Authorize staff to retain a consultant to assist in the preparation of a parking and traffic study in the vicinity of Corona del Mar High School. 2. Approve a budget amendment in the amount of $12,000 to fund the study. During the review of the proposed expansion of Our Lady Queen of Angels church and school, representatives of the Bluffs Association expressed concern over the impact of additional development on the nearby streets which already have problems. Staff proposes to retain the services of a consulting traffic engineer to identify and quantify the existing parking and traffic problems and to recommend improvements. The consultant will also be asked to consider ways to mitigate the impact of the church expansion, the Bergeson Pool, and future enrollment increases at the high school. Staff has previously met with representatives from the Bluffs • Association to discuss their concerns. Based upon this meeting, a Scope of Services for the consultant has been prepared and is attached for information. An initial meeting will be held with representatives of Corona del Mar High School and the Eastbluff Homeowners Association to ensure that all related concerns are addressed. 1 of 2 It is estimated that the study will take approximately 60 days to complete, once the consultant is authorized to commence work. • The estimated cost of the study is $12,000. • Richard M. Specific concerns to be addressed are: 1. Traffic conditions associated with Corona del Mar High School students arriving in the AM. 2. Parents dropping off students in the AM at all locations. 3. Capability of Eastbluff Drive to accommodate turns into and out of parking lot. 4. Left -turn volumes for northbound Eastbluff Drive to Vista del Oro, due to inability to turn left at Mar Vista. 5. Impact Corona del Mar High School parking lot has on turns into or out of Alba Street. 6. Parking on surrounding area streets. 7. Left and right turns on Mar Vista at Eastbluff. 8. Impact of pedestrians at Mar Vista /Eastbluff intersection. 9. Parking utilization at all Corona del Mar High School parking lots. 10. Impact on traffic and parking during Thursday AM (street sweeping). 11. Adequacy of ingress /egress to parking lots. 12. Adequacy of left -turn lanes on Eastbluff. 13. As you are aware, we recently completed a traffic study for the Our Lady Queen of Angles church within this study area, and thus are familiar with traffic and circulation conditions associated with both the high school and also the parochial school. I have also participated in some of the discussions with local residents so I believe we have a good feel for the perceived problem. Based upon our earlier discussions we believe that the scope of service described below will result in a study that will quantify the problem and make appropriate recommendations. SCOPE OF SERVICES On March 8, 1990 we transmitted a letter to your office which outlined 26 concerns we observed in field inspections by both myself and another engineer of our office. That list contained several perhaps overlapping items which you have pointed out. You have also added two additional items which we concur in. The scope of services therefore can be summarized generally as: We will make a detailed survey of traffic conditions in the area general bounded by Vista del Oro, Eastbluff Drive and Mar Vista Drive. Specific attention will be directed to traffic volumes during those hours prior to classes beginning or after classes end. A manual traffic count will be made to determine the amount of vehicular travel associated with the High School as well as that associated with local residents and the parochial school. An attempt will also be made to quantify any traffic using Eastbluff Drive rather than Jamboree Road, as has been claimed by local residents. Particular attention will be directed toward parents, and students, arriving and leaving parking lots before and after school specifically at those lot driveways near Alba Street. Where heavy left turns are observed, capacity analyses will be performed to determine adequacy of turning lanes and delay imposed upon local residents. 0) W Because of the current use of a crossing guard at the Eastbluff - Mar Vista intersection, left turns are prohibited in early morning periods, thus creating a pseudo one way loop for parents delivering students either to the Church or the High school. This one way loop creates the need for a left turn from Eastbluff Drive to westbound Vista del Oro which will be monitored for capacity and safety conditions. Turning volumes and sight distances will also be surveyed at the Mar Vista - del Oro intersection as well as along Mar Vista Drive. Left turns from Mar Vista Drive to Eastbluff Drive will also be addressed in some detail, specifically insofar as they are impacted by eastbound traffic on Eastbluff Drive waiting for a green signal at the Jamboree - Eastbluff intersection. Other concerns which are apparent at this time are bus loading, time of arrival for church versus public students, circulation within parking lots, residents competing with students for street capacity or right of way, parking along the public street, and parking during sweeping days. If, during the course of the study, any other problems are identified, they will be addressed. In addition to the above scope of work, the following concerns have been expressed. That CDM School traffic traveling on Jamboree Boulevard, turn onto Bison Avenue and travel thru Bamboo Street or Alta Vista Drive. - That traffic conditions during the lunch (mid -day) peak period should be investigated in addition to the original morning and evening peak analysis. Field observations will be made to investigate the above two concerns and will be addressed in our analysis. However, if field observations were to trigger the need for a license plate survey or excessive traffic counts, the fee will be amended to reflect only the additional work efforts required. Prior to any fee amendment or additional surveys, the scope of work will be discussed with Mr. Richard Edmonston, the City Traffic Engineer. DELIVERABLES our study, its findings, conclusions and recommendations will be summarized in a suitably bound and illustrated report of a format similar to that normally used in the profession. Because of the expressed interest by local residents in this study, it is possible that a substantial number of copies may be requested. The fee, proposed below considers furnishing 15 bound copies plus one set of "camera ready" originals. Should the city desire, additional copies can be provided for a nominal printing cost. JUSTIN F. PROPOSED FEE For performing the above described work effort, we propose a fee based on time and expenses not to exceed $12,000.00, based on our hourly rates, listed on the attached fee schedule. This fee includes the traffic counts that are deemed necessary, labor, overhead and profit. Because it is impossible to foresee the amount of public hearing participation, we propose that attendance at City Council or Planning Commission meetings be invoiced for time and expense separately. We propose that invoicing will occur on the first of each calendar month for the work efforts expended and expenses incurred during the previous month. Invoices are due and payable upon receipt.
