This work effort also includes the installation of VCP sewer laterals and conduits for electrical telephone, air and gas service lines and various sized fittings and appurtenances. In addition, the abandonment and partial removal of existing sewer, water, gas, electric, telephone and air lines and their appurtenances is apart of this work. The Contract requires completion of all work in accord with these Special Provisions; the City's Standard Special Provisions; the Plans (Drawings No. M- 5300 -5; the Standard Drawings for Public Works Construction, Latest Edition; and the Standards Specifications for Public Works Construction (SSPWC) , latest edition; copies of which are available for purchase at the Public Works Department, City Hall Complex at 3300 Newport Blvd., Newport Beach 92663 or at Building News, Inc. 3055 Overland Ave., Los Angeles 90034, (213) 202 -7775. 1 -2 Completion and Pipeline Connection Schedules Completion Schedule The Contractor shall complete all work under the Contract within sixty (60) calendar days from the date of award of the contract by the City Council. Pipeline Connection Schedule The new waterlines shall be installed and shall have passed pressure testing before making any connections to the existing water lines. The City will shut down the existing 24" and 14" water lines for one (1) eight hour period from 8 a.m. - 4 p.m. The contractor will be responsible for completing the new connections within this period. The contractor shall verify that the existing pipe conditions are in accord with the plans prior to the City shutting down the 24" & 14" waterlines. The Contractor will be required to install the two (2) new connections within an eight (8) hour period to the existing sewer lateral. Prior to making these connections the new sewerline will have to be cleaned and passed the testing. The Contractor will be required to make the gas connection to the existing gas line. This effort cannot occur until the City shuts off the supply at the gas meter in the yard. The time and dates of any utility to be shutdown will be determined by the City of Newport Beach, Utilities Department. SP -1 1 -3 1 -4 1 -5 1 -6 Payment The prices shown on the proposal shall be considered full compensation for all labor, equipment, materials, except materials furnished by the City ( see section 4 ), necessary to complete the work in place and no additional allowance will be made therefor. Liquidated Damages Failure of the Contractor to complete the work within the time specified will result in significant damages being sustained by the City. All work specified under this contract shall be completed within the time specified for completion or the Contractor shall pay the City as liquidated damages, the sum of one thousand dollars ($1,000) per calendar day for each and every calendar day's delay in completing the work in excess of the specified time, plus any authorized time extensions. Permits and Inspection The Contractor shall obtain a street encroachment permit and all other permits necessary for the proposed construction (i.e. CalOSHA) . The Contractor shall also prepare a traffic control plan for construction in 16th street. The Contractor will be responsible for processing and obtaining approval of a Traffic Control Plan from the City of Newport Beach Traffic Engineer. Prior to excavating in the vicinity of these utilities, the Contractor shall notify Underground Service Alert. The Contractor shall be responsible for verifying the actual location and elevation of all utilities in the field prior to start of construction by pot - holing all crossings and connections by hand - excavation methods. The Contractor shall protect all existing utilities from damage, whether they are shown or not. 1 -14 Construction Survey Staking The City will provide one (1) set of stakes for both line and grade for the construction of the water, sewer, electric, telephone, air, and gas lines. This will include one (1) set of stakes for the construction of meters, fire hydrants, vaults, and air release valves. Any additional stakes or any restaking or costs thereof shall be the responsibility of the Contractor. The Contractor shall notify the City in writing two working days in advance of the time 1 that stakes are needed. 1 -15 Water and Power iThe Contractor will be responsible for obtaining any water and power required for his operations. 