F -2(a) is CITY OF NEWPORT BEACH OFFICE OF THE CITY MANAGER BY THE CITY COUNCIL June 24, 1985 CITY OF NEWPf)RT AFACH JUN 24 1 °A5 TO: MAYOR AND CITY COUNCIL e FROM: City Manager / Shy SUBJECT: NATIONAL LEAGUE OF CITIES POLICE MANAGEMENT SURVEY The National League of Cities has given a proposal to perform a management survey or audit of the Police Depart- ment. The Council may recall that most City Departments have received an audit in years past, but that none was ever per- formed for the Police Department. It is believed timely, therefore, for an audit to now be performed with the Police Department. • The National League of Cities has a Police Consulta- tion Service and they have submitted a proposal for an audit to be conducted in the 1985 -86 fiscal year. This audit will review items such as resource utilization, the allocation of Police by time, function, and area; management practices, records and communications; community relations, and general overall functions of this important Department. If this agreement is approved by the City Council, the 1985 -86 fiscal year budget will be modified to reflect an allocation of money for the study. ROBERT L. It is further agreed that this study will require at least some degree of informal review of almost all aspects of police department operations. While the methods and results of such functions as personnel administration, command and control, field operations, communications, records, and support activities are not the primary focus of this study, any observed potential for improving productivity and the delivery of police services in these areas will be noted and reported. 3.
