HomeMy WebLinkAboutC-2855 - Solid Waste ConsultingTO: MAYOR AND CITY COUNCIL FROM: General Services Department SUBJECT: SOLID WASTE CONSULTING CONTRACT C - ZYS35 Discussion City Council Meeting March 11, 1991 Agenda Item No. E-300 MAR I 1 1991 The State Source Reduction and Recycling Bill of 1989 (AB 939) required all cities to conduct a waste sort and prepare a recycling plan by December 31, 1990 and July 1, 1991 respectively. Subsequently, specifications to meet the State criteria were prepared in May 1990 and provided to 6 qualified solid waste firms. The resultant bids ranged from $80,000 to $220,000. The low bidder was Kleinfelder, Inc. of Diamond Bar, CA at $80,000. On June 25, 1990 the Council approved the expenditure of the first $30,000 of the $80,000 low bid to retain a solid waste consulting firm to conduct the mandatory six month waste study (July 1 to December 31, 1990) and prepare the initial portion of the City recycling plan required by AB 939. Kleinfelder, Inc. was subsequently selected as the low bidder and began the waste study on July 1, 1990. The company subsequently conducted two sorts of City refuse, one in August and one in October to verify seasonal changes in refuse quantities and composition. Since July 1990 AB 939 has had several major modifications, specifically AB 1820 and AB 2707, which have caused major adjustments to the planning and research tasks. For instance as late as November, 1990, AB 2707 directed the preparation of separate plans to recycle refuse and collect household hazardous waste. During late December 1990, as the $30,000 limit on funding was approached, I requested an update of costs from Kleinfelder, Inc. to complete the Source Reduction and Recycling Element and the Household Hazardous Waste Element. The company later responded with a proposal of $48,535, which when combined with $30,000 previously authorized, will total $78,535. Kleinfelder, Inc. has also been selected as the consultant for Huntington Beach, Seal Beach, La Habra, and Fountain Valley to prepare the two plans (recycling and household hazardous waste) . Their Recycling Manager, Mr. Michael Perry, notes that this is the maximum number of cities that his firm feels comfortable in preparing recycling plans for. At present, to our knowledge our City is more fully advanced than any other city in Orange County in terms of recycling plan preparation. We should be able to meet the April 1991 State requirement for a draft plan submission. The draft plan is scheduled to be presented at the study session on March 25, 1991 and for final review and approval on April 8. This delay until April is caused by a special required 30 day public review of the document before Council review and approval. No additional monies are requested for this proposal since funding for consultant services is available within the General Services departmental budget. Recommendation: Provide authority for the issuance of a purchase order not to exceed $48,535 for Kleinfelder, Inc. consultation services to complete the Source Reduction and Recycling Element and Household Hazardous Waste Element. As you know, Kleinfelder was selected to provide AB 939 consulting services to the City in July of 1990. At that time, Kleinfelder was authorized to proceed with our proposed Scope of Services as set forth within Proposal No. 70 -YP -9388, dated June 18, 1990, at an estimated project total cost of $80,660. Our authorization to proceed dated June 26, 1990, permitted Kleinfelder to begin work on the basis that we would not exceed $30,000 until the remaining budget was authorized: As of December 1, 1990 Kleinfelder was incurring charges that will exceed the initial budget authorization. Therefore, we are seeking authorization to complete the City's SRRE and HHWE development. Attachment A indicates the original estimated costs associated with the development of the SRRE for the City of Newport Beach. The shaded area estimates the percentage of completion for each specific task as defined within our proposal and estimates the approximate labor expenditures associated with each task. KLEINFELDER 1370 Valley Vista Drive, Suite 150, Diamond Bar, CA 91765 (714) 396 -0335 r"v David Niederhaus • January 5, 1991 Page 2 i As is inferred within the shaded area of Attachment A, Kleinfelder has completed two modified waste characterization studies at the Bee Canyon Landfill which were designed to evaluate the wastes generated from the beach areas of the City and denote any seasonal variations associated with high tourist and low tourist seasons. Additionally, Kleinfelder has developed and coordinated a series of City Goals and Objectives that have been reviewed and approved by the Environmental Quality Affairs Committee and City Council in December 1990. Kleinfelder has continued to work with the Orange County Integrated Waste Management Plan for Orange County and has developed preliminary draft Source Reduction, Recycling, and Composting Components. These three components are anticipated to be forwarded to your office on or before January 15, 1991. As indicated within Kleinfelder's original Project Cost Summary the majority of work effort has concentrated on development of the Waste Characterization, Source Reduction, Recycling, and Composting components. Additional staff time has been devoted to an overview of the County sponsored waste characterization and diversion study as well as a more complete analysis of the Household Hazardous Waste requirements for the Element. Work necessary to complete the project is difficult to clearly define and quantify due to the still unknown submittal requirement of Assembly Bill 2707 relating to the Household Hazardous Waste Element. Meinfelder is confident of our original project proposal cost estimate, and is proposing complete the project on a not to exceed basis of $80,660. Adjusting this estimated costs for the initial authorization to proceed and data received from the County of Orange, we are seeking contractual authorization in the amount of $48,535. Should the scope of work require less resources that anticipated Kleinfelder will reflect the reduced work effort within our invoices.