1 -16 City Furnished Materials The City will furnish certain pipeline materials for Contractor installation. The material to be furnished by the City is listed in the appendix. All other material required to complete the work shall be furnished by the Contractor. SP -4 I 1 -19 Notification The Contractor will be responsible for providing local residents and business's impacted by any utility shut down with written notification twice; once three (3) days in advance and once twenty - four (24) hours in advance. The City will approve the notification format prior to the Contractor distributing literature. The Contractor's personnel and subcontractors will be required to park all personal vehicles off -site along 16th Street. The Contractor shall be responsible for securing the site to protect his property from vandalism and loss and to protect the public from possible injury. The site may not be used for personnel parking. The Contractor's personnel and subcontractors will be required to park off -site along 16th Street. The Contractor will have complete access to the project area within the "limits of construction ". Access to other areas of the site is restricted and limited to only necessary purposes. Excavation shall include without classification the removal of all material of whatever nature encountered. The Contractor shall remove unsuitable material and dispose of it at an off -site location. Costs of said disposal shall be the sole responsibility of the Contractor and no additional compensation shall be made therefor. 2 -2 Backfill & Bedding The bedding material shall be sand meeting a SE30 or better grade and shall be compacted to a minimum of 95% relative compaction for all pipes. The bedding shall be from 6- inches below to 12- inches over the pipe. Backfill of all pipe trenches layers not more than 8- inches 90 percent of maximum density. 2 -3 Waterline Pipe 2 -3.1 Ductile Iron Pipe above the backfill shall be placed in in thickness and shall be compacted to Ductile iron pipe shall be Class 52 or thicker except where otherwise specified and shall comply with AWWA C151 (ANSI A21.51) . ■ 2 -3.2 Water Pipe Joints ' Joints shall be AWWA and ANSI approved, rubber gasketed, push -on joint type except as noted otherwise on the plans, as manufactured by U.S. Pipe & Foundry or Clow Corporation or any other DIPRA member. 2 -3.3 Water Fittings Fittings shall be manufactured in accord with AWWA C110 (ANSI A21.10) and shall be ductile iron. Cast iron fittings shall not be accepted. 2 -3.4 Lining and Coating Internal surfaces of ductile pipe shall be lined with a uniform thickness of cement mortar then sealed with bituminous coating in ' accord with AWWA C104 (ANSI A21.4). The outside surface shall be coated with a bituminous coating 3 mils thick in accord with ANSI A21.6 or ANSI A21.51. To protect the pipe from corrosion ductile iron pipe and pipe fittings buried underground shall. be protected with plastic film wrap in accord with AWWA C105 (ANSI A21.5).Wrap shall be loose 8 mil thick polyethylene. See drawings for pipe section not requiring the polyethylene encasement (i.e. inside the water valve vault). .' SP -6 2 -3.5 Flanges 0 Flanged fittings shall be ductile iron material and shall conform to the requirements of AWWA Standard C -110 latest revision and ANSI A21.10. Pipe and adapter flanges shall be ANSI B16.5 pattern, Class 150 flanges. Steel flanges, where specified shall conform to the requirements of ANSI B16.5 and ASTM A105. Flange bolt pattern shall match the ductile iron fittings specified above. 2 -3.6 Bolts, Nuts and Gaskets Bolts & Nuts for all installations shall be type 316 stainless steel. Coat threads with liberal amount of anti -seaze compound. Flange gaskets shall be full -faced Buna -N, nylon impregnated rubber. 2 -4 Water Valve Vault The Vault may be cast in place or may be precast provided that the vault meets "Caltrans H -20" loading requirements and is manufactured by Brooks Products, Quickset or Utility Vault Company. In no instance shall the wall thickness of the vault be less than 6- inches: nor shall the vault base be less the 8 -inch; nor shall the vault ceiling be less than 6- inches thick. The vault shall be 8' wide by 8' long (minimum) and V-6" from floor to ceiling (minimum). Pipe clearance shall be 24" minimum from floor to flange bottoms. All sides of the vault shall be properly reinforced with steel to withstand the specified loading. All joints, seams & outlets shall be sealed in such a manner as to insure water tightness. Vault exterior shall be coated with 25 miles of bitumastic concrete waterproofing compound prior to backfill. All interior joints and seams (except pipe entrance) shall be filled with non - shrink cement grout compound and shall be trowel finished smooth. 2 -4.1 Vault Openings The vault shall have two top openings. One shall be a standard 36- inch diameter manhole, frame and cover. It shall be centered over the valve body. The other opening shall be rectangular with minimum dimensions of 30" x 36" and shall be in one corner of the vault. Its cover shall be a hinged, spring- assisted diamond plate stainless steel. Covers shall be designed to carry "H -20" loading. 2 -4.2 Pipe to Wall Joints Pipe to wall joints shall be sealed using rubberized mechanical glands as manufactured by "Link -Seal" with stainless steel hardware. Grout sealing these joints is not an acceptable practice. Ventilation duct openings may be sealed with a non - shrink grout material or with "Link - Seals ". SP -7 I 1. 