BACKGROUND
Negotiations between the City and the Beacon Bay Community
Association have been completed and a draft lease has been
reviewed by the State Lands Commission. The terms of the draft
lease have been the subject of previous reports to the City Council.
Upon completion of the appraisal, both the City Council and the
Community Association will make final determinations regarding a
new lease.
George Hamilton Jones is widely recognized as the most expert
appraiser of tidelands. The firm conducted the previous appraisal
and has extensive background knowledge on the property. The
retention of this firm will ensure the best product and the least cost.

In accordance with the action of the City Council on August 13, 1990, this letter
constitutes a notice to proceed with the appraisal of the leasehold interests
owned by the City in the area known as Beacon Bay. The leasehold interest is
defined as that contained in the draft lease negotiated between representatives
of the City Council and of the Beacon Bay Community Association. This lease
has been transmitted to you under separate cover. Your appraisal is to be
conducted in accordance with the instructions to appraiser also previously
transmitted to you. A purchase order in the amount of $60,000 for this work
will follow.
Please coordinate your efforts with the City Manager.
