Authorize the City Clerk to release the bonds 35 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code. DISCUSSION: The Contract for the construction of West Newport Park has been completed to the satisfaction of the Public Works Department. The bid price was $597,165.15 Amount of unit price items constructed 514,219.32 Amount of change orders 49,801.19 Total Contract cost $564,020.61 Seven Change Orders were issued. The first resulted in a cost reduction of $52,054.76. It provided for deletion of much of the underground drainage system, mow strips and headers which would be affected by the Coast Highway noise wall construction and added the grading, irrigation and turf to the westerly City limit. It also provided for a change in the type of Palm trees and an upgrading of the irrigation controllers. The second, in the amount of $10,144.42, provided for construction of the power and telephone conduits and transformer vault, changing the lighting conduit from 1 -inch to 1 1/4 -inch and deletion of the concrete encasement of the lighting conduits. The third, in the amount of $272.00, provided for removal of an abandoned 6 -inch steel water main. The fourth, in the amount of $1,260.00, provided for a change in the Palm trees around the restroom from Chamerops Humilis to Trachycarpus Fortunei. The fifth, in the amount of $3,960.00, provided for a 90 -day plant establishment and maintenance period for the westerly Park extension. The sixth, in the amount of $1,631.87, provided for a change in the type of floor drains in the restrooms. The seventh, in the amount of $4,480.00, provided for hand watering of the plantings until the Edison power became available for the automatic controllers. The Contractor is Vally Crest Landscape, Inc. of Santa Ana. The Contract date of completion was April 30, 1988. Completion was delayed by the extra work, the Park extension and the Edison Company undergrounding project. The restrooms and parking lots were opened for public use on May 25, 1988. F -18 SUBJECT: WEST NEWPORT PARK CONSTRUCTIIW (C -2537) GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON COMPANY RECOMMENDATION: Authorize the Mayor and City Clerk to execute a Grant of Easement for a portion of the subject site for the purposes of serving power to the park. DISCUSSION: As part of the West Newport Park construction an Edison Company trans- is former is required to be installed on site. Because of Company policy and Public Utilities Commission Regulations the transformer and its appurtenances must be located upon or within a recorded easement. The size of the required easement is 12 feet by 12 feet. The electri- cal conduit and wiring have already been installed as part of the Park construc- tion contract. The transformer will be installed by the Edison Company once the easement has been executed. A sketch showing the easement is attached for reference. Benjamin B.