0 2 -4.3 Vault Section and Manhole Ring Joints Vault section and manhole ring joints shall "H-20" traffic rated and shall be sealed with non - shrink cement grout and shall be finished smooth inside. t2 -4.4 Vault Floor The vault floor shall be graded to slope toward one corner. A 12- inch diameter recessed sump (a collection sump, not a draining sump) shall be provided. The sump shall be a minimum of 8 inches deep. A cast iron grate shall be provided for the sump such that it is flush with the vault floor. The grate shall be manufactured by Alhambra Foundry or approved equivalent. ' 2 -4.5 Ventilation Openings The vault shall have two 8 -inch diameter ventilation openings. Ventilation piping shall be provided and run to the ground surface as necessary and shall be PVC schedule 40 or thicker. Steel ventilation piping is not acceptable. PVC ventilation pipe passing thru the vault wall may be grouted into place with a non- shrink ' cement grout material or "Link- Seals" and such joints must be watertight. PVC ventilation pipe shall terminate with an air vent stack, armorcast products upsrk -8 or equal. 1 2 -4.6 Wall Mounted Steel Ladder A wall mounted, steel ladder shall be provided. The ladder shall be of sufficient size, dimension and capacity to satisfy the requirements of OSHA. All steel components shall be hot -dip galvanized after fabrication. All mounting hardware shall be stainless steel. The ladder shall be wall- mounted only. No floor mount rails shall be used. Side rails shall be terminated 4" above the vault floor surface. 2 -4.7 Side Rail Extensions The ladder shall be equipped with side. rails extensions(two) as manufactured by Brooks Products, Specialty Dept., Inwesco or pre - approved manufacturers equivalent. 2 -4.8 Detailed Vault Fabrication Drawing The Contractor shall provide a detailed fabrication drawing which shall be submitted to the City for approval. SP -11 I 1J J P [1 i u if if SECTION 3 - CONSTRUCTION METHODS 3.1 Bedding 3.1.1 Water and Sewer Lines 0 A six inch layer of sand meeting a SE30 grade or better shall be installed prior to placing the pipe. Prior to placing the pipe the bedding shall be graded so that when installed the pipe shall be in contact with the bedding for the full length. Also see Section 2 -2 herein. 3 -1.2 Electrical, Telephone, Gas, Air and Irrigation Lines A six inch layer of sand meeting a SE30 grade or better shall be installed prior to placing the pipe. Prior to placing the pipe the bedding shall be graded so that when installed the pipe shall be in contact with the bedding for the full length. Also see Section 2 -2 herein. 3.2 Pipe 3 -2.1 Water and Sewer Line The pipe shall be installed to the line and grade shown. The pipe joints shall be made up strictly in accord with the manufacturer's instructions. The pipe shall not be deflected more than 5 degrees or more than that recommended by the manufacturer, whichever is less. The pipe shall be handled with canvas slings and care shall be taken not to bump or otherwise damage the pipe while it is being unloaded or placed in the trench. Care shall be taken to minimize foreign material from entering the pipe during installation. 3-2.2 Electrical, Telephone, Gas, Air and Irrigation Lines The pipe shall be installed to the line and grade shown on the plans and detail. The Contractor shall adhere to the guidelines and requirements of Souther California Edison, Pacific Bell, and Southern California Gas as found in Appendix B, C, and D respectively. 3 -2.3 Installation of PVC Conduit Joints All PVC joints shall be made installed using the standard practice for making solvent- cemented joints with PVC pipe and fittings per ASTM D2855 3 -2.4 Installation of Heat Fusion fittings All PE J ittings shall be butt heat fusion fittings and installed per ATSM D3261 SP -12 3 -3 Excavation /Shoring In areas where open trenching is used, excavations shall be braced or shored so as to provide conditions under which workmen may work safely and effectively at all times. The latest revision of the rules, orders, and regulations of the Division of Industrial Safety of the State of California shall be complied with. Contractor shall provide structural calculations for all shoring which shall be signed by a California licensed Civil Engineer. 