DISCUSSION The City Council discussed the Transportation Resource Center at its regular meeting of December 11, 1989. The Memorandum of Understanding did not receive final approval at that time because minor changes had been requested earlier that day by other participants. RECITALS WHEREAS, the Balboa Bay Club, The Cannery Restaurant, the City of Newport Beach, Hoag Hospital, Hughes Aircraft, the Newport Beach Conference and visitors Bureau, the Newport harbor Area Chamber of Commerce, the Orange County Sanitation District Plant jig, and the Orange County Transit District have determined that the creation of a Transportation Resource Center is the most feasible approach to address traffic and air quality concerns in and around the West Newport Beach area; WHEREAS, the Transportation Resource Center is a non- profit organization governed by a Board of Directors designed to increase mobility, reduce traffic congestion and improve air quality in the West Newport Leach area by assisting area employers with the South Coast Air Quality Management District Regulation XV, developing new transit strategies and providing a community -wide resource center for transportation services; WHEREAS, the Transportation Resource Center will assist its participants in complying with the South Coast Air Quality Hansgcmant District Y.• _. ti_n XV requirement b sharing, services, staffing and planning; WHEREAS, membership in the Transportation Resource Center is open to all employers in West ;- lewport Beach and adjacent sections of Huntington Beach and Costa Mesa who are not currently being served by a Transportation Management Association; WHEREAS, a designated representative from each member company will serve on the Board of Directors, of the Transportation Resource Center. NOW, T1 1E RE PORE, in consideration of the Foregoing recitals, covenants, and agreements of each of the parties herein set forth, the parties hereto agree as follows: (1) The term of this &lOU is two years, commencing on the date specified above. (2) The Board of Directors shall, within 60 days From the effective date of this MOU, adopt an annual fee to be paid in advance and calculated on a per - employee basis. (3) An application for a start -up grant of $60,000 will be prepared by the Orange County Transit District and submitted to the Urban Mass Transportation Administration on behalf of the Transportation Resource Center. (h) In February, 1990, the Transportation Resource Center shall submit an application of $60,000 to the State of California for additional program funding. (5) The Heard of Directors shall, within 60 days from the effective date of this MOU, adopt a program operating budget, including funds for an executive director, office expenses and overhead, marketing and employer incentives. J -1 Ad Hoc Transportation Management /Air Quality Management Plan Coordination Committee ESTABLISHMENT OF A TRANSPORTATION RESOURCE CENTER AND PARTICIPATION IN CENTERIDE 1. Authorize the Mayor and City to sign a Memorandum of Understanding for the City to participate in the Transportation Resource Center. and 2. Designate a representative to serve on the Executive Board of the Transportation Resource Center. and 3. Approve a budget amendment in the amount of $20,000 to fund City participation in the Transportation Resource Center and Centeride. DISCUSSION The City Council discussed the formation of the Transportation Resource Center (TRC) during its Study Session on November 27, 1989. It is the organizing committee's goal to implement the TRC effective January 1, 1990. • The Council Ad Hoc Committee is continuing to work with the other partners to finalize the wording of the Memorandum of Understanding (MOU). The MOU will specify the goals and objectives of the TRC, as well as the commitments of each of the members. It is anticipated that the TRC will have an Executive Board as its governing body. The Council will need to designate a representative to the Board. The representative could be either a Councilmember or staff. 1 OF 2 • The Ad Hoc Committee recommends the City participate in the Transportation Resource Center as a full member and also join Centeride, the Newport Center Transportation Management Association, for those employees whose worksite is in Newport Center. The TRC has a tentative budget which calls for an $18.00 per employee annual fee. Based upon the budgeted number of full -time equivalent workers, the City's fee would be approximately $10,000. The fee for Centeride is currently $30.00 per year per employee. There are approximately 290 full -time equivalent employees of the Police, Fire and Library Departments in Newport Center, resulting in an annual fee of nearly $10,000. Staff will begin work on the Air Quality Element for the General Plan after the first of the year. A separate budget amendment will be submitted for that work. For the Ad Hoc Committee Richard M.
