alternative action available to the Council would include award of the total contract as bid in the amount of $946,562 and adoption of a budget amendment in the amount of $300,000. Bids were received for a similar project in August, 1986. The total cost of the present project shows that the total construction cost of the present project, as designed, has been reduced by $145,485.00 The plans were prepared by Tarayao Architects, Corona del Mar. Authorize the City Clerk to advertise for bids to be opened at 11:00 a.m, on August 14, 1985. DISCUSSION: A total of $590,000 has been appropriated from the Parks and Recreation Fund for construction of a new community youth center to replace the present World War II era main building and two smaller structures located • near Fifth and Iris Avenues in Corona del Mar. The location is shown on the attached sketch. The project consists of demolishing the three existing buildings and site improvements; and constructing a new building of 5,400 square feet, plus parking lot, landscaping, irrigation system, and playground equipment. The old youth center will be out of service during construction because foundation work for the new building requires prior demolition of the old main building. The new building contains an entry hall; an 1,800- square -foot multi- purpose room; 780 - square -foot game room; 475 - square -foot meeting room; 168 - square -foot office; small kitchen and pantry; two restrooms; two storage rooms; plus two regular closets, one janitor's closet, one electrical room, and one mechanical room. Site improvements include 34 parking spaces; a hard playing court, plus extensive terraces, planters, and walkways outside the building. A large scale plot plan will be on display in the Council Chamber. The architectural plans were prepared by Dennis C. Wood & Associates of Newport Beach. The landscaping and site development plans were prepared by Eichenberger, Fennell & Associates of Costa Mesa. • The estimated date of completion is February 28, 1986.