3 -4 Testing and Disinfecting (Water, Sewer. Gas and Air line) iIn addition to the hydrostatic pressure test and disinfecting as specified in the City's Standard Special Provisions Section 306 -1.4.5 and 306 - 1.4.7. Sewer pipe shall be "balled" with a rubber sewer cleaning ball per the City's Standard Special Provisions Section 306-1.4.8., to remove any material which may have entered the pipe during construction. Water pipe shall be allowed to remain full for 24 hours prior to pressure testing so that the cement lining will absorb what water it will. The Contractor shall test all gas lines for leakage in the presence of the City. The test shall consist of loading the line with air and holding the test pressure in each line for a period of not less than two (2) hours. The test pressure shall be a minimum of 75 psi. L 1 I I 11 1 1. EASEMENTS SATISFACTORY TO THE UTILITY Easements along the line and service extension routes shown on the drawing shall have the following minimum widths: a. Along front or rear property lines — six b. Along side property lines — four feet. c. For a service . on private property other feet. (An easement is not required for a that it serves.) 2. SURVEY feet, than the property that it serves — three low-voltage service line on the property If installation takes place prior to final grade being established and curb and gutter installed, surveying of street improvements, property corners, lot lines, meter locations, finished grade, etc., necessary for the installation of underground facilities must be completed and markers or stakes placed by the Customer prior to the start of the installation. Grade and property line stakes must show offset measurements. In all cases lot lines and meter location must be marked. In addition, all markers must be maintained by the Customer during the installation. Customer may be required, at his /her expense, to verify locations after final grade is established and curb and gutter installed. 3. PERMITS Permits and permit fees necessary for excavation shall be provided by the Customer. 4. EXCAVATION AND BACKFILL (see Exhibits C, 0, and F) a. Work area shall be cleared and rough-graded to within four inches (4 ") of final grade prior to installation of Edison structures. b. All excavations shall be in accordance with the State of California Occupational Safety and Health Standards (Cal -OSHA) and Edison specifications. c. The minimum trench width is twelve inches (12 "). d. Each trench shall be to a uniform depth below finished grade as specified on the working drawing. Finish grade is to include all cuts for drainage and landscaping. e. Call Underground Service Alert (USA) at 1.800- 422 -4133 for locating of underground facilities at least two working days before digging. f. The Customer shall provide sufficient help during cable installation to maintain a clean trench, free of rocks and other debris. g. EXCAVATION AND BACKFILL (con.) deviations from the planned locations will be permitted without prior approval by the Edison representative. h. Customer shall coordinate trench excavation with Edison before digging. i. Street crossings must be installed at right angles to the front property lines. j. . Backfill shall be provided by the Customer for all trench and excavations which shall include crushed rock, concrete, and imported material as required. k. Backfill, per Edison specifications, shall immediately follow cabling or substructure installation. At no time shall cable be left exposed over twenty -four (24) hours. I. No rocks are allowed within twelve inches (12 ") of direct - buried cable, CIC, or any duct without encasement. Native backfill capable of passing through a one - half inch mesh screen shall be considered to be "rock free." If existing backfill does not pass through a one -half inch screen, place imported sand three inches (3 ") below and six inches (6 ") above Edison cables. m. All backfill shall be compacted to meet or exceed local ordinances or other requirements. It shall be placed in a manner that will not damage the cables, conduit, or substructures or allow subsidence of the trench or structures. 5. RETAINING WALLS Where required as determined by the Edison representative, retaining walls (see Exhibit G) shall be furnished by the Customer to protect Edison facility /equipment locations. Retaining walls are required in areas subject to erosion. Retaining walls must conform to local building ordinances. Retaining walls must be installed before equipment is energized. Refer to Exhibit G for typical space requirements. a. Retaining walls for BURD enclosures are required if: (1) Sloping grade rises more than eighteen inches (18 ") at a horizontal distance of five feet (5) or less from enclosure, or (2) Sloping grade is more than two inches (2") above finished grade at any point adjacent to the enclosure. b. Retaining walls for padmounts are required where: (1) Sloping grade rises twenty -four inches (24 ') or more at a horizontal distance of five feet (5') or less from the pad, or (2) Where grade is more than six inches (6 ") at any point adjacent to the pad. 6. CONDUIT (DUCT) AS SLEEVES FOR CABLE -IN- CONDUIT (CIC) If street crossing trenches are opened at a time that is convenient for Edison crews to install cable, the installation of sleeves will not be required. If street crossing trenches are opened at a time convenient for the