SUBJECT: LEASE - PURCHASE AGREEMENT FOR HIGH SPEED VOICE
AND DATA TRANSMISSION CIRCUITS.
Recommended action:
If desired, authorize the Mayor and City Clerk to execute a lease
purchase agreement with General Datacomm for T -1 (high speed voice
and data transmission) circuits.
Background:
The City presently leases 105 off - premises lines for voice and data transmission. A
number of these lines are reserved solely for data transmission. The data lines are
not capable of relaying information at a speed that is considered "real time ", a speed
required for maintainence the City's data bases and geographical information system
( Geobase).
An initial T -1 link was installed and completed in 1990 as part of the Geobase
project. This link provided data only transmission between the Utilities
Department and City Hall.
The circuits requested will add a voice capabilty and link the Police, Fire, and Library
facilities located in Newport Center to both City Hall and the Utilities Department.
This "triangulated" linkage will provide redundancy for use during emergencies.
The addition of voice circuits will allow the City to reduce the number of leased off -
premises lines by 48. This reduction will almost equal the cost of the lease payments
by the end of the second year.
The leasing program provides for City ownership of the equipment after five years.
Lease payments will be $3,000.00 per month. There will be an additional set -up
charge of $7,500.00. First year funds are included in the current Geobase, Utilities,
and Data Processing budgets. Funds for the second year are included in the 1991 -92
budget.

General Datacomm was selected for it's ability to engineer in a cost effective and
timely manner T -1 circuits required by the City. General Datacomm has proven
experience in resolving compatibility and connectivity problems involving existing
hardware and software. Staff has evaluated proposals from several vendors and
after rigorous review of engineering, cost, and support requirements selected
General Datacomm.
This lease - purchase agreement was reviewed by the Utilities Committee at its
meeting on April 14th and is forwarded to the City Council with a recommendation
for approval.

TO RENTAL AGREEMENT NO. 61780
The City of Newport Beach ( "Customer ") and DataComm Leasing
Corporation ( "DLC ") hereby amend Rental Agreement 61780 as
follows:
Section 9 - Delete this section in its entirety.
Section 14(f) - First sentence, replace "State of
New York" with "State of California ".
All other terms and conditions of Rental Agreement No. 61780
remain in full force and effect.