Customer but not convenient for Edison crews, sleeves will be provided by the Customer at his /her expense for each run of cable to be installed. The following minimum sizes for these sleeves are applicable. a. A three inch (3 ") minimum size sleeve will be installed for each low- voltage service and streetlight crossing. b. Refer to the utility concerned for questions concerning details of their installation. I 10. COORDINATION AND SUPERVISION The Customer shall provide continuous supervision over and coordination among the various contractors working within the development in order to prevent damage to Edison facilities. The Customer must insure that all facilities are installed in the exact locations shown on the construction drawings. The Customer is responsible for all cost of repairs, replacement, relocation, or other corrections to Edison facilities made necessary by the Customer's failure to provide the required supervision or to otherwise comply with these requirements. 11. PROTECTION FOR SWITCH, TRANSFORMER, AND HANDHOLE ENCLOSURES Edison assumes no responsibility for damage by subcontractors during the construction of the development. If cable is installed at any time prior to color coat, extreme care and protection must be provided to prevent damage to Edison cable and substructures. This would include barricades provided by the Customer in order to protect the substructures. The installation of these barricades shalt be the responsibility of the Customer and coordinated with Edison (See Exhibit M). If cable is installed after color coat and final grading has been completed, the possibility of the facilities being damaged is greatly reduced and the protection required is minimal but may still be required by the Edison inspector. 12. INSPECTION Edison inspection is required during the construction period and notification is the ' responsibility of the Customer. Standards of Edison construction requirements are available upon request from Edison. W) Z_ • • Page 2 February 10th, 1992 Agenda Item No. The low bidder, Universal Pacific Corporation is a qualified general contractor licensed to do business in California. This company has successfully completed somewhat similar construction projects for other reputable agencies in Southern California. This project provides for installation and relocation of underground water, sewer, gas, air, electric and telephone pipelines on and adjacent to the 16th Street Utilities Yard site. The project is part of the first phase of a three- phased project to expand the Utilities Yard. The overall project was approved by the Utilities Committee in July 1988. The Phase I work was approved by the Council in May 1990 as a part of the 1990 -91 fiscal year capital project program. The project will cause the relocation of interfering utilities and existing buildings to permit the eventual installation of a new booster pump station and underground concrete reservoir in the third phase to allow storage of well water from the City's Groundwater Development Project. This is in accord with the City's Water Masterplan which provides for projects to obtain a supplemental water supply from the groundwater basin. Immediately following completion of this phase of work, the City will commence on a contract for the construction of the Phase I, surface facilities and the on -site building structures. Phase I, building construction is under final design at this time. Bids will be solicited in late March. It is estimated that building construction can begin in May 1992, with a probable completion for all of the Phase I work around September 1992. Funds for the work are available from the City's water capital project account under the item, "16th Street Reservoir Site Improvements" under the account number 7503 - 5000018. Orange County Water District has recently approved sites for water wells. The overall project provides for a new reservoir and operation of a pump station to take well water into the City's water system at the Utilities Yard. As a part of the project to pump water from the groundwater basin, the City must reconstruct the 3.0 million gallon reservoir and booster pumping station at the Utilities Yard at 949 West 16th Street. Funds for the work are included in the approved 1990 -91 water capital projects under the item, "16th Street Reservoir Site Improvements ". Immediately following the completion of the demolition & rough grading work, the City will commence with this contract. The estimated time of completion is 75 calendar days. Once this utility relocation project has been completed, Phase I. building construction can commence. Phase I, building construction is under final design at this time. Bids will be solicited early January. It is estimated that building construction can begin in March 1992, with a probable completion for all of the Phase I work around August 1992. Robert J.
